Wooden fencing is a classic look and a popular choice. It is easy to install, fairly low maintenance and can come in a variety of finishes and heights. Tyrolean heaven Full on Constructions (FOC) has won a swag of awards over the years. The Snowy Mountains building company is highly regarded throughout the region for their captivating home constructions.
One of FOC’s signature constructions can be found in Tyrolean Village. Negotiating a steep block, the home makes great use of colorbond, steel and timber. Such was the regard the finished product was held in, FOC won three HIA Awards in 2006. They took home House of the Year, Custom Built House of the Year and Best Use of Steel. Standing amongst a number of impressive structures in Tyrolean Village, just east of Jindabyne, the home has sweeping views of the lake. Most rooms take in the beautiful Lake Jindabyne through the double glazed windows and sliding doors. The home features four bedrooms, three designer bathrooms, and a designer kitchen over two levels. of this Tyrolean Village masterpiece with the work valued at $780,000. The finished project sits amongst a scenic bush setting, and is highly regarded across the building sector. A decade on, John Nassar and his team recently returned to Tyrolean Village to build an extension to the home. “You wouldn’t notice it’s an extension, we constructed the new wing to maintain the same theme of the original house,� Mr Nassar said. “It’s a double storey construction with a master bedroom on the top level and below there’s an office. The space is 150m2.� FOC’s success with the home is evident. The challenge of building an architecturally designed home on a sloping block was no issue for the FOC team.

The Snowy Mountains based building company was a finalist at the recent Housing Industry Association (HIA) ACT/Southern NSW awards night in the category of Heritage Renovation Project of the Year. FOC’s extensive renovations to Kate Litchfield’s Lambie Street townhouse have drawn praise from across the building industry. The restorations have left the home looking every bit the Georgian-style wonder that it is. Built in 1880, the heritage-listed townhouse sits proudly amongst Cooma’s oldest homes. The historic street is an apt setting for a house of such magnificence. The Lambie Street home holds an important place within the long list of homes John Nassar and his FOC team have worked on. “It’s a special place as one of the oldest homes we’ve worked on. The home has heritage significance, and it stood out [at the HIA Awards] because of its age and the way it’s designed,� Mr Nassar said. The project took about six months to complete, and during the renovations, FOC ensured the changes maintained the home’s heritage value. “There was an emphasis on leaving the house the way it was,� Mr Nasser said. FOC was tasked with completing internal and external restorations of the tri-level townhouse. Each level boasts its own
elegance and class with the modern industrial style bathroom on the ground floor a feature of the home. A clean, fresh look radiates from the white painted stone walls, while the room is given a spacious feel through the concrete floors and bench seat. Sitting in the middle of the bathroom is its focal point, a Fienza cast stone bath. The home’s living areas are located on the middle level with two large lounge areas providing plenty of room for family time. A modern country inspired kitchen sits on this level as does a separate toilet and study. Sunlight streams into the home, particularly the middle level, courtesy of a large skylight leading up to the top floor. Four impressive bedrooms can be found on the top floor, adding to the two bedrooms on the ground level. There is a fancy, modern bathroom, as well as a cosy study that captures the sun. Not to be outdone, the outdoor area features landscaped gardens with a period rock fence enclosing the space. There is a large undercover outdoor entertaining area that leads into yard. FOC has developed a reputation for completing quality, aesthetically appealing renovations and designs. They offer many services to customers throughout the Snowy Mountains and its surrounds.

From its historic homesteads to art-deco delights, the Snowy Monaro region boasts an abundance of architectural achievements.
A stroll through the region’s towns can unearth some treasurers of yesteryear, while a drive in the high country is the best way to envisage what life was like living as a settler. Cooma is home to some art-deco masterpieces, the envy of retro revellers. The distinctive detailing stands out amidst a host of simpler buildings dotting the town’s CBD. One of the most revered structures in Cooma is a place where equity and justice reigns supreme. Cooma Courthouse is an imposing feat of architectural mastery, a signature design straight out of the 19th Century. Whether you’re on foot, bicycle or in the car, there are many highly regarded buildings across the region. The Australian Institute of Architects has released a register of significant architecture in NSW, providing a comprehensive guide to those ‘special’ buildings across the state. The region features quite prominently on the list, so why not take the time to inspect these grand and unique designs. Adaminaby: Home to the large trout, and the Snowy Scheme Museum, the small township of Adaminaby is also home to two buildings on the AIA list of significant architecture. The Adaminaby Bowling Club, located on the Snowy Mountains H i g h w a y , takes its place amongst the state’s ‘best buildings’. It may come as little surprise
in the Snowy-Monaro region
to see hundreds of churches on the list and as a result of its age and grandeur, St Johns’s Anglican Church joins the list. The 154-year-old church can be found on Stoke Street, and is well worth a look. Berridale: Two buildings from Berridale make the register: the court house on Mackay Street and the Berridale Public School in Oliver Street. Established in 1883, the public school building received wide-acclaim in 1974 when it was recorded by the National Trust as buildings of significance to the national heritage. Cooma: Sitting atop of Commissioner Street is St Paul’s Anglican Church in Cooma. A building of historical importance, last year the church celebrated 150 years since the laying of its foundation stone. On the corner of Vale and Murray Streets sits St Patrick’s Parish School. It’s a prominent structure within Cooma’s building landscape. The Alpine Hotel in Sharp Street is not only a favourite place for a beverage but also a favourite amongst architecture aficionados. The old bank, now the Two Vaults Restaurant, is one the list, as is the civic hall (now Anytime Fitness). Dalgety: Once thought about as the possible site for the nation’s capital, Dalgety has two buildings on the list of significant architecture in NSW. The Dalgety Hotel (Buckley’s Crossing Hotel) is popular amongst locals and architecture lovers. Also on
the list is Dalgety House and the Roman Catholic Church. Jindabyne: On the way up to the mountains it’s evident settler life was not one for the faint hearted. The cottage ruins on the Alpine Way are on the list, as is the Wollondibby Cottage. Home to the
first European settlers, the cottage was constructed in 1855. The Kara homestead dates back to the early 1870s. It was built by stonemason David Scarlett for the Sturgeon family. It represents the style of Monaro Victorian homesteads built in traditional local stone.

LEP considerations If you are in the midst of planning that dream house or thinking about lodging a development application, don’t let the recent council amalgamations deter you. That’s the message from Snowy-Monaro Regional Council planning manager, Mark Adams. A DA will be assessed on the Development Control Plans (DCP) and Local Environment Plans (LEP) previously in place for the three former local government areas of Cooma-Monaro, Bombala and Snowy River Shire Councils. Despite the amalgamation earlier this year, Mr Adams said the planning provisions in place prior to the merger must be adhered to until council elections in September, 2017. “Nothing has changed with the DCPs and LEPs at the moment and they’ll stay that way until council gets back into its normal situation,” Mr Adams said. “There can’t be a new LEP brought in until September when there’s an
elected council. “There may be little changes to each individual LEP where there needs to be but there won’t be one whole change until after new council comes in.” Mr Adams is encouraging S n o w y - M o n a r o residents, contemplating development, to progress as normal. “Go on as is. You can deal with the whole of the council at any of the offices and hand a DA in at any of the offices. DAs are based on the provisions of the old council areas,” he said. In what’s been a confusing time for council staff since the three shires amalgamated, initial planning has commenced to create the one LEP. Mr Adams said he envisages a new LEP and DCP will allow for an easier development process. “I’m hoping the process for DA will be made easier under the changes with the new council.” “We’re all for customer service. When we’ve more concretely thought through where we want to go we will put it put out for the
community to have their say.” Working across three LEPs have caused only minimal headaches for council so far. “There’s been a few little matters, nothing too significant yet. As the process continues we are noticing a few of those differences.” “Quite stark differences exist in some development provisions between the shires. Rural sub-division is one with different provisions. “That’ll be an issue that has to be thought through quite well.” When it comes time for council to approach a new LEP, subject to the state government approval, Mr Adams said he would be championing a more unified plan. “Main thing I’m thinking about is what could be a coordinated strategy for the area rather than focusing on the differences at present. “We need to get people to agree on a vision and move in that direction.”

When building or renovating a house, construction methods, design and bushfire action plans are all important considerations, as is the choice of building materials. But building in a bushfire prone area doesn’t mean that homeowners need to compromise style for functionality. Homes built in bushfire areas must comply with Australian Standard AS3959-2009, which was put in place to improve the construction of buildings in designated bushfire prone areas and to withstand attacks from external fires. Therefore materials selected for the build or renovation need to be tested and certified bushfire rated. Homeowners in bushfire areas can still enjoy the freedom of stylish entry doors with BAL40 rated doors. There are six levels of the Bushfire Attack Level (BAL) ratings with BAL40 assigned to very high risk zones, the second highest level overall, with BAL FZ – Fire Zone being the highest level. Traditional building materials such as timber doors and door frames that have been tested to meet the radiant heat and flame exposure requirements of the Australian Standard AS1530.8.12007 are suitable for use in bushfire

Solar Bonus Scheme ends 31 December 2016 The Solar Bonus Scheme (the Scheme) has been successful in achieving its aim to encourage the uptake of renewable energy in NSW. Over 146,000 households and small businesses have installed small-scale renewable energy generators under the Scheme. Since the Scheme closed to new applicants, a further 174,000 households and small businesses have installed systems without a subsidised feed-in tariff. In accordance with the original intention of the Parliament and set out in the Section 15A of the Electricity Supply Act 1995, the Scheme will end on 31 December 2016. Eligible Scheme customers will continue to receive payments under the Scheme until this date. How this affects Scheme customers Eligible Scheme customers will continue to receive payments under the Scheme until the end of the year, after which they can access the same market offers for unsubsidised feedin tariffs that are available to all other solar customers. Now is a good time for you to investigate your metering and other product options to make sure you get the most out of your renewable energy system when the Scheme ends, and to look around to see what competing retailers have to offer. Depending on the offer you choose,
you may need to change meters before the Scheme closes. What customers need to do Scheme customers should do three things before the end of the year: 1. Identify the type of meter you currently have You should check your electricity bill or talk to your electricity retailer about current metering arrangements. Read the FAQs about the Solar Bonus Scheme Closure to learn more about metering. 2. Decide on the best option for you Depending on the type of meter you have, you may choose to keep your existing meter or decide to change your meter. You may also want to consider new technologies that are available. If you decide to change the meter, you will need to arrange for the meter to be installed as soon as practicable. Contact your electricity retailer to arrange this. You can switch from a gross meter to a net meter (and vice versa) at any time. This change will not have an impact on the tariff rate that you received. Some retailers may offer to install a smart meter that can continue acting as a gross meter and then be remotely changed over to a net meter on 31 December 2016. Look around to find what competing retailers have to offer.
3. If I choose to get a smart meter: Are there any exit fees if I move to another electricity retailer? Can I access my energy information in near-real time? If so, will that cost me
any extra? What energy information will I have access to? Is this a lock- in contract? Will I retain my gross feed in until 31 December 2016? What happens if I don’t change my meter? With this information at hand you’ll be in a better position to compare the different retailer offers to help you get the best result for your needs. Solar customers that are not part of the Scheme and do not receive the subsidised feed in tariff are unlikely to require any change to their metering. In most cases they will already have net metering arrangement in place. Do I qualify for fast track approval? If your proposed development or renovations are complying development they qualify for a fast track approval process. You’ll need to apply for a complying development certificate (CDC) through your Council or an accredited certifier but it does mean you avoid a full development application which takes longer. The standards you must comply with for most complying development works are in the State policy for exempt and complying development. The policy can be viewed at the NSW Legislation website. Complying Development What is Complying Development? Complying development is a fast track approval process for straightforward residential, commercial and industrial development. Providing the application meets specific criteria then it can be determined by a Council or accredited certifier without the need for a full development application. Examples of complying development include: • renovations to a home, • development of a granny flat, • building a swimming pool, • property extensions (up to two storeys), • building a garage or carport, • the construction of a new industrial building, • alterations and additions to industrial and commercial buildings, and • the demolition of a building.
This is called complying development. Before you start any works you must obtain a complying development certificate (CDC) from an accredited certifier or council. The certificate is a combined planning and building approval. Before starting complying development, the applicant must find out what planning controls apply to the land. A section 149 planning certificate from council will outline what planning controls apply and whether particular parts of the policy can be used for development on the land. Alternatively if your council has a Standard Instrument LEP you can find out what planning policies apply to your land. Go to the Planning A number of information sheets are available at the exempt and complying development policy website. They provide general information about different types of exempt development.
What types of development can be complying development? The policy contains a number of complying development codes. Each code relates to a different complying development type. It’s Going to be All White: TAKE THE GUESSWORK OUT OF CHOOSING THE RIGHT WHITE FOR YOUR HOME White colour schemes will always be classic, so if you’re planning on painting the entire house they are a great choice, as you will be far less likely to grow tired of them. With a seemingly endless amount of whites to choose from, the hardest part is choosing the right white for your home. To help take some of the guess work out of the equation, Inspirations Paint have put together expert design advice to help narrow your selection and tips for choosing your final paint colour. Which White is Right? As house prices in NSW continue to rise and push home ownership out of reach for many, the Baird government is set to make it even tougher by selling off another vital government body, the NSW Lands Title Registry. An extra few banks of solar panels will be installed to connect to the grid, ensuring the facility gives as much as it receives in terms of energy. In August, the facility began the process of installing a new Tesla Powerwall solar energy system. The Tesla Powerwall works by storing solar power to be used when the solar panels cannot be used directly due to lack of sunlight, such as during the evenings. The Powerwall 2.0 can power a fourbedroom house including a fridge, sockets and lights for a day and if the house has solar it can be powered indefinitely. The building is still on grid but produces 96-98% of their own energy needs, as well as being able to supply back to a rental house on the same property, or to the grid if the excess is not required. “The Tesla batteries are a big portion
of this ability - to be able to store the excess energy we produce for use at a later stage. You can choose to use a contractor or you can try your hand at paving your front yard or backyard. Although it is more convenient to use a contractor in general, doing it yourself can be a fulfilling activity. If you have the time and the determination, you can probably do it yourself. You can save money and get a little exercise in the process too! Here are some paving ideas to help you should you decide to take on the challenge of paving your own front yard or backyard. You can use pavers in areas around your home where you want an attractive classic look. Pavers can be used in driveways, paths, steps and drying areas. The first step in paving an area is determining the size of the area you want to pave. After identifying the area or areas you want to pave, you can go ahead and compute for the total area you want to pave. This will help decide on how much materials to purchase. Typically, you will need 38 pavers for every square metre. When implementing paving ideas, you will need tools and materials aside form the pavers. Here’s a checklist of the materials and tools that you’ll need: • Pavers • Gravel Roadbase • Washed River Sand • Bagged paver jointing sand • Sting lines, tape measure and pegs • Spirit level • Two screed rails • Two to three meters of concreter’s screed • Broom, rake and shovel • Plate vibrator compactor • Edge restraint • Cutting equipment
Foundation The foundation is of utmost importance in paving. This will determine the durability of your work. Using a plate compactor vibrator, you can prepare the foundation. Hollow portions must filled and compacted as well. Laying bricks over a concrete pavement could also be a good idea for a longer lasting finish.
Bedding sand
After you have compacted the surface, you can go ahead and spread the bedding sand. Be sure to use wash river sand only as sea sand contains salt that could cause white stains on the surface of the pavers. Stains on your pavers won’t look good. The bedding sand should cover the entire area to be paved at about a depth of 50mm. Use a rake to spread the sand bedding. Set the string lines and screed rails to the specified levels.
Laying pavers
The next step would be to lay the pavers. There are various ways to arrange your pavers. If you’re paving a driveway, the best pattern would be the Herringbone as this pattern allows the paver to interlock making it more durable. Cut the edges of the pavers that stick out then place the edge restraints. Now you can spread the paver jointing sand between the pavers. Be thorough and make sure you cover the entire
area. You can then proceed and use the compactor to compact the sand beneath the pavers. Remember to use a rubber matting under the compactor to prevent any damage to the pavers. After the initial compacting, refill the joints with jointing sand and go ahead with another compacting pass until you complete three to four passes. Finally, sweep off the excess sand to achieve a clean finish.

Living as sustainably as possible is one of Steveâ&#x20AC;&#x2122;s major goals for Chakola. Water comes via a rain water tank, and if needed from the adjacent Numeralla River. Solar panels are installed on the roof to offset power usages, while new paint of the roof is set to cool the house in summer, and heat it during winter. The yard is set for a major overhaul with grands plans in place for vegie gardens and entertaining space. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve got a vision for the garden. Vegie gardens are going in and once the
greenhouse is operational itâ&#x20AC;&#x2122;ll be productive.â&#x20AC;? â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m looking forward to the entertaining area being built, so people can start coming over and sitting outside enjoying the view.â&#x20AC;? Long lunches, dinners well into the night, the possibilities for Chakola are endless. Riparian entertainment will be a hallmark once Steveâ&#x20AC;&#x2122;s complete his renovations. Smoke alarms save lives Smoke alarms are life-saving devices that provide benefits for occupants. They detect smoke well before any sleeping occupant would and provide critical seconds to implement actions to save life and property. Smoke alarms are designed to detect fire smoke and emit a loud and distinctive sound to alert occupants of potential danger. The Building Legislation Amendment (Smoke Alarms) Act 2005 and the Environmental Planning and Assessment Amendment (Smoke Alarms) Regulation 2006 commenced in NSW on the 1st of May, 2006.
The Legislation refers to residential accommodation across NSW and requires the installation of one or more smoke alarms in buildings in which people sleep, smoke alarms installed in such buildings must be operational, and people must not remove or interfere with the operation of smoke alarms installed in such buildings. A person who does not comply with the legislation is guilty of an offence (maximum penalty $550). Any alarms installed after 1 May 2006 must comply with AS3786.

Grid companies could save customers over $1.7 billion in costs and provide more reliable service to rural customers if they can make smarter use of off-grid technology. Analysis released by the Energy Networks Association (ENA) and CSIRO, as part of their Electricity Network Transformation Roadmap program, assesses the role Microgrids and Stand Alone Power Systems could play as alternatives to traditional grid infrastructure. Speaking at the Re-Powering NSW energy conference, ENA Chief Executive Officer, John Bradley, said the study by Energeia highlighted the need for new rules so that networks werenâ&#x20AC;&#x2122;t forced to connect customers at a higher cost than necessary. â&#x20AC;&#x153;This analysis to 2050 finds a physical grid connection provides a better service at lower cost for most customers, but the cost and quality of stand alone systems is improving rapidly,â&#x20AC;? Mr Bradley said. â&#x20AC;&#x153;At the grid edge, almost $700 million could be saved by supplying 27,000 future rural farm customers with a stand alone power system rather than building more poles and wires. â&#x20AC;&#x153;By 2050 these customers could be supplied more cheaply and reliably with stand alone systems using 2 gigawatts of solar PV or more than twice Victoriaâ&#x20AC;&#x2122;s solar PV capacity today and 7.5GWh of battery storage,â&#x20AC;? Mr Bradley said. Mr Bradley said that if networks connected these
customers with stand alone power systems the lower costs would reduce the bills of other customers who cross-subsidise rural connections. â&#x20AC;&#x153;These rural customers are supplied at the uniform network tariff, which makes it unlikely they will have a financial incentive to install their own stand alone system. â&#x20AC;&#x153;However, their network provider can support customers at the grid edge in smarter ways with savings to all customers and often a more reliable service for the rural customer. â&#x20AC;&#x153;Australia needs modern rules for this to happen as most customers are effectively required to be connected to â&#x20AC;&#x153;poles and wires.â&#x20AC;? Mr Bradley said the analysis also assesses the scope for general customers to â&#x20AC;&#x2DC;leave the gridâ&#x20AC;&#x2122; finding it could be economic in the 2030s for some customers. â&#x20AC;&#x153;By 2050, the analysis shows up to 10 percent of customers could leave the grid using a stand alone system and that would result in higher costs for other customers,â&#x20AC;? Mr Bradley said. â&#x20AC;&#x153;Customers with the ability to self-supply could be offered â&#x20AC;&#x2DC;win winâ&#x20AC;&#x2122; incentives to stay on grid while operating in island mode during peak demand events. â&#x20AC;&#x153;The analysis finds that incentivizing customers with onsite resources to stay grid connected could save all customers over $1 billion in network charges between 2030-2050, equivalent to 4% per annum on average network bills,â&#x20AC;? Mr Bradley said.

Barbeque fire safety Fact - Barbeques are extremely popular particularly during the warmer months but they can also become potentially dangerous when mixed with carelessness or excessive alcohol. The combination of a party atmosphere, drinks flowing freely, children playing and an open fire can quickly cause a tragic accident. Simple precautions, pre-planning and care, especially regarding young children is vital. Tips for having a safe barbeque Fire & Rescue NSW recommends this simple safety checklist to assist you to have a safe barbeque. •

Be aware of, and ensure that you comply with, any fire restrictions that may be in place such as total fire bans. Ensure that your barbeque is serviced and maintained correctly including scheduled pressure testing of any gas cylinders and checking of the condition of all hoses and connections for any blockages or perishing. Check the cylinders for rust or damage and ensure any connections are clean and fitting snugly before lighting. Always site a barbeque on a firm, level base sheltered from wind gusts and well away from anything flammable like garden sheds, vegetation, fences etc. Have a garden hose or similar continuous supply of water available at all times. Follow the manufacturer’s instructions and use the correct start up and shut down procedures. NEVER put any flammable liquid on a barbeque. Ensure that the lit barbeque is in the care of a responsible adult at all times. Keep children away from any barbeque and remember to remove and secure any lighters and matches that you have used in lighting the barbeque. Only use a barbeque in a well ventilated area as fumes and gases emitted may be harmful. If a gas leak does occur shut off the cylinder immediately and allow any gas to dissipate.

Remember that LPG is flammable, heavier than air and may remain in areas for some time. You may want to consider having a fire extinguisher nearby for emergencies and fire safety. Use alcohol responsibly around barbeques. Clear the surrounding area of combustibles before lighting a barbeque. Allow hot ashes or coals to cool for 48 hours before removing them.

Consider installing a safety device that shuts off the gas from the cylinder should a leak occur.
LPG Cylinder Safety Check List Usage: • Cylinders used for household purposes must not be filled with automotive LPG (Autogas). • Never use LPG indoors or in a confined space. • Do not connect or disconnect cylinders in the vicinity of a naked flame. • Do not use LPG in windy conditions ie more than 10km per hour. • Do not use undue force to open or close the main cylinder valve. If in doubt, consult the supplier. • Shut off the cylinder valve before disconnecting the bottle from the BBQ. • Always keep cool and away from flames, sparks and heat. • When operating your gas bottle, always read the manufacturer’s operating instructions. Storage: • Cylinders should be stored outside in a well ventilated area, be carried and stored upright at all times. • Do not store or use petrol, flammable liquids or aerosols near LPG cylinders. • Ensure valves are turned off firmly when not in use. • Pressure relief valves should face away from dwellings and combustible materials where possible. Transport: • When transporting cylinders in the car the total capacity must not exceed 9kg. The cylinders should be transported in an upright position, secured, preferably in the boot. Do not leave LPG bottles in a vehicle unnecessarily. • No more than two cylinders should be carried in a car at any one time. Maintenance: • Your gas cylinder is required to be re-tested and stamped every 10 years. • Never use a naked flame to detect a leak. To check for gas leakage, spray soapy water on any suspect connection or hose and watch for bubbles. If in doubt, turn off the gas and have a licensed gas fitter attend to the hose or connection. • Do not attempt to refill dented or corroded cylinders. They must be returned to a test station for recertification. • Never tamper with the safety valve or other gas bottle fittings. Remember, be safe not sorry. If you detect a strong smell of gas, call Triple Zero (000) and ask for the fire service.
