marks the 32nd anniversary of the arts and crafts festival held each October at Spinners Park, West Sixth Street in Prattville. The event is scheduled for Oct. 26-27. Admission is free. Alabama Cotton Festival: Held in mid-October in Eclectic, this event includes the 5K Cotton Run and OneMile Fun Run, the Alabama Championship Rook tournament, a classic car show, pet parade, sweet treats contest, arts and crafts, food vendors, the Alabama Cotton Queen Pageant, an art show, photo contest, live entertainment, Cotton Museum and a kids zone. Zoo Boo: The Montgomery Zoo celebrates Halloween beginning Oct. 17 with nightly attractions for the kids leading up to Halloween night. Warhawks Challenge: Lace up your running shoes and get ready for this annual event, scheduled to take place Oct. 5 on the Auburn Montgomery campus. Proceeds from the event
Holiday Light Festival: From late November to early January, the Montgomery Zoo is aglow with large holiday light sculptures of animals, live performances of holiday music, train rides, pictures with Santa, etc. Zoo hours are expanded to accommodate the nightly show. 240-4900.
DECEMBER Christmas parades: Parades and tree lightings are held throughout the River Region in December. Montgomery’s parade along historic Dexter Avenue is kicked off with the governor’s treelighting ceremony and ends with the mayor’s tree-lighting ceremony. Wetumpka’s Christmas on the Coosa event features a boat parade, while other activities are held in Prattville, Millbrook, Eclectic, Autaugaville and Pike Road.
MARCH Southeastern Livestock Exposition Rodeo: Held over several days during March at Garrett Coliseum, the rodeo features events such as bullriding as well as livestock shows. Selma Bridge Crossing: The annual Bridge Crossing Jubilee is held the first full weekend of every March to commemorate “Bloody Sunday,” the March from Selma-to-Montgomery, and the passing of the Voting Rights Act of 1965. 720-0500. Fountain City Arts Festival: The city of Prattville brings you the Fountain City Arts Festival. val: The festival is held at Riverfront Park in Montgomery on the second Saturday of each month from April through September. Alabama Book Festival: The annual Alabama Book Festival attracts readers and writers to Montgomery’s historic Old Alabama Town for readings, book signings, children’s activities and more. Holt Street Baptist Church: On Dec. 5, 1955, just days after Rosa Parks was arrested for refusing to give her bus seat to a white man, Holt Street Baptist was the site of a mass meeting to determine how long blacks would boycott the city bus system. Rosa Parks Museum and Library: Owned by Troy University Montgomery, the museum opened Dec. 1, 2000, on the 45th anniversary of Rosa Parks’

State Capitol: Contains one of the country’s finest examples of an “unsupported” staircase. This was the site of Alabama’s secession from the Union in 1861. Gayle Planetarium: Troy University operates the planetarium for the city of Montgomery. The center opened in 1969 and has more than 200 theaterstyle seats. Sites a historical record of civil rights fight Not all the historical black sites in Montgomery are areas of reverence. The spot on Court Square Fountain is where families were forever broken apart during slave trading, where mothers sometimes saw their children for the last time, and where men’s mouths were inspected as though they were cattle. But if you are looking for civil rights sites that inspire, Montgomery has plenty of those, too. Montgomery is rich in AfricanAmerican history, from pre-Civil War slavery to the freedoms fought for and won during the civil rights movement.

THE ROSA PARKS MUSEUM Owned by Troy University, the museum opened Dec. 1, 2000, the 45th anniversary of Rosa Parks’ arrest for not giving up her seat on a bus to a white man. The purpose of the Rosa Parks Museum is to uphold and interpret for public benefit, education and enjoyment materials related to the events and accomplishments of individuals associated with the Montgomery Bus Boycott. The museum includes a permanent exhibit, a time machine presentation that takes visitors back to the time of the boycott, temporary exhibit space, archives, classrooms, an auditorium and a conference room. STATE CAPITOL The Capitol contains one of the country’s finest examples of an “unsupported� staircase, which was built by famed self-taught engineer and former

CITY OF ST. JUDE ON FAIRVIEW AVENUE The City of St. Jude gained national exposure during the Selma-to-Montgomery march for voting rights in March 1965. SLAVE MARKET AT THE FOUNTAIN (HISTORIC MARKER*) The slave market located at the square on Court Street is where commerce and slave trading took place in the 1840s and 1850s. Its location was at a county courthouse, positioned there after two towns — New Philadelphia and East Alabama — joined to become Montgomery in 1818.
OLD ALABAMA TOWN Its outdoor history museum highlights central Alabama’s history, architecture and lifestyles. The town consists of more than 40 19th- and early 20thcentury structures, 22 of which are on the tour daily. Among the authentic early American structures that hold an important place in African-American history are an 1850s slave quarter, where domestic servants lived in downtown Montgomery while serving the upper-middleclass residents of the antebellum Ordeman House; an 1880s shotgun-style house typical of the housing available to former slaves following the Civil War; and an 1885 chapel that housed the First Presbyterian Colored Church of Montgomery. Biscuits still going strong The Montgomery Biscuits, the minor league baseball team that plays its home games at Riverwalk Stadium, earned its nickname in a contest. The team started play in 2004, and this season marks the Biscuits’ 10th as a member of the Double-A Southern League. In 2003, the team’s owners had a Name the Team contest and received about 2,500 entries. A local attorney entered Biscuits based on his intramural softball team from law school. The name received more boos than cheers when it officially was unveiled. Since then, fans have grown more attached to it. The Tampa Bay Rays are Montgomery’s major league parent club. TRI-COUNTY ARTS GROUPS Alabama Dance Theatre: An honor company in the Southeastern Regional Ballet Association, ADT combines professional and student dancers in a number of performances. Dance styles range from classical ballet to modern and jazz. Annual productions include “Mistletoe,” a holiday-themed show, and “Celebration of the Season,” a spring gala. At “Stars on the Riverfront” each summer, ADT showcases its dancers at various levels in performances at the city’s amphitheater near the river. The year’s biggest productions are staged at Troy University’s Davis Theatre for the Performing Arts and the Montgomery Performing Arts Centre. New high school opening on east side in fall The River Region is home to four public school systems — Montgomery, Elmore and Autauga counties and the city of Tallassee — as well as more than 30 private schools. The area’s largest school system is Montgomery Public Schools, which educates more than
31,000 students in more than 50 schools, including a newly created career tech center. The school system made national news in early 2013 when Loveless Academic Magnet Program High School was ranked the No. 1 magnet school as well as the No. 7 high school in the nation
in the latest rankings by U.S. News & World Report. The Montgomery Technical Education Center, or Montgomery TEC, opened in 2012 with courses in HVAC, welding, carpentry, electrical and plumbing in conjunction with the traditional high school curriculum.
The center represents a partnership between the school system and area businesses. In addition to its career tech offerings, three schools have been accepted as International Baccalaureate Candidate Schools. IB programs will be in place at Carr Middle School and MacMillan In-
ternational Academy for Humanities, Communications and Technology. Loveless Academic Magnet Program High School also was accepted and will offer the IB diploma program. The system’s newest high school, built to accommodate growth in the county’s east end, will
open this fall. Park Crossing High School will be home to more than 1,000 students on a 54-acre campus. Montgomery Public Schools also is home to two dozen Nationally Board Certified Teachers, which is one of the highest distinctions educators can receive.

Large military presence covers tri-county area The Montgomery region’s military presence covers all branches of the U.S. Armed Forces, as well as the Alabama National Guard. The Army and Marines also have recruitment centers, with reserve units in the city as well. The 926th Engineer Brigade, an Army reserve unit, and the Lima Company 3rd Battalion, a 23rd Marines infantry reserve unit, are based in Montgomery. The Navy and Coast Guard have recruitment centers in the city also. Employing more than 23,000 people combined, the Air Force and Alabama National Guard make up the biggest military presence in the area. MAXWELL AIR FORCE BASE, GUNTER ANNEX
Maxwell Air Force Base is the only Air Force base in the state and is home to the Air Force’s intellectual and leadership center, Air University. Maxwell and Gunter Annex employ about 10,000 people, which include military, civilian and contract workers. The base also is home to the state’s only Air Force Reserve unit, the 908th Airlift Wing, which has about 1,200 members. It houses seven C-130 cargo planes as well as maintenance, operations, secu-

rity forces and medical personnel. The unit conducts regular humanitarian missions and also deploys in support of worldwide operations. The 908th also responds to hurricanes and other disasters when asked by the Air Force. Air University is the Air Force’s center for professional military education. Air University also includes the headquarters for two commissioning sources: Air Force Officer Training School and the Air Force ROTC. The Community College of the Air Force, the largest community college in the country, has its headquarters at Gunter Annex. The 42nd Air Base Wing includes security forces, base operations, medical, contracting, communications and other units.
ALABAMA NATIONAL GUARD
The Alabama National Guard has its headquarters in Montgomery and includes Army and Air Guard components. Together, the Alabama Guard has more than 13,000 soldiers and airmen, as well as civilian employees. About 1,350 Air National Guard members are in the region, including about 1,000 at the 187th Fighter Wing at Dannelly Field, and the Army Guard has about 1,700. Guard units statewide deploy regularly for overseas operations and also respond to statewide emergencies. The Alabama Army National Guard’s 131st Mobile Public Affairs Detachment, 151st Army Band, 22nd Recruiting and Retention Battalion, and 62nd Troop Command are all in Montgomery.

Mild weather in River Region Nestled in the center of Alabama, the River Region also is considered to be in the middle of the Southeast. Located some 200 miles inland from the Gulf of Mexico, the River Region has a temperate climate where winters usually are mild and the growing season is long. The average temperature is 61 degrees, and the area usually receives about 55 inches of rainfall a year. There can be extremes in high and low temperatures, but long cold snaps are a rarity. Data from the National Weather Service show the warmest month on average is July, with an average high of 92 and an average low of 72. January is usually the coolest month of the year with an average high of 57 and an average low of 36. The area normally enjoys eight hours of sunshine a day, and the growing season is 210 days per year. The region generally is considered to be in the geographic center of the Southeast, and elevation ranges from 150 feet above sea level in Montgomery County to 554 feet in Autauga and 745 feet in Elmore counties. Winters typically are short and mild with hard freezes rare.
Even in the middle of winter, it’s not unusual to have days where the high temperature flirts with the 70-degree mark. Snow is a rarity in central Alabama. The area averages less than three-tenths of an inch of snow each year. Due to the Gulf’s influence, summer means high, sometimes stifling, levels of humidity. During June through September, temperatures show little change from day to day. Summers typically see afternoon highs in the upper 80s to mid-90s. The area is prone to severe weather, including strong thunderstorms and tornadoes. There are two distinct seasons for severe weather, March through May, and then another round in November. Not surprisingly the periods of severe weather most often occur during the changing of the seasons, with spring being the most active period. Being this close to the coast, tropical systems often make an impact. Hurricanes, and even tropical depressions, can dump vast amounts of rain over the state. Winds associated with the storms can be a factor as far north as the Tennessee line.

SOFTBALL Registration is held twice each year: in February for spring/summer leagues and in August for the city’s fall league. The city’s top two facilities for softball, Lagoon Park and Fain Park, are limited to organized league play, but there are plenty of other fields at city parks that can be reserved for pickup games or individual use. The Parks and Recreation Department offers a variety of slow pitch leagues in both men’s and women’s divisions. Play is held primarily at Lagoon Park and Fain Park. The city’s Blue-Gray Fast Pitch League operates at Lagoon Park and co-ed leagues play at Lagoon and Fain. Teams wishing to participate in the leagues can join at a cost of about $500. TENNIS The city has various leagues and its facilities at Lagoon Park and the O’Connor Tennis Center cater to various amateur tournaments during the year. In addition, both facilities have instructors who are willing to provide individual attention to the beginning tennis player. The Lagoon Park Tennis Center features 17 fully lighted tennis courts as well as one center stadium court. The facility annually holds some of the top amateur tournaments in the state, in addition to the state high school championships and the Blue-Gray Tennis Classic. Its older counterpart, O’Connor Tennis Center, also holds amateur tournaments. Because of the demanding schedule at Lagoon, O’Connor is the perfect getaway for the avid tennis player who wants to work on his game or get in a few individual matches. MONTGOMERY AREA TRANSIT SYSTEM
The M provides fixed route and paratransit service within the city limits of Montgomery. The fixed route system averages 4,500 trips daily (more than 1 million trips annually) over about 4,000 daily route miles. Thirty-four buses serve 16 fixed routes between the hours of 5 a.m. and 9:30 p.m. Monday through Saturday. Paratransit service provides 140 daily trips or 43,000 annual trips. Paratransit operates 6 days a week from 5 a.m.-9:30 p.m., with a fleet of 11 vehicles. ENTERTAINMENT EXPRESS The Montgomery Area Transit System’s Entertainment Express runs from the Old Cloverdale area and from Maxwell Air Force Base to the downtown entertainment district. The trolley runs from 6:30-11:30 p.m. Thursdays, Fridays and Saturdays. The cost is $1 each way. To find out when an Entertainment Express trolley will be at a pick-up point, call 262-7356.
LIGHTNING ROUTE The Montgomery Area Transit System offers the Lightning Route, two trolley routes originating from the Union Station Transportation Center. VOTER REGISTRATION There is no length-of-residence requirement to vote in Montgomery County. Residents can register to vote online through the secretary of state’s website, www.sos.state.al.us. Couples who want to get married in Montgomery must go to the Montgomery County Administration Building, 101 S. Lawrence St., Annex Building III, second floor, to get a license. Acceptable identifications are a passport, military identification, state-issued identification or driver’s license. If people do not have those forms of identification, they must bring a certified birth certificate and a Social Security card. The license fee is $40. There is no waiting period, but they must get married within 30 days of obtaining a license. No blood test is required. If one of the people had a divorce within the past six months, that person must show a copy of the divorce papers. In most cases, if either person is younger than 18, both parents must be present to sign a consent form. Courthouse ceremonies are available by appointment between noon and 4:30 p.m. Monday, Wednesday and Friday. 832-1235.

The Montgomery Humane Society provides the only centralized lost and found animal service in the Montgomery area. Their efforts result in almost 900 homecomings each year. Helmet laws: It is unlawful to operate or ride on a motorcycle in the state of Alabama without a protective helmet.
ROAD RULES
Teens and driver’s licenses: There are several restrictions on the issuance of driver’s licenses to drivers younger than 18. They are: » A person younger than 18 cannot apply for a regular driver’s license until the person has held a temporary instruction or learner’s permit for six months. » If the applicant is 16 years old, he/she must submit verification of a parent or legal guardian’s approval and verification of completion of at least 30 hours of behind-the-wheel practice or a state-approved driver’s education course. » Anyone issued a driver’s license who is both 17 and licensed for less than six months or 16 years old shall have a restricted license. With a restricted license, a teen cannot operate a vehicle if there are more than four people in the car, not including a parent or guardian. » The licensee also cannot drive between midnight and 6 a.m. unless a parent, guardian or a licensed driver older than 21 is along, or unless he/she is driving to or from work, a schoolsponsored event, a religious event or in an emergency situation.
Tag/registration: To register a motor vehicle or get a tag, go to the probate court office. The main office is at 101 S. Lawrence St., Montgomery, and there are three satellite offices — Atlanta Highway, Mobile Highway and Woodley Road. 832-1233. Visit www.mcala.org for more information.
Red light cameras: The city of Montgomery has implemented an automated traffic enforcement camera system at various intersections. Traffic cameras record images of vehicles running a red light. Violators will receive citations with an associated civil monetary penalty of $60.
Seatbelts: All front seat occupants of a passenger car manufactured with safety belts in compliance with Federal Motor Vehicle Safety Standard No. 208 must wear a safety belt when the vehicle is in motion. There are exceptions for medical reasons, mail carriers, newspaper carriers, vehicles made before 1965 and vehicles that operate in reverse. Any child younger than 6 must be in an age-appropriate child passenger restraint system. For children 4 or 5 years old, that system includes seatbelts
Traffic offenses: According to state law, traffic violations are classified as misdemeanors unless otherwise stated by law. The penalty for a first-time misdemeanor traffic offense is not more than $100 or 10 days in jail; for conviction of a second offense committed within one year after the date of the first offense, the driver can be fined up to $200 or imprisoned up to 30 days, or both. For conviction of a third or subsequent offense committed within one year after the date of the first offense, the punishment is a fine of up to $500 or imprisonment of up to three months, or both. For felony traffic convictions, the driver can be sentenced to not less than one year nor more than 10 years, a fine of up to $5,000, or both.

Purchasing liquor: In Alabama, a person must be 21 years old to purchase alcohol products. In recent years, Montgomery approved the sale of draft and Sunday sales of alcoholic beverages at retail stores. Purchasing tobacco: A person younger than 19 cannot purchase, possess or transport tobacco products. Littering: Littering is a misdemeanor with penalty: $250 for first offense and $500 for second and subsequent offenses. Weapons: People wanting to obtain a handgun license can do so at their county sheriff’s department. According to state law, you must live in the county for which you get the permit, but once you have it, it is valid statewide and in other reciprocal states.
The city uses red light cameras at several intersections.
DUI: A person can be arrested for DUI if his/her blood-alcohol level is .08 percent or more, if he/she is under the influence of alcohol or a controlled substance, or both, or under the influence of any substance that impairs mental and/or physical faculties enough to render him/her incapable of driving safely.
