combatting the fentanyl crisis Outside of his emergency items the governor mentioned several other priorities including increasing infrastructure funding, creating new economic development tools and mandatory minimum sentences for illegal gun possession by criminals, among other things.
Now that the Governor’s emergency items have been established, the Legislature can begin working on these issues. Committees should also begin meeting in the next few weeks and the bill filing deadline is on March 10.
2. Bill filed to move Stephen F Austin State UniversitytotheUTSystem
This week, I filed Senate Bill 1055 which would formally place SFA within theUTSystemandsetsupa framework for that to happen. The bill directly names the university as Stephen F Austin State University, a member of the UniversityofTexasSystem. It was important to the community that the university retain its name, colors,andmascotaspartof its identity An important note about the legislation as
filed, the caption reads that the bill is “abolishing Stephen F Austin State University” I’d like the community to know that language is necessary for SFAtobeeligibletoreceive certain funds in the UT System. This bill will not alter SFA’s current presence orchangemuchonaday-today basis for students and faculty.Thetransition to the UT System will take place over the summer at the directionoftheUTBoardof Regents. 4. Texas A&M Forest Service offering grants for volunteer firefighter
recruitment
The Texas A&M Forest Serviceannouncedlastweek that it is offering new Volunteer Recruitment Resources grants design to help rural volunteer fire departments recruit and retain firefighters and enhance public safety Eligible departments can apply for reimbursement of all of the total costs for recruitment up to $3,000. Those allowable uses include reimbursements for banners mailouts billboards, and other promotional items. The fund has a total of $300,000 in federal funds available on a first-
come first-serve basis Eligible departments must serve a rural area with a population of 10,000 people or less, must be certified by the Texas Division of Emergency Management andhaveaNationalIncident Management System, must not be debarred, suspended or declared ineligible, and mustbecomprisedofatleast 80 percent volunteer personnel.

First, I want to thank our MontgomeryCountyCoalition of Chambers, their members, andotherMontgomeryCounty stakeholdersfordescendingon our state capitol building for Montgomery County Day at the Capitol 2023. OnTuesday February 14th the Conroe/Lake Conroe Area Chamber of Commerce, the MontgomeryAreaChamberof Commerce, the Greater East MontgomeryCountyChamber of Commerce, the MontgomeryCountyHispanicChamber, the Woodlands Area Chamber of Commerce and the Greater Magnolia Parkway Chamber of Commerce all gathered at the capitol for a day of advocacy and camaraderie Montgomery County takes great pride in our rich history andouruniquecontributionsto thestoryoftheLoneStarState. As we work to build an even brighter future for Texas, it is important that our county continues to have an outsized voice at the state capitol. Despite a tumultuous few years in our nation and around the world, Texas has not only maintained our prosperous economy but we have thrived. People are moving to our state in droves and faster than ever Since Governor Abbott took office, Texashasaddedmorethan1.9 million new jobs Our $2 trillion economy makes Texas the ninth-largest economy in the world. We’re also number one for economic development, number one for exports, and number one for Fortune 500 headquarters. Just look at how many companies have relocated in the last few years. While we welcome the new citizens and jobs these companies bring with them, they’re not bringing roads and infrastructure, water schools and teachers or electric generation with them. Texas mustcontinuetoprovidethese criticalservicesforallcitizens, new and old, to keep up with thegrowth.

He specifically highlighted his goals to reform curriculum, get kids back to the basics of learning, and empower parents with a Parental Bill of Rights.As the father of two children in our local public schools, I look forward to passing legislation thissessionthatwillgiveTexas children access to the best education possible. They are the leaders of tomorrow and education is the foundation on which our future leaders are built. Without safe schools, there would be no point in investing in these leaders of tomorrow That is why Governor Abbott also declared ensuring school safety an emergency item. As many of you know, school safety has been a priority of mine since the Parkland and Santa Fe school shootings in 2018. In the 86th Session I passed a package of school safety legislation into law that we developed in conjunction with the Texas State School Safety Center and the Sam Houston State University School and University Safety Research Team along with manycommunitystakeholders in area schools, law enforcement, students and parents. Following the tragic Uvalde school shooting almost one year ago, there have been renewed efforts to further compliance with many of the standardsalreadyinlawaswell as to provide more mental health resources for schools. I thanktheGovernorformaking this important topic an emergency item this session. Wemustcontinuetolookatthe issues surrounding school
Additionally, Governor Abbott is calling on the legislature to pass laws that keep dangerous criminals behind bars and hold accountable the judges who let them out by making ending revolving door bail an emergency item this session. I wasalsoencouragedtoseethe Governor name the disaster at our southern border and the fentanyl crisis as emergency items. As you may recall, the first bill I filed this session, House Bill 513, seeks to address the fentanyl crisis by punishingthosewhomanufacture and deliver this deadly substance. Texas is already doingmorethananyotherstate to protect our border from the lawlessness caused by the Biden administration’s open border policies We have deployedtheNationalGuardto turn back illegal immigrants, and DPS has arrested more than 24 000 criminals
Governor Abbott has designated Mexican drug cartels as terrorist organizations, and we have bussed migrants to sanctuary cities in otherstates.Thelegislaturehas appropriated over $4.6 billion in the current biennium for bordersecurityfunding.We’re also continuing to build our own border wall, despite the federal government abandoning its duty to protect us from all the illegal activities that overwhelmourborder Wewill continue to build upon our efforts at the state level until the federal government steps uptotheplate.
AllTexansshouldbeproud that our state is the top performer in our nation in manyareas.Thefutureisbright even amidst tough times, and Texas must remain as resilient as we always have. We must expand the policies that make thisthebeststateinthecountry to start a business, raise a family in a safe community, and live healthy lives. The revised fuel factor would result in a decrease in Entergy Texas' annual Texas retail fuel and purchased power revenues by approximately $519.6 million, or 57.0% on an annual basis. Compared to the fixed fuel factor approved by the Commission effective September 2022, a residential customer using 1000 kilowatthours (kWh) of electricity per month would see an approximate decrease of 46.7% annually,or$24.38onaveragepermonth,onhis/herelectricbill.Thefixedfuelfactor rate is designed to pass through to customers the actual fuel costs incurred by Entergy Texas to serve customers. EntergyTexas is not allowed to make a profit on fuel costs. Thesechangeswillbesubjecttofinalreviewbythecommissionintheelectricutility's nextreconciliation.EntergyTexasexpectstherevisedfixedfuelfactortobeineffectfor thebillingperiodof March 2023throughAugust2023.
