Snowy Monaro local Fiona Jauncey has had over 20 years of experience in accounting and finance and opened Figure Tree Accounting in February of 2018. Since then, it has grown into one of the regions premier accounting firms.

What Fiona and her team have achieved in six weeks is nothing short of astounding and in restoring this wonderful heritage listed historic building, they are preserving Cooma’s History for generations to come.

At the end of August, they moved to a new location at the northern end of Sharp Street, into a beautiful late 1800’s building that had unfortunately fallen into disrepair. Fiona immediately set about restoring the building to its former glory, working closely with local builder Richie Murton. Amazingly, a mere six weeks later, the building had been transformed.

The first thing one notices walking into the new offices is the stunning ornate pressed metal ceiling, boasting an impressive skylight that illuminates the entire office. “I saw all this beautiful pressed metal for sale and couldn’t help but order it,” Fiona said. “I think the builder asked me what I was thinking, but I’m glad we found a perfect home for it.” The original ceiling still sits above the sheeting and is actually made from mud and horse hair, which points to the buildings age. Parts of the original house have been left as they were in order to preserve its historic atmosphere. The fireplace, an original Beacon Light Stove, brick walls, timber floors and windows are among the buildings original features that remain. The front deck, which was falling apart, was rebuilt in its original style and old carpet was torn up to reveal the beautiful hardwood floorboards beneath. Skylights have been added in both main rooms which really open up and illuminate the spaces.

Building code debate heats up as Australia swelters In the wake of Australia sweltering through its hottest two months on record – December and January –University of South Australia academics are calling for urgent changes to the country’s building codes.

Poorly designed homes are ill-equipped to handle sustained heat and lead not only to soaring energy bills, but also contribute to global warming, says UniSA Professor of Environmental Mathematics, John Boland.

Prof Boland says building energy efficient homes from scratch does not cost a lot more than a standard home, contrary to popular belief. “Getting the aspect and materials right should be the first priorities. Simple things like ensuring houses have less than a quarter of their windows on the west-facing side; installing wall as well as roof insulation; and double or even triple glazing windows should be considered. The energy savings will more than offset any upfront costs,” he says.

“Our increasing reliance on air conditioning is causing untold damage to the environment, emitting greenhouse gases and warming the globe even more,” Prof Boland says. “What’s needed are brand new building codes which make things like wall insulation, double glazing and restrictions on window placement mandatory for all new homes. “Simply complying with a 6-star rating (the current requirement) is useless because not only is that energy rating rarely checked; it does not consider climate change. “Moreover, since the star rating is done on total energy use over the year, a design can be highly rated based on its energy use in winter. The house can still cause a lot of heat stress in summer. “We need to get away from this idea that everything is voluntary in relation to building codes. Alternative energy sources like solar are great, but nothing beats a good design.

“It’s really special to be able to take this

UniSA geospatial scientist Associate Professor David Bruce says even solar panels need to be properly designed and located to get the most out of them. A recently published paper which he and others co-authored with recent PhD graduate Humaid Al Badi shows that power output from solar panels is 15 to 30 per cent less effective in very humid environments when significant dust is present in the atmosphere. “Dust and humidity are enemies of solar. When water molecules bind with dust particles, they stick to the solar panels. If there is dust or water on the surface, radiation from the sun cannot penetrate effectively.”

While Melbourne and Sydney are seeing property prices drop, the local property market is continuing to boom as the start of Snowy 2.0 construction looms closer. Raine and Horne Cooma real estate agent Don Menchin says he has seen house prices rise by around 25 percent over the last two years, and more in some cases, depending on the type of property. Cooma real estate agent Craig Schofield of One Agency says interest from investors from outside the area has continued to increase since the announcement of the feasibility study into the Snowy 2.0 project. Shannon Fergusson of Fergusson Real Estate in Cooma says over the last 12 months in particular, there has been a significant change in the consistency of properties coming on the market. “This resulted in prices continuing to rise due to the lack of supply,” says Mr Fergusson. “However, in the past three months we have seen in our company quite a steady stream of quality houses and small acreage properties coming to market, which are generating quite a number of inspections with most sales occurring at or above asking prices.” The demand on the rental market is also very high, with principal contractor for Snowy 2.0, Future Generation, and Snowy Mountains Engineering Corporation (SMEC) snapping up all the executive style accommodation for their staff. Furnished properties are returning the highest rental prices for property owners. This demand on the market means very few rentals are currently available.

The factory, which will produce concrete segments to make up the lining of the tunnel between Talbingo and Tantangara reservoirs, will require 30 workers to construct and then 120 workers once it is in operation. With operation expected to take three and a half to four years, Mr Menchin says these workers, and many others involved in the Snowy 2.0 project, want to live in Cooma. Mr Schofield said the new theatre complex at the Monaro High School will also attract about 50 or so workers in the near future, with the development expected to take two years to build. “You can see this is having a flow on effect for local businesses,” says Mr Schofield. “We will certainly begin seeing the benefit of these projects over the next few years.” With Snowy 2.0 expected to take up to 10 years, there is the sense that there will be a decline in values and rental demand when the project is completed.

Property market bucking the trend

“You often hear about that kind of thing happening with a mining town,” says Mr Schofield. “Once the mine closes, the town is deserted. However, these are often remote locations. Cooma is not so remote, being close to the snow, the coast and Canberra, so hopefully some might want to stay on in the town once the job is complete. “Of course, we are also hearing Snowy 3 and 4 mentioned, so there may be more work available for those projects.”

Renovating heritage at The Squatters Arms The iconic Squatters Arms in Bunyan is returning to its former glory thanks to the continual hard work of Raelene Forbes and Marshall Sanderson. The couple took over the ownership of the homestead in September of last year.

Alongside the general works and improvements, they are looking to convert part of the building into self-contained Airbnb-style accommodation and they even envision a function area outdoors which can be booked for events.

The Squatters Arms can be easily seen from the Monaro Highway thanks to its elegant 19th century design and the Australian and Scottish flags flying out the front, which according to Marshall, pays tribute to the first pioneer of the region. Built in the 1840s, the building has seen a lot of history pass through its doors.

The move into the property has fostered a fascination in the history of the building and the area for Marshall and he has been working with Chris Batten of the Cooma Historical Society to learn more about his new home and the importance of its preservation.

In the year since they moved in, Marshall and Raelene have hardly stopped with the renovations. “When we first got it, the place was a wreck,” Marshall said. “It had been empty for about three years before we moved in and the floors were like rollercoasters. We had painters come in and they must have gone through about 24 tubes of gap filler just filling in cracks in the walls.” Now, not only has the property been made liveable for Marshall, Raelene, their two boys and two dogs, but it is already a triumph of contemporary design and heritage building preservation. Work that has been done in the last year includes levelling out the floors, painting, installing fireboxes, heating, gardening and landscaping amongst much more. Despite all this, Marshall still believes there is at least five years of work ahead of them in order to recognise their vision.

“Moving into a place like this makes you appreciate the stories and history behind it, especially as you get older you appreciate these things more,” Marshall said. “We do feel like the custodians and the feedback from the community is great. Everyone knows the place and I think they’re really happy to see it being maintained. So hopefully by the time we move out, someone else will move in and keep the story going.” Marshall and Raelene are especially thankful for all the support they’ve received over the last year and wanted to express their appreciation to all the local tradesman who helped out with the electrical, plumbing, carpentry and more. They are also thankful for the council and heritage grants that have helped with the works. Waterwise gardening in a drought

It’s been a tough 18 months in terms of rainfall and sadly the near future is not looking too bright either. The NSW combined drought indicator shows that over 97 per cent of the state is in drought to some extent and is likely to remain that way into 2020. So, with that in mind, how do we keep our gardens alive, looking good and not waste what precious water we have? Plant selection is crucial. Choose plants that originate in hot dry climates and have adapted to extended dry periods. Many have tough leathery leaves, hairy foliage or succulent leaves. No matter how drought tolerant they are, all plants need watering to get established, so make sure you get them settled in before reducing their water supply. An obvious choice is Australian native plants, many of which are perfectly adapted to drought conditions and can put on a great display through a hot dry summer. Callistemons, commonly known as bottle brush, come in a range of colours and sizes and are fabulous for providing nectar for native birds as well. There are many varieties that are hardy to our cold winters too, so not only will

they withstand hot, dry conditions, they’ll also tolerate frosty conditions in winter. There are also some fabulous tea tree varieties, from ground covers to 3m tall options, and just like the bottle brushes they’re hardy to both drought and frost. Bees love the flowers too, so they’re a worthwhile addition to your waterwise garden. The next thing to consider is mulch. A good thick layer (up to 10cm thick) will help retain moisture in your soil as it slows evaporation. Which mulch you use is dependent on what plants you have growing and also on personal preference. Whatever you choose, make sure the soil is wet before you apply the mulch so that you don’t have to water through the mulch to wet the soil. A thick layer of mulch will also help suppress weeds and unwanted grasses coming up in your garden beds. How you manage your watering over summer can have a huge impact on your garden and water use. Watering less often but deeper is much more effective than shallow watering often. Getting the water to soak down deep encourages the plant roots to go deeper

which in turn gives them a better chance when times are dry. Watering in the early morning or evening is also a better option than watering in the heat of the day. Although it won’t hurt your plants to water them in the middle of the day, you’ll lose a lot more moisture to evaporation and the plants won’t get what they need. Potted plants will suffer in dry weather faster than plants in the ground. Make sure they are getting sufficient water, as they will need watering more often than garden beds. When planting new plants either in the ground or in pots, adding a handful of water crystals in the bottom will help hold extra water for the roots to use when the soil is dry. If your water is hydrophobic, that is, the water just runs over the surface and doesn’t absorb into the soil, then the use of wetting agents will help rectify that and get the water absorbing again. Regular use of seaweed solutions will also help your plants in the dry weather, working as a tonic to strengthen them, giving them better resistance to stressful situations. In dry weather, insect populations can boom and have greater impact on your

garden. When plants are stressed they are more susceptible to insect attack and any attack will have a greater impact on your plants. Be on the lookout for sap suckers like aphids and scale, cabbage moths and their green caterpillar babies that can wreak havoc on your veggies and leaf chewers like grasshoppers. As the weather heats up, insects will multiply and take up residence in your garden. It is definitely possible to have a garden that looks good and still keep it waterwise. Choose appropriate plants, mulch heavily, water cleverly and sit back and enjoy the fruits of your labour.

What to expect during a Development Going through a Development Application (DA) can be daunting if you have never done it before. A good place to start is to contact Snowy Monaro Regional Council’s Planning Department to organise a pre-DA meeting to discuss your potential development. There is no cost associated with doing this; however, you will need to book ahead of time. Below is a guide of each step in the process, outlining your responsibilities, what to expect and helpful tips to make it as quick and easy as possible. The first question you need to ask is ‘do I need development consent from my council?’ The type of consent or approval you require, if any, depends upon the scale and potential impacts of your development (such as on traffic, noise, privacy and solar access) on adjoining properties. There are three assessment pathways that may apply to small residential development: exempt development; complying development; and development that requires consent from Council (DA). Exempt Development is minor development that will have minimal impacts. Complying Development is a fast track approval process for routine development.

There are six stages involved in the DA process: Stage 1: Pre-Lodgement The pre-lodgement stage is the front end of the development assessment process. If you get the front end right you are likely to have a simple DA process. Giving council an assessment-ready application, with all required information will not ‘guarantee’ approval – however, it will promote an efficient process, saving time and money, for both you and council. There are several ways you can determine the controls that apply to your site. 1. A planning certificate lists the planning instruments that apply to your land. You can purchase one from council directly. 2. Download a property report from the NSW planning portal. The report is free and provides a simple overview of the key planning controls that apply to your site. 3. Visit your council or their website to find out what controls apply to your local area. Including some of the following; • Local Environmental Plans (LEPs) – Each council has their own LEP which does the following things: • Zones land to specify what development is permissible without consent, permissible only with consent or prohibited in the zone.

• Identifies special matters for consideration, e.g. flooding, bushfire, and environmentally sensitive land that may affect your site. Such issues should be addressed in any DA. • Identifies the principal development standards, which control the size and form of development. • Development Control Plans (DCPs) – While the rules set out in LEPs and State Environmental Planning Policies (SEPPs) are most important, more detailed design and planning requirements are provided in your council’s DCP. Here you will find information in simple language, with diagrams and pictures on issues including building design, siting and size; landscaping; car parking; and stormwater treatment. The DCP provides guidance only, which means there can be flexibility to make variations when supported by a good argument in your DA. • SEPPs deal with issues that are of importance to the whole state. Not all of the SEPPs will be relevant to your DA. In preparing your DA you may need an architect or building designer to prepare (and cost) your plans, plus a number of specialists, depending on your site and your proposal e.g. land surveyor, engineer, town planner. You can find experienced people by:

• Talking to friends and neighbours who have done similar work. • Looking at similar designs locally and asking the owners. • Searching at professional organisation registration websites. • Looking at consultants used by others on council’s DA tracking system. Stage 2: Lodgement Lodge your DA with council ensuring it is assessment ready. A completed DA will generally include any necessary specialist reports; council’s DA form and checklist; all matters required for a DA as listed in the Environmental Planning and Assesment (EP&A) Regulation (Schedule 1, Part 1); and the required DA fee. It is your responsibility to provide all the required information and to make sure your DA provides enough detail to enable council to make a decision. Fees are set out in the EP&A Regulation and must accompany an application. They are based on the estimated cost of the development that you must provide, so estimates need to be accurate. Your council has internal experts who will comment on different environmental issues. If there is a significant issue or need for clarification, your assessment officer will contact you.

Application process Stage 3: Assessment Under the EP&A Act, all DAs must be formally assessed by the council. This means that the site must be inspected, applicants and neighbours engaged, reports drafted and recommendations made. The six matters that your council must consider (under section 4.15 of the EP&A Act) are: • All plans and policies that apply – SEPPs, LEPs, DCPs (as outlined in Part 1 of this guide). • Impacts of your proposal on the natural and built environment and the social and economic impacts in the locality. • The suitability of your site for your proposal (e.g. physical characteristics, availability of access and services). • Any submissions (such as from neighbours or other groups). • Any comments or agreements/ approvals from any NSW Government agency. • The broader public interest. Stage 4: Determination There are three possible outcomes for a DA: 1. Development consent: Granted, with conditions 2. DA refusal: With reasons.

That is, a consent not operating until one or more important matters are resolved. This is not a common outcome.

Stage 5: After Determination Before you can start building you must do four things:

Your development consent is a legal document and is extremely important – you must build according to the conditions to avoid possible penalties or having to take costly rectification measures. As owner, you should carefully read and discuss these conditions with your certification and building team members, as the conditions may modify the proposal you submitted (e.g. reducing height, deleting elements, adding a privacy screen, requiring a retaining wall). These changes may increase the cost of your construction.

1. Get a Construction Certificate – building approval from your council or a private certifier.

The consent lasts for five years unless another period is specified by council or physical commencement has occurred in which case it does not lapse. If you wish to make changes to your approved plans (or the conditions), you can submit an application for a Modification of Consent. If the application varies too much from the original consent a new DA must be lodged. Modifications can be time consuming and cost additional fees. Getting the intended outcome right in the initial DA is much easier.

2. Appoint a Principal Certifying Authority (PCA) to monitor construction – this can be your council or an accredited certifier. 3. Give the council and the PCA two days’ notice before you start work. 4. Complete any works listed in the ‘Prior to commencing work’ part of the consent. The Construction Certificate (CC) must be obtained from your council or an accredited certifier and includes your detailed building plans/engineering details and specifications. The building must be consistent with them and the development consent. As owner your role is to work with the PCA and the builder, keeping an eye on the work (and the terms of your development consent), managing the site and organising inspections. The PCA will brief the builder and you about the process. You have a role in ensuring that your team follows the procedures required for organising inspections – missing an inspection can lead to delays. Keeping a close eye on the work and

being sure it is consistent with the development consent and any conditions attached is very important. Orders can be issued by council to stop work and fix any errors. This can cost time and money or even lead to penalties. Stage 6: Completion Obtain your Occupation Certificate (OC), the OC authorises the occupation and use of a new building or building section. For some works, an Interim OC may be issued which allows you to occupy the completed part of the building while finishing others. Depending on the particular OC sought, the PCA must be satisfied the development meets various regulatory standards. These generally include that: • The design and construction of the building is not inconsistent with the development consent. • Any pre-conditions set out in the consent or requirements of planning agreements have been satisfied. • That the building is suitable for occupation (in accordance with its BCA classification). The issue of the final OC is the last step in the formal DA and construction process (though there could be ongoing ‘operational’ conditions such as maintaining appropriate noise levels or landscape maintenance).

Installation skills in high demand When the owner of blind and curtain installing business AOK Installations arrived back in the area towards the end of 2009, Andrew O’Keeffe didn’t know if he would need to continue his Melbourne based business. Using drones as mapping tools New mapping technology is being developed in Cooma to allow property owners to utilise drones in agricultural operations. Biosecurity Officer with Snowy Monaro Regional Council (SMRC) Neil Murdoch received a Local Land Services (LLS) grant through the Weeds Action Program earlier this year to build an internet platform. The platform will allow information (photos) collected by a drone to be uploaded into a portal where they are then “stitched” into an orthomosaic map, giving valuable insight into the condition of pastures, identifying weeds and other farming practices. “While drones are great to use for checking on stock and water troughs, the real benefit of drones in an agricultural sense is collecting data and mapping

technologies,” says Neil. With technologies already available in Australia for drones and self-driving tractors to spray weeds, Neil says it is just about developing the software to connect the mapping to the weed surveillance capabilities. “Here at council, we are currently using a drone for Orange Hawkweed surveillance,” says Neil. “Orange Hawkweed is mainly located in the Kosciuszko National Park, however there have been some isolated cases of it on surrounding private land. “We fly the drone 30m above the ground and it takes thousands of photographs. We then run those photos through a program, which picks up any orange pixels from the flower. “Artificial Intelligence is currently being developed so the drone will be able to seek out the flower and learn as it goes. So once the drone is able to detect these weeds, run the algorithms and put that data onto the map, the future will allow for a second drone to then go out and kill those weeds. The same could be applied to driverless tractors. There are some that exist in Australia, and boom spray units with cameras on each nozzle. This would allow for less cases of spraying off target and less chemical waste.” Neil says an Orange Hawkweed taskforce with National Parks and Wildlife Service, Department of Primary Industries, Office of Environment and Heritage and SMRC are currently trying to eradicate Orange Hawkweed by being proactive while the problem is contained in the park area.

Using the drone also allows Neil and the taskforce to identify where these weeds are without driving across the land and in some cases, without stepping onto the property, avoiding any biosecurity risks. “We are also looking at adapting these methods and technologies to use in the fight against African Lovegrass and serrated tussock, which are a huge issue on the Monaro.” SafeWork NSW and NSW Farmers have paired up to offer subsidies for farmers to buy drones, as a harm prevention measure in the workplace. Using a drone to check on stock or water lessens the need to be out on quad bikes, which cause deaths and injury each year in rural workplaces. Neil will also be running some courses to teach people with drones how to unlock those mapping capabilities. “The quality of mapping that you produce is dependent on the quality of the raw data you collect,” says Neil “So the workshops will teach drone operators the best methodology for data capture, and how to access the mapping platform.” The half day workshops will be held across the Monaro and Bega valley and will commence in March 2020. Affordable green heating As spring blooms and the cold subsides, many across the snowy region will be getting their winter power bills and wondering how they can avoid the sting next season and heat their home in an environmentally friendly and costeffective way. As it happens, Cooma-based provider Ecoheat is making waves across the country and beyond for their ability to increase the internal temperature of your house by up to 10 degrees for a mere 10 cents per day, the equivalent of leaving a light on. Ruinous amounts of time and money are squandered by many home owners on their renovations. Inexperience is the reason for the worst blunders and while it’s better to have an architect assist you, the following list may help the do-it-yourself renovator avoid some of the major design errors. Before starting a design, you need to be sure the existing house is sound, in order to confidently build on to or into it. Renovations built on unsound houses come to grief. Assess the building’s inherent constructional togetherness. Access the free Do-It-Yourself Home Buyer’s checklist from Archicentre Australia’s website, or you could obtain a professional Property Assessment, also from Archicentre Australia. • The renovations must use the existing structure as its referral point, so before developed drawings can be considered, a detailed measure-up (in metres and millimetres) of the relevant sections of the house is necessary. • If additions are planned, a site plan should be prepared showing the distance of the house from boundaries. • The position of windows should be measured, with a note of the sill height

and height at the top (called the ‘head height’). • The location of switches, power points, plumbing points and fixed furniture should also be noted. • Ceiling heights are necessary. Changes in floor levels should be recorded and the direction in which the doors swing need to be noted for adequate preparation of the developed drawings – and later working drawings. • The roof line significantly affects design and construction, so should be sketched as accurately as possible. If possible, get into the roof space for an accurate measurement of the ridge height. Without this, difficulties may be encountered when attempting to integrate new roofs into old. • Other items requiring fixing dimensions include eaves, chimneys, porches and floor heights above ground. • Having assembled this data, a detailed existing conditions plan should be drawn up at a scale of 1:100 or 1:50.

Savvy ways to sort your stuff If you’re drowning in paperwork and overrun with clutter at home or work, then now is a good time to clear the decks and press re-set. “Research shows that mental clarity, productivity and endorphins increase when you’re living and working in an organised space,” says Erin Boyce, owner of Your Organised Life, a professional organising service for individuals, families and businesses. Here, Erin shares her top tips for sorting and storing your stuff: 1. Baby steps – often when we think about tackling a big job such as clearing clutter, we can feel overwhelmed. Start with one room – the sense of achievement you feel when you have finished it will help you move onto the next. 2. Sort it out – sort your stuff into piles of store, throw and recycle. Bag up and remove the throw and recycle items so you are left with just with those you want to store. Already, you’ve got rid of more than half your clutter! If you haven’t, then take a second look and be firm. If you haven’t worn it or used it in a year or more, then it’s time to say goodbye! 3. Storage – choose the right storage for the job. Storage containers should always be functional over pretty. In my opinion, see-through and stackable storage will always win. Keep it simple.

4. Central Station create a ‘command’ station somewhere in the home full of all those useful items we use often like batteries, stationary and sticky tape. Group items together and store them in storage drawers or plastic takeaway containers. Label each box on the front with a permanent marker (I like Pilot’s new Permanent Markers as they’re long lasting and don’t fade out) so you’ll always know what’s inside and you’ll never have to rifle through a drawer full of junk again! 5. Toy time – give your kids some sticky labels and a fine-tipped marker pen and ask them to draw pictures of their toys, e.g. dolls, soft toys, games etc. and stick them onto the storage containers. They’ll have fun and it’s a great way to get them involved in sorting their stuff from an early age. 6. Paper trail Keep the majority of your paperwork virtually to ensure paper clutter doesn’t start taking over but with the important documents, store hard copies into a space saving expanding file folder, then group and label into categories, e.g. ‘bill’s, ‘receipts’, ‘school’, ‘health’ etc. 7. Freezer pleaser keep track of food that’s stored in the freezer and pantry. Use freezer labels or masking tape to label the food item and date stored. Store in the freezer by food type and date to save searching next time you’re looking for a quick and easy meal. Hall to home Purchasing the Chakola Hall in 2016, Steve Allen has spent the last three years converting it into a home. “I bought the place for the view,” says Steve. “Looking down towards the Numeralla River, in a peaceful location not far out of town, it was exactly what I was looking for. The fact that the building was a hall and not a house did not deter Steve in the slightest. “Everyone who has lived in the area for a significant amount of time has a connection with Chakola Hall, whether it was a wedding or a 21st birthday, which makes it extra special. “It’s a big job and living on a building site for three years has certainly been a challenge, but I am enjoying making the transformation and look forward to the end result.” Steve is passionate about renovation, and this is not his first venture. Steve also restored Cooma’s Cromwell House several years ago. A massive undertaking, Cromwell House is a late 1800s homestead with five bedrooms and large garden, including a tennis court.

Steve brought the classic charm of the historic house together with modern comforts in an upgraded kitchen and bathrooms, among many other changes. Steve’s first mission at Chakola Hall was the kitchen. He then focussed on the outdoor living and entertaining space, and the garden. Planting twisted willows, grevilleas, maples, bamboo and birches, Steve has put a lot of work into the garden, with the hopes of making it a private escape. The block is 900 square metres, so it provides that country living without the demand of maintaining a large property. He also has plans for large coy ponds in the garden and there are multiple entertaining areas including a firepit and a hot tub.

The “No Deposit No interest” Scam: There is a famous saying: There is no such thing, as a free lunch, and there is no such thing as interest free solar. Someone always pays. If a solar company offers you a "No deposit - free finance", then you pay for the interest in the solar system price. It's not FREE. So let's say your solar system is $7,500. As soon as the salesperson knows you want to option the "Free Finance" the price will be $8,300. The interest was just bundled into the purchase price. Interestingly,

Small print clause about “Warranty inspections”: Cheaper quality panels often fail after 4 to 6 years in the Australian climate. Lately a "Tier l" brand has seen over 200,000 panel failures in Australia after as little as 5 years, despite lengthy warranties. However, some large solar companies that sell on cheap entry price systems offer such panels. One particular operator had a clause in their warranty conditions whereby the customer needed to have a $250 annual system inspection by the initial installation company to keep the warranty valid. This clause was purely in existence in order to have the product warranty being able to be avoided during future claims. If the product is of poor quality and prone to failure the Annual Inspection will not help, as the issues are usually not installation related, but develop within the product. Many customers were not

aware of this clause. So when the panels and/or inverters failed after a few years, the initial installation company asked for the annual inspection log. The customer could not supply this, and the installation company then denied the warranty claim.

The “BULK BUY can save The “Keep the quote in the you money” family” scam. dream: Many times I have heard about fantastic solar deals via bulk buys. The way it works is that usually an out of town solar company offers to sell solar systems in a BULK BUY. The argument goes that because the solar company buys more volume, due to their socially engaged nature they will pass these saving on and therefore the consumer gets a great deal. Surprise surprise…THIS IS OFTEN NOT TRUE. It's a smart marketing ploy, but the reality looks different. I have seen town hall meetings…customer falling over each other to sign up to a deal, from a company they have never heard of. Solar is not one size fits all, and the individual design and care given by a proper site visit and inspection is usually not supplied in a bulk buy. Also, in bulk buys, usually, there is a limited choice of inverter solutions and panel offers. Households have different needs and consumption patterns, which need to be matched with the most suitable solar solutions. Instead of the solution fitting the households' individual consumption pattern, the consumer is made to fit the bulk buy solar packet. Often cheaper products are dressed up as being top class, but most importantly, bulk buys make the most money if the install is fast. Corners are cut and then like locusts having come to a green field - the bulk buy company will leave town and leave often a legacy of a significant amount of medium to poorly installed systems in their wake. Customers then need more than good luck trying to find that bulk buy company again to come back and fix problems - after they have been paid.

That's why they can offer a 10-year extended inverter warranty on a poor quality “no name brand”. What the customer does not know is that there are a number of these large Australian operators with high marketing spend on the internet that are interconnected, not in a way that company directorships can be linked, but via supply chains and other ties. While the customer sees different offers, he/she actually is only seeing "three entrances" of the same building, in other words they are virtually the same operator. For example, if one gets a quote from Super Sunny Solar, because you contacted them on the internet, after a few days Howdy Sunny Solar and Best Special SUNRISE Sunny Solar surprisingly contacts you as well. The offers are similar, the deal looks similar, but because you got three offers, you feel you have done your research, and without knowing, you have only really looked at one company. The issue is you did not have a quality focused local company visit you and educate you about the dangers of cheap “crap” solar. Cheap solar ring fenced you - and you were deliberately handed around, amongst these different, but so similar companies. So that’s it for the first in this series. So, you have decided to sell your home or property, or you have found the home/property of your dreams to purchase. You’ve had your finance approved, so what next? Sounds like you need assistance with a ‘conveyance’. “Conveyancing” means ‘to transfer the legal title or ownership of land and any improvements on that land, from one owner to another’. When you’re buying or selling (transferring) real estate, there’s a whole set of legal guidelines that regulate how the transfer process is conducted. In NSW, the person selling is called the ‘vendor’ and the person buying is called the ‘purchaser’. The vendor’s solicitor/conveyancer prepares a contract in accordance with legislation and provides the same to a real estate agent. When the vendor accepts an offer from a purchaser, the contract is updated and prepared. Solicitor or conveyancer? Conveyancers are only permitted to practice conveyancing and cannot practice other areas of law. If a property transaction becomes litigious or falls outside the scope of conveyancing, they must refer the matter to a solicitor for assistance. If a sale is likely to be complex, or if

advice is needed on other related areas of law, like family or tax law, then you will probably want to use a solicitor. Otherwise, you risk incurring duplicate fees by first using a conveyancer and then needing to use a solicitor in relation to the same sale. For both the vendor and the purchaser, it’s important to review a contract for sale with a solicitor or conveyancer and obtain advice on the contract. Any changes to the terms of the contract are negotiated with the other party by your legal representative who will work make sure the terms are in your best interests. ‘Searches’ are undertaken on the property to discover information about all aspects of the property, including identifying council zoning, land tax, and easements which might run through the property (such as sewer, water, electricity, access etc). Once both the vendor and the purchaser are in agreement with the terms of the contract, a deposit is paid to the real estate agent (or to the vendor’s solicitor’s trust account) in readiness for ‘exchange’. At exchange, one signed contract will be swapped for the contract signed by the other party. At this time the contract becomes legally enforceable. Stamp duty must be paid

to the government; the amount is set and collected by NSW Revenue Office and is based on the purchase price. Your solicitor/conveyancer will obtain advice from a purchaser to see whether they may be entitled to any exemption from the payment of stamp duty (e.g. purchasing their first property). Further, a purchaser’s loan must also be processed and a vendor’s loan must be discharged ready for settlement. Just prior to settlement the purchaser should carry out a final inspection on the property to ensure there is no damage or undisclosed issues and that they are happy and ready to settle. Your solicitor/conveyancer will continually monitor the matter to ensure all documents have been prepared and executed correctly, settlement figures have been adjusted correctly and all parties, including any incoming and discharging banks, are in order to ‘settle/ complete’. On the day of settlement/completion the purchaser will pay the balance of the purchase price for the property to the vendor as instructed by the vendor and/ or the vendor’s bank. Following settlement, the real estate agent is notified so their commission and

fees can be taken out of the deposit held by them and the keys to the property are provided to the new owner. The balance of the deposit is released to the vendor. If a bank is incoming, it will attend to registration of the Transfer at the Land Titles Office. Electronic conveyancing (eConveyancing), the digital completion of conveyancing transactions including transferring property ownership is now commonplace, and legislative changes in NSW mean property transactions are to be completed electronically. Settling electronically helps streamline the conveyancing process As soon as settlement is effected, the purchaser’s name is registered as owner on the NSW Land Registry Service (NSWLRS) negating the previous requirement to hand-lodge or send important documents to the NSWLRS for registration. Once registration of the transfer has occurred, the purchaser receives legal title (if there is a lender then the lender will hold the title until the mortgage is discharged) and the vendor will be released from any further obligations for payment of rates, land tax etc. The conveyancing process concludes upon the successful registration of the transfer of ownership of the property.

Many things to consider before renovations can begin When it comes to designing your renovation, there are many things to consider. Comprehensive planning is essential if you want to avoid unexpected costs and delays down the line. First, describe in writing what you want to achieve. You may think doing this is unnecessary, however, often you will foresee difficulties at an earlier stage and it can clarify your ideas and help with the following categories: Space • How much extra do you really need? Assess your needs by conferring with all likely users of the space. • Refer to sizes of existing rooms to get a spatial comparison between what you have and what you want. • Consider the impact of furnishings and fittings in the rooms. Quite often not

enough space is allowed for such things. Circulation Work out your preferred relationship between rooms, so that, for example, one room is not being constantly traversed to get to the other. Helpful considerations would be the approximate length of time spent in each room, and the function of the rooms. Views Assess not only which rooms should face views, but what to build into the rooms for best effect. Examples: Decide on the appropriate window sizes and heights, and whether to include decking, dormers and pergolas with sympathetic planting. Assess impact of present and likely building by neighbours. Energy Efficiency and Aspect This relates to circulation. In order to decide where you will install heating and

cooling, you should decide how often you will be in a certain room, how often you will enter and exit, which other rooms you are likely to be using at the same time and whether they are close together or far apart – for individual or collective thermal control. The features you wish to incorporate also have a bearing on energy efficiency, for example, choosing between a dormer or a window. Orientations to the sun, garden, planting etc. will dictate which of these two will lose or gain you most heat and therefore which is appropriate from an energy point of view. Similarly, should you extend the eaves, or construct a pergola to counteract western sun? Or a combination of both? Also, depending on your use of the house, what source of energy may be preferable, with a subsequent choice of systems – there is an increasing range of

energy systems in the 21st. Century – not simply choices between split system air conditioning, ducted heating/cooling, in slab heating or localised heating/ cooling. Noise Control Assess external influences such as the street and neighbours. Consider internal noises generated by people and machines. The outcome may affect your room replacement. Noise transference can be reduced by sympathetic design. There is usually more than one way to solve a design problem, so try to explore all the architectural possibilities you can imagine. Before becoming too settled on a floor plan, consider the roof shape; many floor plans would produce a maze of rooflines and ridges, unacceptable for an attractive or buildable house.

44 It’s hard to imagine a car buyer going ahead without ďŹ rst checking over the motor or at least having a test drive. A house buyer outlaying 10 or 20 times as much often does just that. If you are a “do-it-yourselfâ€? purchaser, here’s a checklist you might ďŹ nd handy. First examine the house for appropriate room layout, orientation to the sun, views, relation to neighbours, traffic noise, and if not optimal whether the house can be improved at an affordable cost. Outside Walls • Carefully check walls to ensure that they are straight. In timber houses, sagging weatherboards could mean the timber stumps have rotted, or concrete stumps or brick piers have subsided. Large cracks or bowed brick walls could mean that the footings have subsided. • Check for rotten weatherboards, windows, doors and verandah posts. On the Roof • Lean your ladder against the guttering and look for a wavy roof line. This may indicate a structural problem. • Look for broken roof tiles and loose ridge and valley tiles. • Check corrugated iron sheets are in reasonable condition and well nailed down. • Ensure valley and eaves guttering are free from holes and rust. Under Timber Floors

• Look under the oor for props or bricks holding up the oor instead of stumps, piers or dwarf walls. • Inspect timber framing and oors generally for rot, mould and evidence of borers. • Check to see that the earth is not excessively wet. In the Roof Space • Look for sagging roof framing, cracked or broken tiles, rusty iron rooďŹ ng and leaking ridge or valleys. • Check for shoddy or damaged electrical wiring. Do not touch! • A pungent odour or rat-like droppings could indicate the presence of vermin. • Note whether the ceiling has been insulated. Flooring • At regular intervals, jump lightly on the oor to detect any rotten oorboards, borer infestation or looseness in the oor framing. • Check to see if the oors are level, or there are gaps between oor and skirting. • Look for signs of dampness, such as lifting or buckling oor tiles and rotten carpet. • If cracks in the concrete are millimetres wide, they could indicate a signiďŹ cant structural problem. Walls • Check that walls are straight and true. • Look for cracks and general movement and be particularly wary of freshly painted or wallpapered areas.

If additional power points or lights are required, the entire electrical system may need replacing. • If you are at all in doubt about the condition of the electrical system, you should have it checked by a licenced electrician.
