Texas Community Help Expo set Weekly for November 12 in Conroe Gas Prices (October 26, 2020) Te x a s g a s p r i c e s a r e unchanged in the past week, averaging $1.85/g t o d a y, a c c o r d i n g t o GasBuddy's daily survey of 13,114 stations. Gas prices in Texas are 1.3 cents per gallon lower than a month ago and stand 42.1 cents per gallon lower than a year ago. According to GasBuddy price reports, the cheapest station in Texas is priced at $1.47/g today while the most expensive is $2.69/g, a difference of $1.22/g. The lowest price in the state today is $1.47/g while the highest is $2.69/g, a difference of $1.22/g. The national average price of gasoline is unchanged in the last week, averaging $2.14/g t o d a y. T h e n a t i o n a l average is down 4.2 cents per gallon from a month ago and stands 45.5 cents per gallon lower than a year ago. Neighboring areas and their current gas prices: Midland Odessa$1.98/g, up 1.7 cents per gallon from last week's $1.96/g. San Antonio- $1.77/g, down 3.0 cents per gallon from last week's $1.80/g. Austin- $1.80/g, down 3.0 cents per gallon from last week's $1.83/g. “Gas price trends continue to be typical for this time of year, easing slightly in most places as demand continues its slow seasonal drop, with potential enhancement from the recent surge in new coronavirus cases," said Patrick De Haan, head of petroleum analysis for GasBuddy. "More stations are falling back under $2 per gallon, in fact the highest amount of stations since May are now under that level, and I do believe that trend will continue at least for now as improvement in the coronavirus situation remains elusive. There may be minor disruption in price and localized supply challenges as Tropical Storm Zeta again takes aim for the Gulf Coast, but like we've seen with Laura, Sally and Delta, these issues have been very minor compared to a normal year due to the reduction in our gasoline appetite." Photo: A community health expo focusing on mental behavioral health will take place Nov. 12 in Conroe. The expo is free and open to the public. It is presented by the Behavioral Health and Suicide Prevention, BHSP, Task Force of Montgomery County in collaboration with the Texas A&M AgriLife Extension Service. Financial support for the event is being provided through a grant from the Rebuild Texas Fund. “Good community health includes good mental health,” said Judge Wayne Mack, Justice of the Peace – Precinct 1, Montgomery County, who was instrumental in coordinating the
conference. “This expo will give residents of Montgomery County the opportunity to see the information and resources we have to help address the mental health challenges they or someone they know may be facing.” Expo agenda and objective Doors for the event open at 1 p.m. and presentations will be from 1:30-4:30 p.m. Attendance can be either in p er s o n o r v ir tu al. There are lots of mental health resources available, and we want to highlight what they are.” Carter noted that in addition to allowing the BHSP Task Force and AgriLife Extension to host this event, the grant from the Rebuild Texas Fund will also fund the presentation of Mental Health First Aid classes in all 41 counties affected by Hurricane Harvey. He died suddenly of a heart attack on the morning of Father’s Day in 1983 at the age of 44. “Buddy set an example of the importance of achieving a college education, according to Conroe ISD colleague Charlie Patterson. “He knew in order to live out his dream, which was to coach young people, a college education was a priority. Today he would be telling young people, you narrow your choices in life when you limit your education.” The Moorhead family established a scholarship for a graduating Conroe High School senior who participated in football and exemplified the “spirit” of the Conroe Tigers as the best way to memorialize him. The 2020 winner of this scholarship, Christian Pack, was Conroe High School’s Tiger Football Team quarterback for the 2018 and 2019 seasons and team captain for the 2019 season.

Suggestions For Mindful Eating: Multi (Slow) Cooker Coq au Vin Food for Thought Diana Anderson

Here, this traditional dish from Burgundy is prepared in a multi cooker, which allows you to brown the chicken and then cook it slowly in the same vessel until the meat is exceptionally tender. If using a slow cooker, you have the ability to cook at a low temperature for a long period of time resulting in tender meat but not the means to brown the chicken in the same dish. Just keep a separate vessel close to cook the bacon, brown the chicken and then to reheat the sauce at the end of cooking to thicken it. If you don’t use an electric cooker just stick to the traditional Dutch oven, covered, and do the slow cooking in an oven set to 250 degrees for 1-2 hours. Braising chicken in wine is an age-old tradition, and a method used all over France. You brown the meat, add liquid to the pot, be it water, wine or stock, and then set it over low heat for a lengthy s i m m e r. T h a t i n i t i a l browning creates the
foundation of the sauce, lending complex layers of flavor to the final dish. In a traditional coq au vin, which hails from the Burgundy region, wine is used both to tenderize what was traditionally a tough old rooster (a coq in French) and to imbue the meat with its heady flavor. When the bird is slowly simmered, often for hours and hours as the oldest recipes suggest, its sinewy flesh slackens, growing soft and aromatic, and easily yielding to the fork. As the simmering wine seasons the chicken, the chicken seasons the wine,helping transform it into a savory sauce. The wine, which reduces as it cooks, also takes on the other flavors in the pot, in t h i s c a s e b r a n d y, mushrooms, onions, bacon and herbs, along with the savory fond — that is, the caramelized bits on the bottom of the pan that you get from the initial browning of the chicken. The young, tender chickens of today cook more quickly than those earlier birds, but they are imbued with similar lusty flavors. There are variations of coq au vin all over France, each a celebration
of local wines both red and white. In Alsace, a dry Riesling is used, resulting in a lighter, brighter sauce that is often enriched with a little cream or crème fraîche stirred in at the end. The Jura and the Champagne regions also have their own recipes; cooks in the Jura sometimes substitute morels for the more common white or brown button mushrooms. In Beaujolais, the young dark purple nouveau wine gives that dish the name coq au violet. But Burgundy’s version, made with its local wine, is the best known across France and all over the world. No matter what kind of wine you pour into your pot, the method of simmering it with chicken or other meat is applicable across the kitchen. Case in point: Boeuf bourguignon, another French classic, is essentially coq au vin made with chunks of stewing beef instead of fowl. Mastering this one technique leads to many excellent dinners. Legend has it that J u l i u s C a e s a r himself introduced a version of coq au vin to France. As the commonly cited (and thoroughly
apocryphal) story goes, the Celtic Gauls sent a rooster to Caesar during the Roman occupation. Caesar had his cook stew it in herbs and Roman wine and then returned it to the Gauls. Whether or not this is true, the tradition of simmering poultry in wine does indeed date to ancient Rome, and perhaps even further back. Because the main ingredient of a coq au vin was historically a tough old rooster, it is very likely that the earliest versions were peasant fare. Recipes calling for rooster rarely graced the early tracts on French cooking in the 17th and 18th centuries, which documented food for the wealthy. It wasn’t until the more current substitution of tender chicken in the 19th century that the dish and all its variations entered the French canon. That the Burgundian version emerged as the most prominent in the United States is because of Julia Child, who championed the recipe as a s y m b o l o f t h e sophistication and verve of French country cooking.
* 5 fresh flat-leaf parsley sprigs, plus 2 Tbs. finely chopped parsley * 3 fresh thyme sprigs * 1 bay leaf * 6 oz. thick-cut bacon, cut into 1/2-inch dice * 3 1/4 lb. whole chicken legs and/or thighs * Kosher salt and freshly ground pepper, to taste * 1 lb. small button mushrooms * 11/2 cups frozen pearl onions * 1 Tbs. unsalted butter * 3 garlic cloves, minced * 2 Tbs. tomato paste * 2 Tbs. all-purpose flour * 1 3/4 cups chicken broth * 3/4 lb. carrots, peeled and cut into 2-inch pieces
Directions: In a large saucepan over high heat, boil the wine until reduced by half, about 15 minutes Preheat a multicooker on the brown/sauté setting to 350°F. Add the bacon and cook until crisp, about 10 minutes. Transfer to a paper towel-lined plate to drain. Discard all but 2 Tbs. of the fat from the insert. Season the chicken with salt and pepper. Ingredients: * 1 bottle (750ml) Pinot Increase the heat to 450°F. Noir Working in batches, brown * ¼ cup cognac
the chicken, turning once, 8 to 10 minutes per batch. Transfer to a plate. Discard all but 2 Tbs. of the fat from the insert. Add the mushrooms and cook, stirring occasionally, until they are beginning to brown, 6 to 8 minutes. Add the shallots and cook, stirring, for 2 minutes. Transfer to a bowl. Melt the butter in the insert. Add the garlic, tomato paste and flour and cook, stirring constantly, for 1 minute. Whisk in the reduced wine, cognac and the broth and bring to a simmer. Add the bacon, chicken, mushroom mixture, carrots and thyme and bay leaf and set the multicooker on the slow cook, cover and cook until the chicken is fork-tender, about 4 hours. Transfer the chicken to a plate. Skim the fat off the sauce. Set the multicooker on the brown/sauté setting to 400°F. Cook, stirring occasionally, until the sauce is thickened, 6 to 8 minutes. Discard the bouquet garni and adjust the seasonings with salt and pepper. Return the chicken to the insert. Garnish with the chopped parsley and serve immediately. Serves 4 to 6.

Presidential Debate Begs Answer: What Will Gas Prices Do After Election? BOSTON – Gas prices have been out of sight and out of mind for many w i t h 2 0 2 0 ’s y e a r l y average likely to be at its lowest in over a decade. However, at last night’s presidential debate, President Trump and former vice president Joe Biden had a nearly 12minute discussion on their starkly different stances on America’s energy resources, putting further emphasis on the fact that which candidate voters elect could have great implications for the future of gasoline prices and how much motorists will spend to fill their tank, according to a recent GasBuddy analysis. The analysis found that when it comes to energy, a Joe Biden presidency would favor more environmental controls with respect to
drilling and emissions, increasing fuel mileage standards, alternative vehicle power like electricity, expanded tax credits benefiting fuel efficient vehicle owners, and evolving from fossil fuels. By comparison, P r e s i d e n t Tr u m p ’s policies are generally regarded as populist and pro-business, while perhaps marginalizing environmental factors. Either approach will have significant implications for the supply/demand balance, which will impact what the average American will pay per gallon. However, trends may shift that partially offset Biden’s potential moves as COVID-19 changes the landscape to more Americans working from home, reducing demand for possibly several years. Under Biden, gas
prices have a higher risk of rising based on his previous comments of curbing fracking, ending offshore drilling and weaning America off petroleum, even as COVID-19 has boosted used car demand to record levels. A Biden White House that aims to curb oil and gasoline use risks a return to high prices so long as it is designed to cut oil supply, but not demand. The shift to electric vehicles is likely to take decades, as automakers slowly move towards EVs and charging stations rise in numbers. While Republicans have scoffed at carbon emission pricing on fuel, Democrats have embraced it, with California already having implemented such pricing, a model that could lead to the introduction of such a tax
elsewhere. Bottom line: Gas prices could climb significantly if either Biden is elected and acts to curb oil supply while not offering a major new program to move Americans away from their internal combustionpowered vehicles, while Trump is likely to keep the status quo on the oil industry, keeping prices at the pump lower. GasBuddy’s analysis looked into how various policies that may or may not be implement could affect gas prices and made rough estimations what each action could have on gas prices: * Institute carbon pricing: raise prices 1050c/gal * Cut oil production (i.e. banning fracking or new drilling): raise prices 25-75c/gal

USTR and USDA Release Report on Agricultural Trade between the United States and China Washington, DC – The Office of the U.S. Trade Representative (USTR) and the U.S. Department of Agriculture (USDA) today issued a report highlighting the progress made to date in implementing the agricultural provisions in the U.S.China Phase One Economic and Trade Agreement, which is delivering historic results for American agriculture. Since the Agreement entered into force, the United States and China have addressed a multitude of structural barriers
in China that had been impeding exports of U.S. food and agricultural products. To date, China has implemented at least 50 of the 57 technical commitments under the Phase One Agreement. These structural changes will benefit American farmers for decades to come. China also has substantially ramped up its purchases of U.S. agricultural products. To date, China has purchased over $23 billion in agricultural products, approximately 71% of its target under the Phase One Agreement.

SHSU Digital Forensics Intelligence Center Offers Insight Into Foreign Election Hacking With concerns growing over foreign countries (Russia/Iran) hacking to interfere in elections, experts at Sam Houston State University’s Digital Forensics Intelligence Center are available to speak on the topic. Below are comments provided by Dr. Bradley Glisson, director of the Cyber Forensics Intelligence Center and Dr. Cihan Varol, associate professor Computer Science. Not all attacks compromise a machine; attacks are used to disrupt services, and everyday activities like a denial of service attack, for example. Also, it is important to note that the voters' data is often accessible through the Freedom of Information Act (FOIA) requests and also available on the dark web. In this case, it is still not clear how this data was obtained. How do digital forensics experts track where attacks like these
originate? Forensics analysis will examine the network traffic, look for IP addresses, reverse engineer software looking for originating and destination IP addresses. If a machine or device is breached, then the analyst will look for any residual artifacts that would indicate how the device was breached. What do you believe is the goal of these attempts? The goals can range from simple disruption, to data manipulation, to data acquisition. Acquired data can be used for ransom, it can be sold to third parties, or it can be used to damage a company’s financial standing.
As technology continues to advance, why is it important for students to consider a degree and career in digital forensics? Industry’s dependence on technology continues to grow. Hence, the need for cybersecurity and cyber forensics professionals continues to increase. In a recent article, Forbes estimates that the global cybersecurity market is worth approximately $173 Billion in 2020 and predicts that it will expand to around $270 Billion by 2026. This environment creates an extraordinary industry demand for qualified cybersecurity and cyber forensics professionals.

Taxpayers are urged to contact the Tax Office if they have not received their tax statement by midN o v e m b e r. “ I t i s important that a property owner contact us if they do not receive their statement,” said McRae. All payments, including metered mail, online bill pay and echecks, must bear a USPS postmark or be received on or before January 31st. Depositing payments in a USPS collection box does not guarantee a postmark for that day and could result in the accrual of penalty and interest if done on or near a delinquency date. Property taxes must be paid by January 31, 2021 to
avoid incurring penalties and interest. Section 31.031 of the Property Tax Code allows individuals who are disabled/disabled veteran/surviving spouse of a disabled veteran or at least 65 years of age and qualify for a homestead exemption to choose an installment payment option on the property in which the homestead is claimed. Late payments will be charged penalty and interest per the Property Tax Code. encounter with God, and a few big prayers, I gave my life solely to teaching His word in church for the last 33 years. Within that time, God enriched my life with the opportunity of homeschooling my grandson. To say that my life was enriched with God’s choice is an understatement. It was more than I could have ever asked for in my life. Our grandson, now, is a collage graduate. Our lives are a pattern of specific events which the Lord has determined for us before we’re born. Jesus says this in John 10: 14 – 16b “I am the good shepherd, and I know My own and My own know
Me….the will hear My voice; and they will become one flock with one shepherd.” So how do we match His path and enrich ours? I’m glad you asked! We are reminded that God does hear us and can truly speak to our hearts in many ways. He speaks to us through prayers, scriptures, other friends, dreams, and visions; anytime during the day or night. He is never condemning…only positive. Just think of a problem, ask Him about it, and He will answer it….quickly or in time. God is interested in everything we do and say. One check-out

NOTICE OF RATE CHANGE REQUEST On October 19, 2020, Entergy Texas, Inc. (“ETI”) filed an application to amend its Transmission Cost Recovery Factor (“TCRF”) with the Public Utility Commission of Texas (“Commission” or “PUC”). The application was assigned PUC Docket No. 51406. The proposed TCRF is requested in accordance with the Public Utility Regulatory Act § 36.209 and 16 TAC § 25.239. A TCRF allows a utility to recover its reasonable and necessary costs that have occurred since the end of the test year in the utility's last base rate case for transmission infrastructure improvement and changes in wholesale transmission charges to the electric utility under a tariff approved by a federal regulatory authority. In its requested amendment, ETI is seeking recovery of costs for transmission capital investments it incurred from July 1, 2019 through August 31, 2020. ETI also seeks to recover approved transmission charges that are not otherwise being recovered through rates. The proposed TCRF as amended would result in total TCRF retail revenues of approximately $51.0 million, which is $31.6 million in incremental annual TCRF revenue beyond ETI's currently effective TCRF. This $31.6 million amount would be a 3.3% increase in ETI's annualized non-fuel revenue requirement as compared to revenues approved in Docket No. 48371, ETI's most recent base rate case, and a 2.1% increase in ETI's overall annualized revenue requirement including fuel costs as compared to such revenues as approved in Docket No. 48371. The impact of the rate change on various customer classes will vary from the overall impact described in this notice. ETI has requested that an intervention deadline and hearing request deadline of November 30, 2020 be established, and that, if no hearing is requested, the Commission adopt an order approving the proposed TCRF at or before its currently-scheduled open meeting on January 14, 2021. All customers in ETI's Texas retail rate classes are affected by this request. Two Aggies Among 2020 Cohort for National Fellows Program Farber, Kezar Named to Foundation for Food and Agriculture Research 2020-2023 Cohort Written by Laura Muntean, laura.muntean @agnet.tamu.edu Two students from the College of Agriculture and Life Sciences at Texas A&M University were named fellows in the 2020 Foundation for Food and Agriculture Research (FFAR) Fellows Program. C h a r l e s Farber, Department of Biochemistry and Biophysics, and Sarah Kezer, Department of Soil and Crop Sciences, are two of 23 fellows selected nationally. . The program, led by the College of Agriculture and Life Sciences at North Carolina State University, is a three-year program tailored to doctoral students whose research is in alignment with FFAR’s six challenge areas. Funding and mentorship are available for those with research in the areas of soil health, sustainable water management, nextgeneration crops, advanced animal systems, urban food systems and
health-agriculture nexus. Charles Farber Farber, pursuing his doctorate under the guidance of Dmitry Kurouski, Ph.D., assistant professor in biochemistry and biophysics, is utilizing Raman spectroscopy to assess the overarching question of how to feed the world. “My research examines using Raman spectra obtained from plants to develop statistical models that predict the health/stress status of the plants. In essence, we shoot lasers at plants to see if they’re feeling bad,” Farber said. Farber is looking at alternative approaches to addressing this global issue of feeding the world by focusing his degree on the applications of Raman spectroscopy for the analysis of plants. Throughout the fellow’s program, students are paired with industry partners as a source of funding and mentorship. “One of the most
important parts of the fellows program for me is the idea of establishing connections, both with members of industry and other fellows around the country,” he said. “I would l i k e t o s e e m y l a b ’s primary method, Raman spectroscopy, established as a regular tool in agriculture. Being able to share these ideas with industry leaders and other scientists will help further that goal.” Following his doctorate, Farber plans to pursue a career as a research scientist for an agricultural company. “I see myself potentially driving the application of the Raman spectroscopy method for plant analysis for these firms,” he said. “I am also interested in teaching people how to use equipment and troubleshooting, so I may alternatively pursue a career as an application scientist.” Farber’s research aligns with two of FFAR’s six challenge areas. detection of plant traits at the seed stage enables rapid software-driven seed selection, accelerating the development of next generation crops. The power of Raman to identify the nutrient content of fruits and vegetables from a quick scan allows the technology to additionally contribute to the health-agriculture nexus objective, he explained. “Charlie’s research is critically important to develop digital farming in the U.S.,” said Kurouski. “This modern agricultural concept aims to maximize the crop yield without the expansion of agricultural territories. Charlie’s work demonstrates that timely detection and identification of plant diseases, one of the key aspects of digital farming, can be achieved using Raman spectroscopy.” Within only three years of his doctorate, Farber has published 12 papers in top peer reviewed journals and also won numerous national and international awards, making his graduate work exceptional a t Te x a s A & M a n d nationwide, Kurouski said. “I’m very proud to have such an organized and productive student,” Kurouski said. Sarah Kezar Kezar, studying for her doctorate in weed sciences, is looking to understand the interplay between weed characteristics and the evolution of resistance to inform appropriate integrated management approaches. “The FFAR Fellowship will equip me with a foundation in teamwork, communications, project management and leader-

Her doctorate focuses on the herbicide-resistant weeds and their effects on the cotton industry. Specifically, she is looking at glyphosate-resistant Palmer amaranth and its seedbank management as a way to mitigate additions to the soil that directly affect crops through water use and nutrient loss. “Our research question is to discover integrated strategies for minimizing seedbank additions from Palmer amaranth escapes, which will greatly compliment herbicide-
based tactics used inseason and help improve the longevity of available herbicide tools,” she said. The strategies evaluated in her research will also support the implementation of zerotolerance management programs for Palmer amaranth in U.S. cotton production. The outcomes of this project are expected to help suppress long-term population growth of Palmer amaranth, reduce weed control costs, and improve economic and environmental sustainability of cotton production in the U.S. “While herbicide resistance is growing, weed control is still possible, even if it may be more complicated,” she said.
