Congratulations to Weekly Gas Prices the Richards ISD Lady Panthers
(October 11, 2021) - Texas gas prices have risen 6.8 cents per gallon in the past week, a v e r a g i n g $ 2 . 9 0 / g t o d a y, according to GasBuddy's daily survey of 13,114 stations in Texas. Gas prices in Texas are 8.3 cents per gallon higher than a month ago and stand $1.04/g higher than a year ago. According to GasBuddy price reports, the cheapest station in Texas is priced at $2.59/g today while the most expensive is $3.60/g, a difference of $1.01/g. The lowest price in the state today is $2.59/g while the highest is $3.60/g, a difference of $1.01/g. The national average price of gasoline has risen 5.2 cents per gallon in the last week, averaging $3.25/g today. The national average is up 7.5 cents per gallon from a month ago and stands $1.08/g higher than a year ago. Neighboring areas and their current gas prices: Midland Odessa- $3.00/g, up 2.4 cents per gallon from last week's $2.98/g. San Antonio- $2.81/g, up 7.6 cents per gallon from last week's $2.73/g. Austin- $2.85/g, up 6.4 cents per gallon from last week's $2.79/g. "Last week saw oil prices advance to their highest in seven years, with a barrel of West Texas Intermediate crude oil surpassing the critical $80 per barrel level. The nation's gas prices were also pushed to their highest since 2014, all on OPEC's decision not to raise production more than it already agreed to in July," said Patrick De Haan, head of petroleum analysis for GasBuddy. "The OPEC decision caused an immediate reaction in oil prices, and amidst what is turning into a global energy crunch, motorists are now spending over $400 million more on gasoline every single day than they were just a year ago. The problems continue to relate to a surge in demand as the global economy recovers, combined with deep cuts to production from early in the pandemic. If Americans can’t slow their appetite for fuels, we've got no place for prices to go but up." Houston, Texas The Houston Texans were back in town from the beating at the hands of Buffalo, so the team were out to prove that they were a viable NFL franchise pitted against the New England Patriots. Would it be possible for the Texans to shake off such a humiliating loss? Texans’ quarterback Davis Mills started his third game for the team and showed signs of improvement. He played the first half with poise as he led the team down the field on the first two series for scores. It was exciting to see the team come together as Mills engineered an eighteen (18) play seventy-nine (79) yard drive to score on their first possession. He capped off the drive with an eleven (11) yard toss to receiver Auclair. Suggestions for Mindful Eating: Fall Soups Food for Thought Diana Anderson

My favorite part of fall is t h e w a r m a n d c o z y, comforting and hearty fall soups. I could literally eat soup all day every day this time of year. Today I am sharing my top 5 warm and cozy fall soup recipes, ranging from smooth and creamy soup, hearty and meaty soup, noodle soup and ramen and so much more. There are lots of vegetarian, vegan, and gluten-free options to choose from as well. 1. Butternut Squash Soup This soup captures the taste of the fall in one spoon. Rosemary, sage and thyme, need I say more? Serve this with a salad and/or bread. I guess that's true for all soups making it perfect for a light dinner which is how we should eat – heavier during the day and lighter in the evening. This soup was first published as a post in 2015 and has become the most popular soup recipe that has been pinned on Pinterest ever, and for good reason. It is packed with butternut squash, gets some sweetness from the carrots, and it's got a bite from the cayenne powder. It's just all-around comfort food... without the guilt. That's right, this soup is super healthy. It's vegan, gluten-free and whole 30 compliant. Which also means that there is no cream, no milk, no butter! Yet this soup has a very creamy and smooth texture from the butternut squash. You really can't get any healthier than that. Note that you can frequently buy the squash already peeled and chopped in supermarkets and Costco. INGREDIENTS * 1 large butternut squash * 2 carrots * 3 stalks of celery * 1 large onion * 5 cloves of garlic * 6 sage leaves * 6 sprigs of thyme * 1 sprig of rosemary * ¼ teaspoon cayenne red pepper powder (or less, if you do not want a little kick) * salt and pepper, to taste * 2 tablespoons olive oil * 3 + ½ cups vegetable stock INSTRUCTIONS 1. Preheat the oven to 350 F. 2. Peel, pit and chop the butternut squash into 1-inch squares. Add to a large roasting pan. 3. Chop the carrots, celery and onions in big chunks and add to the pan. Peel the garlic and add cloves whole or halved. 4. Add the herbs (easier to puree later if stems are removed), red pepper powder, salt and pepper. Add olive oil and toss to coat. 5. Roast for 1 hour until veggies are soft and tender (check the carrots in particular). If veggies are not
soft, cook for another 15 minutes. 6. Transfer cooked vegetables to food processor (or blender) with 1 cup of vegetable stock and puree until smooth and creamy, or until desired consistency is reached. You may need to do this in a couple batches. Note: If stems are still on the herbs, remove before pureeing as they do not process very well (particularly the thyme) 7. Pour mixture into a large saucepan. Add the remaining vegetable stock and stir well. Simmer on low for 10 minutes. If the consistency of the soup is too thick, just thin it out with some water until you reach your desired consistency. 8. Garnish with additional fresh herbs (optional) and serve! 2. Lemon Chicken Orzo Smooth, hearty and light, one pot lemon chicken orzo soup is pure comfort in a bowl. This family favorite is like chicken noodle soup with a major upgrade. Orzo is a tiny, quickcooking rice-shaped pasta that can be thrown into so m a n y r e c i p e s . Yo u c a n substitute rice for a gluten free version. As a time saver you can use a rotisserie chicken for this soup INGREDIENTS * 2 tablespoons butter (or olive oil) * 1 medium onion, chopped finely * 3 cloves garlic, minced * 2 sticks celery, diced * 2 medium carrots, diced * 5 cups chicken stock * 2 large chicken breasts (about ? lb. total), boneless and skinless * ½ teaspoon Italian seasoning * ½ cup dry orzo pasta (uncooked) * 4 tablespoons lemon juice (approximately juice of 1 lemon) * 2 tablespoons fresh parsley, chopped * 2 tablespoons fresh dill, chopped * Salt and pepper to taste INSTRUCTION'S 1. Melt butter in a medium pot over medium heat. Add onions and garlic and sauté until onions are soft and translucent, about 3-4 minutes. Add in celery and carrots and continue to sauté for another 3 minutes, stirring often. 2. Add stock, chicken, and Italian seasoning. Bring to a boil on high heat, then cover, reduce heat to low, and simmer for 20 minutes. 3. Remove chicken from pot and add orzo. Cook uncovered on medium high until the orzo is cooked through (about 10 more minutes), stirring occasionally. Meanwhile shred the chicken with a fork and then place back into the pot, while the orzo is still cooking. 4. Once orzo is cooked, stir in lemon juice, parsley, and dill. Season with salt and pepper, to taste. 5. Serve immediately with some extra lemon wedges and fresh herbs. 3. Creamy Tortellini Soup with Sausage
Hearty and creamy tortellini soup with sausage is total comfort food in a bowl. This flavorful tomato-based soup is packed with tortellini, Italian sausage, spinach and kale, for a wholesome one pot meal. The best part? You can make it in under 30 minutes, from prep to table, AND you can freeze leftovers for a rainy day. It's the perfect cozy lunch or dinner all fall and winter season long. INGREDIENTS * ½ lb. Italian sausage * ½ cup onion, finely chopped * 1 tablespoon garlic, minced * 1 teaspoon salt * 1 teaspoon ground black pepper * 1 tablespoon all-purpose flour * 3 cups (24 oz.) tomato sauce * 1 package (9 oz.) cheese tortellini ½ cup heavy cream (or half and half cream) * 1 cup baby spinach * ½ cup kale, stems removed and chopped * 1 tablespoon fresh parsley, finely chopped (for garnish) INSTRUCTIONS 1. Heat oil in a Dutch oven or large pot for 2 minutes over medium high heat until the hot oil sizzles and shimmers. Add sausage and stir to cook for 57 minutes until browned. Break the sausages into small pieces using a spatula. 2. Add onions and garlic and sauté until tender. Stir well to combine and season with salt and pepper. 3. Stir in flour until well combined, about 1 minute. Then, pour in tomato sauce. Turn the heat down to medium and stir well to combine. Bring the sauce to a simmer. Turn to low heat and let it simmer for 5 minutes. 4. Add tortellini and cook until tender, about 8-10 mins according to package directions. Stir occasionally to cook evenly. 5. Add heavy cream and stir well to mix. Make sure the heat is on low and stir well to achieve a smooth creamy consistency. You should notice the soup turn into a creamy orange color after adding heavy cream. Add in spinach and kale. Cook for 1 minute until soft. 6. Garnish with a sprinkle of fresh parsley on top and serve warm. Vegetarian Mushroom Barley Soup Wholesome and hearty vegetarian mushroom barley soup is the coziest soup you can make all season. It's h e a l t h y, f i l l i n g , a n d s o delicious, packed with pearl b a r l e y, m u s h r o o m s a n d carrots. Plus, this one pot meal is super easy to make with just 10 minutes of prep on the stove top or in a slow cooker. You can also make it a few days ahead of time or freeze it for a rainy day. INGREDIENTS * 2 tablespoons vegetable oil * 1 cup onion, chopped (about 1 medium onion) * 1 teaspoon garlic, minced * 1 cup carrots, thinly sliced * 2 cups brown
mushrooms, thinly sliced * 1 cup barley * 5 to 6 cups water * 1 + ½ tablespoons vegetable stock powder (or chicken stock powder) * 2 teaspoons salt, or to taste * 1 teaspoon ground black pepper, or to taste * 1 teaspoon fresh parsley, finely chopped (for garnish) INSTRUCTIONS 1. Heat oil in a large pot or Dutch oven over medium high heat for 2 minutes until the hot oil sizzles and shimmers. Add onion, garlic and carrots. Sauté until fragrant and onion is soft and tender, about 4 minutes. 2. Add mushrooms and continue to sauté for about 3 minutes. You should notice the mushrooms start to brown a little. 3. Stovetop Instructions: Add barley and water (add enough water to cover 4 inches above the ingredients in the pot, about 5-6 cups). Season the soup with vegetable stock powder, salt and pepper and bring it to a boil, stirring occasionally to prevent the barley from sticking to the bottom of the pot. Turn the heat down to low and cover. Simmer for 1 hour until the barley is soft and tripled in size. The barley should be soft but still chewy. 4. Slow Cooker Instructions: Transfer sautéed vegetables to the bottom of the slow cooker. Add in water, b a r l e y, a n d s e a s o n i n g (vegetable stock powder, salt and pepper). Cover and cook on low for 6-7 hours. 5. Serve in a bowl and garnish with parsley. Creamy Ham and Potato Soup Creamy ham and potato soup is hearty, filling, and so flavorful. This warm and cozy one pot meal is packed with delicious ham, creamy potatoes, and sweet corn, and served with some crispy bacon on top. It's the easiest weeknight meal to make in just 25 minutes. Plus, it's freezer-friendly so make a big batch ahead of time and freeze any leftovers for another day. So easy. This is great for leftover ham, but you can also go to the deli counter and ask for one half inch slices to approximate 11/2 cups. INGREDIENTS * 4 strips of bacon * ½ cup onion, finely chopped * 4 medium potatoes, peeled and diced (about 3 cups) * 3 tablespoons allpurpose flour * 4 cups chicken broth
(or 2 tablespoons chicken bouillon powder + 4 cups water) * 1 + ½ cups cooked ham, cut into ½-inch cubes * 1 cup frozen corn * ½ cup heavy cream * ½ teaspoon ground black pepper * salt (to taste) * 1 teaspoon fresh parsley, finely chopped INSTRUCTIONS 1. Sauté bacon in a large stockpot or Dutch oven over medium high heat (no cooking oil needed) until crisp, about 3-4 minutes. Set the bacon aside on a plate. 2. Add onion and potatoes and sauté for 1-2 minutes until fragrant. Stir in flour and mix well to combine until flour is fully incorporated. Stir in chicken broth and mix until the soup is smooth and uniform. Bring the soup to a boil over medium high heat.
Cover and let it continue to boil for 10-15 minutes until potatoes are fork tender (if you can easily insert a fork into the potatoes, then it is fork tender). 3. Mash half of the potatoes in the pot with a potato masher or blend with a handheld immersion blender. Mashing the potatoes help thicken the soup. 4. Stir in ham, corn, heavy cream and black pepper. Let the soup simmer over medium heat and whisk occasionally until thickened to a desired consistency, about 5 minutes. If the chowder gets too thick, add a little bit more water to dilute it. Add salt, to taste (I did not need to add any because the cooked ham and chicken broth contains sufficient sodium). 5. Serve warm in a bowl and top with crispy bacon and fresh parsley.

When You’re A Texan! – You Appear As A “Unique” Person To Whom You Meet! Walden Happenings By Doc Fennessy The opinions expressed in this editorial do not necessarily reflect those of MCN.
Please note, the last few articles were written by Doc prior to his passing. This is the last in the series and the last one written. Doc was PROUD TO BE A TEXAN! Folks, this is the 6th and final article in the series to introduce the newcomers moving into Texas. In essence folks, it is the message that, “ya’al better learn about Texas, and accept our way-of-life OR MOVEON!” When you’re a Texan you appear to other people to be a “unique” person that they want to talk to! If you’re from Texas, people that you meet ask you questions like, “Do you have any cows?” “Do you have horses?” “Bet you got a bunch of guns, eh?" Have you ever looked at a map of the world? Look at Texas with me just for a second. That picture, with the Panhandle and the Gulf Coast, and the Red River and the Rio Grande is as
much a part of you as anything ever will be. As soon as anyone anywhere in the world looks at it, they know what it is. It's Texas. Pick any kid off the street in Japan and draw him a picture of Texas in the dirt and he'll know what it is. What happens if I show you a picture of any other state? You might get it maybe after a second or two, but who else would? And even if you do, does it ever stir any feelings in you? It seems to me that in every man, woman and child on this planet, there is a person who wishes just once he could be a real live Texan. A recent, October 2019, massive survey by a California University indicated that 54% of the residents would rather move to Texas, and many of them have or are planning to. People want to get up on a horse, ride off in a golf cart or pickup truck out in the wide-open spaces! We believe that there is little bit of Texas in everyone. Hey guys, when you were ever in a bar, did you ever hear anyone yell, “Wow, are you from Iowa?” No, but you do if you are from Texas! “Did you?” “Cool, tell
me about it?” Do you know why? Because there's no place like Texas. Texas is the Alamo. Texas is 183 men standing in a church, facing thousands of Mexican nationals, fighting for freedom, who had the chance to walk out and save themselves, but stayed instead to fight and die for the cause of freedom. We send our kids to schools named William B. Travis and James Bowie and Davy Crockett and do you know why? Because those men saw a line in the sand and they decided to cross it and be heroes. John Wayne paid to do the movie “The Alamo” and paid millions of dollars to do it himself. That folks is the Spirit of Texas. Texas is Sam Houston capturing Santa Ana at San Jacinto. Texas is “Juneteenth” and Texas Independence Day. Texas is huge forests of Piney Woods like the Davy Crockett National Forest. Texas is breathtaking mountains in the Big Bend. Texas is the unparalleled beauty of bluebonnet fields in the Texas Hill Country. Texas is the beautiful, warm beaches of the Gulf
Lately, The Desire To Travel Plagues My Mind! Weekly Column by Doyle Driver doyledriver@yahoo.com I recall adolescent years, of reading books and deciding then-andthere, to someday travel, and explore God’s green earth. Each novel, or short story read, I found myself wishing to be deep a jungle, a desert or traveling the frozen tundra of Jack London’s, “Call of the Wild,” north! In my mind, there were no off limits in searching the corners of the universe. Making a new discovery, or improving the conditions of mankind was not t h e d r i v i n g force—curiosity about the places of which I’d read was the push that drove my imagination. Shortly after graduation, and turning eighteen, I enlisted in the Navy. And my travel adventures began! Japan was the first international country visited. My friend J. B. Ragland, and I took every opportunity to see as much of the land of the “Rising Sun,” as possible. Being so near the end of WWII, it was chilling to see the flag of our former enemy flying so freely throughout the country! We toured the Great Buddha in Kamakura; we explored every shrine within our budgets. My two tours of duty in Japan, only served to whet my appetite for more travel and adventure. Having bided my time for years in college, and with various stints in the oil and insurance industry, I landed a position as Product Manager for one of the larger drilling bit manufacturers’. My world travels, began in earnest! My first overseas journey took us to
another trek. My poem expounded on places I’d dreamed of as a youth, reading adventure books, short stories and novels. man, the Old San Antonio River Night Parade. Texas is ocean beaches, deserts, lakes and rivers, mountains and prairies and modern cities. If it isn't in Texas, you probably don't need it!!! No one does anything bigger or better than it's done in Texas. By federal law, Texas is the only state in the U.S. that can fly its flag at the same height as the United States flag. Think about that for a second. You fly the Stars and Stripes at 20 feet in Maryland, California or Maine and your state flag, whatever it is, goes at 17 feet. You fly the Stars and Stripes in front of Pine Tree High in Longview or anyplace else at 20 feet, the Lone Star flies at the same height - 20 feet. Do you know why? Because it is the only state that was a nation; The Republic of Texas before it became a
state. Also folks, being a Texan is as high as being an American down here. Our capitol is the only one in the country that is taller than the capitol building in Washington, D.C. and we can divide our state into five states at any time if we wanted to! We as Texans, included these things as part of the deal when we became a part of the United States of America. That's the best part, right there. Now folks, these past six (6) weeks should provide all ya’al newcomers to Texas with enough information about Texas in order to become proud of yourself and become one of us Texans; and if you are a REAL TEXAN you won't even need to be told to pass this on! And that folks is all!!

One hundred and eighty-six years ago this week, the Texas Revolution began at Gonzales. On October 2, 1835 fighting broke out at Gonzales between Mexican soldiers and Texas militiamen. When the Mexican military commander in Texas received word that the American colonists refused to surrender a small cannon that had been gifted to the settlement in 1831 as a defense against Indians, he dispatched a small contingent to retrieve

Bureau released their official count, the ideal number of Texans in each House district increased to 1 9 4 , 3 0 3 . Wi t h t h e s e changes in mind, the House Redistricting Committee held a public hearing this week and made some alterations to their map before voting it out of committee. It will come before the entire chamber early next week for a final vote. After it leaves the House, the Senate will have an opportunity to vote on those maps. 2 . T. L . L . Te m p l e Foundation launches medical school loan repayment program The T.L.L. Temple Foundation announced it has negotiated a grant agreement for a medical school loan repayment program in an effort to increase the number of East Texas health professionals. The program will be run in conjunction with the State Office of Rural H e a l t h a t t h e Te x a s Department of Agriculture. The funding amount of over $1 million is included for the first cohort of eight participants. The max award will be $30,000 per year for four years per participant. The program will be run by the State Office of Rural Health, which will administer the
application process, reporting, and tax compliance. Participants will be required to serve for at least one consecutive year at an approved eligible site to qualify for the loan repayment award. Those eligible sites include clinics, local mental health authorities, public health facilities, and other nonprofits in the 23 rural counties the T.L.L. Temple Foundation covers and have a primary focus of serving the underserved, including Medicaid, CHIP, Medicare, and other lowincome uninsured or under-insured populations. Applications are due to by 5 pm on November 30th and can be found online at https://form.jotform.com/ 211393847074157. 3. Tenth annual veteran statewide hiring event announced This week the Texas Workforce Commission announced its tenth annual Hiring Red, White, and You! event. This event focuses on connecting veterans, transitioning military members, and military spouses to employers across the state. In the ten years since its inception, this event has worked with over 18,000 employers, connected over 100,000 job seekers to meaningful employment
opportunities, and helped facilitate over 2,800 sameday hires. The statewide event will be on November 4 and have locations across the state. The Deep East Texas regional event will be in Lufkin at the Lufkin Memorial VFW Post 1836. The East Texas regional event will be in Longview at the Holiday Inn Longview - North Infinity Center.

Legacy planning that goes beyond finances can help us live with intention. Family lends us a strong sense of identity. So it makes sense that traditional legacy planning focuses on this area of our life and the financial resources we want to leave to our loved ones. However, the best legacy plans also focus on the here and now – how you have structured your life to make it clear to your family what your values are. The life lessons you have communicated to them. The traditions that will live on for generation after generation. Here are four ideas to help you live your legacy – starting right now. 1. Find work-life balance The struggle is real. Even wildly successful people – Garth Brooks, for example – have expressed regret about choosing work over spending time with their families. Brooks took a 14-year break from his music career to raise his children, telling People, “I knew their sweet faces and their dispositions. But I didn’t know who they were.” In the book “The Top Five Regrets of the Dying,” this regret occupies the number two
spot. If this resonates with you, consider ways to free up some quality time for your loved ones. Long commute? Maybe it’s time to move or try a bit of telecommuting. Weekends spent on chores? Try hiring a house cleaner or have groceries delivered. Research shows that spending money on timesaving services predicts greater happiness because it forces people to manage their time better. Also, being mindful about how you spend your time can set an example for others. 2. Plan for the unexpected About 48% of U.S. adults don’t have life insurance, according to a 2021 study conducted in part by the trade group LIMRA. This and other conventional estate planning concerns are part of living your legacy, knowing your preparation sets precedent for your loved ones. An estate plan is also your opportunity to make a deliberate choice about the future, rather than settling for whatever may come. For example, you can use it as a learning tool for money management, structuring a trust that specifies exactly how an inheritance should be used, whether for retirement, education or some other purpose. When you create such a plan, it allows your voice – and your values – to be heard. 3. Communicate your vision with an ethical will Think of this as a family
love letter, passing on your personal lessons and your vision for the family’s future – either shared now, or as part of your memorial. “Putting together an ethical will early on helps you live life with more intention,” says Barry Baines, author of “Ethical Wills: Putting Your Values on Paper.” This document can also add context to your legal will, potentially preventing conflict among heirs, which lawyers and advisors say is a growing problem. Disputes over inheritance are happening “way more in the last few years than in the decades before,” Bernard Krooks, an estate lawyer in New York, told Kiplinger. 4. Express your feelings and values This is another area that can trigger regret if neglected. You can do this with words: “I love you” or “I’m proud of you.” Or you can do it with your resources, setting aside money for education in a 529 plan or making family memories in a vacation home. Most parents say saving for college is particularly important, but a 2018 survey from Student Loan Hero reveals that 44% wish they had saved more. Live life with intention, not regrets. Have you ever been stalled on the highway and someone stopped to help? That could have been God or an angel who helped you out of a bad situation. Either way, God is able to protect us. Listen to what David
sings in this Psalm: “I will lift up my eyes to the mountains; from where shall my help come? My help comes from the LORD who made heaven and earth. He will not allow your foot to slip; He who keeps you will not slumber. Behold, He who keeps Israel will neither slumber nor sleep.” Psalm 121: 1-4. And there’s more: “The LORD will protect you from all evil; He will keep your soul. The LORD will guard your going out and your coming in from this time forth and forever.” Psalm 121: 7-8.

This is how I see the “Trinity”: God is our Father; Jesus is our Redeemer and Friend, as He was to His disciples here on earth; and the Holy Spirit is our “Helper” as told to us in this scripture where Jesus explains to His disciples: “I will ask the Father; and He will give you another Helper; that He may be with you forever; that is the Spirit of truth, whom the world cannot receive, because it does not see Him or know Him, but you know Him because He abides with you and will be in you.” John 14: 16-17. So as we live this
life, God has made it possible for us to have those three “Helpers” which we can call on in times of need. However, that’s not all. We also have heavenly angels that are assigned to be with us. Let’s look at Daniel. He had prayed for God to answer an important prayer of his. He then waited for the answer for 21 days. I’ll put only a small part of what was said, but you may want to read the whole story of Daniel: “Then he (the angel) said to me, ‘Do not be afraid, Daniel, for from the first day that you set your heart…on

humbling yourself before God, your words were heard,…and I have come in response to your words. But the prince of the kingdom of Persia was withstanding me for twenty-one days; then behold, Michael, one of the chief princes, came to help me, for I had been left there with the kings of Persia.” Daniel 10: 12 – 13. So we see that even in Biblical times, as well as these times, God is able to send helpers to us from His heavenly realm to keep us alive and well until it’s our time to be with Him in heaven. God’s love and help for
us is readily available when we pray and ask for it. But as Daniel found out, there are principalities over us that want to keep us from receiving the help we need to win over satan’s hold over this earth. This pandemic was not started by the Lord, as some may believe. We have an enemy to fight off in our spiritual battles. I will say more about that in my next devotional. In other words…to be continued! Be strong; be alert; pray; read His Word, and worship His Majesty.

NOTICE OF RATE CHANGE REQUEST On October 5, 2021, Entergy Texas, Inc. (“ETI”) filed an application to amend its Transmission Cost Recovery Factor (“TCRF”) with the Public Utility Commission of Texas (“Commission” or “PUC”). The application was assigned PUC Docket No. 52624. The proposed TCRF is requested in accordance with the Public Utility Regulatory Act § 36.209 and 16 TAC § 25.239. A TCRF allows a utility to recover its reasonable and necessary costs that have occurred since the end of the test year in the utility's last base rate case for transmission infrastructure improvement and changes in wholesale transmission charges to the electric utility under a tariff approved by a federal regulatory authority. In its requested amendment, ETI is seeking recovery of costs for transmission capital investments it incurred from September 1, 2020 through July 31, 2021. ETI also seeks to recover approved transmission charges that are not otherwise being recovered through rates. The proposed TCRF as amended would result in total TCRF retail revenues of approximately $66.1 million, which is $15.1 million in incremental annual TCRF revenue beyond ETI's currently effective TCRF. This $15.1 million amount would be a 1.57% increase in ETI's annualized non-fuel revenue requirement as compared to revenues approved in Docket No. 48371, ETI's most recent base rate case, and a 1.01% increase in ETI's overall annualized revenue requirement including fuel costs as compared to such revenues. Community Montgomery County Republican Women Welcome Judge Wayne Mack As Their Speaker During the recent meeting of the Montgomery County Republican Women (MCRW), Alice Melancon, President and Suzanne Adams, Vice President were happy to welcome Judge Wayne Mack as their speaker. Judge Wayne L. Mack has had a distinguished 30year career of public service in Montgomery County government. Beginning as a custodian working the night shift for the Montgomery County B u i l d i n g Maintenance, cleaning the court house in Conroe. After graduating from the Lone Star College Police Academy, Mack began his 15-year Law Enforcement career working as a reserve
Captain at the PCT. 1 Constables office and as a Reserve Sergeant at the Conroe Police Department, and served as M.A.P. Deputy with the Constable PCT. 2 Office. In 2014, Judge Mack was elected to serve as the Justice of the Peace for Justice Court One. In his offices in Willis and Montgomery, Judge Mack started the Justice Court chaplaincy Program that includes over 60 members of all faiths across Montgomery County. The chaplains assist Law Enforcement in times of crisis and tragedy to help families start the process of grieving and healing. In addition to his role as Justice of the Peace, Judge Mack has served on
15 non-profit Boards in Montgomery County. He formed and leads 250 volunteers within the Montgomery County Behavioral Health and Suicide Prevention Task Force, and he teaches mental health classes for the American Foundation of Suicide Prevention and presented a very informative program on Suicide Prevention when he spoke to the MCRW. Judge Mack was recently named “Justice of the Peace of 2020” by the Justice of the Peace and Constable Association of Texas. Evelyn Miller and Sherry Lockley Severed as Docents at the Fernland Historical Park 10th Anniversary Saturday, September 25, 2021, Evelyn Miller and Sherry Lockley, members of UDC Rebel Joan of Arc, severed as Docents at the Fernland Historical Park 10th Anniversary celebration of the park’s dedication. The Park is located at 770 Clepper, in downtown Montgomery. Fernland is a unique hands-on educational park that features examples of early Texas architecture along with samples of early Texans’ life. As Docents, Evelyn and Sherry provided visitors with valuable information regarding one of the oldest houses in Montgomery, The Arnold-Simonton House. Dr. EJ Arnold moved to Texas with his wife Rhoda A. Warner during the mid-1830s. They built their home in 1845 in the Greek-revival style structure. The house
contains many historical artifacts, with interesting stories. The Arnold-Simonton home was recorded as a Texas Historic Landmark in 1964 and entered in the National Register of Historic Places in 1979. Interacting with the many children visiting the park brought smiles and a happy heart to all the volunteers, however, there was one visitor that touched our spirits more than others. Late in the afternoon a gentleman and his wife came to the house. He was excited and proud to tell us he had learned only a few weeks ago that he is a direct descendant of Dr. Charles B. Stewart. (Many believe Dr. Stewart was either the designer of our State flag or he drew the image used by the Third Congress when enacting the legislation adopting the
flag.) We brought him to the area of the house dedicated to Dr. Stewart and explained the had m i s s e d M r. a n d M r s . Spackey’s first-person reenactment of Dr. and Mrs. Stewart by only one hour. Mrs. Spackey is also a direct decedent of Dr. Stewart. You guessed it; they are cousins!!!! He had no idea he had any relatives in the area. Fortunately, she had left many pictures and items on display for him to review. As he walked around the area, his eyes filled with tears, and he stood a little taller as he learned more about his ancestors and the important role they played in the great State of Texas. Fernland Historical Park is well worth the trip. Who knows, you may learn something about your ancestors.

The meeting was a perfect time to get to know each other and learn information about their D RT a n c e s t o r s . P a s t Historian Paula Dossett thanked Shelly Lane for her outstanding service as president for six years and presented her with a copy of the digital scrapbook from her last term.
