Prices in Texas are 17.9 cents per gallon lower than a month ago and stand 7.3 cents per gallon lower than a year ago. The national average price of diesel has fallen 4.0 cents in the last week and stands at $4.48 per gallon. According to GasBuddy price reports, the cheapest station in Texas was priced at $2.59/g yesterday while the most expensive was $4.29/g, a difference of $1.70/g. The lowest price in the state yesterday was $2.59/g while the highest was $4.29/g, a difference of $1.70/g. The national average price of gasoline has fallen 10.2 cents per gallon in the last week, averaging $3.67/g today. The national average is down 13.8 cents per gallon from a month ago and stands 25.0 cents per gallon lower than a year ago, according to GasBuddy data compiled from more than 11 million weekly price reports covering over 150,000 gas stations across the country. Historical gasoline prices in Texas and the national average going back ten years: October 9, 2022: $3.24/g (U.S. Average: $3.92/g) October 9, 2021: $2.91/g (U.S. Average: $3.26/g) October 9, 2020: $1.87/g (U.S. Average: $2.18/g) October 9, 2019: $2.31/g (U.S. Average: $2.65/g) October 9, 2018: $2.67/g (U.S. Average: $2.91/g) October 9, 2017: $2.35/g (U.S. Average: $2.47/g) October 9, 2016: $2.00/g (U.S. Average: $2.25/g) October 9, 2015: $2.06/g (U.S. Average: $2.32/g) October 9, 2014: $3.08/g (U.S. Average: $3.24/g) October 9, 2013: $3.08/g (U.S. Average: $3.34/g) Neighboring areas and their current gas prices: Midland Odessa- $3.30/g, down 5.9 cents per gallon from last week's $3.36/g. San Antonio- $3.04/g, down 18.2 cents per gallon from last week's $3.22/g. Austin- $3.13/g, down 17.0 cents per gallon from last week's $3.30/g. "At long last, the decline in gas prices that we've been waiting to see has arrived, and the locomotive of falling prices has only recently started on a downhill, gaining momentum. However, some new caution signs have emerged with the recent attacks on Israel, potentially destabilizing a sensitive region. I'm hopeful the violence won't spread, limiting the impact to these falling gas prices. Even with oil prices rising as a reaction to the attacks, I remain optimistic the national average could decline another 25-45 cents by late November, with prices falling potentially nearly triple that in California," said Patrick De Haan, head of petroleum analysis at GasBuddy. "Even the price of diesel has seen downward pressure with oil prices plummeting last week on fears that the Fed will be forced to continue raising rates, eating into demand growth, leading a barrel of crude to drop into the mid-$80s, but we remain concerned about a potentially destabilized Middle East and the potential impact to oil prices should the region see violence escalate." by MCN contributing writer, Ruben Borjas Jr The mild weather couldn’t have been better, as citizens from Montgomery County and those from every direction afar, gathered this past Sunday at the Montgomery County Veterans Memorial Park (MCVMP) in Conroe. They were there to pay tribute to the six aircrew personnel of the B17 Texas Raiders and the P63 King Cobra, who all flew under the banner of the Commemorative Air Force (CAF); and tragically perished in a mid-air collision at an air show in Dallas last November. Judge Jimmie Edwards III, the Chairman of the Montgomery County Ve t e r a n s M e m o r i a l Commission (MCVMC), welcomed the families of the lost men, as well as members of the CAF, before the unveiling of a new memorial dedicated to the airmen. He also recognized Tony Gullo, Sr., and the Gullo Family for underwriting the B-17 Memorial Project, of which the MCVMC, and the people of Montgomery County, as well as those from the CAF are so grateful. The ceremony today centered around recognizing and remembering B-17 Raiders, Command Pilot Len Root, and Second in
Command, Terry Barker; both pilots were from K e l l e r, Te x a s . F l i g h t Engineer, Curt Rowe, from Hilliard, Ohio; Loadmaster Kevin Michels, from Austin; Loadmaster, Dan Ragan, from Dallas; and P63 Pilot, Curt Hutain, from Montgomery, Texas. Derr, who is the lead pilot of the CAFs Tora, Tora, Tora, living history lesson exhibition, spoke about P63 pilot Craig Hutain, from Montgomery. “He was a long time Tora member, and a key member of our organization,” relayed D e r r. “ A s w e l l a s a dedicated pilot flying United 777s to all parts of The World.” Hutain flew over a dozen CAF events per year in all manners of WWII aircraft. He was the only member lost from Montgomery County, and flew planes out of Tomball and Conroe. “We are here today to dedicate this new monument,” said Wing Leader, John Cotter, of the CAFs Gulf Coast Wing. “But we are also here to remember our six crew members we lost last November.” Cotter noted his lost team members’ contribution and dedication to the CAF, as well as their influence, inspiration and

September Market Review A weekly column by Kent Pendleton
Throughout the run of the Federal Reserve’s (Fed) inflation-fighting, rate-raising program, the equity market has shown uncommon enthusiasm supported by a growing economy, a strong labor market and healthy consumer spending. Contrary to the expected way of these things, inflation continued to cool even as the economy and the markets remained hot. September may have
been a turning point, leading us toward an economic slowdown. Inflation remains persistently higher than the Fed’s 2% target. While the Fed declined to raise interest rates at its September meeting, it left the door open for another increase by the end of the year. A potential government shutdown, softer consumer confidence, a slowdown in home sales and home starts, higher oil prices, persistent inflation and the Fed’s message that the fed fund’s rate will be higher for longer combined to bring the S&P 500 down 4.87% for the month.
On the whole, September saw hopes for a “soft landing” – a corrective to inflation without a recessionary side effect – challenged, pulling air out of the equity market. Though the economy and labor market remained strong in the third quarter, data continues to suggest a mild recession in the first half of 2024. We e x p e c t v o l a t i l e conditions to continue into the fourth quarter, but our overall outlook remains positive. As long-term investors, down markets present us with opportunities to acquire high-quality assets.

Buying a home to build equity, provide security, and accumulate generational wealth? Yes, please! Letting lifestyle creep (and too many streaming subscriptions) erode your financial cushion and derail your path to homeownership? That’s going to be a hard pass. Fact is, some homeownership costs are non-negotiable – mortgage, property taxes, and insurance. But there are also home expenses that are completely unnecessary — ones that can be mitigated, managed, and minimized. Here are 3 ways to help you steer clear of frivolous expenditures. 1) Pick your neighborhood wisely. Not all corners of town treat your wallet the same.

society in whatever career role we wish to pursue. School choice, not surprisingly almost has a supermajority of support, as noted from a 2022 Real Clear Politics Poll, of which the least supportive voting block, Independents, still chose it in favor by 67%. Inner city schools, the bane of education for students in struggling blue cities, where in Washington D.C., President Barack Obama killed the ‘Opportunity Scholarship Program’ twice; which was a federally funded private school voucher program. Inner city parents who had their hopes up of their students receiving a proper education outside of failing D.C. Public Schools were heartbroken. Of course, where did President Obama send his daughters to learn? The exclusive Sidwell Friends School, the most sought after private entity of its kind in the city. Rules for thee, and not for me (Dems think that way you know). Given that, Texas test scores, as revealed by the National Assessment of Educational Progress, or NAEP (the nation’s report card), noted some elementary grades on average lack proficiency in math, now more so since 2003. For Texas School districts, an
industry that essentially has a monopoly on the education market, maybe it might be an opportunity for Texas parents to have a choice in where their students are educated. We constantly see stories of Texas independent school districts struggling with staff fatigue, overcrowding, the lack of bus drivers, and discontent over their leadership. And what you get is a lack of expectations on student academic performance by parents, teachers, staff, and administrators. I mean, when you’ve cornered the education market, your product doesn’t have to be the best out there. And it’s not. School choice would be the answer to lessening those issues. Families that send their children to private school now sacrifice the little things in life, like shortened vacations, less dining out, etc.; but it's worth it to those parents for their kids’ education in the long run. Of course, for most families, the road to private high schools is a much steeper climb, and increased tuition costs and the lack of available area schools, forces them back to public schools. Sadly, Texas public education test scores surprisingly compare
Democrat California and New York. The NAEP has reported a supermajority of Texas 8th graders are not proficient in reading and math. And even our own state assessors rate that 60% of students are unable to do math, nor can 50% read at grade level. Now if you ask me, our state’s numbers are a pus filled blister that has burst, and it is a complete mess. School district administrators will argue that if school choice is implemented that schools will lose funding. They will say that public schools must accept all students, and monies will be funneled to charter or private schools, leaving them more ineffective. Well, a good many school districts are already ineffective due to the same student overcrowding, teacher burnout, top heavy administration, and complacency. Then when you add property taxes into the mix, which thankfully will be less this year, but how long can that hold? Then you get a situation that isn’t sustainable. Studies have indicated that in states where school choice has been implemented, most students remain in their local schools. States such as in Florida, and Indiana, their performance of their lowincome students has vastly
improved. Local public schools have had to compete in the marketplace of improving student performance. And SHAZAM!!! Competition in a formally monopolized industry is not so bad. School districts no longer complain of overcrowding, teachers can teach more effectively, and administrations are less top-heavy (not having Assistant Superintendents to this or that, with some administrators now having opportunities to start their own charter or private schools). No one wants to see failing public schools. No one wants to see public schools disappear. That’s not the goal of school choice. Competition is always good. It forces complacent monopolies of public education to increase student expectations, and perhaps even teach students to critically think. That’s the gold mine of school choice. Think of it this way. If public schools were already good with student outcomes, then no students, and especially their parents, would be clamoring for school choice. There would be no need for change. When you get too big for your britches, perhaps it's time to lose some weight.
Creighton Statement on S.B. 2, Historic New Funds for Texas Education Austin, Texas– Today, Senator Brandon Creighton (R-Conroe) filed key legislation to fund, support and bolster education for the future of Texas. “The future of Texas begins in the classroom, and it is incumbent on lawmakers to unleash the potential of education for the 6 million students we serve. This package of legislation infuses historic new funds into public schools, raises the basic allotment and provides immediate across the board raises for Texas educators. Senate Bill 2, goes hand in hand with Senate Bill 1, t h e Te x a s E d u c a t i o n Freedom Act– legislation that empowers Texas families with school choice. Senate Bill 1 will be filed later today. Both bills are consistent with what I passed during the regular session, and set Texas on a path for continued prosperity and a strong economy for future
generations. I had hoped to get these priorities across the finish line in the regular session, but the most recent state budget projection opens up an unprecedented opportunity to invest an additional $1.2 billion into our Texas students and educators than what was approved in the state budget passed in May. I look forward to working with my colleagues to advance this legislation and unleash the potential of Texas education.” Senate Bill 2 S.B. 2 provides $5.2 billion for Texas public schools. By increasing the basic allotment, providing across the board teachers raises and infusing $317 million into the teacher incentive allotment, S.B. 2 is the most significant investment in public education in Texas history. This investment will support and retain the
state’s excellent teachers and bring additional resources to school children across the state. The almost $1 billion increase to the basic allotment imparts funds directly to school districts, providing full discretion of how to disburse state dollars. This is a significant shift that removes the requirement that 30% of basic allotment funds be spent on teacher salaries, and a result of the state’s commitment to increasing compensation for Texas educators. Most notably, this legislation appropriates an additional billion over the proposals considered during the 88th regular session. The legislature is appropriating funds to ensure Texas educators receive a much-deserved raise this school year by allocating $3,000 as retention bonuses. Every public school teacher in the state will receive this
additional compensation. Teachers in small and midsize districts will receive an additional $7000, to retain talent and create a level playing field across the state. Key Provisions: $400,000,000 increased school safety funding (doubling the per student and per-campus funds passed in HB 3 (88R) $975,000,000 investment in Basic Allotment Increases $ 3.8 billion specifically for across the board raises for Texas teachers * $3,000 across the board pay raises * $7,000 raise for teachers in small-midsize districts (small - midsize districts have enrollment under 5,000 students, and make up 82% of school districts throughout the state) * $317,500,000 Teacher Incentive Allotment Acceleration and Grants

By Cheryl Conley, Lake Creek Nature Preserve Board of Directors
Yep, it’s that time of year. White-tailed bucks are checking out the girls. They aren’t very particular, however, and certainly aren’t faithful to only one doe. Bucks mate with a number of does and there’s
only a small percentage of males that mate with most of the females. Generally speaking, a doe will give birth for the first time at about two years old. White-tailed does go into heat multiple
times during the breeding season and the heat period lasts 24 hours. If the doe doesn’t conceive during a heat period, she’ll go into another heat period 28 days later. Once pregnant, the gestation period is about 200 days and she won’t show any signs of pregnancy until the third trimester. Her belly will be enlarged, she cleans her fur frequently and she appears to be on high alert. It’s not uncommon to see several does traveling together in groups for safety. Once it’s time to give birth, Mom will look for an area of tall grass or an area with heavy vegetation so the fawn will be well hidden. Most does give birth to twins but they can give birth to 1, 2. 3 or
even 4 fawns. The birthing process is similar to many other mammals. The doe will lie on her side and once the baby is partially out, she will stand up. Once the baby is completely out, it will have the first feeding. She cleans the baby which removes any traces of her scent. This leaves the baby nearly scentless which protects it from predators. The baby can usually stand within 20 minutes of birth at which time Mom will move it to another vegetated area. For the first few weeks, the baby is fragile and it’s difficult to keep up with the mom so it doesn’t even try. I don’t know how she does it but somehow Mom “tells” the babies to stay put until she gets back. She then heads out to forage. She can be gone for several hours and will occasionally go back to nurse if the coast is clear. This is when people with good intentions “kidnap” fawns thinking they are helping them. The best thing to do if you find a fawn is to observe from a distance. In the majority of cases, the mom will return to her baby. If a fawn should stray from the spot where the mom “parked” it, the fawn is innately trained to go back to the spot where the doe last left it. At about a month of
age, the fawn is strong enough to run and keep up with Mom. They are still considered fawns until they’re a year old and then they are referred to as yearlings. Fawns and yearlings are at the greatest risk from predators and the mortality rate is about 40%. During the second year of life, the males will be driven off by the mother prior to mating season to avoid inbreeding. Females
will leave after 2 years or they may choose to stay around and form a family group. I’m fortunate to live on an acreage in the ‘burbs where there are numerous deer. Every spring I look forward to seeing the fawns and watching them run as fast as their little legs will carry them trying to keep up with Mom. Simply adorable.

Insurance Company, and frequented Jack Ruby's ‘Carousel Club’, in Dallas. Larry witnessed President John F. Kennedy as he passed by his building in the parade before he was assassinated. Drafted in 1966, Coleman went to Basic Training at Fort Polk, Louisiana, then was sent to Fort Sill, where he attended Artillery School. Proudly claiming he was ‘a lover and not a fighter,’ Larry was stationed in West Germany, where he was a unit clerk with his field artillery battery at McKee Barracks in Crailsheim. Sadly, his typing ability did not stop him from some guard duty on the East German border, but he had plenty of leisure
time traveling to Scandinavia and Switzerland. Larry met his New York wife, Janice, under the Eiffel Tour, where he said, “I think I’ll marry you.” They were married after he was discharged from service. Larry had a career in construction and window installation. Sadly, Janice passed away last year. Today, Larry keeps busy with his morning coffee group at Whataburger. He attends the Lone Star Honor Flight Group breakfast club on Wednesdays. He resides in Walden, with his daughter and her family, and his dog, Pepper. Good Luck Larry, and congratulations on being MCNs ‘Veterans of the Week’.
