Entergy Texas seeks Commission approval to revise the fixed fuel factor effectivewiththefirstbillingcycleoftheSeptember2023billingmonth.EntergyTexas proposed that the fixed fuel factor be changed pursuant to a semi-annual filing to be madeeachFebruaryandAugust,withrevisedfuelfactorstobeeffectivewiththefirst billingcycleoftheMarchandSeptemberbillingmonths,pursuanttoamethodologythat changes the fuel factor based upon changes in the published price of natural gas.This methodologywasauthorizedforuseinDocketNo.32915.
Therevisedfixedfuelfactor,differentiatedbyvoltagelevel,isasfollows:
TherevisedfixedfuelfactorwouldresultinanincreaseinEntergyTexas'annual Texasretailfuelandpurchasedpowerrevenuesbyapproximately$65.8million,or7.8%on anannualbasis.Comparedtothefixedfuelfactorapprovedonaninterimbasiseffective February28,2023,aresidentialcustomerusing1000kilowatt-hours(kWh)ofelectricity permonthwouldseeanapproximateincreaseof11.4%annually,or$3.19onaverageper month, on his/her electric bill. The fixed fuel factor rate is designed to pass through to customers the actual fuel costs incurred by Entergy Texas to serve customers. Entergy Texasisnotallowedtomakeaprofitonfuelcosts.Thesechangeswillbesubjecttofinal reviewbythecommissionintheelectricutility'snextreconciliation.EntergyTexasexpects the revised fixed fuel factor to be in effect for the billing period ofAugust 2023 through March2024.
