2. Economic incentive reformbillpassesSenate

This week the Senate passed the Texas Jobs, Energy Technology and InnovationAct, a sweeping reform of key economic incentive programs for the state. The bill, authored by RepresentativeToddHunter and sponsored by Senator Charles Schwertner, gives corporations tax incentives tomovetoTexasandcreate good jobs Texas prides itselfonbeinganeconomic powerhouse, however our property tax rates can drive employers that have large scale development projects tootherstates.HouseBill5 seeks to create an innovative, transparent, and accountable economic development program to attract jobs and investment in Texas through school district property tax abatement agreements. To earn the tax abatements, a company must create and maintain a certain number offull-timejobsandmakea large investment in the

projectbytheendofthefirst tax year of the incentive period. The project would have to be approved by the school district the comptroller, the Governor, and a legislative oversight committee. This provides a necessary check on the proliferation of projects in the state and ensures that each project chosen is fully vetted and can achieve the economic development promised.

3 Senate passes community college finance reformpackage

TheSenateunanimously passed House Bill 8 by Representative Gary VanDeaver and sponsored by Senator Brandon Creighton this week. This bill transforms the way the state funds community colleges and increases funding across the board. The bill allocates nearly $430 million over the biennium in additional funding for over 50 community colleges statewide. The bill creates an outcomes-based funding structure that rewards colleges for students who earn credentials of value, completeatleast15hoursof courseworkandtransfertoa

four-year institution, enroll in dual credit courses, or take courses that apply toward workforce program requirements It also enhances financial aid benefits, especially for students who are economically disadvantaged. This legislation was modeled after recommendations fromtheTexasCommission on Community College Finance, which worked on those recommendations since the 87th Legislative sessionconcluded.Thisbill is essential to meeting the needs of our growing state and providing additional opportunities for students from all background to succeed.

The bill strengthens border security by creating a state crime for illegal entry into Texas from Mexico It creates the Texas Border Force within the Department of Public Safety and authorizes them to conduct bordersecurityoperations.

TheMetcalfMinute: Statement on Impeachment of Attorney General

On Saturday, May 27th, the Texas House overwhelmingly voted to impeach Texas Attorney General Ken Paxton by a vote of 121-23 with over 70% of the Republican Caucus voting in favor of impeachment.

How did we get to this point?

In March of 2023, General Paxton and his agency asked that the Legislature appropriate $3.3 million of your tax dollars so that he could settle a wrongful termination lawsuit brought by whistleblowers in his own office.Thissettlementwas made in February 2023, and just one month later, General Paxton made this demand of the Legislature without providing sufficient information to supportsucharequest.Due to the nature of the allegations brought by the whistleblowers,thelackof information from the agency on the request, and the size of the settlement, the Texas House General Investigating Committee, made up of three Republicans and two Democrats, initiatedaninvestigationto determineifthepaymentof public dollars was warranted. As fiscally conservative legislators, it would be imprudent to blindly hand over millions of dollarstowhoeverasksfor it. The committee, along with a team of highly respected and experienced attorneysandinvestigators, has been working since March to get those questionsanswered.

On May 24th, the committee experts presented their findings on whatwasuncoveredduring the months-long investigation. I encourage everyone to view the video or read the transcript of the hearing.Youcanfindthese here. I found the methodical testimony and detailed findings presented by the experts to be highly alarming.Therearebrazen and credible discoveries involving bribery conspiracy, abuse of office, misappropriation of public resources and obstruction of justice, just to name a few As the top law enforcement official in our state, the office of the Attorney General must be held to the highest standard. The findings of the committee are deeply troubling,andareavailable foranyonetoviewonline.

Raising adorable puppies can be as challenging as it is exciting especially because of the speed at which they are developing,bothphysically and mentally So, knowing thegeneraltimelineoftheir growth can help owners prepare to meet a puppy’s evolvingneeds.

Harmony Diers, a veterinary technician at the Texas A&M School of Veterinary Medicine & BiomedicalSciences,saysa puppy’s growth timeline includes five major stages: neonatal, transitional, socialization, juvenile, and adolescence.

The neonatal stage roughly lasts for the first twoweeksofapuppy’slife and is marked by a puppy’s inabilitytodoverymuch.

“In the neonatal stage, puppies are completely dependent on their mother, especially for nourishment,” Diers said. “While puppies cannot support their own body weight, cannot hear or see because their ears and eyes are still closed, and cannot bark, they can crawl, feel, smell, and vocalize in the form of grunting.”

Once puppies reach the transitional stage, between 2-4weeksofage,theybegin to walk, bark, growl, play withlittermates,andslowly hear and see as their ears and eyes begin to open Their puppy teeth will also starttocomein.

Puppies continue to dependontheirmothersfor nourishmentthroughoutthe transitional stage, but Diers recommends introducing soft food as they begin to show an interest in solid foods and eating and drinkingfromabowl.

Puppies need more protein for growing muscles;DHA,anomega-3 fatty acid, to support brain development; and calcium andphosphorusforgrowing bones,” Diers said. “These nutrients are found in high-

quality puppy food yet ownersshouldconsulttheir veterinarian for diet recommendations.”

Thesocializationstage–whichcanstartat3weeksof ageandlastupto12weeks–is when a puppy’s senses mature, first becoming moreawareofsurroundings around 3-4 weeks and then increasing their environmental curiosity around 5 weeks During this time, Diers recommends owners vaccinate their puppies to help keep them healthy as theyexplorenewplaces.

“At 6-8 weeks of age, a puppy s vaccination and deworming/parasite control should begin so owners should visit their veterinarian to determine an appropriate schedule,” Diers said. “Owners should also receive recommendations about housetraining around 6 weeks of age and b a s i c s o c i a l i z ation/obedience training around 7-8 weeks when puppies become more physically coordinated and whenalltheirsensesshould befullydeveloped.”

A puppy’s eating habits graduallychangeduringthe socialization stage as well. Between 5-6 weeks of age, Diers suggests owners provide small meals of puppy food about four to five times a day, even though puppies are still nursing By 8-9 weeks, puppies can be transitioned to three meals per day and primarily eat solid puppy food.

Lastly puppies are teething and chewing more astheirpuppyteethbeginto fall out and are replaced with adult teeth. When this happens, Diers encourages owners to offer safe toys –likesoftrubbertoysthatare gentleonteeth,ballstohelp with coordination and mobility orstuffedtoysasa comforting option – and to avoidtoyswithsmallpieces thatcanbeachokingrisk.

“A puppy should not be

allowed to chew on its owner’s hands or inappropriate objects because if they continue this behavior astheygrow itcanbecome a bigger, more destructive problem that is harder to correctwithtraining,”Diers said. “If a puppy begins to chew on an inappropriate objectorpartoftheowner s body, gently replace it with a toy and praise the pup for chewingonthetoyinstead.”

Diers pointed out that a puppy’s adult teeth should be fully in place by 6-7 monthsofage.Thisisoneof the major physical changes that takes place during the juvenile stage, which is between3-6monthsofage.

Also during this time, puppies begin to test boundaries and learn to push limitations While owners can manage these changeswithtraining,Diers saidadultdogsthatlivewith puppiesmayalsocorrectthe boundary-pushing behavior bygrowlingorbarking.

The last stage of being a puppy,theadolescentstage, occurs between 6-18 monthsofage.

“A young dog begins to experience sexual maturity at6months,sothisisagood time to consult your veterinarianontheprosand cons of spaying or neutering,”Dierssaid.“Maledogs begin to lift their legs to urinateatthistime,too,and female dogs may experiencetheirfirstheatcycle.”

Diers strongly emphasizes that during any of these stages, if an owner notices a puppy is not movingnormally,noteating well, or is acting sick, they should visit their veterinarian immediately to prevent anydevelopmentaldelays.

By understanding what happens during a puppy’s growth timeline, owners can know how to care for their furry friend through eachstagesothattheygrow intohealthyadultdogs.
