ast week I was on about the need for health care changes in Quebec. Every time I look for information on health care in Quebec I find that we don’t do very well compared to other provinces. Other provinces are allowing nurse practitioners to do what they should doing. All nurses

for that matter can be providing front line access to care. The number of nurse practitioners in Quebec is shockingly lower than in Ontario. The creation of the CLSC’s was motivated by the desire to provide front line services outside of the hospitals in the 1970’s. To improve on shortcomings of the CLSC’s the government decided in the early 2000s to create Family

Medicine groups… Doctors in charge and working closely with Nurses. Despite the greater resources allocated to these changes for over 20 years we still struggle with difficulty in accessing front-line care. So many Quebecers do not have a family doctor. The proportion of the population without a regular family doctor (2015, Stats Canada) was 24.6% in Quebec, 8.3% in Ontario and 15% in Canada. We are the worst performers in all provinces. It is no wonder that our emergency rooms are full and wait times are so horrible. What a waste! This lack of access to

front line services has direct and indirect consequences on the health of our population in Quebec. Thousands of hospitalizations could have been avoided in Quebec with better access to care. (21,000 annually based on stats from 2013) The numbers are only increasing. Where are those Nurse clinics? There are none on the West Island and only a few private care Nurse Clinics in the East End of Montreal. The presence of nurse practitioners has the potential to greatly improve access to front line care.The existence of Nurse Practitioners began in 2007 in

Quebec following an agreement with the Order of Nurses of Quebec and the College of Doctors of Quebec. The agreement allowed Nurses to prescribe under collective orders for common health problems and minor emergencies. Why are we not using this to alleviate the bogged down system? The Ontario Government encourages the opening of nurse clinics. They announced the establishment of 25 of them in 2007 with the capacity to serve 40,000 patients. Nurse practitioners direct the activities of different health professionals without a doctor on site. A doctor working in collaboration with the clinics is available for more complicated cases. Quebec insists on maintaining the Family Medicine Model at much greater cost and worse outcomes. A nurse practitioner costs the health care system 1/3 of what a general practitioner costs. While a GP can count on an income of $264,000.00 and the most experienced Nurse practitioner gets $93,700.00. Studies show that anywhere from 25%70% of the work of nonspecialist doctors provid-

ing front line care could be carried out by nurses, with referrals to doctors when necessary. Clinics led by nurse’s report that in less than 5% of the cases they need doctor supervision and consultation. Because our Government does not support and encourage the development of these Nurse Clinics, private clinics are opening. They are more flexible and make greater use of all of the capabilities delegated to nurses. Resistance to change also deserves to be mentioned. According to Dr. Louis Godin, President of the Fédération des médecins omnipraticiens

Making Montreal drivers slow down

here are drivers who respect the speed limits in Montreal, but there are far too many who blatantly do not, especially on residential streets. In fact, we have a reputation of being the worst drivers in Canada. To some the repute has become somewhat amusing, but it is not. People are being seriously injured or killed pedestrians, cyclists and drivers included. Stop signs appear to have no effect, except for having drivers slow down, blink left and right - and never come to a full stop. Speed bumps are largely ineffective in this case, unless they are in line with the stop sign.Yellow traffic lights, indicating an imminent red light to drivers approaching an intersection, should inspire caution and the judgment to slow down and stop - if one is not already about to cross. Instead it inspires many to hit the gas pedal and fly through the intersection so they could beat the light, which they don't. It creates the scenario for a horrific accident, with very deadly consequences. And it has happened too frequently. Pedestrian crosswalks, meant to slow drivers down and actually come to a full stop when someone is crossing, are often ignored. Albeit, the majority of our crosswalks are simply painted lines that are often faded, with a couple of little signs indicating priority is to be given to pedestrians. They are poor examples in comparison to what many other cities have. Perhaps it's the stress of modern daily life, the frustration of city traffic congestion or just ignorance - but they are all sadly, poor excuses. Just recently, the denizens that be at Montreal City Hall announced measures aimed at slowing down the lead-footed Montreal driver. It is a

long overdue initiative but unfortunately, one that could prove to be basically ineffective. It's all about the follow through. At the July 4th press conference at City Hall, Mayor Denis Coderre unveiled his plans to reduce speed limits on most of the city’s streets, with the goal of having the new limits in effect by late 2018 or early 2019. But if the speed limits are not properly enforced, as they are not now - what difference will it make except costing taxpayers $2 million to change all the signs? Here is what is proposed: - 30 km/h on residential streets, in school zones, near playgrounds and one-way commercial streets. - 30 km/h in Old Montreal (*Some roads will be decreased to 20 km/h).

- 40 km/h in industrial areas and on the main arteries of the city, like Sherbrooke and RenéLévesque. The announcement brought applause and accolades from many people and groups - but it also brought forth a lot of skepticism. The initiative is part of the 'Vision Zero' road-accident policy, an international movement started in Sweden in 1997 meant

'to reduce the number of fatal or serious accidents on a specific territory to zero'. It is based on the fact humans make mistakes, so 'road systems should be engineered as carefully as possible to ward off accidents, the public should be educated, and rules should be enforced'. When Coderre first announced his 'new' Vision Zero road accident policy in September of 2016, then opposition leader of Projet Montreal, Luc Ferrandez said in a Montreal Gazette article 'there was nothing new in the city’s action plan other than its name. Everything Mr. Coderre announced today, absolutely everything, was written in the 2008 transport plan of the city… some of these measures were announced by him several times. Nothing has been done.' However, there were many who welcomed the July 4th announcement, although with caution. "Lower speed limits will help make Montreal a safer place for cycling enthusiasts. It's music to our ears," Velo Quebec spokesperson Jean-Francois Pronovost said to the media. "We asked for this for years. For us, the comfort and safety of cyclists is of course infrastructure, but also a question of speed." Véronique Fournier, spokesperson for Piétons Québec also said, 'It’s a step in the right direction. But more needs be done to ensure pedestrian safety, such as creating roads allowing greater space for pedestrians and cyclists… for now it’s encouraging to see Coderre taking pedestrian safety seriously.' Yet Mayor Coderre's initiative is not new. In fact, it comes on the heels of projects where lower speed limits are already in place, like the RosemontLa-Petite-Patrie, Out-

remont, Sud-Ouest and Plateau-Mont-Royal boroughs - all who took their own initiatives. Even Hampstead already implemented lower speed limits. Coderre had criticized the boroughs for their plans. He expressed deep concern over how it would 'hinder businesses and in turn effect the city's economy'. And now he has become a champion of the very same thing. It is an election year after all - and many more appeasing announcements are to be expected. On Social Media the consensus seems to be divided, although the vast majority of people do welcome the idea of slow-

ing down drivers. Who wouldn't? The main concern is the enforcement of speed limits. The limits now in place are rarely enforced. How many times have you seen drivers speeding down a residential street, not stopping at a stop sign or going through a red light with nary a police officer in sight? We can expect a few speed-trap blitzes when the new limits are in place, which will fill the coffers at city hall and inflate the statistics - but the question many people are asking is, what will happen after that? Putting up signs but not having a plan in place to really enforce it will leave the

streets in the same place - dangerous. Let's hope the initiative is followed through properly, either by the present administration or by the opposition party - who have already been fighting for safer, better streets and seriously positioning themselves to bring about a 'changing of the guard' at city hall this November. For another summer, the teen patrollers joined the Sun Youth Bike Patrol and will also act as the eyes and ears of the Montreal Police Department. On July 10th, 2018, Mr. Vincent Richer, SPVM Chef Inspector and Liaison Officer for Sun Youth proceeded to the swearing in of 6 new teen patrollers, a division regrouping young committed people aged between 14 and 17 years old. As in previous years, Sun Youth offers teens the opportunity to work with

the bike patrol so they will gain insight into working within the Montreal community, acquire knowledge of police work and become ambassadors for their generation. Just For Laughs: A talk with Brad Williams C omedian Brad Williams, who was born with achondroplasia, a condition that is a type of dwarfism, uses his condition in his stand-up comedy as a means not only of introduction, but to break the ice with his audience.

“Sometimes there are people in the audience who get this weird feeling of uneasiness because I am a dwarf. That is why I start my routine with jokes about what it’s like to be a dwarf. That way, I can get it out of my way and go on to other sorts of topics,” he said. From there, Williams gives his audience a dose of high-octane comedy, in which he delivers nonstop rants on topics ranging from everyday life, to sex, to pop culture, to things that really get on his nerves. As a result, it prompted the late Robin

Williams, himself no stranger to a highly energetic brand of comedy, to deem Brad as “Prozac with a head”. And from July 18 to 28 at the MTelus on St. Catherine Street East, Brad will be part of Just For Laughs’ wildly popular Nasty Show line-up for the third time, in which he will join Nikki Glaser, Ms. Pat, Derek Seguin, Mike Britt and host Robert Kelly. “People like going to the Nasty Show because they see it as a safe place; a place where they can shout out at the top of their lungs George Carlin’s routine of the seven dirty words you can’t say on TV without being afraid,” said Williams during a recent phone interview as he was making his way to the airport to fly to an upcoming gig.“What makes this show so great is that everyone can get offended here, where everyone can be singled out and get hated equally. I get people who come up to me after a show and ask me why I didn’t make fun of the Armenians. When it comes to being insulted, everyone wants to be included.” And it was one comedian’s jokes about dwarves that gave Williams the right spark to pursue a career in stand-up comedy. “It happened 15 years ago when

I was 19. I brought my dad to a stand-up show, in which the comedian in question was telling jokes about midgets. Everyone in the audience was laughing at his jokes, except the people sitting with me at my table. The comedian noticed that, and brought me up onstage and started asking me questions, and my answers were getting laughs. And at that time, I was working at Disneyland, which prompted me to respond that ‘I am not one of the seven’,” he said. “I thought getting those laughs from the audience at that show was the greatest feeling and I was hooked on being a stand-up comic ever since.” From that rather accidental onstage Q&A evolved into a career in which Williams built himself a solid reputation as one of the funniest, in-demand comics around today, with appearances on such TV shows as The Tonight Show, Jimmy Kimmel Live, Mind of Mencia, as well as his own solo comedy specials Brad Williams: Fun Size and Brad Williams: Daddy Issues. As well,Williams realizes that his comedy material, especially when it deals with his being a dwarf, has a way of reaching out to fans who are dwarves in particular, or who are disabled in general. “A lot of

those fans in particular think that ‘Hey, you’re our guy’ and that in a way, I am a voice for the disabled,” he said. “I believe that is because I don’t do my comedy on that topic in a exploitive way, but ends up being more empowering. You’re not just laughing at yourself; it’s like teaching and explaining to audiences what it’s like to be disabled.” While trying to avoid politics for his material (although with the latest adventures of President Donald Trump, it’s hard to avoid), Williams’ recent target of his comedy jabs is the current trend of people trying to be victims in their own right. “These days, people like to complain about everything, so that they could find a way of being personally exploited and latch onto that so that it could give them a sense of legitimacy,” he said.“There was one time that I did an

appearance on a radio program, and the DJ showed me that he was missing half of one of his fingers. I thought to myself: ‘What does that have to do with being a dwarf … that you have trouble gripping the steering wheel of your car?’ It’s like those soccer players during this year’s World Cup who are ‘floppers’ and act like they just got shot in the butt. They are striving to be victims and get attention.” Besides his gig at the Nasty Show, Williams will also do three solo shows on July 23, 24 and 25 at Café Cleopatra as part of the OFF-JFL series, and do a live taping of his podcast “About Last Night” with his co-host Adam Ray on July 26 at 12 noon at the Hyatt Regency Hotel. “If you played with GI Joes and ate Fruit By the Foot during the 80s and 90s, then ‘About Last Night’ is the show for you,” he said. “It’s Adam and me just sitting down, hanging out and having a good time with comics and actors whom we find interesting, in which we will also do comedy sketches and sing-alongs with the audience. This is the first time we will be doing the podcast this early in the day; we maybe drunk during that time or maybe not. We don’t know.” *** In other Just For Laughs

When it comes to Fitness Boxing, participants can draw on their inner “Rockey” and make each workout somewhat of a personal challenge. Like all fitness activities, Fitness Boxing participants should first learn how to safely and effectively train, so they make fitness progress not get an injury that will result in them having to “throw in the towel” and quit. There are some fundamental things that should be included in almost all workouts. A thorough warm-up, cardio training, some strength training, core work, flexibility and and skill development. Sorry to bother you Movie review

hen Cassius G r e e n (LaKeith Stanfield) a young black man was being interviewed for a job at a telemarketing company, he had no much to show in his support. However, his somewhat unorthodox display of credentials was enough to get hired. The job of selling something on the phone, however, was not easy. At first, each time he called he got the usual response: the other party would hang up on him before giving any time to explain the reason of the calling, he usually wouldn't get beyond the perfunctory "sorry to bother you". However, Cassius's fortune would change when Langston (Danny Glover) a colleague and a fellow black, advised him to use a "white voice." Knowing how to be persuasive, combined with the use of a white voice, soon make Cassius a major telemarketing star. A success he would share with his girlfriend Detroit (Tessa Thompson), his long-time

friend Salvador (Jermaine Fowler), and telemarketing colleague and new friend Squeeze (Steven Yeun). Things would get complicated for Cassius when at the same time as he is promoted and starts to enjoy a new status in the firm, Squeeze and his other friends and colleagues, tired of the abuses at the hands of the company, organize a union and even go on strike. Detroit also joins in the movement, deepening the ambivalent situation in which Cassius finds himself, caught between his promising career in a company that –he shockingly discovers– is involved in extremely unethical practices, and his friends and girlfriend openly critical of the controversial company. The decisive moment would come after Cassius is invited to a party at the big boss's place, where he is presented with an even more lucrative post in the corporation but at a very

high personal cost. Steve Lift (Armie Hammer), the big boss, is selling slave work, and not only that, scientists working for him have designed a formula to genetically change humans to make them work harder by increasing his physical power. "Sorry to Bother You" is directed by Boots Riley, and although it is basically a comedy, it also presents a sort of dramatic fable of today's corporate world and the extents to which big companies and unscrupulous bosses are ready to go in order to optimize their profits. It ironically portrays what blacks have to do sometimes to have some success, i.e. "white voices" as a form of status.This is a film that will provide entertainment and at the same time may make people think about the practices of some big corporations, even if for that the director would resort to an incursion into the fantastic.
