Quebec Legal Age for Pot will be 18 - Looks to SAQ for 'Expertise' By: Bonnie Wurst / mtltimes.ca

Although the Quebec government has yet to reveal its full plan for the regulation of sales, distribution and manufacturing of cannabis - it has announced the legal minimum age to buy and consume pot will be 18 years old. As well, the sale of cannabis will be controlled by the Société des alcools du Québec (SAQ). Health organizations and medical professionals want the minimum age for marijuana to be 21 years old - because of research showing its potentially negative effect on the developing brains of youth up until the age of 25. But according to Premier Phillipe Couillard, making the age higher will not prevent youth who are already smoking pot from doing so, and instead they will continue to turn to the black market. “What we want to do is prevent organized crime and the black market from profiting from the situation," he said to the media. He also pointed out the legal age of 19 years old in Ontario and the proximity of the two provinces, making it easy for youth to just cross over and get what they want.

Rumors have it that Quebec would sell pot at around $7 or $8 a gram, which would make it competitive with the illegal market. As for how and where it would be sold, the province would create a Crown corporation using the 'expertise' of the SAQ. Employees would be acting as 'pot counsellors' not salespeople and instead will be making youth aware of the potential health consequences of using it. The private sector, including dépanneurs, will not be allowed to sell pot as they hoped for and instead the government will maintain control. What exactly that entails or where the profits will go is not yet clear - but many are calling for it to go into awareness and prevention programs. The bill on cannabis legalization is expected to soon be introduced in the National Assembly, with pot scheduled to become legal in Canada in July of 2018. What do you think the legal age should be? Quebec Fast-tracks Expropriation Bill for Light Rail Transit By: Bonnie Wurst / mtltimes.ca

Last May, Quebec Transport Minister Laurent Lessard introduced a bill that would allow the Caisse de dépôt et placement du Québec to speed up the process for the construction of the Light Rail Transit (LRT) project - a bill that would force the expropriation of land and prevent property owners from contesting it. Due to the summer break the bill was not officially put through. As many as 163 properties would have to be expropriated, 15 of them being homes.

On Wednesday September 27th, Bill 137 was quietly put forth and adopted, regardless of much criticism and the call to study the proposal further. Even in despite of a report published in January by the Bureau d’audiences publiques sur l’environnement (BAPE), raising serious concerns about potential environmental consequences of the project - Premier Philippe Couillard and Mayor Denis Coderre both announced it would still go ahead. Unfortunately, it is one political promise they kept.

the project... it's about speeding up the process so that we can realize that project in a time horizon which is reasonable‌ the possibility to dispute is withdrawn and the work has to start in the fall in order for the project to be completed by 2020.'

Nicolas Marceau, the Parti Quebecois' finance critic, had said that people will have no chance to contest losing their homes and that Bill 137 is a 'legal bulldozer'. Linking a good part of the Greater Montreal area, the 67km system would connect the areas of downtown Montreal, the South Shore, West Island, North Shore and Trudeau airport - with hopes of alleviating congestion in the Metro system. But many feel it would do very little and the part of the project linking the Trudeau airport, West Island and Deux-Montagnes area is a waste of money as it would cut in to existing train service - and ridership would not go up with the LRT system, as it would just be diverting riders from AMT trains. Instead, the money might be better spent improving the train lines along the route, which in turn would provide better and faster service for commuters. www.mtltimes.ca

The estimated cost for the project was $6 billion - up from the original $5.5 billion first announced. The Caisse de DĂŠpĂ´t was committed to financing $3 billion, with another 'conditional' $2.5 billion needed from the financial participation of both the federal and provincial governments - for a total of $5.5 billion then. In Quebec's budget announced on March 28th, they committed to investing $1.3 billion in the project and 'several hundred millions for related work' - while the federal government has also promised $1.28 billion in funding. At this point one cannot help but question why the government is in such a rush, and not taking the required time needed for a project of this magnitude in order to review the report by BAPE and other professionals - but more importantly, the concerns of its citizens.

Sears Closing in Fairview Pointe-Claire Mall By: Bonnie Wurst / mtltimes.ca

In an announcement surprising many in Montreal's West Island area, Sears Canada said it is closing its Fairview Mall location in Pointe-Claire - the only store in Quebec to be closed so far. Other stores in Ontario, Manitoba, British Columbia and Newfoundland are planned for closure - all part of their restructuring plan after being granted protection from creditors by an Ontario court on June 22nd 2017. Before filing with the courts, Sears began making changes to its stores across the country, trying to keep up with the trends their customers were being drawn to - and it required time for those changes to have an impact. Their plans are to re-

structure and emerge from bankruptcy later this year - but appears it will be quite a challenge for them. Thousands of their employees across Canada have been laid off, since announcing they would be closing 59 stores and outlets as part of their restructuring plan with at least 14 of them in Quebec. The store in Fairview has been an icon for many years in the West Island and a familiar landmark to many heading east or west on Highway 40. It is closure is sure to have an impact on the community. Gentlemansride.com - On Sunday, September 24th 2017, tens of thousands of distinguished gentlefolk in hundreds of cities worldwide will don their cravats, tweak their moustaches, press their tweed and sit astride their classic and vintage styled motorcycles to raise funds and awareness for men’s health, specifically prostate cancer research and suicide prevention.

Ride Start and Finish was in Verdun where the Société de Développement Commercial de Verdun invested themselves in the project. Consequently, a portion of a street was closed between 8am and noon where riders were meet. The start of the ride occured at noon and and returned at 2pm. Upon their return, they gathered behind the Notre-Dame-des-Sept-Douleurs church on Wellington between Galt and De l'Église streets (Metro De l'Église) as this was a closed park for the bikes but where public passerby came to admire the motorcycles and talk with their riders. Motorcycle related merchants, music, food and beverages were present onsite. There was also a shoeshine and Barber chair on site to clean up those moustaches. www.mtltimes.ca

Distinguished Gentlemen’s ride

Founded in 2012 in Sydney, Australia by Mark Hawwa, the Distinguished Gentleman’s Ride is an annual, international charity event celebrating classic and vintage styled motorcycles and the dapper gentlefolk that ride them. The Distinguished Gentleman’s Ride’, the world’s greatest motorcycling charity event, shines a light upon the bikes, fashion and ideals of a bygone era, all for a good cause. That first ride in 2012 brought together over 2,500 riders across 64 cities. The success of the event encouraged the founder to consider how it could be used to support a wor-

In 2016, over 56,000 participants in 505 cities in 90 countries raised over $3.6M for prostate cancer research & men's mental health programs in partnership with the Movember Foundation, the official beneficiary partner. Now in its fifth year as a charity event, more than 70,000 riders in over 600 cities across 95 countries are expected to take part in their local city this year. With a goal of raising $5 million, funds will be invested globally in men’s mental health and prostate cancer programs by the Movember Foundation.

Montreal's commuter woes have gone from bad to worse. Something needs to be done before we all fall apart at the seams. Our public transit system is the only viable option in sight. But it needs the tools to encourage more people to use it - and that would take some investment on the city's part. A poll in 2016 showed close to 70% of drivers are still not using the system. Besides reducing greenhouses gases, less cars on the road, especially in the city core, would mean less traffic - and in turn reduce the stress and anxiety commuters have been facing with all the infrastructure work going on. Businesses might even see an increase in sales. "The experiences of free public transit elsewhere in Quebec and internationally show that they have undeniable impacts on traffic flows, improving the quality of life and the purchasing power of public transit," Bertrand Schepper also said. Free public transit in other cities have seen bus ridership increase tenfold with the initiative - and have also seen new business attracted to city centers. All over Great Britain there is some form of free ridership, from South Hampton to Manchester and beyond. In the US as well, many cities offer free rides. The city of Chapel Hill, NC provides public transportation service throughout the greater community and within the first few years ridership increased significantly. The same positive results have been found in Australia. Newcastle in New South Wales has a free bus service that operates in the central business area between 7:30 am and 6:00 pm and Perth has free bus and train

trips within the city center. Even in Quebec, the cities of Candiac and Ste. Julie already offer free transit and Longueuil offers seniors free bus rides outside of rush hour. So why not in Montreal? If the city could spend $1 Billion on a 375th party or $700,000 to renovate the Mordecai Richler gazebo (among other questionable expenditures of lately), surely they could direct funds to something that would greatly benefit its citizens. As IRIS suggested, if Montreal isn't ready to make public transit free for everyone, they can start slowly, beginning with students and then seniors. It could bring the cost down by $107 million. With Montreal municipal elections coming up on November 5th, this could, and should, become a campaign issue. Projet MontrĂŠal and Mayoral candidate ValĂŠrie Plante are already in favor of free bus and metro service for students and seniors. "We will support that, free public transit for youth and for elders - and this is what we're going for," Plante said to CTV. Mayor Denis Coderre stated 'he supports the idea in principle, but it would be difficult to implement'. "We will take a look at it but I would suggest that in the near future to say that's it's going to be free... where the revenue will come from? I mean $620 million, we need to be realistic," said the $1 Billion party man, who has been crying out for commuters to leave their cars at home and take public transit - of which he doesn't use. Gordon & MacPhail releases 1943 World War Two whisky - An exceptionally rare wartime cask from 1943 has been unveiled as one of the oldest and most exclusive single malt whiskies in the world. The Elgin-based malt whisky specialists today (2nd October 2017) announced the release of Private Collection Glenlivet 1943 by Gordon & MacPhail, the latest offering in its ‘ Private Collection’ range. Gordon & MacPhail releases 1943 World War Two whisky in only forty decanters will be available for sale globally, with a UK RRP of £30,000 (CDN $51,000). A small number of decanters will be available from Gordon & MacPhail’s historic retail shop in Elgin. Those purchasing a decanter at the South Street ‘spiritual home’ will also enjoy an exclusive tasting experience included in

their purchase. Distilled on 14 January 1943, a crucial date in the history of World War Two, the new-make spirit was filled into a carefully selected Sherry hogshead at the renowned Speyside distillery. The release of Cask 121 also represents the last 1943 vintage from the Gordon & MacPhail stock inventory. As the bung was being hammered into place in Cask 121, a world away in North Africa, Prime Minister Winston Churchill met President Franklin D. Roosevelt, General Charles de Gaulle, and General Dwight D. Eisenhower at the Casablanca Conference. The meeting discussed Allied strategy for the war in Europe. Historians came to view this meeting as critically important to the fate of the world for generations to come.
