Your representation of our profession is critical to the continued success or our agenda and maintaining the support of the citizens of South Carolina. Our need to get “Back to the Basics” is central to our theme for this year. QUALITY RELIABILITY SERVICE

In 1991, Hampton County took delivery of its Àrst E-ONE apparatus. The service back then was second to none. Nothing could compare to the service, reliability, and quality of the E-ONE product. Hampton County felt part of a big family after dealing with E-ONE and their dealers. Now 19 years and some 23 E-ONE apparatus later, the service, reliability, and quality have only improved. Hampton County protects mostly rural communities with some industries located in southern South Carolina. E-ONE provided the best apparatus for us ranging from commercial tankers, commercial engines, custom engines, and one aerial platform. E-ONE has done an outstanding job for Hampton County!!! - Chief Gene Rushing

Techniques of Searching Fire Buildings Timothy Walters, Lieutenant, Myrtle Beach Fire Department; Sean Collins, Lieutenant, Myrtle Beach Fire Department; Billy Owens, Lt. Fred III, Chris Reynolds, Jim Hodges All from City of New York; Kevin Hazleton, Deputy Chief, Nanticoke Fire Department (PA) The class will be broken into two parts. A short classroom session consisting of safety briefing and outline of the day ahead. Module one will deal with searches for victims in single family and multiple family dwellings. The second part of the class will be based on large area searches. The large area class will have an emphasis on team searches utilizing different techniques. The class will conclude with a safety briefing and summary of day’s events. Full PPE REQUIRED The Art of NOT Breathing Smoke Mike Gagliano, Captain, Seattle Washington Fire Department This is the class that shows you how to do it. Any size department can immediately become safer on the fire ground with the information you received in this training. This will not be business as usual as firefighters have been led down a dangerous path as it pertains to their SCBA training. The Seattle Guys will cover some of the following in the fast paced, no non-sense presentation: • The Rule of Air Management (ROAM) • The dangers of today’s smoke environment • How to establish an “ Air Management” philosophy in your department • Pre-entry strategies to fix problems before they happen including READY- CHECKS • Intuitive prompts that enable firefighters to check their air while doing their work • “Time to exit” decision factors • Overhaul and Rehab • MAYDAY situations and Air Management • The Myths about Air Management and how to answer them • Drills for your department to use in teaching the material • Case studies and video training This is a complete look at how to put it all together to make Air Management a reality in your department. If you or someone from you department is going to die at a structure fire, it will most likely be because they ran out of air. This is the class that gives you the tools to keep that from happening. The Four R’s of Accountability & Fire Ground Decision Making John Lewis, Lieutenant, City of Passaic (NJ); Robert Moran, Fire Marshall Leonia (NJ) Accountability in the fire service is nothing new. The problems are significant enough that when mentioned at a meeting or drill a lengthy discussion follows. The most critical time on the fireground is the first twenty minutes, when resources may be light and command officers still enrooted, this is when accountability must be the strictest. Maintaining crew integrity is the most effective means of tracking our firefighters. This session will also provide an interactive forum designed to discuss and define the key relationships strategy and tactics, street-wise size up, and risk benefit analysis have on the critical first few minutes of structural firefighting operations. By utilizing the “Fire Service Rule of Engagement,” first due video, and photo based scenarios the instructors will uncover the mission essential importance of gathering and evaluating building intelligence, identifying potential risk and weighting benefits of the chosen strategies and tactics prior to committing personnel to operate within these dangerous environments.

Wednesday 8 Hour Classes and Workshops Chief Officer Academy John Salka, Battalion Chief, New York Fire Department This program is an examination of the numerous areas of responsibility that a chief officer has while commanding a structural fire. As the officer in command of a fire department operation, we have several major components that must be addressed. Not every fire will require equal attention to each of these areas, but an experienced and effective chief officer needs to have a solid grasp of each of these components. The categories are as follows; Strategy & Tactics, Incident Command Procedures, Initial Fireground Operations, Safety & Accountability, Progress Reports & Fire Control Estimates, Search Procedures & Results, Offensive; Defensive Modes, Multiple Alarm Situations, Fire Officer Responsibilities and Scenarios. Each of these important aspects of fireground management are discussed and examine to uncover the most effective and efficient way of handling them and producing a successful tactical operation. This House Rocks Mike Dugan Captain, New York Fire Department; Mike Gagliano Captain, Seattle Washington Fire Department There is nothing quite like a firehouse. It can be the most incredible experience of your life or a miserable exile to purgatory. It can be a place of learning where skills are honed, and techniques refined or a stagnat cesspool where competence erodes into ineffective complacency. What is it that causes one place to be cohesive and brimming with camaraderie while the place just down the road is filled with dissension and drudgery? There are five key areas that can turn any firehouse into the type of place that enables firefighters to thrive and fulfill their calling. This workshop will present a hit-energy, no-nonsense look at how to build and enjoy the type of firehouse everyone wants. Rapid Intervention Crew Awareness & Mayday Communications John Lewis, Lieutenant, City of Passaic (NJ); Robert Moran, Fire Marshall Leonia (NJ) Rapid Intervention Crews are most significant, readily available fire ground resource utilized to enhance the safety of firefighters operating at emergency incidents. Friday 2 hour Professional Development Seminar Firefighter Physicals Tim Rankin, Vice President Marketing and Sales, North Greenville Fitness & Cardiac Rehab. Clinic, Inc. In 1980, the Occupational Safety and Health Administration (O.S.H.A) established September 15, 1990, as the date in which all fire departments in the United States must have a health screening and fitness program. This regulation is 1910.156, subpart L, Appendix A. The only departments exempt are Airport Crash Teams and the Forestry Service. In this program we will discuss why firefighters are required to have annual health screenings. We will discuss the credentials that your supplier should hold. Finally, we will discuss what elements should be included in an annual firefighter physical to ensure compliance with OSHA. Spray It Forward DFLS & DSFM This program is designed to help volunteer firefighters with limited time and few resources to learn what they need to know in order to reach children in their own communities about fire & life safety. Leading the Volunteers Mike Dallessandro, Director, Garand Island (NY) Fire Company Today’s volunteer fire service is facing many challenges and leaders of these organizations are going to have to wear many hats to keep these organizations heading in the right direction. This workshop will focus on key behavioral points of members that helped make our fire companies of yesteryear grow into the organizations they are today while at the same time identifying new behavioral patterns that are causing concerns for the future. Attendees will take home with them a positive message and teaching points about dedication to community service, proper behavior in the firehouse and in public, ethics, values and what it means to freely give of yourself to be a volunteer firefighter today. Rethinking RIT Eddie Buchanan, Division Chief Hanover (VA) Fire and EMS; President International Society of Fire Service Instructors It’s been more than 10 years since the inception of Rapid Intervention Teams. Over that time, much has changed! This program will examine how changes in staffing, building construction, equipment and standards have impacted rapid intervention. The program will provide a vision of how to make RIT really work in a typical suburban/rural department and how to appropriately train firefighters to avoid dangerous situations. RIT deployment models will also be discussed that provide more than just lip service to the OSHA standard. Man that was Close Mike Dugan, Captain, New York Fire Department This class is a review of problems confronted by firefighters and officer at fires every day all across the country. They encounter problems that endanger them and their team. This class will review the common problems and how they affect use safe and operations. We will learn how we can avoid them or lessen their impact. The students will walk away with a better understanding of what they face and how to properly prepare for the challenge of today fires.

Charles Flowers, Abacus Planning Group No matter when you are planning to retire, there are some things you can do now to start getting ready. We will cover general information on financial planning as well as specific information for participants in the SC Firefighters Association Retirement Fund. Since many firefighters are also state employees, we will also provide some tips for retirement from the state. Spouses are welcome. Firefighter Behavioral Health Workshop

Presented by members of the Charleston Firefighter Support Team and the SCSFA Counseling Support Unit Firefighters are frequently exposed to traumatic events and the fire service, in general, has done little or nothing to prepare them emotionally to deal with the possible outcome (s). In an effort to be proactive a Behavioral Health Workshop has been designed for all firefighters and officers providing them a general overview of behavioral and emotional responses common to a traumatic event. This presentation would help firefighters recognize issues they may experience following an event, lay the groundwork for firefighter Peer Counselors in their interventions and assist in reducing the stigma attached to seeking professional counseling. The program provides firefighters with information on Stress, Traumatic events, Depression, Grief, Communication, and Alcohol and Substance Abuse. It is not unusual for this presentation to help firefighters recognize issues they may be experiencing and, very often, inspire them to seek professional assistance. Custom vs. Commercial Chassis

Mark Kopunek the national accounts manager for KME Fire Apparatus in Nesquehoning Pennsylvania This presentation focuses on key comparison points between custom fire chassis and commercial chassis used for fire apparatus. The comparison offers an objective viewpoint of the noted pros and cons leaving attendees that opportunity to decide what works best for them.

Club Boca showcases a spectacular variety of Dance, House, Techno and Hip-Hop with a little Latin flair added and Broadway Louie’s is fun for everyone with a sports bar, arcade, karaoke and a 25foot HD Jumbo Screen TV!
