Cooma teams are already gearing up for this years relay for life and beginning their fundraising efforts. Birdsnest becoming a tourist attraction Birdsnest continues to attract people from out of the region and this weekend was no exception with three separate groups of women booked in for shopping and styling sessions on Saturday. Two of the groups came from Canberra, one was an organised trip through HER Canberra (a website for women) with stylist Fiona Keary from Style Liberation who presented a session about trends for this season and how to use them. The other Canberra group was a craft group, one of the members had been on a HER Canberra

trip earlier in the year and loved it so much she suggested it to her friends. From further afield were a group of friends from Tallangatta who headed to Cooma for the weekend. They stayed at Cooma Cottage, brunched at The Lott and explored the Raglan Gallery and spent most of Saturday shopping at Birdsnest. Having such a big drawcard is becoming a welcome addition to the Cooma scene and has significant growth potential. Local horse owners took advantage of a special Hendra Virus clinic set up by Snowy Mountains Veterinary Group last Saturday. Hendra virus is a usually fatal infection of horses, which has also been contracted by humans and dogs. While the Monaro is not home to the virus-carrying fruit bats, recent outbreaks have

equestrian associations setting control measures in place. Horses overnighting at competitions accredited by the Equestrian Association are now required to be vaccinated. While there is no legislation requiring vaccination, horses coming into contact with other horses which could have been exposed to the virus may benefit from vaccination. The following people appeared in Cooma Court on September 4 2013 and were convicted of their offences. Melanie Mia Hanna was charged with a mid-range PCA, she received a licence disqualification for six months as well as a $400 fine. Tamara Helene Harmer was charged with driving with a high range PCA, she received a licence disqualification for 14 months and a $700 fine. Cody Morris was charged with negligent driving, never licensed person driving on road, driving an unregistered vehicle on road, driving an uninsured vehicle on road and not wearing a seatbelt properly, he received a licence disqualification of six months, a $300 fine as well as three $50 fines. Brendon Richard Spicer was charged with possessing prohibited drugs as well as self-administering or attempting to self-administer a prohibited drug, he received a $200 and a $100 fine. The following people appeared in Cooma Local Court on August 21 2013 and were convicted of their offences. Faisal Ayed S Alshammari was charged with driving unlicensed and received a $400 fine. Said Noor Aynte was charged with driving as a learner driving and not being accompanied by another driver, police officer or tester, they received a $762 fine. Matthew Schlachter

Dobson was charged with driving with a mid range PCA, he received a license disqualification for seven months and a $600 fine. Deborah Evans was charged with assault occasioning actual bodily harm and resisting or hindering a police officer in the execution of duty, she received a total of 170 hours community service. Mario Frezza was charged with a mid range PCA and received a licence disqualification for six months and a $600 fine. Deng Kuot was charged with assault occasioning actual bodily harm, assaulting an officer in execution of duty, failing to leave premises when required, resisting an officer in the execution of duty and stalking and intimidating intending physical harm. Mr Kuot received a minimum of eight months imprisonment with a non-parole period of six months. Mr Kuot has appealed these charges and will reappear in Queanbeyan Court on December 9 2013. Mitchell James Moroney appeared in court charged with possessing a prohibited drug, self-administering or attempting to self-administer a prohibited drug, possessing equipment for administration of prohibited drugs and damaging property. Mr Moroney received a $450 fine for his offences.

Vale, William Henry ‘Bill’ Dwyer William Henry Dwyer, known as Bill, was born on December 3, 1928, to parents Claude and Eileen Dwyer of Dalgety, one of a family of five, his siblings Eric (deceased), Joshlyn, Mary and Alma. Bill left school at a very early age and worked several jobs in the area such as splitting box posts with his brother Eric in the lower Paupong area. Their camp site was an old wooden hut with an iron roof known as Rugman’s Hut, he also was involved in droving horses from the Dalgety and Moonbah areas to Bairnsdale in Victoria, along with the Pendergasts and other drovers. Bill was a quiet and unassuming man, and married Joyce Power on September 6 1958 and they spent 55 years together. Bill then found

permanent work at Roses at Boloco and also worked for many other properties in the area. Bill and Joyce had three children Daryl, Darrelle and Janine. As the children grew and became interested in sporting activities, Daryl especially in rugby league football, this prompted a group of enthusiastic fathers to form a junior rugby league club including Bill, the late Sid White, Ray Goodman, Arthur Costello and Boyd Mould. Bill was a devoted father, husband, grandfather and great grandfather; he loved and lived for the land. His old kelpie sheepdog Tandy was always by his side. His other passion was his vegetable garden, it was his main priority and he won many first prizes over many years at Dalgety Agriculture Shows. His flower garden was also a joy to be seen. His other love was playing a game of cards. Sadly, Bill’s eyesight failed some three years ago and he was cared for by his devoted wife Joyce. Bill passed away peacefully at home on July 9 2013,

I am pleased to advise Council recently secured a grant of $16 819.23 for the Jindabyne Indoor Pool Solar Hot Water project under the Commonwealth's Local Government Efficiency Program (LGEEP). LGEEP relates to solar and/or heat pump hot water systems to be installed in buildings

Eligible systems are those which attract ten or more STCs at the time of installation. Council will contribute 20% of the total project cost in order to complete the flagged installation. The project is informed by recent energy efficiency audits and represents

Bills remains were laid to rest in the Boloco cemetery, and the following poem was read by granddaughter and grandson Kristie Kilpatrick and Sam Seears. Years were not easy, many down right hard, but your faith in God transcended.

Vale, Marybeth Jacobson (nee Goodwin)

The death occurred in Melbourne on September 6 of former Cooma resident, Marybeth Jacobson (nee Goodwin). Aged 63, Marybeth died peacefully after a long and courageous battle with melanoma. Born in Cooma the only daughter of Angela Goodwin and the late Rex Goodwin formerly of Hill Street, Marybeth was educated at Cooma’s Brigidine Convent and Monaro High before graduating from Wagga Wagga Teachers College. After college, Marybeth travelled extensively overseas where she met her future husband, Danny Jacobsen who returned with her to Australia. They settled in Sydney where their only son, Charles, was born, and opened a framing business in Bondi Junction and later in Maroubra. They then moved to Buff Point on the Central Coast

where Marybeth continued to operate the business while Danny commuted to Sydney where he worked with an accounting firm. About five years ago Marybeth was diagnosed with melanoma which, after treatment, went into remission. However, the cancer returned aggressively last October. OVERHAULING DOG LAWS TO BOOST PUBLIC SAFETY

More than 4,000 students have completed the NSW Rural Fire Service (NSW RFS) Secondary Schools Cadet Program since it began and today they were joined by a further 17 young firefighters. NSW RFS Director of Membership and Strategic Services Bronwyn Jones said the Cadet Program gives secondary school students an opportunity to gain practical firefighting skills while gaining an appreciation of the ideals and values unique to the NSW RFS.

The collection of dedicated students from Bombala High School in the Monaro Team area had their hard work recognised at a graduation ceremony held in their honour today. NSW RFS Ms Jones congratulated the students, describing them as an inspiration to other students at the school, as well as their local community. “These young people have not only learnt valuable lessons about fire safety by completing the program,

they have also shown great commitment, leadership skills and team work,� Ms Jones said. “The NSW RFS Secondary School Cadet Program is going from strength to strength at Bombala High School, with this being the fifth year students have elected to take part in the Program.� Ms Jones also paid tribute to the NSW RFS volunteers and staff from who were fundamental in the Program’s success at Bombala high

School. “In addition to the dedicated members who have run the course, I would also like to extend a special thanks to the Principal and staff from Bombala High School for helping make the Cadet Program such a success.� “The Service is proud to pass on the ideals of community service, dedication and teamwork to the next generation through the Secondary School Cadet Program,� said Ms Jones.

Accidents, break-ins and assaults Cooma Police would like information about some wheel rims, which were stolen on Saturday night. Sometime between 11.30pm on September 20 and 8.30am on September 21, some rims were stolen off a vehicle parked on the Monaro Highway near Chakola road. Police are investigating a break and enter in Mulach Street, Cooma. Sometime between 4.30am on September 21 and 3.55pm on September 22, there was a break and enter at a residence in Mulach Street and jewellery was stolen. There are no suspects but police

would like to hear form anyone with any information. At about 4.35pm on Sunday, five men assaulted one other man in Chapman Street, Cooma. The five offenders left in a vehicle. Police would like any information regarding the assault. On Friday September 10 at approximately 7.00am Police, Ambulance and Fire Rescue attended a motor vehicle accident on the Snowy Mountains Highway, 40km west of Adaminaby. A logging truck had rolled over trapping a male in his 50’s. Ambulance

officers reported that the man suffered several injuries including large lacerations to his lower leg and head. The man was transported to Adaminaby Airport where the Ambulance was met by the Snowy Hydro SouthCare Rescue Helicopter just before 8.30am. The man was airlifted to Canberra Hospital and is in a good condition. The Snowy Mountains Highway was fully closed in the westbound direction until 12.30pm whilst emergency services worked to clear the road. Local fire crews attended the accident to assist with hazard control.

The State Government has listened to community concerns on public safety in relation to dog attacks. As a result from major concerns from the NSW community, including feedback received by Council from concerned Shire residents over recent tragic dog attacks, the State Government has received a report from the Companion Animals and Dangerous Dogs Task Force, which recommended a series of tougher dog controls and enforcement of stronger penalties on the owners of dogs that exhibit violent behaviour. It is understood that these measures, which emanated from a wide consultative process, will be addressed in the coming spring session of Parliament. The aim is to boost community safety and will bring NSW into line with other States in protecting their communities. At the moment, the arrangement in NSW is that a dog has to have been guilty of an attack before it can be labelled as dangerous. Whereas there is no substitute for constant vigilance in the public safety arena, when it comes to children or elderly being exposed to these aggressive animals, the Government believes that these new laws will enhance public safety. The recommended changes involve a new ‘menacing dog’ control category, allowing Councils to require owners to muzzle their dog in public, be on a leash, under the control of someone 18 years of age or older and to ensure the animal is de-sexed. Other key measures recommended involve stronger fines of up to $77,000 and jail terms of up to five (5) years for owners whose dogs have been involved in serious attacks. It is intended to provide Councils with more options, especially with the enforcement process, to be more proactive when dealing with these dogs and their owners. Councils will also have the power to immediately seize a un-microchipped dog, for which Notice of Intention has been issued, to declare the dog as menacing, dangerous, or restricted. In the past, owners were given a seven (7) day compliance period which will now be abolished as it has allowed irresponsible owners to hide the dog/s when rangers came calling. In July this year, on the coldest day in Winter, members of the Berridale Rocky Plain Landcare group were talking about fires. However, as the snow fell, the discussion was not about huddling around the slow combustion heater but about bushfires and how to prepare yourself and your property. The number of dangerous grass fires that the Monaro had in August has shown the wisdom of the Executive of the Landcare group, who had organised for RFS Community Safety Officer, Ailish Pope, to take the Landcare group members through the process of preparing Fire Plans for the family members, as well as a Farm Fire Plan for stock and assets. The planning for fire session was part of a field day run by the Landcare group to assist newer and less experienced landholders better manage the main problems of owning land in the Berridale and Rocky Plain area. The day began with a paddock walk at the “The Elbow” property of Rob and Gaye Smith to identify some of the most important native pasture plants and discuss management techniques to improve the growth of these plants. The group also looked at the major weeds of the area, including African Lovegrass, Serrated Tussock and St John’s Wort. Rob Smith explained to the group the techniques that he uses to control these weeds – the success of his techniques being plain for all to see. As the clouds rolled in it was firstly the rain and finally the snow that drove the group from the paddock to the relative comfort of the Rocky Plain Fire Shed where the group finished their discussion on pasture management before warming themselves up with a barbecue lunch. Following lunch thoughts turned to preparing both yourself and your property for bushfires. Ailish Pope was able to give some clarity to the perennial question of whether to leave or to stay and fight the fire. “Especially on days of Severe or Catastrophic fire rating, leaving early is preferable to staying and fighting” said Ms Pope. “Preparing your property, including establishing an asset protection zone, organising access for fire trucks to your property and having a fire plan for each member of the household is essential for landholders”, she said.

New faces at Snowprint Bookshop The new proprietors of Jindabyne’s Snowprint Bookshop, Tanya and Graham West were introduced to the community at an informal function in the Bookshop on Friday, September 20. Although the West family has been visiting the area over a number of years, eighteen months ago they took up residency at Avonside. Tanya told the gathering “that if ever Snowprint came on the market, she wanted to buy it�. Now her dreams are a reality. Shaaron Ellis is taking time off to smell

the roses on her Jindabyne property when she retires from the busy business scene and hands over the keys on September 30. During the years of since Snowprint began in May 2004, Shaaron enriched the cultural scene of Jindabyne through her creativity expressed in the development of iconic Snowprint Bookshop which is now a favourite drop in spot for both locals and visitors of all ages. The shop with its colourful children’s zone is always filled with the happy voices of youngsters whilst students search for their next thriller novel.

Shaaron’s vision of a Snowy Mountains Readers/Writers Festival is now a fixture on the region’s calendar of Easter events following two successful Festivals. The Festival Committee will continue to organise the event, however the 2014 Festival at Easter will focus on the younger generation. Later in the less busy time of the year there will be an adult Readers/Writers Festival with accompanying workshops to be held in Thredbo. Retirement will not come easy to Shaaron and she undertakes this step with a touch of sadness. On the plus side of the happiness ledger, it will give her a chance to spend more

hours with her grandchildren on the NSW central coast, when she is not pruning the rose bushes. The support given by the community over the years to Shaaron is very much appreciated by her and she wishes to express her gratitude. She is confident that people will give the same support to the West family with their three children who are enrolled at the Jindabyne Central School.

More than 400 Jindabyne Central School (JCS) students have showcased their musical, acting and artistic talents at the school’s annual Kindergarten to Year Six concert. The students performed everything from circus acts to baroque music as they entertained hundreds of family and friends in the school gymnasium during two concert performances. Some of the highlights of the concert included Year Three students singing about their messy, tousled locks as they were having a bad hair day and Year Two attempted to pile everything from ninjas to princesses into their tiny tin car. Kindergarten students were a guaranteed crowd-pleaser when they marched on stage dressed as brightly-coloured birds, rainbows, angels, fish and rivers to sing “I Have A Dream”. Year Five students performed a version of the You Tube hit “Dumb Ways To Die” then, to the relief of their parents and teachers, announced a better approach would be to sing “Smart Ways To Live”. Perhaps the most colourful performance of the concert belonged to Year One when they

sang a medley of rainbow songs culminating with “Rainbow Connection”. The primary school choir kicked off the concert singing two songs they recently performed at the Australian National Eisteddfod for Choirs in Canberra. The school’s violinists and recorder players, who last month played at the Sydney Opera House, treated Jindabyne to their talents while a drummer, trombonist and trumpet player delivered solo performances. The concert concluded with Year Five and Six students performing an impressive circus act that featured dancers, jugglers and acrobats. “I would like to congratulate all staff, students and personnel who organised such a wonderful demonstration of what NSW Public Schools have to offer,” relieving principal Debbie-Lee Hughes said. “When you see the way students have engaged in the Arts programs and performance it affirms that teachers do make a difference.”

Outgoing Jindabyne Central School (JCS) captain Michaela Ripper brought an audience to tears when she spoke about the struggles, traumas and achievements of her Year 12 classmates. It was an emotion-charged final presentation ceremony and assembly for the 17 graduating Year 12 students last Thursday. When she rose to deliver her captain’s speech, Michaela told the hundreds gathered she had initially wanted to talk about the struggles her classmates had survived, the things she thought needed to be heard. “We have been through some really hard times. I feel sad for all your scars,” she told her classmates, referring to some tumultuous school years and personal tragedies. Instead, Michaela decided to focus on the positives - the friendships they had formed, their personal growth and their bright futures. “We deserve to be happy today,” she said. “Today we leave everything behind us. We have reached the finish line. “It’s time for us to branch into our own lives. This is just one chapter of our lives ended. “There’s so much to be written, so much to look forward to.” Michaela was swamped with trophies, a shield, certificates and prizes at the presentation when she was named High

She also received the Long Tan Leadership award for recognition for leadership and teamwork within the school and the broader local community as well as the Snowy Hydro Award for achievement in the scientific field and the Snowy River Youth Council Award for involvement and leadership in the Snowy River Youth Council. Michaela hopes to study science at the Australian National University in Canberra next year and pursue a career in science journalism. Relieving principal Debbie-Lee Hughes spoke of her pride in the achievements of the Year 12 students and gave them some words of advice. She said life was not a dress rehearsal, so take hold of it and live a life with compassion, humility and hopeful optimism. Ms Hughes told her students never to be afraid to seek advice, to develop a sense of justice, admire heroes who inspire and live extraordinary lives to the benefit of others. “Make this the great generation which asserts its imprint gently and unselfishly on those around you,” she said. Year 12 received a standing ovation and a “clap-out” as they left the JCS gymnasium for the last time. They begin their final HSC exams on October 14.

Editor, Recently the Cooma-Monaro Shire Council hosted a Community Information evening at Nimmitabel which gave all interested people the opportunity to hear, first hand, about the progress being made towards the finalisation of the Lake Wallace project that is being undertaken to ‘drought proof’ Nimmitabel. In a very well prepared and delivered presentation the extent of the project was clarified and it was very good to see that, together with the draft drawings of the dam wall and outlet system, and to be able to understand the steps still to be taken and the budget funding required to achieve the outcome of a public water supply of 320 ML for Nimmitabel. Please be advised that work associated with watermain and water service reconstruction along the nominated portion of Commissioner Street will take place between Bradley & Baron Street, and is programmed to start on Monday the 23 September and Friday 4 of October 2013, weather permitting. Berridale community helps its own The Berridale Lions Spring Fair will be held on Saturday October 5 come rain or shine. The Fair will be held, as usual, in the Berridale Lions park, and will be bigger and better than ever, necessitating expansion of the Fair into part of Central Park, the next park along. This year there will be a special element, as the community helps one of its residents. Berridale community is pulling together to support long-term resident Leeroy Carson in his time of need. Leeroy Carson is going through a tough time battling a life threatening cancer and the Berridale community want to help make this tough time a little bit easier by raising money through a fundraiser to go towards his treatment. Leeroy is known as the ‘town handyman’ and seems to always be around to help people out with any home or car problems. Mr Carson is a huge part of the Berridale community and also is a big part of Cooma Car Club. He takes particular pride in his beloved purple 1957 Chevrolet ‘Belair’. Unfortunately Leeroy has battled cancer for many years and is now undergoing a new treatment that he has to pay for out of his own pocket. It is hoped that the fundraiser will go a little way towards paying for his treatment. The fundraiser is a joint effort between Berridale Lions Club, Cooma Monaro Historic Automobile Club and Berridale Chamber of Commerce.

Steve Redden a fellow Cooma Car Club member, Berridale resident and also a close friend of Leeroy’s feels that it’s very important that the town gets behind Leeroy. “I first met Leeroy when he came to do a restoration of my house. Leeroy is always doing things for other people and it’s time we did something for him. Having cancer is a really dark and scary place to be in and the main thing is providing him with some moral support and letting him know that the town is thinking of him.� Berridale Lions Club and Cooma Car Club have already begun fundraising by selling raffle tickets on both Election Day and at the Berridale motor fest held on Saturday September 14. Raffle tickets can be purchased from most Berridale businesses and also from Kels Automotive in Cooma. All funds raised will go straight towards Leeroy’s treatment and you will go in the draw to win an assortment of great prizes from local businesses in Berridale such as Trading in Design, Shear Delight, Ray Killen Gallery, Wellliving, Alberg Ski Hire, Two Moos Plus and many more. Tickets are just $2 each and will be drawn at Berridale Lions Spring Fair on Saturday October 5. Tickets can also be purchased at the Spring Fair. Lots of laughs at Floriade NightFest

Canberra’s annual moonlit extravaganza, Floriade NightFest, is set to get crowds giggling with a stellar line-up of world-renowned comedians. The ticketed twilight event returns to Commonwealth Park next week for its sixth consecutive year featuring stunning light shows, enchanting night markets and plenty of live entertainment. Every night The Moonlight Lounge will come to life with a host of standup comics including New Zealand’s Cal Wilson, who appears on the cast of Channel 7’s Slideshow. The bill also features award-winning stand-up comedian Felicity Ward, Justin Hamilton, who is best known for producing Melbourne comedy night The Shelf, and Tommy Dean—the American who understands Australia. If you have been thinking about visiting Dalgety, this weekend is the time to do it. Team Penning and Show Shear competitions are taking place at the showground on the banks of the Snowy River this Saturday 28 September, followed by Saddle Up Sunday on the 29 September. With iconic high country skills on display and a BBQ lunch Dalgety is just 35 minutes drive from Jindabyne or Cooma. There are also a number of dining and bar options in and around town for those looking to try somewhere new for lunch. Attracting riders from across the state Team Penning is a horse event that sees teams of four riders compete to pen cattle. Judged on time and technique this sport is becoming hugely popular and is the fourth year the event has been held at the Dalgety Showground. In the annual Dalgety Show Shear shearers put their skill on display in novice, intermediate, senior and open shearing competitions. Stay for an hour or stay overnight. Camping is available in town and Sunday 29th September will see a gymkhana style event called Saddle Up Sunday. Anyone with a horse or pony can enter and registration begins from 8.30am on the day.

Festival “Best Newcomer� Matt Okine will open The Moonlight Lounge shows each night. He promises to deliver a load of “sweet, delicious jokes� during his Floriade NightFest debut. “I’ve heard heaps about it, so to not only be going—but to be a part of it— is truly awesome,� he says. “The other comics on the bill are some of my favourite people to work with too.� During Floriade NightFest visitors can take in the stunning views from the 35-metre Ferris wheel, interact with roving performers and catch live fashion shows by The Canberra Centre. The Electric Theatre—a multiplatform performance space created by Sydney lighting specialists Mandylights— will wow audiences with thrilling circus acts and dramatic lighting. Visitors can play lighting

designer for the night, using iPads to control lights in the flower beds, while a new installation in Nerang Pool, thousands of laser beams and some stunning searchlight effects will also ensure NightFest’s glow is visible from all over Canberra. Floriade NightFest will be held between 6.30pm and 10.30pm from Wednesday 25 September until Sunday 29 September. Tickets are $25 for adults, $10 for children, $50 for a family (two adults, two children) and $10 for concession holders. Entry is free for children aged four and under and entry to Floriade by day will remain free for all visitors. Schute Bell wool report This week’s wool market follows last weeks pattern as it continues to find a settling level. All micron indicators eased throughout the week, including the carding market which up until now had been very strong. After a positive lift over two weeks it is fair to say the last two weeks is affirming Isaac Newton’s theory. Volume levels have lifted as demand has plateaued. There is still bright news however when we compare the market to last season and find all micron indicators are still roughly 70-80 cents clean better than this time last year. Quality is still the key as the trade is selective on preparation standards with the better lots withstanding active competition especially in the skirtings market. Some 41276 bales were sold this week with the major buyers being Chinatex and Techwool. Encouraging seeing the Italians within the top three on volume purchases for the week. Nanjing wool conference held this week in China reveals some interesting points. Stocks of finished products held in China lifted 2012/2013. Government orders for uniforms have been reduced, rising labour costs in the manufacturing sector; however, domestic wool production

Association President Fiona Simson said Mr Joyce had a great affinity with agriculture, rural and regional communities and his appointment was welcomed by many farmers across the state and the nation. “We are also pleased Senator Colbeck has been appointed parliamentary secretary ensuring continuity in the agriculture portfolio,� she said. Ms Simson said Deputy Prime Minister elect Warren Truss’ appointed to the infrastructure and regional development portfolio was also a good sign for agriculture because it enabled him to drive much needed infrastructure projects in regional Australia which were crucial for the future of the industry. “We will be working through National Farmers Federation to ensure that agriculture and rural and regional Australia become a central pillar not an

afterthought when it comes to the national agenda,� she said. “It is important agriculture’s productivity, profitability and access to markets is a priority and we look forward to working with NFF and the new Abbott Government on these issues.� Ms Simson also paid tribute to NSW MP John Cobb who was the Shadow Minister for Agriculture while the Coalition was in opposition. “We had a great working relationship with John and thank him for all his hard work and commitment to our industry over recent years,� she said.

Dalgety Show Shear this Saturday Funding review for new LLS

This month sees the rural skills of the high country on display at Dalgety as two great competitions, Team Penning and Show Shearing, hit the iconic showground on the banks of the Snowy River. The events, run by a sub committee of the Dalgety Show Society, are attracting a lot of interest from local riders and shearers alike. The Show Shear competition encourages novice, intermediate and senior shearers from across the Monaro to come along and put their shearing skills on display. The Review of the Funding Framework for Local Land Services (LLS) draft report, which was released last week, has received ringing endorsement from the Livestock Health and Pest Authority (LHPA). The report was circulated by the Independent Pricing and Regulatory Tribunal (IPART) as a guideline for a cost recovery framework and pricing system for use by the new organisation. Chairman of the LHPA State Management Council, Ian Donges, said the 138-page draft report was an encouraging glimpse into the funding model for LLS and one which would set the tone for the organisation’s costing framework. “As it stands, the framework is targeted at recovering costs from those parties responsible for LLS undertaking an activity,” Mr Donges pointed out. “Encouragingly, it would appear IPART has accepted many of the funding recommendations the LHPA made to them two months ago, in this draft document. “In fact, a close read of the document has outlined at least 18 aspects of the funding program which are consistent with the LHPA position on cost recovery,” Mr Donges said.” The report proposes rates to be based on a number of criteria including carrying capacity or rateable land size, but IPART have recommended a hierarchy of cost when determining who will fund a particular service. Mr Donges said at the top of the hierarchyy were those causing g an adverse impact or creating a risk to the environment, including land managed by public agencies which, for the first time, included government bodies and public land managers. “I was pleased to read IPART’s recommendation to have publicly

managed lands rated at the same level as private landholders, as this proposed hierarchy will no longer distinguish between the two.” Mr Donges noted landholders who benefit from an LLS service, where it is not practical to charge the impactor or where there is no adverse impact or risk created, like agricultural advisory services, would be second in line under the proposed cost recovery model outlined by IPART. The IPART report also recommended landholdings between two and 10 hectares should now also be included in the ratings program. “IPART recognised the activities of landholders on these smaller blocks also involved significant biosecurity hazards and therefore, should be subject to paying the rates required to manage biosecurity concerns which will affect them and their interests,” Mr Donges said. According to IPART, these additional landholders would bring an extra 110,000 ratepayers into the system, to share the cost of funding services. Mr Donges said the suggestion some rates should be levied based on land size, not notional stockcarrying capacity was a shift from the LHPA funding model, however, for specific levies like animal health, notional stock-carrying capacity would still apply, which was a “good compromise”. “LLS Boards once appointed, will have the discretion to set a higher minimum land size in regions where that may be justified, like the Western LLS region,” he said. g “The LHPA will be submitting a response to the IPART recommendations before submissions close on October 15,” Mr Donges concluded.

Last Saturday morning shooting was from 500 yards for the final heat of the monthly open spoon competition. There was a bit of frost early then a gusty wind varying from west to south while low clouds indicated that the ridge to the south was causing eddies. Barnes and Robinson Ambrose champions Cooma Golf report by Garry Atkinson The week of golf just finished saw the two man ambrose championship for 2013 played with winners Andrew Barnes and Dave Robinson hitting a nine-under par to take out the event. With the ever improving greens growing quickly (some rain over the week helped) the big events coming up in October should see our course in tip top shape. On Saturday the club saw a single stableford played with 14 players in contention for trophies as well as the ambrose championships with over 40 players involved. Marshall (never out of the winners circle) and Cliff Richards hit a lovely close shot on the 17th. Sunday was a lovely day with the Business House competition in full swing. Modem came out on top and lead the competition at the moment, remaining undefeated after three rounds. The winning combination of Dave Robinson and George Froschel took home the prizes with a fine 39 nett. Last Wednesday a single stableford saw Brian Turner take out the day with 39 points. Runner up was Frank McKnight with 36 points. Ball winners went down to 32 points with Bill Rushton just scraping in. Next week for the men sees individual stablefords programmed on all three competition days. See you on the course.

Plenty of action at Cooma Bowlo Action at the Bowlo last Saturday saw three good games of triples played in great conditions for bowls. Steve Lapham, Judy Locker and Cobber Seears took on Mick Mayhew, Denis Steinfort and Richard Nichols in what started out as a good close encounter. At end nine the scores were 6-6. Cobber’s team then went on to win four of the next six ends to set up a commanding nine shot break, nobody told Richard’s team the game was over and they stormed home over the last six ends to run out convincing winners 23–18. Simon Schoon, Sergio Roncelli and Leonie Snell were up against Max Povey, Alan Crowe and Renate Winckel. At the halfway point Renate’s team held a slender two shot lead only to see the Snell team take the game by the throat to record a comfortable 16 shot win. The other Saturday game looked to be a good match-up with Dawn Russell, Ron Wainwright and Jack Sajina playing Evelyn Hamilton, Daphne Buckley and Paul Cannell. Paul’s team were never in the event after end seven and were defeated comfortably by 15 shots. Maybe Paul still had after shocks from his defeat in the Pairs the week

before. Sunday’s weather kept a few away however 16 bowlers rallied for a game and some much wanted practice with the Summer comps starting to get into full swing. In a game of pairs Steve Lapham and Colin Roberson played the terrible two Jack Sajina and Cobber Seears. Cobber and Jack held the lead at the third end and tied the game up at the end of six, this was to be the end of the run which saw Red’s team amass another 25 shots to Cobber’s 13. All in all a hard weekend at the office for Cobber. Rulie Steinfort, Judy McDonald and Paul Cannell played Mike Manille, Dave McDonald and John Vincent in another game of triples that again was very close for nine ends with only one shot in it at this stage. From then on John’s team won seven ends to five and won by seven shots. Paul also had a weekend he would probably like to forget, however like all good bowlers he will be back and better for the experience. In the last game of the weekend Cheryl Meillon, Denis Steinfort and John Schoon played Sherrie Seears, Richard and Tom Reed. This resulted in a 24 to 8 victory.

The Cooma Basketball Grand Finals were held on Thursday at the Stadium. The day began with the Monday Boys Grand Final between Yellow (Hamish Bottom, Joel Case, Will Saddler, Danyon Corby, Jimmy Harding) and Blue (Pierre Wall, Rhys Sopniewski, Rhys Freebody, Hugh Hayward-Mercer, Damien Fletcher). The game was close throughout, with Yellow leading at ¼ time, but Blue fighting back to lead at half time, Yellow held a 5 point lead going in to the last quarter holding on to take the Premiership 35 to 32. St Moritz - the season that was...

Pictured above, the St Moritz awards winners for 2013. Another season has come to a close for the Thredbo St Moritz ski club. Everyone enjoyed their season and even though mother nature could have been a little kinder to us, talks are already underway for the 2014 season. This year saw the club’s membership grow significantly, confirming our beliefs that the Thredbo St Moritz ski club offers the best ski instructors, loads of learning fun for your kids and the opportunity for a family day out skiing. In atrocious skiing conditions on August 11, the Thredbo St Moritz race day was held on the Rossi race course. The course was hard packed ice with a very thin covering of snow, making for a precarious course. The kids, instructors and some brave parents tackled the course with aplomb, with many crashing in the uncertain conditions. However, all made it to the bottom safely with most doing a second run. The last day of the St Moritz season saw the annual trek to Dead Horse Gap followed by a barbecue and plenty of reminiscing about the season’s events. We were even fortunate enough to be visited by some brumbies while enjoying the sunshine and barbecue Due to the conditions throughout the season, we were unsure if this annual pilgrimage was even going to happen, luckily it did. Thanks to the Thredbo ski patrol for making the day a safe and enjoyable one. Our presentation night was held on Friday September 6 at the Alpine Hotel in Cooma. This year’s special guest speaker was Olympic Moguls champion Manuela Berchtold. Manuela had many stories to tell and brought along her Olympic ski jacket and participation medals to show the kids. She then helped to hand out the trophies to this year’s winners. All the kids received a participation medal and are ready to do it all again next year.

Touch and hockey for SERAS Touch Football is being introduced as a squad sport program in the South East Regional Academy of Sport (SERAS) for 2014. The academy will hold a trail for female and male touch football players on Saturday 12 October at Walker Park in Yass. The trial is open to players turning 13, 14, 15, and 16 years of age in 2014. After the trial the academy intends to offer up to 24 scholarships (12 boys and 12 girls) for the 2014 program which will commence in December 2013. The program itself with consist of an online induction process, physiological testing of athletes at a location close to where they live, and strength and conditioning programs that are monitored online by SERAS intern students studying sport science at the University of Canberra. SERAS will also provide the annual weekend Education Program in late January or early February at the university. The skill development component of the program will be delivered over two weekend training camps to prepare players for their season commitments during 2014. SERAS is also offering a Hockey Program for 2014.

Last of the winter winds blew in on our first night of competition for the 2013/14 season. Sixty five athletes bravely faced the full force of this gale with some outstanding results on the track. U/12 Emma McDonald and Nicolas Zusak posted excellent time in windy conditions, both athletes stopping the clocked with in a ½ a second of the 70m records, Emma = 93% of the record in 10.89 sec and Nicholas = 95% in a time of 10.44sec. In the U/11’s Hugo Steiner and Luca Melani also pushed the their times close to the record mark with Hugo topping 96% of the record in 10.78 sec and Luca 92% in 11.20sec. The hottest contested event on the night was the U/9 Boys 50m with three of the boys pushing to see who can lower the record first. Kristian Zusak was less than a stride away from the record as he zipped across the finishing line in 8.28sec equalling 99% of the record, with Charlie Alcock and Justin McDonald hot on the heels of Kristian. Both Charlie and Justin produced great times so early in the season of 8.78sec for Charlie and 8.84 sec for Justin. All thre boys have improved

This time was just shy of the U/8 record 8.11 sec. Angus was very close behind in a time of 8.54 sec and Stephen less than two metres behind Angus. The U/7 Girls showed their colours as Kate Maurier and Charlotte Gealan both reached 90% of the record with only 20cm between them. Kate clocking 9.87sec and Charlotte 9.91sec. The closest finish on the night went to the our new crop of U/6 Boys, with Nicholas Stead and Cooper Walsh. There was less than 10cm separating the two boys with Nicholas recording 12.04 sec and Cooper 12.06 sec.

Bushpigs presentation night Recognition of the outstanding achievements by the Seniors and Miss Piggies, was celebrated at the Jindabyne Bush Pigs Presentation Dinner on last Friday at the Lake Jindabyne Hotel. Whilst the Seniors looked debonair, the glamorous 24 Miss Piggies stole the limelight. The evening was the conclusion for a very successful year for the players when the Seniors team won the 2013 Grand Final against the Taralga Tigers, and the Miss Piggies reached the Semi Finals by placing third on the competition table.

During the season of 12 matches with one forfeited, against Crookwell, Boorowa, Taralga, Bungendore, the Seniors were undefeated. These successes must also be attributed to the coaching skills of Jake Roarty (Seniors) and Paul Lavissianos (Miss Piggies). Recipients of the Bush Pigs and Miss Piggies trophies presented were: Best Back – Jake Roarty, Taylor Stanford; Rookie of the Year – Rob Morris, Jessie Cullen; Best Forward - Izzac Maw, Peta Cox;

Cycling a new sport for SERAS in 2014 The sport of cycling is being introduced as a new squad sport program for the South East Regional Academy of Sport (SERAS) in 2014. Nominations are open to female and male cyclists from the SERAS region that hold a competition licence with Cycling Australia and are turning 13, 14, 15, 16, 17 and 18 years of age in 2014. The program will be partnered by Cycling NSW and Graeme Northey from Goulburn will be the head coach of the program. The program itself with consist of an online induction process, a physiotherapy screening of each athlete, physiological testing of athletes at a location close to where they live, and strength and conditioning programs that are monitored online by SERAS intern students studying sport science at the University of Canberra.
