2. Bill filed to make catalytic converter theft a statefelony
Senator John Whitmire and Senator Carol Alvarado jointly filed Senate Bill 224 which seeks to increase the criminal penalty for catalytic converter theft. For the past several years, there has been a marked increase in thefts of catalytic converters. Even whenthievesarecaughtin possession of stolen catalytic converters it can be difficult to prove the case. This bill seeks to increase the penalty for
stealing catalytic converterstoastatejailfelonyand makes it easier for law enforcement to charge thosewhopossesscatalytic convertersunlawfully The bill adds additional penaltiesforcriminalswho stole catalytic converters while in possession of a firearm Criminals engaging in catalytic converter theft have become violent and there have been many stories from around the state of Texans being injured or killedduringthetheft.Itis time to give law enforcementmoretoolstocombat theseviolentcrimes.
3 Senate committee assignmentsannounced
This week Lieutenant Governor Dan Patrick released committee assignments for the 88th Legislature. I was honored to be reappointed as chair of the Senate TransportationCommitteeandremain a member of Senate Finance, Business and Commerce, Local Government, and Redistricting Committees. The SenateFinanceCommittee willbeginholdinghearings next week to start the budget process. Each state agency will come before the committee and discuss
their appropriations request with the committee Members of the committee will have the opportunity to ask questions and get further clarification on details of the budget before further deliberationsbegin.
4 Afghan soldier arrested as US-Mexico border has federal immigrationchargesdropped
Abdul Wasi Safi is a former Afghan special forces intelligence officer who worked directly with US forces in Afghanistan. During the collapse of the Afghan government, he was unable to escape the country on any of the US military flights out of Kabul. He became a target of the Taliban once they took over the country He went into hiding for months before he trekked across countries and continentstomakeittothe US-Mexico border in an attempt to join his brother who lives in Houston as a US citizen He was apprehended by federal authorities and charged with a criminal misdemeanor He has spent nearly four months in a detention center but now an assistant US attorney asked the judge this week
to dismiss the case against himintheinterestofjustice and the judge agreed. He will now continue on his journeytowardasylumand will hopefully be released and reunited with his brothersoon.

This week it was my pleasure to honor Jim and Margaret Perkins on the Senatefloorforalloftheir contributions to our communities, specific in higher education This year,theywererecognized withthe2023TexasHigher Education Distinguished Service Award Leaders from more than 100 institutions of higher education chose them for their work supporting East Texas students, institutions and communities Starting in 2014, the Perkins worked with Tyler Junior College to establish a scholarship program for localhighschoolgraduates known as the "TJC Promise " which has supported hundreds of students pursue postsecondary education Congratulations to the Perkins for this tremendousachievement!

Recently I filed more legislation that I wanted to highlight for you. Montgomery County is blessed to have some of the brightest most efficient judges in the state serving in both our county and district courts As our community has faced an explosion of growth in the last couple of decades, our local courts have wisely organized themselves to stayinstepwiththatgrowth and move cases as quickly and expeditiously as possible. They have done this by specializing each court into various subject matterjurisdictions.Oneof our busiest local courts is County Court at Law 2 presided over by Judge Claudia Laird. Judge Laird has worked with our office for several sessions on guardianship and probate legislation and I appreciate thetirelessworkshedoesto advocate for some of our most vulnerable citizens.
Asyoucanimagineprobate courts remain very busy because, to put it plainly peopledieandtheirestates mustbemanagedaftertheir passing.ProbateinTexasis the court-supervised proceeding to settle an estate and distribute assets to rightful heirs and beneficiaries In cases where a will is present, probate validates the estate planning document Probate also appoints a personal representative or an executor to finalize the probate process and oversee the distribution of assets. Probate is also used to manage guardianship proceedings when an individual becomes a ward ofthestate.Needlesstosay, the growth in our county has led to the need for a fully dedicated probate court to manage the caseload.Tothatend,Ifiled House Bill 1436 to redesignate County Court atLawNo.2ofMontgomery County as Probate Court No. 1 of MontgomeryCounty Thislegislation willnotresultinanewterm of office nor a new judge. This simply converts CountyCourtatLaw2into the Montgomery County ProbateCourt1. The antiquated practice of "springing forward" and "falling back" and changing our clocks twice a year is frustrating to many people in modern-day society Some medical studiesevenshowitcauses health issues including heartattacksandstrokesby the altering of the body’s internal clock. Although I wish the daylight stayed as long as it does during the springandsummermonths
year round, we know that daylight is just shorter in the winter because the Earth tilts on its axis However,likemanyofyou, I have never been a fan of switching our clocks back and forth between daylight saving time and standard time,andtothatend,Ihave filed House Bill 1422 to observe daylight saving time year-round This would mean we permanently “spring forward” andkeepourclocksasthey are in the summer months and never change them again. Unfortunately, we would still need federal approvaltodothis,butitis far past time Texas takes a stand against the darkness ofstandardtimeandputsan endtotheoutdatedpractice of changing our clocks twice a year in today’s modern society As you may know, in 2022 the US Senate passed the Sunset Protection Act which would make daylight savings time permanent in the United States for states who choose to observe daylightsavingstimeyearround. Unfortunately the bill failed to pass the US House of Representatives at that time Until the Sunshine Protection Act passes both chambers of congress and is signed by the President, I look forward to working here at the state level to pass this legislationinTexas.
