President’s Message The New Member Reception was held at the Country Club on November 6th. It’s always good to meet our new Montclair citizens. There were numerous comments about Montclair’s fall beauty, and why our community was selected as home. Your volunteers and management did another good job in this special welcoming. As we enjoy the beauty of our fall fantastic display of colors, please remember those leaves come down and we need to concentrate on keeping all of those possible from entering the lake. Leaves are the greatest polluter of Lake Montclair. She can, through natural processes, handle those that fell into the water. It’s the unnatural bulk amounts that enter from our streets and lakeside properties that overwhelm the lake’s decaying processes, and create problems. The lake had the largest algae bloom this fall that I have observed in 26 years. All conditions were right for this unusually large bloom. A healthy lake needs nutrients, but too much results in undesireable lake conditions. The Lake Management Committee publishes articles in The Montclairion focusing on reducing the amount of nitrogen and phosphorus entering the lake. We must all work together in protecting the health of one of our most valuable community amenities.

Solitude Lake Management ran lab tests and determined that the dominant algae bloom was synura sp. chrysophyta - Golden Algae with a small amount of anabaena sp. cyanophyta - Blue-Green Algae. In consultation with the Virginia state marine biologist we were advised to let the colder temperature of the water and our pollution reduction programs control the algae growth. Manager’s Message Notice of Town Hall Meeting - Wednesday, December 4th A Town Hall Meeting regarding parking issues throughout Montclair will be held on Wednesday, December 4th, 2013 at 7 pm at the Montclair Country Club. At this meeting, the Board of Directors, Management staff, and residents will discuss options for rectifying various parking issues affecting the community. All residents are welcome to attend to voice their concerns or listen to the discussion. American Disposal Tree Removal & Inclement Weather Services Christmas trees will be collected on Thursdays in December and January, the regularly scheduled yard debris collection day, by American Disposal. They ask that all tinsel and decorations be removed. Please do not place trees in plastic bags. American Disposal’s inclement weather policy states that roads and/or areas which are deemed unsafe due to snow or ice will be suspended for collection. If suspension occurs, services will resume on the next regularly scheduled collection day.

Snow Plow Responsibilities With winter only a few weeks away, one thing is on everyone’s mind: snow. Montclair is a large community with many streets, and the maintenance for these streets is not all the same. Several streets located within Montclaired are owned by the Virginia Department of Transportation, but a few are privately owned. However, there are streets that are privately owned by the Montclair Property Owners Association or the sub-association where they are located. The owner of the street is responsible for ensuring its routine maintenance, including snow removal. The streets listed below are owned by MPOA. For snow removal information, contact the office at (703) 670-6187. If your street is part of a sub-association listed on page 29 under “MPOA Sub-Associations”, contact your sub-association for further information. If your street is not listed, it is owned by VDOT. As a reminder, please refrain from parking on the streets when snow is being forecasted. This facilitates plowing and will ensure that the roads are cleared promptly. Office Closure The MPOA office will be closed Tuesday, December 24th and Wednesday, December 25th in observance of Christmas, and Wednesday, January 1st in observance of New Year’s Day. Additionally, the office will close at 2:00 pm on Friday, December 20th for a staff function. If the area experiences inclement weather and you are unsure if the MPOA office is open, give us a call at (703) 670-6187. Annual Lowering of Lake Montclair Once again this fall, the water level of Lake Montclair will be lowered temporarily to permit maintenance of the downpipe structure grates and sluice gate. A thorough cleaning of the Montclair beaches and common property abutting the Lake will also be accomplished. Sand on the beaches and in the swimming areas will be replenished as necessary. On Monday, December 2nd, Lake Montclair’s water level will be lowered three feet, and will remain lowered for one week. After work is completed, the sluice gate will be closed, allowing the water level to naturally return to

188 feet above mean sea level. Powell’s Creek flow and rainfall will determine how long this actually takes. Lakefront property owners are encouraged to take actions necessary to protect their personal property, e.g. adjust pontoon retaining lines to accommodate the lower water level and properly secure or remove boats, canoes and kayaks. Of course, this is also an excellent time for lakefront property owners to perform dock repairs, place rip rap, and perform other

waterfront improvements including cleaning the exposed lake bottom along your shoreline. Your efforts will contribute significantly to the health and appearance of Lake Montclair. Advance notification of the lowering of the lake water level is being provided to allow sufficient time for the submittal and approval of Property Improvement Requests, or PIRs(see page 8), where required. Four At-Large Representatives are needed to serve on the Board of Directors. These members are to be elected at the next Annual Meeting on Saturday, March 15th, 2014. To be eligible for election, you must be a member of the Association in good standing. Running for the Board - Do I Have What It Takes? If you’re considering running for the Board, take a few moments to ask yourself the following three questions: Do I have time? As a Board member, you will need to devote at least several hours of your time each month to Association business. In addition to regular monthly Board meetings, you will need to be active in email discussions and occasional special meetings. During special projects, you may need to spend a little extra time on Association business. Some Board members may also spend a little more time than others if they work with a committee. Can I make tough decisions when it’s required? The primary role of the Board is to conduct the business of the Association. This doesn’t just mean approving the budget, but also developing and enforcing policies. Board THE MONTCLAIRION • DECEMBER 2013

members are required to step outside their immediate circle of family and neighbors and make decisions based on the greater good of the community. Can I do all this and have fun, too? It isn’t all about policies and tough decisions. Our community is only as good as we make it, and establishing and maintaining a sense of community is a part of a Board member’s responsibility. Planning and attending functions and being a presence in the community are as important as any policy decisions you may make. Being a Board member can be challenging at times, but may also be one of the most rewarding ways you’ll find to volunteer your time.

Ready to get involved, but not sure about joining the Board? MPOA has many committees that assist the Board of Directors in making decisions for the community. If you want to volunteer your time to the Association, but don’t want to make the leap into Board membership, consider joining a committee. Committees meet once a month for around an hour and discuss varying issues throughout the community. Check page 2 for a list of committees and contact information for committee chairs. commitment just because you’d feel guilty turning it down is just asking for more stress.” Create calm instead by respectfully and firmly declining: “I have too many family obligations to be able to run this year’s bake sale, but I hope to help out in the spring.” Most people will understand - and a few may even want to borrow your tactics. Holiday Hazard: Maxing Out the Plastic Serenity Solution: The average American spends about $700 annually on gifts, not to mention travel, food and IMAX tickets to the new Mission: Impossible movie. (Grandma doesn’t like your son’s long hair? Remind her of the mop-top your brother sported in the ‘70s.) “All families have misunderstandings, and they tend to build up when you’re spending so much time together,” says Raja. Above all, accept your family members for who they are - nobody is perfect, and chances are, they’re feeling strained too. Holiday Hazard: Too Many Goodies Serenity Solution: Dieting is a year-round struggle for many people, but with holiday favorites in abundance all month long, the number on the scale is bound to bring on added anxiety. “We also tend to eat more when we’re feeling stressed, so it’s a vicious cycle,” says Raja. Holiday Safety From the PWC Police Department

The holiday season is upon us, and your Police Department wishes to remind residents of some basic safety tips to practice, that might be used whether holiday plans include travel, shopping, or sightseeing.

If you are traveling for the holidays, make your home look “lived in” while you are gone. Avoid the temptation to turn off exterior lights to save money, and enlist the help of a trusted neighbor, friend or family member to help achieve this goal. If you will be out of town: • Have a trusted neighbor collect your mail, newspapers and advertisements, and even park their car in your driveway from time to time. • Provide that neighbor with your contact information in the event of an emergency. • Use timers to turn lights off and on. Put an automatic timer on several lights and the radio. THE MONTCLAIRION • DECEMBER 2013

Leave shades, blinds and curtains in their normal positions. Lock all doors and windows in your home. Secure the garage and shed, and secure valuable items that are inside these structures.

If you will be shopping or sightseeing: • Do not carry large amounts of cash, or more than two credit cards. • Wallets should be carried in a front pants pocket, rather than in a back pocket or a jacket. • Purses should be held close to the body with the opening facing towards the body. • Do not wear large amounts of valuable jewelry. • Consolidate purchases into one or two large shopping bags so you can keep track

News Around the Community Boy Scouts

Troop 35 By Matthew LaGrange, Troop Scribe November was another busy month in Troop 35 with scouts balancing Scout activities, homework, and the Thanksgiving holiday. The first two Saturdays of the month we participated in the annual Scouting for Food Drive to help families that are less fortunate than ourselves. Scouts passed out collection bags in local neighborhoods asking residents to donate nonperishable foods. With gratitude, the Scouts returned the following weekend to collect the bags of food. We thank the Montclair community for its participation in making this food drive a success. Also in November the troop held a special Court of Honor to present Life Scout Nick Guernsey with the Medal of Merit for saving a man’s life. Earlier this year, Nick was on his way to school and noticed a man in a parking lot who appeared to be having a heart attack. Nicholas reacted with skills he learned in the Boy Scouts. While the man’s son called 911, Nicholas got the man out of the car and performed CPR until the ambulance arrived. He then stayed until the police arrived telling them what happened and comforted the THE MONTCLAIRION • DECEMBER 2013

son until the other family members arrived. Nicholas was later told that the man would not have survived had Nicholas not put his Boy Scout skills to use and helped the man who eventually recovered following triple bypass surgery. Troop 35 is very proud of Nicholas and how he put the Boy Scout Motto of “Be Prepared” into action when it counted. We held our monthly campout at American Legion Post 28 where we had a really fun time with Webelos visiting from local Cub Scout Packs. We played Ultimate Frisbee, a good long game of football, and taught the Webelos some new scout skills. Troop 35 congratulates another Scout for earning the rank of Eagle. Tyler Beil completed the rank of Eagle adding his name to Troop 35’s Eagle Honor Roll. Henderson Elementary On October 30, Henderson’s students ran 2535 laps in our second Boosterthon Fun Run; the culmination of a week of learning about choosing fitness, healthy eating and character! Despite the rain, there were bright smiles everywhere as parents and faculty cheered for our Huskies as they ran laps through the huge Boosterthon tunnel and around the café/ gym! A gigantic THANK YOU to the teachers and families who supported this super-fun and worthy event! The pledges we received resulted in a profit of over $15,000, which will be used for new technology, after-school clubs and so much more! If you made a pledge but haven’t paid yet, it’s not too late! Schools that attain this designation must demonstrate high levels of performance including being fully accredited by the state, making Adequate Yearly Progress under the No Child Left Behind Act and achieving an overall score of 90 or more out

of 100 points on PWCS’s Strategic Planbased measures. In addition, in the past few years, our school has risen from 20th to 7th in PWCS’s ranking of top elementary schools! Add to those amazing numbers the fact that Henderson is our county’s first Focus School for Children’s Engineering and we have so many reasons to feel incredibly proud of our school’s amazing students, teachers and administration! Macbook Laptop Needed! Our PTCO bought 20 iPads for Henderson Elementary and a syncing cart which also stores and charges them. However, we didn’t realize that the cart can only sync the iPads using a Macbook computer. As a result, our wonderful ITRT teacher, Sarah Willey, has had to manually sync all the apps and software on all 20 iPads, so finding a Macbook is essential. If anyone in the community has a Macbook they’d be willing to donate, we would be SO grateful and a tax-deductible receipt can be provided. Santa was shown giving gifts to soldiers in the field at Fredericksburg, Virginia during the American Civil War. This year, Santa will dust off that old suit he wore back then and make an appearance at Brentsville Courthouse Historic Centre. Guests can make old-time holiday decorations and Pomander balls with citrus fruit and cloves to take home for decorating their tree or give as gifts. Slave Holidays at Ben Lomond 5-7 pm Ben Lomond Historic Site, Manassas Take a candlelight tour of the main house and slave quarters for a look at how the enslaved community celebrated the holidays, as well as efforts to resist the institution that kept them enslaved.
