For nearly two centuries, Montgomery County has proudly led at the forefront of Texas history

Upon receiving a land grantfromMexicoin1825, Stephen F Austin began soliciting settlers in what was then known as the Lake Creek Settlement Montgomery, later known as the largest town in the area, drew the attention of colonists, who began flocking to the area's rich timber, farmland, and grazing pastures After Texas won her independencefromMexicoin1836, Montgomery became the

focalpointofastagecoach line that ran from Houston to Huntsville, increasing the prominence of the region.

OnDecember14,1837, the Congress of the Republic of Texas created the County of Montgomery, which was signed into law by President Sam Houston becoming the third county formed in Texas.Afew months later, The Texas Legislature commissioned the authorizationanddesignof our Texas state flag, sewn in Montgomery, and still known today as The

Birthplace of the Texas Flag.”

This year, we have the privilege to proudly celebrate 185 years of Texas pride and our contributions to our great State The Montgomery County Sheriff’s Office joined the rich heritage of this county in 1837 with our first Sheriff, Joshua Robbins, and has progressed to this day under the leadership of Sheriff Rand Henderson Our citizenshaveseentheirlaw enforcement officers go from horseback on dirt roads to interstate highways with patrol vehicles equipped with computers and the latest-generation technology supporting publicsafety

To honor this history, the men and women of

MCSOhaveputtogethera beautiful museum featuringartifactsfromthe many years of service and showcasing our rich history For the months of December and January, deputies may wear a commemorative badge

which is styled much like the original badge from 1837. This museum and badgehelpsustohonorour past, while embracing a brightfuture.

Sheriff Henderson stated: “From 1837 until today, the Montgomery

County Sheriff’s Office has moved from single man jail cells and frontier policing, to the advanced world of technology and innovationweareembracing today This museum showcases our 185 year journey and displays historical artifacts that would otherwise be lost. It is humbling to look back on our history how far we have come, and how bright the future is for Montgomery County Reflecting back on the past is profoundly inspiring and challenges us to continue to lead, innovate, and honor our rich history of public safetyservice.”

The public grand opening will be in the springof2023.

Christmastime truly is the most wonderful time of the year, and I hope you are allenjoyingablessedseason withfamilyandlovedones.

Your House District 16 officehasbeenhardatwork preparing for the upcoming 88th legislative session, ensuring our legislative packageallwrappedupand ready for the 140 day sprint that convenes on January 10th.Itishardtobelievewe have already arrived at another session year here in Texas, and our office has been working diligently for many months crafting meaningful legislation that will improve the lives of thosewholiveindistrict16 and Texas. Crafting our bill packagetakestimetoensure we have done our research and engaged stakeholders on a wide variety of important policy issues However, there always seemstobeonepolicyissue thatremainsattheforefront and requires policy adjustments each session as the landscape of our great state continues to change with the influx of new citizens from other states. That issue is skyrocketing appraisals and property tax bills.

As you may recall, the legislature has spent quite a bit of time working on the propertytaxratereformside ofthisequationoverthelast several sessions Most recently two important pieces of legislation passed the legislature during the special legislative sessions of Fall 2021 and were subsequently approved in a constitutional amendment

election by the voters in May 2022 During the second called special legislative session last year, Ijoint-sponsoredlegislation to benefit individuals with an over 65 or disabled exemption on their homesteadssothattheyreceivea reduction on their school district property taxes During the 86th Legislature in 2019, I co-authored House Bill 3 which compressed school district maintenance and operation tax rates across the board, except those over 65 or disabled because they alreadyhadaratelowerthan the newly compressed rate. The newly approved Proposition 1 from May’s election will provide the same percentage reduction for the 1.8 million over 65 exemptionsandthe180,000 disabled exemptions If there is additional school M&O tax rate compression provided by HB 3 in the future, individuals with an over 65 or disabled exemption will receive the same percentage tax rate deduction automatically if thisamendmentpasses.

I also co-sponsored Proposition 2 during the third called special legislative session last year to increase the current homestead exemption by $15,000. Thanks to you the voterspassingProposition2 inMay,thestatehomestead exemption for school district taxable value purposes increased from $25,000 to $40,000

Notably, this exemption increasewillbeapermanent ongoingbenefittoallwitha

homesteadexemption.

As I mentioned previously,in2019thelegislature championed massive property tax reforms under HB 3 and SB 2, both bills I was proud to co-author and co-sponsor The Texas Taxpayers and Research Association estimates these reforms shaved upwards of $6billionoff2021property tax bills, and tax rates continue to fall and levies are growing at their slowest paceinyears.BothHB3and SB 2 constrained the ability of taxing units to raise property taxes above a certainamountbeforevoters must approve. Without the reforms made in HB 3, tax rates would have continued to rise much higher and more quickly than before these changes were implemented. SB 2 resulted in city, county and special district tax rates limiting their levy growth. With the passage of Propositions 1 and 2 on the May ballot, Texans will see even more savingsontheirpropertytax billsmovingforward.

During the most recent legislative session I authored, and passed out of the House, House Bill 3322 which would make the appraisal review board in Montgomery County an elected position. Unfortunately, thisbilldidnotmake it to the finish line. I have also filed legislation that will lower appraisal caps to 5%forhomesteadsand10% for commercial properties. Currently, the homestead capisat10%andisthereis no cap on commercial property As a fellow

property owner in our community, I fully understandtheburdenofproperty taxesandwillcontinuetodo my part as a legislator to address this problem at the state level. Please know I will continue to fight to reform the appraisal system in this state and that s exactly what I intend to do heading into the upcoming sessionwithHouseBill808, House Bill 809, and House Bill810.

House Bills 808, 809, and 810 will bring much needed accountability and transparencytotheappraisal process House Bill 808 would make the chief appraiser an elected position. House Bill 809 would make the appraisal district board of directors electedpositions, andHouse Bill 810 would make the appraisal review board an elected position for each centralappraisaldistrict. As elected officials we are accountabletothevotersby the decisions we make. The county appraisal system should be accountable and responsive to their communitiesaswell.Iintendtofile more legislation to address the appraisal side of the equation, but rest assured property tax reform and relief remain a top priority ofmine.

Again, I hope you all haveaMerryChristmasand ahealthy, happyandblessed NewYearin2023!

MayGodblessyou,your family,andthegreatStateof Texas!

Yes, it’s here, in a few days – the day of glorious celebrations! It’s the day we celebrate God’s bringing life to His Son on Earth – even as a the birth of the King of Kings and Lord of Lords…..JESUS! Ourheartshouldtellusso! (December25-Sunday)

If you need some understanding about this wonderfulevent, thisevent (in part) will be explained aswereadaboutitwithour eyes and hearts open to receive God’s Word on the subject….ofChristmas.

This day above all our other holidays, is one which brings together families that may not have had a chance to visit each other all year Sometimes

this one brings people and gifts, also.

We do have other holidays to see loved ones at reunions and perhaps weddings or Thanksgiving dinners but this time of Christmas involves giving of gifts to each other, even asthewisemencametosee the next coming King in Israel, broughttheirgiftsto thechild,Jesus.

There were many other worldly happenings to come as Jesus was presented in the temple in Jerusalem as an infant. I would like to present my two favorite happenings whichprovewhoJesuswas asababy

There were two people mentioned in the temple, who told Joseph

and Mary how Jesus’ life will be , specifically, and always shall be as One learnedandwise:

And there was a man in Jerusalem whose name was Simeon; andthismanwasrighteous anddevout, lookingforthe consolation of Israel; and the Holy Spirit was upon h i m A n d i t h a d been revealedtohimbythe Holy Spirit that he would notseedeath beforehehad seentheLord’sChrist. And he came in the Spirit into the temple; and when the parentsbroughtinthechild Jesusto carry out for Him thecustomoftheLaw,then he took Him into his arms and blessed God and said; ‘Now Lord, You are releasing Your bond

servant to depart in peace, according to Your word; FormyeyeshaveseenYour salvation, which you have preparedinthepresenceof all peoples, A LIGHT OF REVELATION TO THE GENTILES,Andtheglory ofYourpeopleIsrael.’And H i s fatherandHismotherwere amazedatthethingswhich were being said about Him.’“ Luke2: 25–33.

Thisnextconfirmation of the birth of Jesus, God s Son concerns a prophetessnamed Anna the daughter of Phanuel of the tribe of Asher: The Bible tells of her being “a widow to the age of eighty-four,” and very faithful, serving night and day with fastings and

prayers in the temple. At thatverymomentshecame upandbegangivingthanks to God, and continued to speak of Him to all those who were looking for the redemptionofJerusalem.

So from the birth of Jesus Christ to His location in Jerusalem for HisdedicationinJerusalem

at the temple, by His parents, they were also following the temple’s Jewish laws of dedication of each baby born in Jerusalem. He was sent, as we read in our Bible, to all the lost in the world…now andforever Howamazing! Have a glorious Christmas withfamilyandfriends!
