Austin- $4.02/g, down 19.5 cents per gallon from last week's $4.21/g. “We've seen the national average price of gasoline decline for a fifth straight week, with the pace of recent declines accelerating to some of the most significant we've seen in years. This trend is likely to reach a sixth straight week, with prices likely to fall again this week. Barring major hurricanes, outages or unexpected disruptions, I forecast the national average to fall to $3.99/gal by mid-August," said Patrick De Haan, head of petroleum analysis at GasBuddy. "So far, we've seen the national average drop for 34 straight days, with over 25,000 stations now back at $3.99 per gallon or less, and thousands more stations will join this week. In addition, we will see several states fall back under an average of $4, the majority being in the south, but that could spread to more states in the weeks ahead.” SOURCE GasBuddy

Anonymous Tip Yields Felony Arrest, Methamphetamine and Stolen Stripped Cars
One of Constable H a y d e n ’s C o m m u n i t y Policing improvements when elected was to build a website that would allow the public to be able to provide tips and information to Deputies anonymously. Following up on one of these tips opened an investigation that today, lead to a felony arrest as well as the finding of drugs and stolen items. After weeks of investigation, Pct. 4 Criminal Investigation Division secured a search warrant for a residence in the 23000 block of Wildwood Oaks Dr. in New Caney, TX. On 7/15/2022, just before 10am, Pct. 4 Deputies served the warrant. During the warrant service, almost 1 0 0 g r a m s o f methamphetamine were recovered along with several suspected stolen vehicles in various stages of being stripped. Montgomery County Sheriff’s Office Auto Theft Task Force also assisted on the scene by helping to identify several stripped cars, and recovering auto parts, and frames from vehicles. The Sunset Advisory Commission is reviewing the mission and performance of the San Jacinto River Authority (SJRA) and welcomes public comments on ideas to improve its operations and services. The Texas Sunset Act requires the Sunset Commission to periodically review SJRA and recommend whether to change state law to improve the authority’s efficiency and effectiveness. The Legislature ultimately will decide whether to adopt Sunset’s statutory recommendations. The Sunset Commission also may adopt management directives for SJRA that do not require statutory change.

Suggestions for Mindful Eating: Risotto Food for Thought
Diana Anderson
DianaCAnderson@ gmail.com
Risotto is a northern Italian rice dish cooked with broth until it reaches a creamy consistency. The broth can be derived from meat, fish, or vegetables. Many types of risotto contain butter, onion, white wine, and Parmesan cheese. It is one of the most common ways of cooking rice in Italy. It can be tricky to cook, as you usually have to hover close while it cooks on a stovetop and you add broth little by little as it absorbs. This effort has been done away with in today’s recipe in which the rice is cooked all at once in the broth in the oven and finished on the stove. I made this last week and was really impressed with the versatility of the leftovers so lets take a look at how to make and use this classic rice dish. Ingredients 1 1/2 cups Arborio rice
5 cups simmering chicken stock, divided 1 cup freshly grated Parmesan cheese 1/2 cup dry white wine 3 tablespoons unsalted butter, diced 2 teaspoons kosher salt 1 teaspoon freshly ground black pepper 1 cup frozen peas Directions Preheat the oven to 350 degrees. Place the rice and 4 cups of the chicken stock in a Dutch oven, such as Le Creuset. Cover and bake for 45 minutes, until most of the liquid is absorbed and the rice is al dente. Remove from the oven, add the remaining cup of chicken stock, the Parmesan, wine, butter, salt, and pepper, and stir vigorously for 2 to 3 minutes, until the rice is thick and creamy. Add the peas and stir until heated through. Serve hot.
This is crazy easy and really delicious. If you are not familiar with Arborio rice it is Italian short-grain rice. It is named after the
town of Arborio, in the Po Valley, which is situated in the main growing region of Doron. Arborio is also grown in Arkansas, California, and Missouri in the United States. When cooked, the rounded grains are firm, and creamy and chewy compared to other rices, due to their higher amylopectin starch content. It has a starchy taste and blends well with other flavors. Rice is organized into three groups: long-, medium-, and short-grain, based on its length-towidth ratio when cooked. Short-grain rice plumps to an almost spherical shape. Long-grain rice resembles that of a long, drawn-out grain of wheat. And medium-grain falls somewhere in between. While Arborio plumps as it cooks, making it appear shorter, it is actually classified as a mediumgrain variety. If you can’t find Arborio chances are you won’t be able to find any of the lesser-known Italian substitutes but you may see
Sushi rice. This short-grain variety has both a highstarch content and a firm texture. To substitute sushi in a risotto, make sure you don't rinse it first (like you do for sushi), as keeping the starches on the grain will yield the best results. And while sushi rice won't quite give you the rich flavor of Arborio it does provide a hack option. Just make sure not to overcook a sushi rice risotto, as you may end up with a sticky glop of a mess. I cooked this as a side dish at dinner the first night then used the leftovers as a main dish two nights later. I simply sautéed some onions and garlic in olive

Responding to an everincreasing caseload of forensic interviews each year – with a whopping

Kim Marling, Executive Vice President of Woodforest Charitable Foundation, said, “Can we m a k e a d i ff e r e n c e i n preventing child abuse and the trauma that accompanies it? I believe the answer is ‘yes.’ It begins with awareness,
having open conversations, and knowing where to turn when abuse is suspected or alleged. Children’s Safe Harbor offers essential services to these innocent victims. These services are truly essential for a successful recovery. We have supported CSH for many years and have seen the amazing work that they are doing in helping children and teens move beyond the abuse and overcome their emotional scars. oil until soft and added some salt, pepper and frozen shrimp which I had run under cold water in a colander for a minute or two and sautéed that all together. I then added the risotto to the pan and cooked on low with a little bit of water to soften the rice until it was all warm. Perfection. If you don’t like or have shrimp consider using any leftover meat available. Another idea is to take scoops of this leftover risotto and actually shape it into patties that hold their shape when pan-fried. The outside of the risotto cakes turns crispy and golden while the insides
warm and soften. As an extra treat, slip a piece of cheese into the middle of the cake as you shape it, You can also use your leftovers as a stuffing for peppers, tomatoes or a giant Portobello mushroom that you will then bake. I think having leftovers with some versatility is important in these semiquarantined times as we now have to scramble for three meals a day. I hope you are doing well during this time and that possibly planning and cooking can be a fun activity. Take a photo of your dishes and share it to inspire others to enjoy this pastime.

Bright Days, and Bright Ideas to Keep Your Finances on Track A weekly column by Kent Pendleton I t ’s s u m m e r t i m e ! Thoughts of warm sun on your face may be top of mind – but a financial check-in might not be. While a financial checkin may sound less relaxing than a day at the beach, assessing your current situation proactively and recalibrating as needed with the help of your advisor will keep you on top of your game. Here are a few simple questions to identify small tweaks to your financial plan that could pay dividends. Can you increase your retirement savings? Most annual raises occur between January and April. If you received an increase, consider allocating some to your HSA, 401(k) or IRA. Your future self will thank you. Chaching! Has your home’s value
increased? Housing prices are predicted to rise another 10% on average this year, so revisit your homeo w n e r ’s i n s u r a n c e t o determine if you have enough coverage. Some premiums have risen to account for inflation, so consider shopping your policy for the best price too. Have you adopted a new pet this year? If you’ve added furry friends to your household, think about adding them to your estate plans. While we consider them family, some states consider them property. Adding a pet clause to your will makes certain your wishes will be honored. How are you trending with taxes? It’s best to check in midyear to see how your income is trending so you can estimate what marginal tax bracket you’ll land in. It will help you determine if you should put off income that could push you into a
higher tax bracket until the following year. Do you have the travel bug? You’re just deplaning from your summer vacation, but there’s no better time to consider holiday travel than now. Set price alerts for date ranges and destinations you’re considering for holiday travel, so you can book confidently when the time comes. Vacation mode on! Are your children headed to college? If your children are off to college soon, help them create a budget and discuss financial expectations, particularly around use of credit. It builds a foundation for financial literacy and opens up lines of communication for future conversations. Have you updated your passwords? If you’ve ignored that nagging popup far too long, it’s time to change passwords for your financial accounts. Be sure

STANDING UP FOR COMPASSIONATE USE An Editorial by Texas Agriculture Commissioner Sid Miller July 15, 2022 As Texas Agriculture C o m m i s s i o n e r, I a m responsible for the licensing of more than 850 entities that currently grow, handle, sample or process hemp in Texas. Hemp and marijuana are two different names for the flowering plant known as cannabis. The legal difference between the two is the concentration of tetrahydrocannabinol, or THC. THC is what gives the ‘high’ feeling people
associate with cannabis. By law, marijuana has a concentration of THC that is 0.3% or higher. Hemp has a concentration of THC that is 0.3% or lower by dry weight. It is our overall state policy on cannabis that I will focus on today as I share my thoughts with my fellow Texans. In a free s o c i e t y, g o v e r n m e n t should only make something illegal for a powerful reason or set of facts. The freedom of the people to make their own choices

and decisions is a fundamental principal of a true democracy. The history of cannabis prohibition reflects the failed alcohol prohibition of the 1920’s. Complete with gangs, corruption, and widespread violence against the lives and liberties of American citizens. As I look back, I believe that cannabis prohibition came from a place of fear, not from medical science or the analysis of social harm. Sadly, the roots of this came from a history of racism, classism, and a large central government with an authoritarian desire to control others. It is as anti-American in its origins as could be imaginable. Today, in the 21st century, this must end. We
must start with a new chapter and a new attitude about the use of cannabis – especially when it comes to its potential medicinal benefits. As of today, thirty-nine states, including politically conservative states such as Oklahoma, Utah, and Florida, have legalized cannabis for compassionate use: also known as medical marijuana. Beyond that, eighteen states, including conservative western states like Arizona, Montana, and Alaska, have legalized commercial cannabis sales to ALL adults. While I am not sure that Texas is ready to go that far, I have seen firsthand the value of cannabis as medicine to so many Texans. Those states that have
gone before Texas are providing real world data and research about what they are doing right and what can be improved. But the roots for good Texas policy on cannabis have already been planted. I worked diligently to bring hemp farming to Texas and supported the development of products such as hemp oil for medical use. These products are making a difference in the lives of many where other medicines have failed. It is my goal next year to expand access to the compassionate use of cannabis products in Texas so that every Texan with a medical need has access to these medicines. When four out of five Texans support compassionate use, we need to
Lt. Gov. Dan Patrick: Statement on Unprecedented Texas Economy Delivering Largest Windfall Ever “Our first priority is to send money back to the taxpayers of Texas." HOUSTON - Lt. Gov. Dan Patrick issued this statement today following Comptroller Glenn Hegar's update to the Certification Revenue Estimate (CRE) for the 2022-23 biennium: "Today the Comptroller released an estimate of a $26.9 billion expected budget surplus, an unprecedented windfall for the Texas economy. Since I have been Lt. Governor, we have managed our budget wisely. The Texas economy leads the nation and is a major force in the global marketplace. "In addition, the Comptroller expects over a billion dollars to be added
to the rainy day fund leaving us an estimated ending balance of $13.7 billion in August of 2023. "I have always believed returning money back to taxpayers does not grow government. Every member of the Texas Senate will have ideas on how this additional revenue should be spent and I will give them full consideration. However, I believe, first and foremost, any surplus should first go back to the taxpayers of Texas. Texas homeowners must receive tax relief before we commit to any new spending. My priorities for the funds Comptroller Hegar forecasts today are: • Last session, in 2021, I
said in any year where we have a budget surplus, the first dollars should go back to property tax relief in that year; I support using an additional $4 billion for property tax relief next year; • Permanently increase the homestead exemption to $60,000, and ultimately my goal is to increase that to $100,000 in future years; • Suspend the state gas tax for the remainder of 2022; • Allocate the funding to continue to pay for teacher's raises while also maintaining our education funding and cuts to school property taxes that we passed in 2019; and
Washington, D.C. To d a y, C o n g r e s s m a n Kevin Brady (TX-08) released the following statement after voting for the National Defense Authorization Act (NDAA) for fiscal year 2023: “If you’ve ever wondered if a strong military is necessary for a free c o u n t r y, j u s t a s k Ukraine. The world is more dangerous than ever, and I am dead set on fulfilling my highest Constitutional duty to provide for America’s common defense. I strongly support this b i p a r t i s a n legislation, which authorizes our national defense, to fully fund our military and keep our

have state law and state policy reflect that desire. I will urge our state legislature and our Governor to make that a top priority in the upcoming legislative session. It is time for all of us, including the Governor, members of the Texas Legislature and others to come together and set aside our political differences to have an honest conversation about cannabis: where we have been, where we are going and what role government should properly play. There are many things happening in our life that will lead us to worry. May I tell you right away who wants you to worry, or have you already guessed the answer? Yes, satan does not want any of us carefree and happy w i t h o u r c i r c u mstances. No. He wants to keep our mind and heart off of God just the way he tempted Jesus in the desert, so long ago. His tactics never change. To get you eyes off of what God and Jesus have planned for those of us who believe what God says in our Bible is his

Yes, we live in this world of perhaps harsh circumstances, but our job is to pray for better times. And there will be a time when disease may come, pandemics may break out, but we can continue to pray over and against any bad outcomes in our family and for many others. All through the Old and New Testaments, God reminds us of His love for us. Let’s look at some of those

have confidence in the day of judgment; because as He is, so also are we in this world.” First John 4: 15 – 17. All moms and dads know they need much patience in raising their children. Actually, God is the only One who can give parents this kind of patience with certain ones. And yes, I’m referring to what we call, “the patience of Job!” And within that f r a m e w o r k , m a n y, many prayers may rise to the Lord in heaven.
I’ve heard many messages in church which helped us get through trying times, so we must not give up on the Lord who helps us. His mercy and love extends to all who call upon His name. I like these beautiful words of comfort: “The light of God surrounds me, The love of God enfolds me.., The presence of God watches over me, Wherever I am, God is.” Author Unknown

NOTICE OF RATE CHANGE REQUEST On July 1, 2022, Entergy Texas, Inc. (“ETI” or the “Company”) filed its STATEMENT OF INTENT AND APPLICATION FOR AUTHORITY TO CHANGE RATES (“Application”). ETI filed its Application with the Public Utility Commission of Texas (“Commission”) and with the municipal authorities in its service territory that have original jurisdiction over the Company's electric rates. Statement of Intent to Change Rates In the Application, ETI proposes an increase in its base rates designed to collect a total nonfuel retail amount for ETI of approximately $1.2 billion per year, which is an increase of approximately $131.4 million, or 11.2%, compared to adjusted test year retail base rate and rider revenues, exclusive of fuel revenues. This proposal represents an increase in overall revenues, including fuel, of 6.95%. The Application is based on a 12-month test year ending December 31, 2021. ETI requests inclusion in rate base of capital additions closed to plant in the period of January 1, 2018 through the end of the test year. In addition to approval of ETI's reasonable and necessary operating expenses and capital additions closed through December 31, 2021, the Application also includes the following requests, among others: · approval of a request to place in base rates costs currently being recovered through ETI's Generation Cost Recovery Rider, Distribution Cost Recovery Factor and Transmission Cost Recovery Factor; · approval of two new voluntary riders to address its customers' increasing adoption of transportation electrification (“TE”) technologies; · approval of the Green Future Option Schedule tariff, which would provide a new voluntary option for ETI customers to receive benefits of renewable power associated with ETI's utility-scale renewable resources; · approval of the Market Valued Demand Response (“MVDR”) Rider, which is designed to facilitate the transparency of ETI's customers and aggregators of those customers in providing demand response solutions; · approval of a limited-term Rate Case Expense (“RCE”) Rider to recover approximately $9.2 million over three years, which includes currently estimated costs associated with this proceeding and the actual costs incurred in ETI's prior fuel reconciliation (Docket No. 49916); · approval of multiple tariff changes described ETI's Application and accompanying testimonies; · approval of new depreciation rates; and · approval of requested waivers to certain Commission rules. To the extent a proposed new rider or schedule is not approved as a separate rider or schedule, ETI proposes to recover such costs through its base rates. Effect on Customer Classes The rate change proposed in the Application will affect all customers and classes of customers receiving retail electric service from ETI. The following table shows the effect of the proposed base rate, rider and tariff changes on existing rate classes:
