Ontario's No Sell-No Grow Pot Plan - Will Quebec Follow?

t a press conference on Friday September 8th, Ontario's Attorney General Yasir Naqvi and Finance Minister Charles Sousa outlined the province's plans to manage the sale and use

of marijuana. Back in April 2017, the federal government told provinces, territories and municipalities to develop their own systems for the sale, distribution and usage of marijuana when it becomes legal by July of 2018.

- There will be mandatory training for retail staff.

- Online cannabis sales would require ID checks, signatures upon delivery and no packages will be left unattended at someone's door.

As well, Ontario will not allow homegrown marijuana in the province, saying it would be impossible to enforce the limit of four plants. It certainly will be a challenge, but not an impossible task - and marijuana advocates are

calling it a 'big cash grab'.

If the stores have the monopoly on the market, they are sure to overcharge clients. In Quebec, Health Minister Gaetan Barrette said they would be discussing how the government could control home growing of cannabis - and contrary to a report in La Presse, they have yet to make a decision.

- Recreational cannabis will be prohibited in public places, cars and workplaces, and will only be allowed in private resi-

- Legislation regulating the control of marijuana will be introduced in the fall.

Many people are extremely critical of the decision, as it will continue to allow the black market to thrive - which was one of the most important aspects of legalizing marijuana. Others are very concerned the number of government-run stores will not even come close to meeting the demand already covered by the dispensaries, especially in rural communities - and that it would only strengthen illegal gang-related sales.

How it will work is that the Liquor Control Board of Ontario (LCBO) will oversee the legal retailing of cannabis across the province - and cannabis and alcohol will NOT be sold together in the same locations. The cannabis stores will operate within the same standards applying to alcohol sales: - Ontario will not permit products to be visible to youth and will require a behind-the-counter retail

the scene of ferocious fighting between Canadian and German forces in April 1917 during WWI. Four Canadian divisions stormed high ground held by three German divisions and, after four days of intense fighting, the Germans retreated from the ridge.This action saw 3598 Canadians s killed and 7004 injured while 4000 Germans were taken prisoner.

“From Belgium, we traveled along the old front line (and through northern France). It was a lifechanging experience. We all had to do research and I looked up the history of my great, great uncle who was killed near there. It was pretty special to see the family connection,” related Alexander, 17, and now a Dawson College student in science.

“The Canadian National Vimy Memorial is spectacular, especially when you visit with a group of people who know its significance. In that part of Europe, it is still easy to see signs of the war from 100 years ago. Some local farmers are killed each year digging up unex-

ploded shells in their fields.They also find bones and helmets.”

“Yes, this changed me,” Awad said. “This event made Canada emerge on the world scene; Vimy Ridge is almost like where Canada's second birth (after 1867) took place.

Going there was like a pilgrimage. I also spoke with local French citizens who told me they were thankful that Canada helped them 100 years ago and again in WWII.” One of the things that most struck Awad was visiting graveyards and seeing how young many of the casualties were: in one case he looked at the tombstone of a 15-year-

old boy. “The legal age of enlistment was 18 but many kids used fake ID. The authorities didn't take time to really to check enlistee's ages...”

Alexander and Awad also talked to surviving veterans from WWII. “I talked with a British marine who participated in the 1942 raid on Germanheld Dieppe. He was only 17 at the time, the same age I am!” recounts Awad who also relates the importance of preserving these veterans' stories.

Another destination was Juno Beach in Normandy where some 20,000 Canadians were among the Allied soldiers who landed on French beaches in June,

1944. These Normandy Landings were key to winning the war against Nazi Germany less than a year later.

For Alexander, history is just a hobby, and he sees his future in the sciences.

Awad, now finishing at Collège de Maisonneuve-which despite its name is a high school-- plans to take history courses next year, but is unsure if he wants to eventually become a historian.

Alexander and Awad both were recipients of the Beaverbrook Vimy Prize. This prestigious summer scholarship is offered by the Vimy Foundation to youths 15-17 years of age to study the inter-

woven history of Canada, France, and Great Britain during the First and Second World Wars. During the two week, fully-funded scholarship program, prize winners from Canada, Great Britain and France attend lectures and visit key historical sites such as major museums, battlefields, cemeteries and memorials, including Vimy Ridge, where they are introduced to ideas and viewpoints not typically taught in classrooms. Another impact on the increase could also very well be due in part to the Just For Laughs 35th anniversary edition - with the festival selling out a record 42 shows. There are also other major mainstay events and festivals drawing the crowds here every year, such as the Montreal International Jazz Festival and the Formula One race, to name a few.

As for the new Formula E electric car race, well, the city appears to have challenges in crunching the numbers and releasing them before the November 5th municipal elections, but any one of us could have stood there and

counted the number of people who attended - and who actually paid for their tickets or the upgrades that were freely handed out. The only thing offered was the 'Mission Accomplished' statement by Mayor Coderre. Which 'mission' and what was actually 'accomplished' remains to be seen - but one thing for certain, the 375th anniversary celebrations are clearly not the sole reason behind the recordbreaking year.

But the bottom line, no matter what proves to have been the greatest impact on the increases this year - it is excellent news for businesses and the subsequent tax revenues, as well as the reputation of Montreal being one of the greatest cities in the world!

Yves Lalumière, the President and CEO of Tourisme Montreal, said that although the city’s 375th anniversary celebrations had an impact on the increase - only one in three visitors to Montreal in 2017 were even aware of the celebrations and events around it.

The agency also credits the advantageous exchange rate as part of what drew more U.S. visitors, as well as their marketing efforts in countries like China and Mexico - which resulted in a 32% increase in tourists from China and a 119% per cent increase in tourists from Mexico. As well, the increase in Mexican visitors could very well be attributed to the Visa requirements that were dropped by the Federal government last December. Many of the Mexican visitors might easily have been inspired to come here because of

TIFF: Smaller and beautiful

he 42nd edition of the Toronto International Film Festival (TIFF) ended this past Sunday with the announcement of the awards and a sense of mission accomplished.

Many of the films that will be vying for Oscars premiered at the festival, but films from outside Hollywood also had a chance to be screened and as a result, be bought and distributed worldwide. TIFF

is very much an occasion to showcase big American productions, but little by little is becoming an important platform for international productions as well. This year TIFF announced a reduction in the number of movies to be screened, still at 339 movies shown during the eleven days of the event (with some shows starting at eight in the morning) the number of movies to be seen was quite overwhelming for spectators and critics alike. The other big announcement was the retirement of the long-time director and CEO Piers Hardling, under whose mandate the event reached a worldwide fame.

Toronto, of course, has a reputation as a place where things run very smoothly. The result is efficiency, predictability (some would argue that such Swiss-style management leads to boredom too, but let's focus on the positive aspect for this time). The Toronto Film Festival is not an excep-

tion to this perception of a city where buses, streetcars and the subway—unlike what happens in our beloved but disorganized Montreal—run on time, and streets look reasonably clean. (I have one main complaint though: how is it that in a year since the last Festival, Union Station—the main rail terminal—is still being renovated with no signs of any progress in the construction and creating big inconveniences to users?)

Undoubtedly, one of TIFF big assets is a large number of volunteers. It is them, who as foot soldiers on the field, are there to organize the hundreds of people (general public, industry, and journalists) lining up to get into the 12 cinemas at the Scotia Bank Theatre, or at the cinemas of Lightbox, the festival home venue on King Street.

Even the watching of celebrities as they arrive for press conferences or screenings is well-organized with the help of volunteers. The recognition given to the TIFF volunteers at the beginning of each show was certainly deserved.

Finally, the Grolsch's People's Choice Award, i.e., the public's favourite, went to Martin McDonagh for "Three Billboards Outside Ebbing, Missouri."

The second most popular film was Craig Gillespie's "I, Tonya" and the third one was Luca Guadagnino's "Call Me by Your Name."

Harvest Celebration as Part of the Journées de la Culture at Fort Chambly National Historic Site

n Sunday, October 1st, Fort Chambly National Historic Site will host the Harvest Celebration, which traditionally marks the end of summer, to commemo-

rate the end of an exceptional season.

Part of the Journées de la culture, the Harvest Celebration will feature a wide range of activities and presentations for young and old alike. Many

activities will be offered throughout the day, including a presentation in the Fort’s heritage garden given by an expert on heirloom vegetable varieties, fun and educational apple- themed food

workshops, as well as a

squash cookie tasting activity hosted by La Corne d’abondance. All of the Fort’s harvest is given to this health and social services community organization.

In addition, visitors will be able to contribute to the interactive station located in the exhibit, Mr. Dion, a saviour of the fort!, with their stories and photos. The Harvest Celebration will also be one of the last opportunities to see the exhibit, A taste of Nouvelle-France, before a new exhibition is launched in 2018.

know a great deal of people who will turn down a glass of Chardonnay but never a glass of Chablis. The funny thing is that Chablis is made from entirely Chardonnay!!. So what is going on here?. Outside

Chablis has a particular bouquet that recalls wet chalk, lemons, and green apple, with a higher acidity than most Chardonnay. There are four Chablis “ appellations”. These are Petit Chablis, Chablis, Chablis Premier Cru and Chablis Grand Cru.

To get the essence of this grape you must drink Chablis In the spirit of getting to know more Chablis, I accepted the invitation of Bureau Interprofessionnel des Vins de Bourgogne ( BIVB) for an informal tasting this past September 11th at the Restaurant Magdalena in Montreal. “ Les Instants Chablis” event was a great opportunity to get acquainted with this Burgundy wine region.

Chablis is a wine region situated around 130 km northwest of Dijon, France and is considered a part of the Burgundy region. The white wines of Chablis are made entirely from the Chardonnay grape, much like the other

Petit Chablis come froms plateaux in hillside vineyards. It is fresh and aromatic with subtle floral nuances. The area of the production is 1010 h and its vineyards are located on either side of the river Serein. This AOP was established in 1944. It is one of the jewels in the crown of the Chablis region which forms the “golden gate” to Bourgogne.

In contrast, Chablis is the largest of the 4 appellations in terms of planted surface area. The area under production covers 3560 ha and their wines are more structured and longer in mouth than Petit Chablis. Chablis vineyards are located near Auxerre in the department of Yonne along the Serein river as well. Winemaking goes back to the 12th century when the Cistercian monks from the abbey of Pontigny developed vine cultivation. The area of production is 3560 ha.

The appellation of Chablis Premier Cru is reserved for single vineyard wines or climats. The term “climat” is a Burgundy concept. These are plots of land with precisely defined borders with specific geological and climatic conditions.

There are 40 different climats, each with their own style. Some yields mineral wines such as Montéé de Tonnerre and Côte de Léchet while others are fruity such as Beauroy and Montmains.

The distinctive factor of Chablis Premier cru lies in their soil geology. The important soil substrate is Jurassic limestone (specifically, Kimmeridgian limestone) which was formed some 150 million years ago.The base layer has deposits of tiny fossilised oyster shells which brings to mind that Burgundy was under a warm ocean.The most famous Climats are those on the right bank of the Serein river surrounding the Grand Cru.

At the top level of the hierarchy we find the Chablis Grand Cru appellation and its seven climats Blanchot, Bougros, les Clos, Grenouilles, Preuses, Valmur and Vaudésir. Situated just over the village of Chablis, each terroir has its own set of qualities. Blanchot is floral, supple and charming. Les Clos is mineral driven with great power.

Valmur is mineral but fruity as well with a well defined elegance.

Grenouilles is rich fruity and decadent. Vaudésir is bright floral and curvy.

Preuses is long and aristocratic with a famous aging capacity and finally Bougros is round, mineral and supple The austere, mineral character of Chablis

makes it perfect for simple, clean flavors such as sautéed white fish, and can serve as an excellent counterbalance to rich dishes or cream-based sauces. Petit Chablis

should be great with raw oysters or other shellfish.

For not too expensive Chablis and Premier Cru, pasta alla vongole or fried fish should be great too.

For Grand Cru Chablis definitely I would go for a rich and sumptuous plate.

Egg based pastas with mushrooms such as porcini or black truffle, salmon in pastry or veal in a cream based sauce.

Hard cheeses are great as well. Try it with washed French rind cheeses such as Epoisses and Soumaintrain.

Sun Youth A promising year for Basketball

A

thletics and sports were one of the main motivations behind the creation of Sun Youth and are still an essential part of the organization. Every summer, beginners have the chance to learn the basics of basketball while those with more experience can perfect their game thanks to the Summer Basketball Camp.

This year, boys and girls aged 8 to 12 years old had a very busy summer with numerous friendly basketball games and various types of physical training aimed at improving their skills, their strength and their stamina, all under the supervision of volunteer coaches. Furthermore, the basketball camp hosted special guests with

expertise as both players and coaches.This summer, young athletes were very happy to be coached by sports trainer Kim Chapdelaine, as well as former Sun Youth Hornets players Lizanne Murphy and Eze Dike-Nwagbara. These coaches for a day offered youngsters motivational tips on how to improve their game, their attitude and their self-confidence to push their limits both on the court and in their everyday life. Basketball camp was also an excellent opportunity for regular Hornets players and potential players to improve their skills so they might join AAA teams in the coming season.

once again held its basketball tryouts for athletes aged 8 to 17 years old wishing to join the big Hornets family. Conducted by basketball coordinator program Rodney Skerritt, these tryouts exceeded all expectations. Indeed, a record number of young athletes joined the "nest" on September 9th and 10th, showing the extent of their talent through various physical and sports tests.The selection was an arduous process for coaches who very much liked what they saw during the weekend.

Teams are now formed, everyone getting ready for the 2017-2018 season which looks very promising.
