MCPHD CONFIRMS 1ST DEATH RELATED TO WEST NILE VIRUS FOR 2022 MONTGOMERY COUNTY, TEXAS – The Montgomery County Public Health District can sadly confirm the first death related to West Nile virus for 2022 in Montgomery County. The man, who was in his 70s, died in the hospital. His case, confirmed July 20th by the Texas Department of State Health Services (DSHS), was the first in Montgomery County this year. MCPHD confirmed 2 total cases of West Nile virus in the fall and winter of 2021. West Nile virus can cause serious disease and is most commonly spread by infected mosquitoes. People typically develop symptoms between 3 and 14 days after they are bitten. According to the CDC, approximately 80 percent of people who are infected will not show any symptoms at all, but there is no way to know in advance if you will develop the illness. Milder symptoms include fever, headache, body aches, nausea, vomiting and, sometimes, swollen lymph glands or a skin rash on the chest, stomach and back. These symptoms can last up to several weeks. Serious symptoms that account for less than 1% of those infected can include high fever, headache, neck stiffness, disorientation, coma, tremors, seizures or paralysis. These symptoms can last for several weeks and neurological effects may be permanent. If you develop symptoms of severe WNV illness, such as unusually severe headaches or confusion, seek medical attention immediately. The majority of milder WNV illnesses improve on their own. According to the CDC, the most effective way to avoid West Nile virus is to prevent mosquito bites. Avoid bites by using insect repellants, wearing protective clothing when outdoors and emptying standing water outside of your home. For more information on WNV, please visit the CDC at http://www.cdc.gov/westnile/i ndex.html.

Suggestions for Mindful Eating: Food for Thought Diana Anderson

DianaCAnderson@ gmail.com

You may have seen this creamy Italian rice dish on the menu at a restaurant but what exactly is a risotto? Risotto is an Italian dish made by cooking a starchy, short grain rice like arborio with stock until it becomes creamy. When you serve it on a plate, risotto should spread out into a silky, spoonable pool. Because it’s made with just a few ingredients, there is a lot of emphasis on the cooking technique: slowly ladling in warm stock to a pan full of rice, stirring until the stock is absorbed, ladling in some more stock, and repeating. The dish is often finished with butter and freshly grated Parmesan to really kick up the creamy flavor, although the rice can be a neutral background to whatever you have on hand in the fridge – whether it’s a bit of leftover bacon or some gorgeous fresh green peas. Stovetop risotto is the most classic way to make risotto, although some recipes for baked and Instant Pot risotto have

Lemon Risotto with Scampi evolved the technique to minimize the amount of time you have to stand over the stove stirring. Risotto recipes classically start with sweating out aromatics, such as chopped onions or minced garlic, in olive oil or butter in a large pot. Then, you add your rice and sauté it until the grains are just translucent. A hint of wine is often added after the rice to deglaze the pan, but the real star of risotto is t h e b r o t h . While constantly stirring the rice, warm broth is added in, one ladle-full at a time. Over time, the rice absorbs the broth, releases its starches, softens, and creates that signature velvety texture. From there, anything from mushrooms to asparagus to lobster can be stirred in to give an extra punch of flavor. Risotto is made with short-grain rice varieties, which tend to be high in starch and create that sticky, creamy texture you’re looking for in risotto. The two most common varieties used for risotto are carnaroli and

arborio. Carnaroli rice is firmer and has a higher starch content, but arborio i s a rg u a b l y t h e m o r e popular choice and is available in most American supermarkets. Ingredients * 6 cups vegetable broth or chicken stock * The peels of 2 small lemons (try to trim them to gather just the skin and less pith; reserve the peeled lemons) * 2 tablespoons extra virgin olive oil (EVOO) * 1 small white onion, finely chopped * 2 cloves garlic, chopped or grated * 1 ½ cups arborio rice * Salt and white pepper or fine black pepper * 1 cup Italian white wine, crisp and dry in flavor * 1 cup small fresh peas or chopped asparagus * 3 tablespoons butter, cut into small pieces * 1 cup grated Parmigiano-Reggiano or combine with ½ cup each Parm and pecorino * 1 teaspoon acacia honey or sugar or light agave

* Juice of the zested flame, steeping it with lemons lemon peels. * Heat EVOO, 2 turns of the pan, in a roundFor the Scampi: * 1-pound small, sweet bottomed pot or pan. Add shrimp, deveined and tails onions and garlic and off soften 2 to 3 minutes. Add * 3 large cloves garlic, rice and combine, add salt finely chopped and white pepper and stir 2 * 2 teaspoons lemon minutes more, then add the zest white wine and stir until it * Salt is fully absorbed. Add the * 1 scant teaspoon red broth in 3 stages, stirring pepper flakes vigorously after each * 3 tablespoons EVOO addition. The rice should cook 18 minutes for al * ½ cup dry vermouth dente. Add the peas or asparagus after 12 minutes * Preparation * Warm broth over low or so. To finish the risotto,

in the last minute or 2, add butter, cheese, honey and lemon juice. Serve risotto garnished with chopped parsley. * For the scampi, toss shrimp with garlic and zest, salt and red pepper and let stand 10 to 15 minutes. * Heat a large nonstick skillet over medium-high heat, add the EVOO and shrimp and toss until pink and opaque, 3 minutes. Add the vermouth and lemon juice, swirl in butter, then add parsley and toss. Top risotto with scampi.

Weekly Columns

10 Common Scams and How to Avoid Them A weekly column by Kent Pendleton Familiarize yourself with these common swindles, which often target retirees. As we age, we may become more susceptible to fraudsters who make a living preying on retirees. This can be especially true for widows and widowers who are making decisions alone and may be particularly trusting of friendly strangers. In order to protect ourselves and those we love, it’s important to be aware of the most common scams older Americans fall for. 1. Lottery scam You get an unsolicited phone call or email saying you’ve won a large prize. All you need to do is send money to pay for shipping, taxes or some ancillary fee. You send the money, but the fictional prize never arrives. 2. Grandchild scam Your grandchild calls to confess her troubles. Or so you think. It’s not uncommon for someone posing as your grandchild to call and, preying on your compassion, claim to be in a crisis situation and need money urgently. She may also beg you not to call her parents (which would give the scam away). 3. Charity scam Yo u d o n a t e t o o n e

charity and end up being on every charity list. That’s because they sell your name, phone number and email to other nonprofit and commercial organizations. These could include companies with similar names to charities you support – but they exist solely to scam donations. 4. Computer scam Someone calls pretending to be from a major c o m p a n y, s u c h a s Microsoft, and says he can see that your computer has a virus. He offers to help you get rid of it by asking you to log into a website that lets him control your computer – then steals your ID information. 5. Timeshare scam If you own a timeshare, you may get a call from someone claiming they’re authorized to sell it for you, for a fee. After paying, however, you never hear from them again. 6. Homeowner scam A man comes to your door and offers to clean your gutters or trim your trees, which sounds like a good idea. Until he asks for prepayment and never completes the job. 7. Medical scam You get an unsolicited call about a discounted price for some kind of medical equipment (i.e., heart monitor, wheelchair or bathtub bench). You’re

asked for a deposit and your personal information or Medicaid number to send the equipment, which never arrives. 8. Foreclosure scam You’re approached by a “professional” who claims your home is under threat of foreclosure and offers to pay off your mortgage or taxes if you sign over the deed to the property. With your deed, the fraudster can then refinance the mortgage for the full value of your home and take the money. Keep in mind, even if you sign over a deed to someone, you are still liable for your mortgage obligations. 9. Caregiver and sweetheart scam These predators claim to care deeply for you or your well-being, but after winning your trust, they gain access to your accounts to steal money or identity information. 10. Title company scam Before purchasing or closing on a new property, a scammer intercepts an email from your real estate agent or title company. You’re then sent fraudulent payment instructions to complete the transaction. Red flags include lastminute changes to instructions, a change in tone or word choice from prior emails, a new sender address and multiple

payment requests. These scams are common and widespread. But speaking with trusted loved ones or your financial professional before making decisions can help you avoid these traps. Additionally, keep in mind these tips for staying safe: * Don’t pay for things you don’t remember ordering. * Don’t give your personal information to unknown third parties. * Work with financial institutions that use fraud protection to safeguard your credit card and banking information. * Don’t click links in the body of suspicious emails, especially if they claim to come from your bank, credit card company, real estate agent or title company. Instead, log in to the company’s official website or call them directly to verify. * Don’t let strangers into your house. Instead, ask for a business card and say your spouse, kids or lawyer will be in touch. * Be wary of caregivers and suitors, especially if you notice signs of substance abuse or other red flags. * Limit the purchases and donations you make by check, which may list your home address or other key data.

Texas and the nation due to President Biden's open border policies. Texas National Guard Eliminate Drug Smuggling In Sector Spanning 30,000 Acres Tactical Air Control Party Texas (TACP) members with the Texas National Guard have eradicated drug smuggling in a 30,000 acre area that was formerly a hotbed for trafficking operations prior to the soldiers’ deployment. Roughly a dozen TACP airmen are responsible for capturing more than 350 illegal immigrants, 34 human smugglers, and more than 800 lbs. of marijuana during a three-month span. The past two months have seen a reduction in apprehensions and drug seizures, as cartels have become wary of the TACPs. The soldiers had to work through limited cell reception in the area that impeded their ability to communicate among themselves and relay tactical information to mission partners, Border Patrol, and DPS. Using cutting-edge technology from the Texas Military Department, airmen were able to create their own communication network incorporating satellites. This allowed soldiers and law enforcement partners to coordinate and respond to illegal activity along the border within minutes. “What these airmen have been able to accomplish in five months is remarkable,” said U.S. Air Force Capt. Andres Cepeda. “At the end of the day, this is our community,

found buried and hidden under rocks in the remote region. Elite tracker Sgt. Jimmy Morris spotted the bundles from the air.

It was determined that the male was known to law enforcement, and had a history of mental illness. A mental health Deputy with the Montgomery County Constable Precinct 1 also responded to the scene to assist in de-escalating the situation. At about 8:15pm, as the responders were attempting to talk the male into surrendering peacefully, he emerged from the room with the weapon in hand, barrel

After the weapon was secured, the officers immediately rendered life-saving aid until EMS personnel could arrive. The male was then transported to Memorial Herman – The Woodlands Hospital where he is listed in stable condition. denying the Biden Administration’s request to stay a lower court’s vacatur of an unlawful Department of Homeland Security (DHS) memo. As a result, the Administration must continue to follow the law while it awaits further legal proceedings. This case arises out of a federal district court’s vacatur of a DHS immigration enforcement priorities

cious, and procedurally unlawful for failing to go through notice-andcomment procedures. The core of the case is about certain immigration statutes, which say that DHS “shall” detain aliens with certain criminal convictions and those with final orders of removal. Rather than abide by these statutes, DHS chose to follow their own contrary directives, which

don’t require detention of those aliens. After Texas won in federal district court, the Biden Administration sought a stay in the Court of Appeals, which was denied. The Administration then went to the Supreme Court, which denied their request and set oral argument on the merits for December 2022. “The Biden Administration just can’t help itself from breaking the law—especially immigration law,” said Attorney

General Paxton. “They have begged every court up to the Supreme Court to let them off the hook, and every time the court says ‘no.’ Today the Supreme Court made clear that, while we prepare for oral argument this winter, the Biden Administration must detain illegal aliens with criminal convictions. It’s the right legal decision, and it’s what’s best for Texas and our nation.”

Devotional Spreading the Word

By Gail J. Box Gailbox@consolidated.net

Several years ago, I taught a Ladies Bible Class about the “Names Of God.” Now, there is one name we studied then, that stands out to be a “pick of the week” concerning one of the names of God we learned. That name in Hebrew is “Adonai Tiqvati,” which means, “The Lord My Hope.” The scripture which describes Him is this one: “For You are my hope; O Lord GOD, You are my confidence from my youth.” Psalm 71:5. Then Psalm 39 states:

NO MATTER WHAT HAPPENS WE SERVE OUR GOD OF HOPE “And now, Lord, for what do I wait? My hope is in You.” Psalm 39:7. We see that waiting and hoping go hand-in-hand. It is true that from the time Jesus was with His disciples here, He prepared them for His return. And so should we be prepared and knowledgeable about that fact. I think Paul was fully aware that Jesus would be coming back for His d i s c i p l e s . P a u l ’s words, found in the Book of Romans, explains how we, as

Christians, are so different than those who aren’t believers. Here is what Paul says: “For I consider that the s u ff e r i n g s o f t h i s present time are not worthy to be compared with the glory that is to be revealed to us. For the anxious longing of the creation waits eagerly for the revealing of the sons of God. For the creation was subjected to futility, n o t w i l l i n g l y, b u t because of Him who subjected it, in hope that the creation itself also will be set free

wars and rumors of wars. We hope and pray for a different and peaceful world without rumors of wars. Even Paul says this: “…for all have sinned and fall short of the glory of God, being justified as a gift by His grace through the redemption which is in Christ Jesus;…” Romans 3: 23 – 24. This means our belief in Jesus results in our acceptance and belief of His willingness to suffer for all our sins. We can then show the goodness of

the Lord to all others. After Jesus left for heaven, the disciples then were to show His love for all who lived on the earth at that time. So they took scribes to write down all Jesus had taught them. Paul saw that many churches were established by the writings of Jesus’ many acts and words! And now, there are Bibles distributed in many, many languages into many different countries, all over the world.

NOTICE OF RATE CHANGE REQUEST On July 1, 2022, Entergy Texas, Inc. (“ETI” or the “Company”) filed its STATEMENT OF INTENT AND APPLICATION FOR AUTHORITY TO CHANGE RATES (“Application”). ETI filed its Application with the Public Utility Commission of Texas (“Commission”) and with the municipal authorities in its service territory that have original jurisdiction over the Company's electric rates. Statement of Intent to Change Rates In the Application, ETI proposes an increase in its base rates designed to collect a total nonfuel retail amount for ETI of approximately $1.2 billion per year, which is an increase of approximately $131.4 million, or 11.2%, compared to adjusted test year retail base rate and rider revenues, exclusive of fuel revenues. This proposal represents an increase in overall revenues, including fuel, of 6.95%. The Application is based on a 12-month test year ending December 31, 2021. ETI requests inclusion in rate base of capital additions closed to plant in the period of January 1, 2018 through the end of the test year. In addition to approval of ETI's reasonable and necessary operating expenses and capital additions closed through December 31, 2021, the Application also includes the following requests, among others: · approval of a request to place in base rates costs currently being recovered through ETI's Generation Cost Recovery Rider, Distribution Cost Recovery Factor and Transmission Cost Recovery Factor; · approval of two new voluntary riders to address its customers' increasing adoption of transportation electrification (“TE”) technologies; · approval of the Green Future Option Schedule tariff, which would provide a new voluntary option for ETI customers to receive benefits of renewable power associated with ETI's utility-scale renewable resources; · approval of the Market Valued Demand Response (“MVDR”) Rider, which is designed to facilitate the transparency of ETI's customers and aggregators of those customers in providing demand response solutions; · approval of a limited-term Rate Case Expense (“RCE”) Rider to recover approximately $9.2 million over three years, which includes currently estimated costs associated with this proceeding and the actual costs incurred in ETI's prior fuel reconciliation (Docket No. 49916); · approval of multiple tariff changes described ETI's Application and accompanying testimonies; · approval of new depreciation rates; and · approval of requested waivers to certain Commission rules. To the extent a proposed new rider or schedule is not approved as a separate rider or schedule, ETI proposes to recover such costs through its base rates. Effect on Customer Classes The rate change proposed in the Application will affect all customers and classes of customers receiving retail electric service from ETI. The following table shows the effect of the proposed base rate, rider and tariff changes on existing rate classes:

Community Three Generations...All Supporting the Same Cause On July 23, 2022, the Thomas Jefferson Stubbs 2523 Conroe Chapter of the Texas Division, United Daughters of the Confederacy, met for a special called meeting. The chapter was honored to install three (3) generations of one family as new members Helen Shepherd, her daughter and granddaughter joined the chapter on their ancestor, Pvt. Jesse John Warren. He was born on a farm in Mississippi on August 23, 1847. Warren mustered in at Brandon, Mississippi with Co. K, 3rd Mississippi Cavalry. This regiment fought in various conflicts in North Mississippi,

K e n t u c k y, a n d We s t Tennessee. There were skirmishes in Alabama and East Louisiana. After the war ended in 1865, Warren married Armilda Floyd in Smith County, Mississippi on February 7, 1866. They moved to Dublin, Erath County, Texas around 1870. He was a farmer by trade and they had three daughters born between 1871 to 1884. Warren died on October 3, 1917 and is buried in the Pecan Cemetery in Dublin, Erath County, Texas. It is not uncommon to have a mother/daughter join a local chapter of the UDC at the same time, our

chapter has had numerous family members since we chartered to do that. Having a family of three is unusual and we are so happy to have them as members and working with them. When our chapter chartered in October of 1986, we had three "real" daughters as members, they are all deceased now. But on June 26, 2013, Mrs. Floye Goodspeed joined our chapter on her fathers name, he was 75 years old when she was born. Ms. Goodspeed has since passed on, but there are five "real" daughters still living in the United States. The next group in line are

the "real" granddaughters and our chapter has two as members. Currently our membership in age spans from 88 years old to 21. Our members will continue to observe the UDC objectives: Historical, Educational, Benevolent, Memorial and Patriotic. If you are interested in finding out more about the UDC and perhaps having a Confederate ancestor, send an email to our chapter registrar, Beckie E n d e b r o c k a t beckie54@att.net.
