Gas Prices (May 16, 2022) - Average g a s o l i n e p r i c e s i n Te x a s a r e unchanged in the last week, averaging $4.13/g today, according to GasBuddy's survey of 13,114 stations in Texas. Prices in Texas are 44.1 cents per gallon higher than a month ago and stand $1.37/g higher than a year ago. The price of diesel has risen 3.0 cents nationally in the past week and stands at $5.55 per gallon. According to GasBuddy price reports, the cheapest station in Texas was priced at $3.19/g yesterday while the most expensive was $5.70/g, a difference of $2.51/g. The lowest price in the state yesterday was $3.19/g while the highest was $5.70/g, a difference of $2.51/g. The national average price of gasoline is unchanged in the last week, averaging $4.46/g today. The national average is up 39.1 cents per gallon from a month ago and stands $1.43/g higher than a year ago, according to GasBuddy data compiled from more than 11 million weekly price reports covering over 150,000 gas stations across the country. Historical gasoline prices in Texas and the national average going back ten years: May 16, 2021: $2.76/g (U.S. Average: $3.03/g) May 16, 2020: $1.56/g (U.S. Average: $1.87/g) May 16, 2019: $2.56/g (U.S. Average: $2.86/g) May 16, 2018: $2.66/g (U.S. Average: $2.90/g) May 16, 2017: $2.15/g (U.S. Average: $2.33/g) May 16, 2016: $1.98/g (U.S. Average: $2.22/g) May 16, 2015: $2.48/g (U.S. Average: $2.70/g) May 16, 2014: $3.42/g (U.S. Average: $3.65/g) May 16, 2013: $3.41/g (U.S. Average: $3.60/g) May 16, 2012: $3.56/g (U.S. Average: $3.73/g) Neighboring areas and their current gas prices: Midland Odessa- $4.18/g, unchanged from last week's $4.18/g. San Antonio- $4.03/g, unchanged from last week's $4.03/g. Austin- $4.11/g, unchanged from last week's $4.11/g. “Those filling their tanks last week saw another jolt at the pump, as both gasoline and diesel prices continued their multi-week rally," said Patrick De Haan, head of petroleum analysis at GasBuddy. "New records continued to be set on a near daily basis as the national average edges even closer to $4.50 per gallon. Prices later this week could be closer to $5 per gallon than $4, as demand continues to edge higher and inventories of both gasoline and diesel continue to decline, temperatures warm and motorists get back outside and we near the Memorial Day weekend, the start of the summer driving season. While the increases may start to slow in the days ahead as pump prices catch up to oil, there isn't much reason to be optimistic that we'll see a plunge any time soon." SOURCE GasBuddy

At the Texas High School Bass Association State Championship this past weekend on Lake Belton, out of 252 High Schools or Programs that started the year, 133 had Teams that qualified for the State Tournament. The MISD Fishing Team was well represented at this tournament, as we qualified the most Teams ever (12,) with 23 Anglers from both Montgomery and Lake Creek earning berths to this prestigious event. MISD also brought the biggest contingency of Anglers out of any program in the State, in a very large field of 325 Teams and over 600 Student Anglers. There was a good mix from both Schools, as Lake Creek had 12 students that qualified,
and Montgomery High had 11. Confidence was high, as many of the Teams reported good results during their Prepractice in the weeks prior to the Tournament. As many of you are aware, Lake Belton is not a very large lake at just over 12,000 acres, and when you put over 300 Tournament Boats on the w a t e r, c o u p l e d w i t h normal week-end traffic, it made for a trying situation. However, you would have been proud of these young Anglers and their Captains, as they never complained, and focused all of their attention with the task at hand, competing for a n o t h e r S t a t e Championship. After the first day of Competition, the Team
remained confident, as the Team was in third out of 133 High Schools or combined Programs, and in striking distance of the top spot. Our Top 3 Teams had a combined weight of 28.5 pounds, being led by Preston Burch and Andrew Wilson’s 5 fish limit of 10.92 pounds. They were followed by Wyatt Lanier and Beau Massey, who also brought in a nice sack of fish that tipped the scales at 9.13 pounds. Rounding out our top 3 Teams were 4 time State Qualifiers Will Collora and Brayden Miller, who brought in 8.45 pounds of Bass to the scales. The second day of competition started the same as the previous two days, hot and clear, as High Pressure, both
atmospherically as well as competitors on the water, ruled the day. Your MISD Anglers “Never Gave Up,” as they pressed forward with their sights set on one goal, a second State Championship in the Team’s eight year history. The second day saw a new group of Anglers from MISD rise up to the challenge for our Top 3 Teams for the day, and their tenacity needs to be recognized, as they “Never Gave Up.” They were reigning Angler of the Year for the Houston Division Cade Lipham with 9.01 pounds. MCTXSheriff Makes Arrest in Death Investigation of Two Woodlands Students On May 5, 2022, Deputies with the Montgomery County S h e r i f f ’s O f f i c e w e r e dispatched to a residence on Stanwick Place, The Woodlands, in reference to a double death investigation. When Deputies arrived they identified the two deceased individuals as Gregory Blodgett (17 years of age) and Irene Sunderland (18 years of age) both Woodland High School Seniors. During the investigation, it was believed the two students had died from a drug overdose but were unable to confirm until a complete forensic autopsy and toxicology had been completed. The results of the toxicology showed the presence of fentanyl. Based on the investigation, Detectives with the Montgomery County Sheriff’s Office MOCONET a n d H o m i c i d e / Vi o l e n t Crimes have arrested Abdulbaaith Adewale (19 years of age) for two charges of manufacture or delivery of controlled substance causing death or serious bodily injury. This is still an active investigation and no other information is available for release. Sheriff Rand Henderson stated, “This is an example of the recent law passed by the Texas Legislature that allows us to charge those who provide illegal narcotics that cause the death of our citizens. Let this be a warning to those who sell illicit narcotics: Montgomery County Law Enforcement is committed to finding you and holding you accountable not only for the selling of illicit narcotics but for the deaths that occur.” The Montgomery County Narcotics Enforcement Task Force is a cooperative multi-agency task force that consists of law enforcement agencies from, Montgomery County Sheriff ’s Office, Walker County Sheriff ’s Office, Texas Department of Public Safety-CID, Montgomery County District Attorney’s Office, Walker County District Attorney’s Office, Homeland Security Investigations and Drug E n f o r c e m e n t Administration. Participating agencies recognized that a special collaborative effort was necessary to more effectively combat the drug distribution and collection of drug proceeds throughout the area.

Suggestions for Mindful Eating: Food for Thought Diana Anderson

For many, the artichoke is confounding. While considered a delicacy in Mediterranean and Californian cuisine, for the uninitiated, figuring out how to unearth its prized heart can be a mystery. The artichoke is the bud of a thistle. The leaves cover a hairy center, or choke, perched over the meaty heart, which is the a r t i c h o k e ’s c u l i n a r y treasure. It takes a little bit of work, admittedly, but once you understand the dos and don’ts of trimming and cooking an artichoke, it’s a breeze Large or globe artichokes can grow to the size of a small melon. They are often green. If you are lucky, in the springtime you can snag beautiful purple artichokes. The flavor difference between green and purple artichokes is subtle; purple artichokes are slightly heartier and earthier in flavor, but the distinction is minimal. The outer leaves of an artichoke are tough and inedible, but the underlying leaves are more tender with a layer of meat. The meat on the base of the inner leaves can be scraped off with your teeth when you eat. Clearly, none of this is intuitive. Steaming artichokes is the easiest and healthiest method of preparation, and the best bet for retaining their subtle flavor (if you boil them, they will be watery). To prepare, you need to trim the artichoke first. As you trim, be sure to rub all the cut parts with lemon juice to prevent discoloration, which happens quickly. Begin at the base or stem; cut it off, leaving about 1/2-inch intact. Using a serrated knife, cut about 1 inch off the top.
Demystifying the Artichoke Again, rub all the cut parts with lemon. Then pull off and discard the tough outer leaves at the base and sides of the artichoke. Using kitchen scissors, cut the pointy tips of the remaining leaves (this is both for appearance and to prevent nicking when you handle the artichoke). Rub again with lemon. Place the artichoke in a steamer filled with 1 to 2 inches of water. Squeeze the rest of the lemon over the artichoke and in the water, then throw the lemon into the steamer with the artichoke. If you like, you can add a few crushed garlic cloves or a bay leaf to the water (I often do this to feel more chef-y, but frankly, I have yet to discern any distinct flavor from this step). Steam the artichoke until the base is tender—but not too soft or mushy—when pierced with a knife, and the leaves easily pull away. This could take anywhere from 35 to 45 minutes, depending on the size of the artichoke. Yes, it’s vague, but once you’ve done this once or twice, you’ll have a feel for your preferred level of doneness. Remove the artichoke from the steamer and cool to the touch. If serving the artichoke as is, present it whole, and let everyone do the leaf-pulling. A layer of meat will be at the base of the leaves and should be scraped off with your teeth. Serve with a dipping sauce, such as an aioli or a vinaigrette. Keep nibbling on the leaves until the softest, flappiest leaves remain. You can pull them all out together at this point to expose the hairy choke. Using a spoon, scoop out and discard all the bits of the choke to unearth the meaty prize: the heart. You can then tussle over how to divide the heart between yourselves. (Note that the choke in large artichokes is inedible and must be removed. However, in
baby artichokes, the choke is relatively unformed and can be eaten—but that’s for another recipe.) Artichoke hearts are a key ingredient in this dip, so the entire preparation must be done in advance. When the leaves are pulled away, reserve them for eating the dip. To serve, dip the leaves into the dip and scrape the meat from the leaves with your teeth. You can also serve the dip with crudités. White Bean and Artichoke Dip Active Time: 20 minutes Total Time: 1 hour Makes about 1 1/2 cups * 2 purple or green artichokes * 1 lemon, halved * 1 (15-ounce) can white cannellini beans, drained * Juice and zest of 1 untreated lemon, divided * 2 tablespoons extravirgin olive oil * 2 garlic cloves * 1 teaspoon kosher salt, or more to taste * 1/2 teaspoon freshly ground black pepper, or more to taste * Dash or two of hot sauce, such as Tabasco Using a serrated knife, cut off the stems of the artichokes, leaving about 1/2-inch intact. Cut about 1 inch off the tops of the artichokes. Peel away the outer leaves. Rub the artichokes with a lemon half. Place in a steamer filled with about 1 inch of w a t e r. S q u e e z e t h e remaining juice from the lemon halves into the steamer and add the lemons. Cover the pot, bring to a boil, and steam until the leaves easily pull away from the artichokes, 35 to 45 minutes, depending on the size of the artichokes. Remove the artichokes from the steamer and cool to the touch. Peel away the sturdy leaves and reserve. Remove the soft inner
leaves and discard. With a cost between 2.50 to 3.00 small spoon, scoop out the dollars each. chokes and discard, … and 1 whole leaving the hearts exposed. artichoke = 1 heart. Ta s t e f o r seasoning. Spoon the dip into a bowl. Garnish with freshly ground black pepper and lemon zest. Serve with the reserved artichoke leaves for dipping. As you eat the dip, scrape the remaining meat on the leaves with your teeth, which will amplify the artichoke flavor of the dip. Name:

Weekly Columns
Raising Smart Spenders And Savers A weekly column by Kent Pendleton This week we offer some ideas on essential financial lessons to teach your kids at each age and stage. Ages 3-6 Don’t underestimate them – at 3, your kids can grasp basic financial concepts, and by age 7, they have already formed money habits, according to a Cambridge University study. Start with the basics, including the idea that you work to earn money in order to pay for what you want and need – and help your kids understand the difference. Create a wants vs. needs collage: divide a sheet of paper in half and have your child cut and paste photos from magazines into the two categories. Other money milestones mapped out by the experts at the Consumer Financial Protection Bureau include the ability to focus and persist through tasks. Saving for retirement
takes large amounts of patience and self-control, so we might as well start t e a c h i n g t h e m e a r l y. Recognizing tradeoffs is another important early milestone. Try thinking aloud when you’re grocery shopping about the amount of money you’re exchanging for a product, or have them help you compare the unit price of similar goods. Whether a trade involves money, treats or time, discuss with your child how every decision has consequences. Around age 5, it’s important to give kids some cash to manage. A regular allowance allows them to start thinking in terms of financial tradeoffs, and you can offer them a three-part piggy bank (save, spend and share) so they begin to understand the different functions of money. By age 6, your child should be able to focus on completing small chores to earn money and understand the value of different coins and bills well enough to sort and count them.
Ages 7-12 As your child grows, help them develop values such as empathy and gratitude. Knowing that some families live in poverty and need assistance is part of financial literacy. Using a site like Dollar Street that shows photos of different families around the world living on a variety of incomes can help. So can letting your child have a say in where the family’s charitable dollars will go. It’s also a good idea to pass down family stories to the next generation – how your parents pitched in to help you build your business, your first big purchase, or how spending habits helped you weather the ups and downs of life. These tales can help them understand their place in the world and develop perspective on what has value in life. These years are also a good time to have your child open a bank account, which can help them claim the identity as a “saver” and associate positive emotions with it. You should also help
them track what they are earning in interest. “There’s nothing like receiving an interest payment (even if it is a few cents) in your name for the first time,” Asheesh Advani, CEO of Junior Achievement Worldwide, told Inc. magazine. Ages 13-18+ Credit cards, investing, taxes: You can help them get started with the SIFMA Foundation’s annual Stock Market Game simulation, let them take control of buying their school supplies on a budget, or help them calculate credit card interest. Before your teen racks up any credit card debt of their own, consider adding them as an authorized user on your card. Show them that interest accrues unless the balance is paid off – and that any late payment hurts your credit score. Share how you vet financial decisions, and urge your teen to keep digging if what they’re being told doesn’t add up. For example, if your child is researching
colleges, encourage them to do research beyond reading a school’s brochure. Many successful people trace their money skills back to a formative moment: getting a job as a teen. There’s no better way to experience firsthand the effect of taxes, having a boss, being part of a team and managing your time to fit in schoolwork. A seasonal job during school holidays or a part-time gig could help your teen better grasp the working world – and how they picture themselves in it. Finally, come up with a savings plan for long-term goals, like a car or college tuition. You can use a budgeting app (try Goalsetter or Mint) that helps them visualize their progress, keeps spending in check and gives them a sense of ownership and confidence in their future. Whether your kid is 7 or 17, they are ready to hear money talk from their parents and grandparents. After all, financial literacy is not just about dollars and c e n t s . Yo u ’ r e r e a l l y showing them how to think
for themselves, develop values and make sound decisions. In the space of a few teachable moments, you can empower them to take control of their future – a worthy investment. Rebel Joan Of Arc Chapter Kicks Off 2nd Annual Texas Convention The Rebel Joan Of Arc Chapter Committee met to place orders for the 2nd annual kick off for the next “ Te x a s C o n v e n t i o n Attendee Pin and (yearly location) Bar”. There are over 70 United Daughters of the Confederacy Chapters in Texas that attend the annual Texas Division UDC Convention, and this Rebel Joan Of Arc Chapter Committee figures tight number calculations in anticipation to place the one time yearly order. When the Pins -or- Bars are Sold-Out, no more orders are done for that year, so the eager shoppers
and early order placers get to the Rebel Joan Of Arc Pin Table as fast as they can! This is a magnificent way the Convention Attendees can celebrate their attendance with a permanent favor to keep for themselves, while it also serves as a proud “history” of their Convention Attendance. Although many TX UDC have attended Conventions in the past, the “1st Pin developed” happened for the 125th TX Convention of 2021 in Shenandoah, Texas! What a Perfect Anniversary to begin a new

committees including the Business and Commerce Committee, Finance Committee, Criminal Justice Committee, and Local Government Committee. The interim charges outlined by the Lt. Governor will guide our discussions and hearings between now and next session and help develop proposed legislation for the 88th Legislative Session. The Senate Transportation Committee recently held a hearing to address our interim charges which related to safety, driver's license efficiency, and alternatively fueled vehicles. Other topics committees will cover this interim include broadband, electricity, property tax relief, inflation and longterm care funding, among other things. Newton County secures $9 million grant for broadband project The Deep East Texas Council of Governments, also known as DETCOG, has obtained a $9 million grant to build a high speed wireless broadband network in northern Newton County. The
project was funded earlier this year by a grant from the Texas General Land Office. The project will provide more than 6,000 residents reliable internet. The project is targeted specifically at low to moderate income households. If your household qualifies under the US Department of Housing and Urban Affairs' definition of low-moderate income, then you will have no upfront costs. The project will use existing towers and wireless connections rather than running wires long distances from home to home. The goal is to completed the project by 2023 and then allow companies to bid on the rights to operate the system. Specialists are already on the ground in Newton County working on environmental and historical assessments of the proposed route. 3. TRS-Active Care participants will not see a premium increase in 20222023 Last week, state leadership announced $435 million in Coronavirus Relief Funds would be allocated to the Te a c h e r s R e t i r e m e n t System of Texas to offset healthcare costs related to COVID-19. This funding, in combination with
appropriations made during the last legislative session, ensures that TRSActiveCare participants will not see an increase in insurance premiums for 2022-2023. In fact, some teachers may now see a decrease in healthcare premiums. Governor Abbott made the announcement last week and was joined by Lt. Governor Patrick, Speaker Dade Phelan, Senate Finance Committee Chair Joan Huffman, and House Appropriations Chair Dr. Greg Bonnen.

Department of Public Safety (DPS), and the Texas National Guard are continuing to work together to secure the border, stop the smuggling of drugs, weapons, and people into Texas, and prevent, detect, and interdict transnational criminal behavior between ports of entry. Since the launch of Operation Lone Star, multiagency efforts have led to more than 246,000 migrant apprehensions, along with more than 15,000 criminal arrests — and more than 12,400 felony charges. Over 4,800 weapons and over $38 million in currency have been seized. In the fight against fentanyl, DPS has seized over 344 million lethal doses throughout the state. Since launching this busing operation a month ago, a total of 35 buses have transported 922 migrants. Operation Lone Star continues to fill the dangerous gaps left by the Biden Administration's refusal to secure the border. STANDING ON HIS PROMISES - BEING IN HIS PRESENCE
The first few words in this hymn will be known by some “elderlies” but these words of the song, “Standing On The Promises” have a great meaning to many. By that, I mean that there may have been times in our life when a great trial may come that could leave us confused, sad, lonely, or even puzzled. We ask ourselves what to say or do to make our joy return. We pour our heart out to God for help. And sometime during our sadness, we reach for our Bible. We may begin to pray as we turn to familiar books in the Bible of those who have gone through hard 67 ½ April Wind S., times – like Peter, Paul, Job, April Sound, 936-588- David, Esther, and of course, Jesus. striving and know that I am God; I will be exalted among the nations, I will be exalted in the earth.’’ “The Lord of hosts is with us; The God of Jacob is our stronghold.” Psalm 46: 10 – 11. So we look at our problems, and we read the words of this “song,” given to the sons of Korah. The Bible relates to us that Psalm 45, 46, and 48 are all written by the sons of Korah. The words to these songs are to remind us how “Great” our God is, as He will continue to help us if we are distraught by the way of the world. He continues to bring them (and us) to realize this by His words in this Psalm: “Sing praises to God, sing praises; Sing praises to our King, sing praises. For God is the King of all the earth; Sing praises with a skillful psalm. God reigns over all the nations, God sits on His holy throne…For the shields of the earth belong to God; He is highly exalted. Psalm 47: 6,7, 8, and 9b. Pick a time and a place for these words to minister peace to you. No matter what is going on in our world, we know how much God loves us and will be there for us when we need Him the most. Although we may not understand the circumstances, God is always for us. Remember in the “Lord’s Prayer,” we pray….”Your kingdom come. Your will be done on earth as it is in heaven… Matthew 6:10. God is in charge and He will take care of us.

GIVEN UNDER MY HAND ON MAY 10, 2022 /s/ Philip Cash CONSTABLE MONTGOMERY COUNTY, TEXAS By /s/ Stephen Closson, Deputy Published Dates: May 18, 25, June 1, 2022 NOTICE TO IMPLEMENT AN INTERIM FUEL SURCHARGE On May 13, 2022, Entergy Texas, Inc. (“ETI” or “the Company”) filed a petition with the Public Utility Commission of Texas (“Commission”) to implement an interim fuel surcharge to collect under-recovered fuel and purchased power costs as of December 2021. This filing was made pursuant to 16 Tex. Admin. Code § 25.237(a)(3)(B). The Company's filing impacts only the recovery of fuel and purchased power costs incurred by ETI and does not affect the Company's base rates that are currently in effect. All of ETI's residential, commercial, and industrial customers whose electric service rates include charges for fuel pursuant to ETI's Rate Schedule FF, entitled “Fixed Fuel Factor and Loss Multipliers,” in all territories served by ETI, are affected by the Company's application. The total amount of the under-recovery balance to be collected through the proposed surcharge is approximately $51.7 million, including interest. This requested surcharge amount represents the cumulative fuel balance for uncollected fuel and purchased power expenses incurred through December 31, 2021. According to the Texas Utilities Code and Commission rules, the Company may not earn a profit on fuel and purchased power expenses and may only pass actual fuel costs through to its customers. These charges will be subject to final review by the Commission in the electric utility's next reconciliation. The effect of the surcharge on customers' bills will vary depending on the rate schedule under which they take service. The Company proposes all customers be assessed a surcharge over a period of six months. Under the proposed surcharge, a residential customer using 1,000 kWh per month will be charged $4.34 per month, which is an increase of approximately 3.1% as compared to current total electric charges. The Company requests that the proposed surcharge be effective with the first billing cycle for the first billing month after the Commission issues a final order, but no later than the Company's first billing cycle for the billing month of September 2022. Persons with questions or who want more information on this petition may contact Entergy Texas at Attn: Customer Service – Fuel Surcharge, 350 Pine Street, Beaumont, Texas 77701, or call 1866-981-2602 during normal business hours. A complete copy of this petition is available for inspection at the address listed above. Persons may also email tcr@entergy.com with questions or to request more information. The Commission has assigned Docket No. 53593 to this proceeding. Persons who wish to formally participate in this proceeding, or who wish to express their comments concerning this petition should contact the Public Utility Commission of Texas, Office of Customer Protection, P.O. Box 13326, Austin, Texas 78711-3326, or call (512) 936-7120 or toll-free at (888) 782-8477. Hearing and speech-impaired individuals with text telephones (TTY) may call (512) 936-7136 or use Relay Texas (toll-free) 1-800-735-2989. Since March 2020, the preferred method for you to file your request for intervention is electronically, and you will be required to serve the request on other parties by email.
