Texas 2020 National Wreaths Weekly Across America Day Sees Gas Prices the Placement of 1.7 Million

(December 21, 2020) Texas gas prices have risen 5.7 cents per gallon in the past week, averaging $1.90/g today, according to GasBuddy's daily survey of 13,114 stations. Gas prices in Texas are 11.5 cents per gallon higher than a month ago and stand 30.9 cents per gallon lower than a year ago. According to GasBuddy price reports, the cheapest station in Texas is priced at $1.59/g today while the most expensive is $2.69/g, a difference of $1.10/g. The lowest price in the state today is $1.59/g while the highest is $ 2 . 6 9 / g , a d i ff e r e n c e o f $1.10/g. The national average price of gasoline has risen 4.8 cents per gallon in the last week, averaging $2.21/g today. The national average is up 9.8 cents per gallon from a month ago and stands 34.5 cents per gallon lower than a year ago. Neighboring areas and their current gas prices: Midland Odessa- $2.07/g, up 8.2 cents per gallon from last week's $1.99/g. San Antonio- $1.87/g, up 13.1 cents per gallon from last week's $1.74/g. Austin- $1.90/g, up 10.4 cents per gallon from last week's $1.79/g. "The sudden spike in gas prices last week was brought on by a continued rise in the price of oil, which jumped last week to nearly $50 per barrel, the highest we've seen since March, when prices collapsed due to COVID-19. While last week's gas price surge isn't likely to repeat this week, it could be a sign of things to come in the year ahead," said Patrick De Haan, head of petroleum analysis for GasBuddy. "A weakening U.S. dollar and vaccine optimism continued to push oil higher last week, along with stock markets. While some are wrongly pointing to the coming shift in the White House as driving up prices, I can assure motorists that what we're seeing has nothing to do with such a change and everything to do with market optimism that demand will rise, and the weaker dollar which makes oil cheaper to anyone holding non-dollar currencies, putting upward pressure on demand." Save Our Stages: CornynKlobuchar Bill Providing Relief For Independent Entertainment Venues Expected to Pass Today Save our Stages Act will provide grants for live venue operators affected by the pandemic WASHINGTON – U.S. Senators John Cornyn (R-TX) and Amy Klobuchar (D-MN) announced that their bipartisan bill to provide $15 billion in relief for independent venues —including live music stages, movie theaters, and museums shuttered by the pandemic — is included in the coronavirus relief package that is expected to pass the Senate and be signed into law. In June, Cornyn and Klobuchar introduced the Save Our Stages Act to provide Small Business Administration grants for independent venue operators affected by the coronavirus pandemic. These grants will provide six months of financial support to keep venues afloat, pay employees, and preserve a critical economic sector for communities across America. The bipartisan legislation gained more than 50 cosponsors in the Senate, and the House version of Save our Stages gained over 170 cosponsors. “Texas’ historic and worldclass entertainment venues were some of the first businesses to close, and many remain shuttered nine months later,” Cornyn said. “I’m proud to have led the charge in the Senate to ensure they have the resources to overcome lost revenue and mounting bills, and I urge the President to quickly sign this into law so Texans can enjoy their favorite artists at dance halls and live music venues for years to come.” “Independent venues were some of the first establishments to close down and will likely be some of the last to open. W A L D E N HAPPENINGS The following is a true story about a little girl and her grandma who the spirit of Christmas becomes enlightening memory. During these hard times of living we must preserve the love the spirit of friendliness and give when necessary when able to those less fortunate of these times. I remember my first Christmas adventure with Grandma. I was just a kid. I remember tearing

across town on my bike to visit her on the day my big sister dropped the bomb: “There is no Santa Claus” she jeered. “Even dummies know that!?” My Grandma was not the gushy kind, never had been. I fled to her that day because I knew she would be straight with me. I knew Grandma always told the truth, and I knew that the truth always went down a whole lot easier when swallowed with one of her “world-famous” cinnamon buns. I knew they were world-famous, because Grandma said so. It had to be true. “Grandma was home, and the buns were still warm. Between bites, I told her everything. She was ready for me. “No Santa Claus?” she Snorted... “Ridiculous! Don't believe it. That’s a rumor that has been going around for years, and it makes me mad, plain mad!! Now, put on your coat, and let's go.” “Go? Go where,

Grandma?” I asked. I hadn't even finished my second world-famous cinnamon bun. “Where, turned out to be Kerby's General Store, the one store in town that had a little bit of just about everything. As we walked through its doors, Grandma handed me ten dollars. That was a bundle in those days. “Take this money,” she said, “and buy something for someone who needs it. I'll wait for you in the car.” Then she turned and walked out of Kerby's. I was only eight years old. I'd often gone shopping with my mother, but never had I shopped for anything all by myself. The store seemed big and crowded, full of people scrambling to finish their Christmas shopping For a few moments I just stood there, confused, clutching that ten-dollar bill, wondering what to buy, and who on earth to buy it for. I thought of everybody I knew: my family,

my friends, my neighbors, the kids at school, the people who went to my church. I was just about thought out, when I suddenly thought of Bobby Decker. He was a kid with bad breath and messy hair, and he sat right behind me in Mrs. Pollock's grade-two class. Bobby Decker didn't have a coat. I knew that because he never went out to recess during the winter. His mother always wrote a note, telling the teacher that he had a cough, but all us kids knew that Bobby Decker didn't have a cough; he didn't have a good coat. I fingered the ten-dollar bill with growing excitement. I would buy Bobby Decker a coat! I settled on a red corduroy one that had a hood to it. It looked real warm, and he would like that. “Is this a Christmas present for someone?” the lady behind the counter asked kindly, as I laid my ten dollars down. “Yes,

ma'am,” I replied shyly. “It's for Bobby.” “The nice lady smiled at me, as I told her about how Bobby really needed a winter coat. I didn't get any change, but she put the coat in a bag, smiled again, and wished me a Merry Christmas.” That evening, Grandma helped me wrap the coat (a little tag fell out of the coat, and Grandma tucked it in her Bible) in Christmas paper and ribbons and wrote, ‘To Bobby, From Santa Claus’ on it.” Grandma said that Santa always insisted on secrecy. Then she drove me over to Bobby Decker's house, explaining as we went that I was now and forever officially, one of Santa's helpers. Grandma parked down the street from Bobby's house, and she and I crept noiselessly and hid in the bushes by his front walk. Then Grandma gave me a nudge. “All right, Santa Claus,” she whispered,

“get going!” I took a deep breath, dashed for his front door, dropped the present down on his step, pounded his door and flew back to the safety of the bushes and Grandma. Together we waited breathlessly in the darkness for the front door to open. Finally it did, and there stood Bobby. Fifty years haven't dimmed the thrill of those moments spent shivering, beside my Grandma, in Bobby Decker's bushes. That night, I realized that those awful rumors about Santa Claus were just what Grandma said they were -ridiculous. Santa was alive and well, and we were on his team. I still have the Bible, with the coat tag tucked inside: $19.95. That store clerk was also one of Santa's helpers, too! May you always have LOVE to share, HEALTH to spare and FRIENDS that care... And may you always believe in the magic of Santa Claus!

Editorial: A hard-fought year by Hughes Abell, president, Texas and Southwestern Cattle Raisers Association FORT WORTH, Texas — The past year has seemingly brought endless challenges, both for the cattle industry and the entire nation. The coronavirus, social unrest and political divisiveness have dominated news headlines for most of the year. For cattle producers, coronavirus-related supply chain disruptions and market volatility have added to the hardships. With so many problems to overcome throughout the past year, most are eager to put 2020 behind us and move on. Still, there

were tremendous achievements made, and even the storm clouds had silver linings that we should not overlook. The year began with a flurry of international trade triumphs. A bilateral trade agreement with Japan took effect, a phase-one agreement was reached with China and the U.S.Mexico-Canada Agreement was ratified—all before the end of January. Today, cattle producers are benefiting from all three deals with lower tariffs on U.S. beef going to Japan, significantly more beef

exports to China thanks to reduced non-tariff barriers, and continued tariff-free access to Mexico and Canada. January also brought an end to the 2015 Waters of the United States (WOTUS) rule, one of the biggest threats facing ranchers and landowners. After years of fighting the Obama-era landgrab, the Environmental Protection Agency and Army Corp of Engineers finalized a new version that is narrower in scope and allows property owners to maintain more control over their property. A welcome reprieve after five years of legal battles and uncertainty. The Texas and Southwestern Cattle Raisers Association played an important role in advocating for these historic achievements but soon shifted focus along with the rest of the nation as the COVID-19 pandemic took hold in March. Association leaders and staff worked tirelessly to ensure restrictions would not curtail cattle production, and that producers would benefit from any governmental assistance. As a result, cattle producers were designated as essential workers and received access to a variety of assistance tools. Still, supply chain problems and uncertainty wreaked havoc on cattle prices. Consumers also found empty store shelves thanks to the disruptions and panic buying that occurred in the pandemic’s early days.

Again, our industry and association met the challenge head-on, frequently communicating w ith n ew s med ia to reassure nervous consumers while reminding them of just how essential cattle producers are to their daily life. I hope that renewed focus on protecting rural America and those of us who toil to feed our nation will continue. Wi t h i n t h e c a t t l e i n d u s t r y, t h e m a r k e t reaction to the pandemic highlighted long-standing issues with speculation and a lack of price discovery. Fortunately, the spotlight on these issues also presented an opportunity to fix them. In collaboration with the Texas and Southwestern Cattle Raisers Association and other industry groups, the Chicago Mercantile Exchange by May was already working on changes in the cattle futures market to address concerns with speculation.

By the end of July, the association and other cowcalf affiliates had succeeded in passing compromise policy at the National Cattlemen’s Beef Association to begin addressing the decline in negotiated trade and subsequent lack of price discovery. There is still a long road ahead and much work to be done on improving price discovery, but we can thank the coronavirus crisis for creating the necessary momentum. We should also be thankful for a quicker recovery than initially predicted. A tumultuous election also gripped the nation for much of the year. Fortunately, it is now mostly in the rearview mirror. Aside from the presidential election, the status quo largely prevailed. Republicans are poised maintain control over the U.S. Senate, and Democrats will easily keep the U.S. House of Representa-

tives. When combined with the makeup of the U.S. Supreme Court, ranchers should be in a good position to retain achievements from the past four years, like the repeal of WOTUS. Texas will also keep the status quo with Republicans still in control of both the House and Senate. Overall, the Texas and Southwestern Cattle Raisers Association will remain well-positioned to work with state and federal lawmakers on both sides of the aisle. Given the divisiveness of the election and political landscape, this may be one of the biggest highlights to come from 2020. There’s no question that 2020 has been a tough year on many fronts, but it has also seen its share of accomplishments that cannot be forgotten as we look forward to 2021. So, here’s to the year ahead and building on the many success stories from 2020!

Trump Administration Highlights Record Levels of Investment in 2020 to Build Rural American Prosperity USDA Deputy Under Secretary for Rural Development Bette Brand today highlighted the department’s investments in 2020 that are building prosperity and strengthening the nation’s rural businesses and communities. “Under the leadership of President Donald J. Trump and Agriculture Secretary Sonny Perdue, USDA invested a record $40 billion in rural communities in 2020,” Brand said. “This assistance is helping increase economic opportunities and improving the quality of life for rural residents across the 50 states and all U.S. territories. Brand added, “USDA responded with urgency to help those affected by the COVID-19 global pandemic. We worked to bring high-speed internet capacity, modern community facilities, and upgraded water and wastewater infrastructure to rural areas. We helped provide homeownership opportunities and reliable electricity. We invested in businesses and familysupporting jobs, because when rural America thrives, all of America thrives.” Below is a summary of USDA’s Fiscal Year (FY) 2020 accomplishments: Connecting Rural America to High-Speed Broadband * Invested $1.3 billion to support rural broadband expansion through the ReConnect Pilot Program. Included in this total is $85 million

provided through the CARES Act. In total, these investments are connecting approximately 280,000 households, 19,978 farms and 10,053 businesses to high-speed internet. * Invested $187 million in broadband through t h e T e l e c o m Infrastructure and Community Connect programs. These investments are connecting 58,249 households in rural communities to high-speed internet. Improving Rural Infrastructure * Invested a record $6.3 billion in 125 projects to upgrade or build electric infrastructure. These investments will benefit 10.7 million customers by improving electric service reliability across 34 states. * Invested $801 million in Smart Grid technology to improve electric system operations and monitor grid security for rural electric customers. * Invested $2.1 billion to expand access to safe drinking water and improve wastewater management systems. These investments will improve the reliability of local water supply for 2.1 million rural Americans. * Invested $140 million through the Community Facilities Programs in rural infrastructure projects such as roads, airports and transportation improvements. Bolstering Rural Economic Development * Invested $22.4 million through the Higher Blends Infrastructure Incentive Program (HBIIP) to

increase the availability of renewable fuels derived from U.S. agricultural products. These investments will help increase biofuels sales by a projected 150 million gallons annually. * Invested $1.7 billion to assist 384 rural businesses through the Business and Industry (B&I) Loan Guarantee Program. Included in this total was $326 million provided through the CARES Act. These investments created or saved nearly 18,000 jobs. * Invested more than $386 million in 2,304 loan and grants through the Rural Energy for America Program (REAP) f o r e n e rg y e ff i c i e n c y improvements, renewable energy systems, and energy development assistance in rural businesses. These investments are projected to generate or save more than 1.8 billion kWh. Improving Rural Quality of Life * Invested $1.5 billion in loans and grants through the Community Facilities Programs that funded the construction or modernization of 1,683 essential community facilities such as rural hospitals, educational institutions and public safety facilities. These investments will benefit 20 million rural residents, across all 50 s t a t e s , G u a m , Vi r g i n Islands and the Western Pacific. * Invested $71.5 million through the Distance Learning and Telemedicine Grant Program in 116 distance learning and

telemedicine projects. These investments will benefit 12 million rural residents, making it easier for them to access healthcare and educational opportunities without having to travel long distances. * Invested $24 billion in direct and guaranteed loans through the Single Family Housing Programs to help 143,795 low- and moderate-income families buy homes in all 50 states, Guam, Puerto Rico and the Virgin Islands. Enhancing Customer Service * Cut red tape to increase private investment in rural America by making it easier for lenders to access four flagship loan programs under the OneRD Guarantee Loan Initiative. * To o k i m m e d i a t e actions to assist rural residents, businesses and communities impacted by the COVID-19 pandemic. For example, USDA launched a Federal Rural Resource Guide, provided loan forbearances, halted evictions, and made additional funding available under existing programs. And so, here we are at Christmas time to worship our King Jesus’ birth which happened long ago in the “Beautiful Land” of Israel. We have, in our country, many traditions coming with this season… lights, trees, holly, etc. It’s also when families can get together to tell their “special” Christmas stories. It’s now that we realize how this time is the beginning of the story of our Dear Savior. This is an

important story for even the small children. Scholars still cannot say what the exact day or month when He was born, but it seems appropriate for Jesus to begin His life being born right before the new year comes up. For adults, it’s a season of reflection and introspection of the whole passing of another year in time. So, as we bring out the creche, the Nativity, it reminds us that we have a God who truly desires to spend forever with us. It remains deep in our hearts as we explain the meaning of each part of it’s history. I made sure

my children and grandchildren knew the true story of Christmas. And they could tell it every year, as I brought out each piece of the whole scene. Of course, our beautiful Christmas songs were a big part of keeping us all full of joy and expectation of better things to come. Then we all have our favorite Christmas songs. I would pick up my granddaughter for a visit and we’d listen to the songs on the radio. So after about a week, I asked her one day which one was her favorite. She said, “Oh, Grammy. I know.” So she began to sing,

“O Tannenbaum, O Ta n n e n b a u m , h o w lovely are thy britches!” That last word should be “branches” of course. T h i s y e a r, I asked a couple from our church to tell me what scripture had the most meaning of Christmas for them. Here’s what they said: “I would say that God gave us an awesome example of how our faith should be. In Luke 1:38, Mary responded, ‘I am the handmaiden of the Lord; may it be done to me according to Your word.” Through Mary, Jesus was born. R.A. Then the other one

wrote this: “Jesus was conceived by the Holy Spirit to SAVE His people from their sins. (Matthew 1: 19 – 21). In John 3:16, it says, ‘For God loved the world so much, he GAVE His one and only Son so that everyone who believes in Him will not perish, but have ETERNAL LIFE.” S.A. We all have our favorite Christmas songs. Mine is “O Holy Night.” The words have true meaning even for us today…a world that is “pining”, meaning a loss of hope for better days. But then comes hope…..OH, HOLY NIGHT! “Oh, Holy night,

the stars are brightly shining, It is the night of the Dear Savior’s birth.. Long lay the world in sin and error pining, ‘til He appeared and the soul felt it’s worth. A TCRF allows a utility to recover its reasonable and necessary costs that have occurred since the end of the test year in the utility's last base rate case for transmission infrastructure improvement and changes in wholesale transmission charges to the electric utility under a tariff approved by a federal regulatory authority. In its requested amendment, ETI is seeking recovery of costs for transmission capital investments it incurred from July 1, 2019 through August 31, 2020. ETI also seeks to recover approved transmission charges that are not otherwise being recovered through rates. The proposed TCRF as amended would result in total TCRF retail revenues of approximately $51.0 million, which is $31.6 million in incremental annual TCRF revenue beyond ETI's currently effective TCRF. This $31.6 million amount would be a 3.3% increase in ETI's annualized non-fuel revenue requirement as compared to revenues approved in Docket No. 48371, ETI's most recent base rate case, and a 2.1% increase in ETI's overall annualized revenue requirement including fuel costs as compared to such revenues as approved in Docket No. 48371. The impact of the rate change on various customer classes will vary from the overall impact described in this notice. The effective date of the proposed rate change would be the date that a Commission order adopting the proposed TCRF is issued. ETI has requested that, if no hearing is requested, the Commission adopt an order approving the proposed TCRF at or before its currently-scheduled open meeting on February 25, 2021. Captain Jim Lowe

Toni Sperduti McGrew Contributing Columnist TonitheTGR@aol.com Another Veteran I met at the Honor Café event was Captain Jim Lowe. He was born January 7, 1942 in Milwaukee, Wisconsin. He enlisted in the Naval Reserve program in Milwaukee as a Seaman Recruit in 1961 and attained the rate of QM-3 (SS) and qualified in submarines while assigned to SUBDIV 9227 as a student at the University of WisconsinMilwaukee. Upon graduation in 1964, he entered OCS at Newport, Rhode Island and was commissioned as an Ensign, USNR on December, 1964. Captain Lowe’s first duty assignment was to the Naval Weapons Laboratory, Dahlgren, Virginia. He qualified as a We a p o n s Te s t a n d Evaluations Officer. In June, 1968, he was assigned to the USS Providence (CLG-6),

Seventh Fleet Flagship, as a First Lieutenant and participated in We s t P a c / Vi e t n a m operations as well as First Fleet Flagship operations. He was released from active duty in June of 1970. From this time until 1994, he continues his service in the Naval Reserve and he served as Executive Officer Surface Division, First Lieutenant/Minesweep Officer Coastal Minesweepers USS Vireo and USS Phoebe, Training Officer Fleet Training Center 309 and Military Sealift Command Office 3319, SELRES Administrator USS William C. Lawe (DD763) NRF, Executive Officer VTU 1007G, and various duties in Military Sealift Command Office Gulf 11 0 . H e h a s b e e n Commanding Officer of USS Rathburne (FF1057) 5710, and SELRES Coordinator USS

William C. Lawe (DD763) NRF. Captain Lowe volunteered for special active duty to open the Military Sealife Command Office Houston, Texas during Operation Desert Shield and served as the First Commanding Officer until relieved by MSCO Houston recalled Reserve personnel. Captain Lowe received the Joint Services Commendation Medal from US ARMY MTMC ATLANTIC for his efforts in establishing an operating MSC Office in a critical time period for initial loadout. He was also awarded the Navy Commendation Medal for mobilization preparedness of MSCO GULF 110. Captain Lowe also has been awarded the Navy Unit Commendation, Battle “E”, Naval Reserve Sea S e r v i c e , Vi e t n a m Service, National Defense, and Armed Forces Reserve (30 years) medals. He retired from the Navy Reserve in 1994. Jim’s second career as a Petroleum Geologist ended in retirement and he resides in Spring, Texas An interesting part of Navy life is its customs

and Jim tells of one of the most interesting events. While on the way back to CONUS in December 1968, he was initiated into the Order of the Deep a b o a r d U S S PROVINDENCE while crossing the line in the Celebes Sea off the coat of Borneo. He tells me, “I was still a slimy pollywog, and encountered a platoon of shellback Marines from the MARDET on deck during the initiation. Previously, as a LT JG, I had several issues with a marine crushing out his cigarettes on my teak deck. I reported this to the MARDET XO, whom also bunked in my stateroom. We worked out a suitable punishment to the offending Marine. Well, I thought the issue was taken care of, but later realized I had been selected by shellback Marines for some retaliation during the ceremony. They captured me on deck, held me at attention, while several Marines proceeded to go down into the galley and Marine compartment and returned with a pillow and a 3 gallon can of chocolate syrup. The next thing I knew, the

Marines tarred and feathered me with the chocolate syrup and the feathers from the pillow. Then they proceeded to spill the remaining syrup and feathers onto the deck and forced me to lay down and do close order drill on the deck, right face, left face, about face, until I was covered from head to toe! As a slimy pollywog, I had to respond as ordered. After the drill, I thanked them and proceeded to join the fire hose fight on the fantail and got most of the “tar and feathers” off my reversed khaki uniform.

By the end of the day, I became a trusted shellback and still carry that card in my wallet! The memory of that ceremony remains to this day and is documented in the December 1968 issue of the Providence Privateer which is on the Providence website. I am so very proud of the experiences on board Providence and they shaped me into becoming a Navy Captain in the Naval Reserves who retired after 34 years of proud and dedicated service.
