President’s Message Parking on state-managed streets in Montclair is recognized as a major problem in certain areas. As Montclairions comply with increased encouragement to commute by carpool, vanpool, or bus, Montclair’s state-managed streets become parking areas at commuters departure points. Many households have more than two cars. Some reportedly have as many as six. Forest Park students park on streets near the school. There is an overflow of townhome vehicles. Too many vehicles for available parking spaces or misuse of parking spaces is now a major problem in certain areas of our community. Some streets with parking on both sides are narrowed to one lane, creating an inconvenient and unsafe situation. Often vehicles are parked blocking mailboxes and driveways. These community parking problems were clearly presented by citizens at Montclair’s August Board meeting. An attempt to appoint a task group consisting of WETA, Spring Branch, Holleyside, and Board members to focus on identifying solutions has not materialized. The appointment efforts will continue. Heather McDevitt, General Manager, and I have met with Mr. Brent, Forest Park High School’s principal. He assured us that school security and staff would monitor student activities on the trail and parking areas. But he also pointed out that he has no authority to restrict student parking on state owned streets. In addition, he pointed out that Montclair was confronted with the same parking situation when school parking fees were only $25 per year.

The Board and Management have authority to enforce the community covenants and founding documents. The parking is on state owned and managed streets. State laws are applicable on these streets. Management has the police in the area and they are ticketing violators of state or county laws. A meeting is scheduled with Supervisor Caddigan, county street managers, and State Department of Highways representatives to identify actions that can be taken on these state-managed streets. In the meantime, please: • Clean out garages and use them for cars; • Park cars in driveways instead of street parking; • Do not block mailboxes; • Do not block your neighbor’s driveway. Manager’s Message Fiscal Year 2015 Budget Planning In late August, the Budget & Finance Committee held its Budget Kickoff Meeting to set their schedule, found below. During their October meetings, the Committee will be listening to proposals from various other committees, such as Community Events, Landscape & Facilities Management, and Lake Management. On Saturday, November 2nd, the Budget & Finance Committee will meet with the Board of Directors from 9 am to noon to create a draft budget to be presented at the following Board of Directors meeting, Wednesday, November 13th. Once approval of the draft budget is received from the Board of Directors, the Committee will then present the draft budget for public review at the Budget Public Meeting. This meeting will allow homeowners to review and discuss the proposed budget before it is presented to the Membership for approval at the Annual Meeting in March 2014. If you are interested in finding out more about Montclair’s finances, please feel free to attend the Budget Public Meeting on Thursday, November 21st. Boat & Dock Permit Registration Renewal for Boat Registration and Dock Permit Registration occurs annually in October. Check out page 9 for more information on the registration processes, as well as pages 10 & 11 for a copy of both forms. Please be sure to bring all applicable documents when submitting your boat or dock permit registration.

Lake Lowering Notice On Monday, December 2nd, Lake Montclair will be lowered three feet to allow for annual maintenance. Lakefront property owners are encouraged to perform any necessary maintenance at this time. For more information on the lowering of the lake, review the Lake Management Committee’s message on page 13. End of Extended Hours The last day to take advantage of the MPOA office’s extended Wednesday hours (5-8 pm) will be October 30th. Beginning Thursday, October 31st, office hours will be Monday through Friday, 8:30 am-5 pm. Extended Wednesday hours will resume on April 2nd, 2014. Warm regards,

Businesses requesting use of MPOA Facilities and Other Property must complete a “Business Use of MPOA Facilities and Other Property Application” and submit to the Managing Agent. As part of the Business Use Application process, the Business Use Applicant (Resident) must also complete and submit a “Home Business or Occupation Application” and adhere to guidelines of Home Business or Occupation as described in Section 5.6 of the Community Guidelines. The sponsor of the application must be identified as a Montclair resident who is a property owner in good standing. b. Attachments must be provided with the Business Use Application: proof of liability insurance in the amount of $1,000,000, naming MPOA as additionally insured and indemnified; waivers/releases from class participants; instructors must submit proof of certification in area(s) of instruction. c. Classes/Groups must be comprised of 75 percent Montclair Residents. Groups with less than 75 percent of their membership from Montclair may request a variance for Board review. d. During the period between Memorial Day and Labor Day or the official MPOA Recreation/beach season – Any beach use is restricted to before or after the official beach hours. No such activity shall be permitted on Montclair Day, the Fourth of July, or Oktoberfest, or on the date of any other planned Community Event unless permission is specifically granted by the MPOA Board of Directors. e. The sponsor of the application shall be present at all times during any activity and shall be responsible for the conduct of the group. f. The sponsor shall be responsible for supplying all equipment and for removing all trash and other litter from the area. g. Approval to use MPOA Facilities and Other Property does not serve as a reservation and does not allow for exclusive use of the facility/area. 2. No business use fee shall be required for an event sponsored by a tax exempt organization provided that an IRS ruling or determination letter for the organization is on file in the MPOA office. Business use fees shall be made by check, payable to the Montclair Property Owners Association (MPOA). Busienss use fees for the MPOA Conference Room, other MPOA facilities and other Association property are non-refundable except as noted in Section 4.9.3 (g). Amendments to Community Guidelines Section 5.4.8 Docks, Piers, and Wharves d. Only legally defined lake front lots of single-family homes and each lot in the Island Homeowners Association may have individual docks. Additionally, Southlake at Montclair, Section 5, Phase II, Lots 14 through 17 and 22 through 37 are authorized for docks by the site plan, and by submission of a PIR and approval by the LMC, Covenants Committee and Board of Directors may make use of the MPOA common area between the 189-foot contour shoreline and their abutting rear property line in accordance with all pertaining directives. There shall be only one dock per authorized lot. The 12-foot side setback requirement for single-family homes extends to the 189-foot contour shoreline. Docks may not be located within the 12-foot side setback. Stationary docks may not extend further than 12 feet into the lake and have a width of no more than 18 feet. Floating docks may not extend any further than 14 feet into the lake and have a width of no more than 18 feet. 8

Boat & Dock Permit Registration: October 1-31st Beginning October 1st, the MPOA office will be accepting Boat Registration and Dock Permit Registration forms for the October 2013-September 2014 season. The forms are available on the following pages and online at www.montclairva.com. Boat Registration Any resident operating a boat on Lake Montclair is required to register said boat with the MPOA. Additionally, any boat stored at the West Beach boat racks is subject to a $25 annual storage fee. All boats stored at West Beach boat racks must be fully stored on a rack and secured with a chain and lock. Boat stickers are to be attached to the port (left) side of the bow (front). Please have the following items or information at the time of registration: • MPOA sticker number (orange sticker with 4-digit number); • Boat type (canoe, jon-boat, pontoon); • Color of boat; • Serial/hull number; • Boat length; • Motor hp/thrust; • Current photo (if not already provided); • Location of where the boat will be stored. Dock Permit Registration Any lakefront homeowner with a PIRapproved dock is required to renew the Dock Permit Application annually. Please have a copy of your current General Liability Insurance of no less than $1,000,000 where the MPOA is listed as a certificate holder or as additionally insured (when available with the insurance carrier) at the time of registration.

Community Guidelines Section 4.3.5 Boating on Lake Montclair a. All boats on Lake Montclair shall display a current MPOA Registration. All boats shall be registered annually in October at the MPOA office and shall display a current MPOA sticker on the port side of the bow.

Community Guidelines Section 5.4.8 Docks, Piers, and Wharves g. The owner is responsible for displaying an annual MPOA dock permit, clearly visible on the dock from waterside approach. 1. Dock permits will be renewed annually, to owners in good standing, between October 1-31 upon receipt of an MPOA Dock Permit Application. Renewal fee is $5.00 (no cash accepted) when renewed by October 31. An owner who fails to submit a complete annual Dock Permit Application, payment of the renewal fee and evidence of the required insurance by November 10th will be referred to legal counsel for immediate action to cause the removal of the owner’s dock from Lake Montclair and to recover all unpaid fees nd all costs, including attorneys’ fees, associated with the removal and with any legal actions to effect removal.

Boat stickers are mandatory for all boats operating on Lake Montclair which includes boats stored on MPOA Common property (West Beach boat racks), and all sub association common property (boat racks). All boats will register every year in October at the MPOA office and display two MPOA boat stickers, an annual “year” sticker with the date on it and an MPOA registration sticker with the registration number on it, displayed on the port side of the bow. All boats must be operated in accordance with federal, state, and local requirements, including but not limited to loading, life preservers, and other safety equipment. MPOA prohibits gas-engines to be operated on Lake Montclair. Installed engines must be tilted out of the water. No boat with a gas tank may be used, stored, docked, moored or fueled on the lake. Boats may be powered by electric motors with 3.5 horsepower or less and no more than 195 pounds thrust. No boat of a length greater than eighteen feet shall be used on the lake or launched into the waters thereof.

MPOA DOCK PERMIT APPLICATION Dock permits will be renewed annually, to owners in good standing, between October 1 and 31 upon receipt of an MPOA Dock Permit Application. Renewal fee is $5.00 (no cash accepted) when renewed by October 31. There will be a $200 late fee unless there is proof by November 10 that insurance was in effect since November 1 of that year.

All Dock Owners are REQUIRED to sign up for FSRConnect and provide a current phone number and e-mail address for Emergency Notifications regarding Lake Montclair All dock owners, including sub-associations that request community docks, will be required to provide MPOA with proof of valid general liability insurance coverage of not less than One Million Dollars ($1,000,000) and must list the MPOA as a certificate holder or as additional insured when available through the insurance carrier. Owners with insurance carriers providing the necessary coverage but unable to have MPOA listed as a certificate holder or additional insured will be required to provide MPOA a copy of a letter signed by the Insurance Provider addressed to the Owner indicating that coverage is in place for a current annual period, and that the carrier will not provide the requested services (certificate holder or additional insured), and that the Insurance Provider will provide MPOA with notice of any change to or cancellation or renewal of the policy. Property owners will obtain all applicable county permits and will accept liability for any damages that may occur to sewer lines, other utilities, or other MPOA property. The dock owner has the sole responsibility for obtaining a survey of the property abutting the lake before submitting plans to the Covenants Committee for approval. The owner is solely responsible for the safety and structural integrity of the dock. Any repairs to a dock, that constitutes 30% or more of the dock, requires the submission of a PIR. Annual Lowering of Lake Montclair Once again this fall, the water level of Lake Montclair will be lowered temporarily to permit maintenance of the downpipe structure grates and sluice gate. A thorough cleaning of the Montclair beaches and common property abutting the Lake will also be accomplished. Sand on the beaches and in the swimming areas will be replenished as necessary. On Monday, December 2nd, Lake Montclair’s water level will be lowered three feet, and will remain lowered for one week. After work is completed, the sluice gate will be closed, allowing the water level to naturally return to

188 feet above mean sea level. Powell’s Creek flow and rainfall will determine how long this actually takes. Lakefront property owners are encouraged to take actions necessary to protect their personal property, e.g. adjust pontoon retaining lines to accommodate the lower water level and properly secure or remove boats, canoes, and kayaks. Of course, this is also an excellent time for lakefront property owners to perform dock repairs, place rip rap, and perform other

waterfront improvements including cleaning the exposed lake bottom along your shoreline. Your efforts will contribute significantly to the health and appearance of Lake Montclair. Advance notification of the lowering of the lake water level is being provided to allow sufficient time for the submittal and approval of Property Improvement Requests (PIR) where required. Fire Prevention Week By PWC Department of Fire & Rescue It’s time for Fire Prevention Week, and from October 6th-12th Prince William County Fire Station 17 is joining forces with the nonprofit National Fire Protection Association (NFPA) to remind local residents to ‘Prevent Kitchen Fires.’ During this year’s fire safety campaign, firefighters and safety advocates will be spreading the word about the dangers of kitchen fires - most of which result from unattended cooking - and teaching local residents how to prevent kitchen fires from starting in the first place. According to the latest NFPA research, cooking is the leading cause of home fires. Two of every five

home fires begin in the kitchen - more than any other place in the home. Cooking fires are also the leading cause of home fire-related injuries. Often when we’re called to a fire that started in a kitchen, the residents tell us that they only left the kitchen for a few minutes. Sadly, that’s all it takes for a dangerous fire to start. We hope that Fire Prevention Week will help us reach folks in the community before they’ve suffered a damaging loss. Among the safety tips that firefighters and safety advocates will be emphasizing: • Stay in the kitchen when you are frying, grilling, broiling, or boiling food.

If you must leave the room, even for a short period of time, turn off the stove. When you are simmering, baking, or roasting food, check it regularly, stay in the home, and use a timer to remind you. If you have young children, use the stove’s back burners whenever possible. Keep children and pets at least three feet away from the stove. When you cook, wear clothing with tightfitting sleeves. Keep potholders, oven mitts, wooden utensils, paper and plastic bags, towels, and anything else that can burn, away from your stovetop. Clean up food and grease from burners and stovetops.

6th Annual Montclair Food Drive The Montclair community will be participating in the 6 Annual Montclair Food Drive Benefiting th

Action in Community Through Service of Prince William County (ACTS PWC). This group provides food assistance to those in need in Prince William County. They additionally hold an Operation Turkey event in November to provide Thanksgiving meals to families that otherwise may not be able to afford them. News Around the Community Boy Scouts

Troop 35 September was another busy month for Troop 35. With school back in session our meetings returned to Pattie Elementary from our summer home at American Legion Post 28. Our first event of the month was a backpacking outing to the George Washington National Forest. A small group of scouts & adults honed their outdoor skills in this beautiful setting. Early in the month we delivered flyers all over Montclair to advertise our semi-annual mulch sale. The proceeds from the sale help pay for troop operations and activities. If anyone misplaced or didn’t get their flyer, it can be downloaded at www.troop35dumfries.com.

campout because it is fun and scouts have the opportunity to work on fishing and shooting sports merit badges. Troop elections were held in September. A scout who is interested in a leadership position nominates himself for that position. Each scout votes by ballot on whom he thinks will be the best scout for each position during a six month term. Scouts are expected to hold different leadership positions throughout their scouting experience as requirements for rank. The adventures in Scouting are incredible, but the lessons a scout learns while having those adventures are literally life-changing. That is what Scouting is all about.

The quarterly Court of Honor was held midSeptember to recognize all of the scouts who have achieved higher ranks and earned merit badges. We also watched a slideshow of all our activities over the past six months including five campouts, summer camp and a high adventure trip to Canada. This is always a highlight of the Court of Honor.

News Around the Community Henderson Elementary With truly spectacular support from Henderson families and the community, our PTCO fundraisers grossed over $75,000 last year! This enabled our school to buy 90 muchneeded new desktop and laptop computers (yes, it’s not a typo...90 computers!) In addition, the PTCO annually funds field trips, assemblies, scholarships, classroom supplies, Field Day, Art Night, Teacher Appreciation Breakfasts, safety patrols, the Girls & Boys on the Run and other after school clubs, Muffins with Mom & Donuts with Dad breakfast events, the Fifth Grade Graduation Program, the School of Excellence Celebration, the Military Connection Support Unit and more! In addition, this year each teacher was given $100 in gift cards for Target and Domino’s Pizza to spend on class parties! These contributions alone will exceed $17,000 this year before we fund the Project of the Year which will again be new technology for our school’s classrooms! Heads up! Montclair Lions Club Lions Selling 2013 White House Ornaments This year’s White House Christmas ornament honors Woodrow Wilson, the twenty-eighth president of the United States. The years of Wilson’s two terms in office, from 1913 to 1921, are defined by the unprecedented devastation of World War I, yet Wilson himself would be awarded the Nobel Peace Prize in 1919, and his life is distinguished by his resolve that the Great War would truly be the war to end all wars. It was President Wilson’s extraordinary quest for a lasting world peace that inspired the design of this year’s ornament. The centerpiece of the 2013 ornament is an American Elm tree planted by President Wilson on the North Lawn of the White House on December 18, 1913, just before Christmas. To plant a tree is to signify hope, a powerful emotion the president surely needed as his two terms unfolded. The stately elm tree is depicted as it once stood, a quiet sentinel, beside the President’s House on a wintry day. This snowy scene is surrounded by a 24-karat gold-plated frame comprised of elm leaves on the innermost circle, a wreath of olive branches in the middle, and holly leaves bordering Wilson’s monogram on the outermost circle. Two peace doves perch upon the olive branches, bearing banners that announce “The White House, Christmas 2013.” The words inscribed on the reverse side of the ornament

were delivered by President Wilson in his War Message to Congress of April 2, 1917: “Peace must be planted upon the tested foundations of political liberty.” The ornament is made in the United States. Supervisor Caddigan’s Message I hope everyone had a restful and enjoyable summer. In the July issue of The Montclairion I shared with you the response from Secretary of Transportation Connaughton concerning the issues surrounding the planned Bi-County Parkway and invite you to go to my webpage at www.potomacdistrict.com to see and hear his response to my questions. The sign is up on Waterway Drive near the Southlake Shopping Center! The developer of that shopping center proffered a library site over 20 years ago. The bond referendum passed by voters in 2006 included funds to build the library and the Board of Supervisors approved continuation of its development in the Fiscal Year 2013 budget following which the Library Board selected its building design. The Montclair Library will be a state-of-the-art facility offering services to our community and throughout the region. It will include 20,000 square feet of space with indoor parking for 100 cars and will open in September of 2015. Its open and inviting unique Community Information Center includes a historic post-Civil War African-American home identified as the Barnes House. The property was once owned by Eppa Lee and Amanda Catherine Lambert Barnes who raised their 12 children there. That structure has been in protected storage since being moved when Route 234 was widened to four lanes. Ground breaking will be scheduled for this fall.

I am pleased to share with you that the steel beams from the World Trade Center, after much preparation, are now on display at the County’s McCoart Facility. The World Trade Center Monument was dedicated in a Liberty Memorial Ceremony on September 11, 2013. It stands as a reminder that we should never forget the many men and women who lost their lives on September 11, 2001. Next month it is my hope to give you an update on the Fuller Heights Park in Triangle as well as some plans for Route 1 in that area. Ben Lomond Ghost Hunting 101 7 pm-12 am Ben Lomond Historic Site, Manassas Ben Lomond Historic Site is partnering with East Coast Research and Investigation of the Paranormal (ECRIP) to host two ghost seminars and investigations at Ben Lomond. Participants will first attend a seminar in which various theories and techniques currently used in investigating paranormal activity will be discussed. Afterwards, participants will work alongside experienced paranormal investigators in conducting a paranormal investigation at Ben Lomond.
