From The President Morris Russell From The President Welcome to the 2010 Fire-Rescue conference of the SC State Firefighters’ Association. It is our hope and desire that this 105th conference of our great Association is all that you have come to expect and more. Your Executive Committee and Association staff have worked to prepare for you a valuable learning experience filled with education, relaxation, networking, and fun for the whole family. We hope that you are able to take part in all the various functions and receive a wealth of knowledge to take back home to your department. This conference of over 5,000 attendees is a vast undertaking that encompasses much more than this week. For that effort we offer our thanks to the host Fire Department and their Chief, Alvin Payne as well as the community of Myrtle Beach for their never ending hospitality. Honor and respect is due to all who attend, who speak, and who are given recognition through award and through memorial. Please, as you travel and attend our training conference and business meetings, show respect to all participants and all those vacationing throughout the Grand Strand area. Remember, you represent the fire service of South Carolina. Your representation of our profession is critical to the continued success or our agenda and maintaining the support of the citizens of South Carolina. Our need to get “Back to the Basics” is central to our theme for this year. The concept of “Training to Save OUR Lives,” leads to a needed change in our approach to all training aspects of our profession and response to incidents. It is my hope that this conference will make a difference in your beliefs and practices. I look forward to sharing with you this theme and the experiences we will all take away from this conference and hope that everyone enjoys a week of fun, fellowship and brotherhood.

The Four R’s of Accountability & Fire Ground Decision Making John Lewis, Lieutenant, City of Passaic (NJ); Robert Moran, Fire Marshall Leonia (NJ) Accountability in the fire service is nothing new. The problems are significant enough that when mentioned at a meeting or drill a lengthy discussion follows. The most critical time on the fireground is the first twenty minutes, when resources may be light and command officers still enrooted, this is when accountability must be the strictest. Maintaining crew integrity is the most effective means of tracking our firefighters. This session will also provide an interactive forum designed to discuss and define the key relationships strategy and tactics, street-wise size up, and risk benefit analysis have on the critical first few minutes of structural firefighting operations. By utilizing the “Fire Service Rule of Engagement,” first due video, and photo based scenarios the instructors will uncover the mission essential importance of gathering and evaluating building intelligence, identifying potential risk and weighting benefits of the chosen strategies and tactics prior to committing personnel to operate within these dangerous environments.

In 1980, the Occupational Safety and Health Administration (O.S.H.A) established September 15, 1990, as the date in which all fire departments in the United States must have a health screening and fitness program. This regulation is 1910.156, subpart L, Appendix A. The only departments exempt are Airport Crash Teams and the Forestry Service. In this program we will discuss why firefighters are required to have annual health screenings. We will discuss the credentials that your supplier should hold. Finally, we will discuss what elements should be included in an annual firefighter physical to ensure compliance with OSHA. 2010 SC Fire-Rescue Conference Instructor Biographies

Robert G Moran Robert G Moran began his career with the city of Englewood (NJ) in 1985; in his 23 year career he has held the ranks of Dispatcher, Firefighters, Lieutenant, Deputy Chief and his current rank as Chief of Department. Chief Moran holds a Bachelors Degree in Fire Science from New Jersey City University, and is an adjunct instructor for Kean University. He is a NJ State certified level 2 Fire Instructor, Hazardous Material Specialist, Confined Space and Hazardous Material Awareness Instructor, IMS Level 2 Instructor, Fire Investigator and Fire Official. Formerly an Instructor at the Bergen County Police and Fire Academy, he now sits on the Bergen County Fire Training Advisory Board. Moran is currently the Fire Marshall in Leonia, NJ, where he served in every rank as well as Chief of the Volunteer Fire Department; in addition he is an investigator for the Bergen County Prosecutor Office Arson Task Force, and a Safety Specialist for the State of New Jersey Urban Search and Rescue Task Force. Chief Moran had authored several articles for national fire service publications, as well as lecturing on various ire suppression topics every year thorough out New Jersey and the country. Eddie Buchanan Eddie Buchanan began his fire service career in 1982 and currently serves as Division Chief assigned to Operations for Hanover (VA) Fire & EMS. Hanover, a suburb of Richmond, Virginia, is a large combination system with about 150 career and 500 volunteer members. Chief Buchanan is a former Board Member for the VCOS and currently serves on the Board of Directors for the International Society of Fire Service Instructors. He is author of the Volunteer Training Officer’s Handbook from Fire Engineering Books and Videos and was a co-author on the Red and White Ribbon Reports from the VCOS. He also serves on the NFPA Technical Committee for Fire Service Training. Mike Dugan Captain Michael M. Dugan has over 32 years of fire service experience and is a 20 year veteran of the FDNY, serving as the Captain of Ladder Co. 123, located in Crown Heights, Brooklyn. As a Lieutenant, Dugan was assigned to Ladder Co. 42 in the South Bronx. While working as a Firefighter in Spanish Harlem’s Ladder Co. 43, Dugan received the James Gordon Bennett medal in 1992 and the Harry M. Archer Medal in 1993, the FDNY’s highest award for bravery. He is also a former Halesite, Long Island volunteer firefighter.

Instructors

John J. Lewis John J Lewis joined the volunteer fire service in 1978 and began his career as a Firefighter / EMT in 1985, currently serving as a Lieutenant with the City of Passaic, NJ Fire Department. John in a instructor at the Bergen County (NJ) Fire Academy, and an Adjunct Instructor at Kean University in Union, NJ, and Utah Valley University in Orem, UT, a member of the NJ State Firefighter Health and Safety Advisory Committee, he holds NJ State Certifications as Fire Inspector / Fire Official, Level 2 Fire Instructor, Confined Space and hazardous Materials Awareness Instructor, IMS Level 3 Instructor, and Fire Investigator. John has developed and presented educational programs for various fire conferences and schools across the country.

Captain Dugan was an instructor at the inception of the FDNY’s Annual Education Day and has developed programs currently taught to all FDNY members during the Annual Education Day. Captain Dugan has been a featured lecturer around the country and at both the “Firehouse Expo” and the “FDIC.” He is the lead instructor of the “Firehouse Expo” and “Firehouse Road Show” Engine and Truck Company Operations program and a “HOT” instructor at the “FDIC”. He is a contributing editor to “Firehouse” magazine and the Firehouse.com Member’s Zone. John Salka Chief Salka is a nationally recognized fire training professional who has been a featured presenter at the Firehouse Expo in Baltimore, the Fire Department Instructors Conference (FDIC) in Indianapolis, the Fire Department Institute (FDNY) and the NY Firefighters Burn Center seminar Program to just name a few. Chief Salka is a contributing editor for Firehouse Magazine, and also writes articles for Fire Engineering,WNYF, and Size-up Magazines. He was also the recipient of the “2001 Training Achievement Award” at the 2001 Fire Department Instructors Conference in Indianapolis, Indiana. Fire Command now has a one-of–a-kind team of training experts from throughout the US. We have chiefs, company officers and firefighters from many departments’ large and small, career and volunteer that will deliver the best training that you have ever had. Mike Gagliano Mike Gagliano has twenty four years of fire/crash/rescue experience with the Seattle Fire Department and the United States Air Force. He is the Captain of Ladder 5 and a member of the Seattle Fire Department’s Critical Decision/Tactical Training group. Captain Gagliano has written numerous fire service articles, is coauthor of the bestselling book Air Management for the Fire Service and the SCBA chapter of the Firefighter 1 & 2 from Pennwell. He is a member of the FDIC Associate Advisory Board, a Director for the Cyanide Poisoning Treatment Coalition and teaches across the country on Air Management, Fireground Tactics, Leadership and Company Officer Development. He also partners with his wife Anne to teach on ways to develop and maintain a strong marriage/family and has two sons in the Pre-Med and Pre-Law programs at Seattle Pacific University.

Shannon Tanner Shannon Tanner – Tanner is a 25- year veteran of the fire service. He started his career with the Johnsonville Fire District where he serves in the capacity of Battalion Chief. He is also the Battalion Chief of Training for the City of Florence Fire Department where he has served for the past 12 years. Tanner has been an instructor for the South Carolina Fire Academy since 1989 and teaches a wide variety of courses along with serving on many fire service boards and committees. Mike Norket Mike has been with the City of Myrtle Beach Fire Department for 23 years. Mike has served from the ranks of firefighter to Battalion Chief of Training. Mike also serves as assistant director of the State USAR Regional Response team for Region 2. Mr. Norket assisted in writing the fire elevator extrication course for the state. Norket has been a South Carolina Fire Academy Instructor since 1993. Timothy Walters Lt. Timothy Walters, City of Myrtle Beach Fire Department. – 16 years Fire service experience, South Carolina Fire Instructor. Sean Collins Lt. Sean Collins, City of Myrtle Beach Fire Department. – 13 years Fire service experience, South Carolina Fire Instructor. Lee Levesque Lee Levesque is a 20+ year veteran of the American Fire Service and is currently a firefighter and public affairs officer for the Lady’s Island St. Helena Fire District. Born and raised in a small volunteer fire department in upstate NY, he makes his way to SC via the U.S. Army all the while maintaining some form of fire service affiliation whether it be in large urban departments or small rural ones. He is dedicated to public education and fire prevention as key aspects of the fire service of today.

Ken Newell Ken Newell, AIA, LEED AP, is a senior principal with Stewart-Cooper-Newell Architects, and has designed over 140 Fire/EMS stations and fire training facilities since 1988. He has provided architectural and consulting services for fire departments and municipalities in 22 states across the US. He has also spoken at various national and state fire conferences.

Deputy Chief Wes Roberts Chief Roberts has served with the Tallahassee Fire Department for 21 years, and was recently promoted to Deputy Chief of the 300 member department which serves the capital city of Florida. He has an extensive history in vehicle extrication and rescue, and has been the recipient of both National and International awards for his contribution to the field. Chief Robert’s is on the forefront of today’s extrication instructional techniques and his opinion is valued and incorporated on a National level. Battalion Chief Eric Taylor Battalion Chief Taylor has been with the Lady’s Island / St. Helena Fire District for 21 years and serves as the Incident Commander for the department’s competitive extrication team. Chief Taylor has dedicated himself to learning, teaching and promoting safe and efficient extrication practices. The learning environment which Chief Taylor offers is a combination of new and innovative techniques, the reinforcement of the basics which commonly learned, and the ability to apply these foundations to more advanced extrication situations.

Greg Mundy: Assistant Chief of Operations, Irmo (SC) Fire District Greg Mundy currently serves as Assistant Chief of Operations with the Irmo Fire District. Mundy has over 34+ years of service experience. He has previously served as Captain/Training with the Columbia Fire Department, Resident Training Manager for the South Carolina Fire Academy, Career Company Officer, Ladder 1 with Des Moines, IA Fire Department and Volunteer Fire Assistant Chief with the Indianola, IA, Fire Department

Rick Dunn: Assistant Chief, Columbia (SC) Fire Department Rick Dunn is a retired Assistant Chief with the Columbia Fire Department. Dunn began his career as a volunteer firefighter with the Lugoff Fire District in 1984. In 1985, he accepted a position with the Fort Jackson Fire Department where he worked as a civilian firefighter. In 1986 he moved to the Columbia Fire Department where he progressed through the ranks to his current position of Assistant Chief of Professional Services. He is responsible for the recruitment, hiring and promotional systems of the department as well as the management of the Training and Safety Bureau and Logistics. Chief Dunn has been an adjunct S.C. Fire Academy instructor since 1989. Seth Vaughn Seth Vaughn is a Field Representative and 8 year employee of Insurance Services Office, Inc. In that time Seth has conducted over 125 fire department surveys in South Carolina. He has also had the opportunity to train several other ISO field representatives and multiple fire department officials, as well as multiple public officials on various aspects of the ISO Public Protection Classification Program. Seth has had the privilege of conducting and reviewing fire department surveys from numerous other states across the country, as well as being involved in multiple special projects for ISO product development and support. With over 18 years in the fire service both in the paid and volunteer role; Seth is no stranger to the fire service. Seth is currently a volunteer with Pelham-Batesville FD, S.C., and certified through IFSAC Fire Officer I and NREMT – B. Aaron Small Aaron Small is a 49 year veteran of the volunteer and paid fire service. He has served in many different capacities in the field from a tail board firefighter, fire chief, and Director of Emergency Services for Fire and Rescue. He retired from the Myrtle Beach F.D. Myrtle Beach, S.C. and is currently a Fire Academy Instructor for the state of South Carolina. For the last 20 years he has been involved in his first loves: fire education, injury prevention, and firefighter safety. He established the state’s Fire and Life Safety Education Association and is now employed with the S.C State Fire Marshal Office, Division of Fire and Life Safety as a Public Fire Education Officer. He and his Safe Team played a big part in developing a state program for firefighters called Spray It Forward. This program is designed to teach firefighters the keys to identifying educational objectives that are best suited for specific age groups, and has taught this program all over the US.

Chris Growley: Curriculum Coordinator, South Carolina Fire Academy Chris Growley was a 27-year member of the Orange County Fire Rescue Department in Winter Park, FL. He served in variety of positions including Battalion Chief, Special Operations Bureau; Battalion Chief, Field Operations; and Assistant Chief, B-Shift. Chris served as an adjunct instructor at the Central Florida Fire Academy, Orlando, FL and earned a bachelors of science in Fire Safety Administration from Rollins College. Presently, Chris serves as the Curriculum Coordinator for the S. C. Fire Academy.

Robert Amick Robert Amick is a 30 year career veteran of the fire service. He worked 13 years in fire suppression, 2 years in fire code enforcement, and the remainder of his career in public fire education. As a fire education specialist, he developed and presented programs for the South Carolina public schools, fire departments, business and private industry. Robert currently works for the S.C. State Fire Marshal’s Office as an instructor developing and presenting fire education programs to volunteer and career firefighters. His main focus today is the delivery of the “Spray It Forward” program. This program is designed to instruct firefighters and other educators on how to identify and present age appropriate fire and life safety messages to both children and adults. Fred Malven Fred Malven is an Associate Professor in Iowa State University’s College of Design and an adjunct Instructor of the National Fire Academy (NFA). For NFA he has served on the development and delivery teams for several field courses related to firefighter safety and building construction issues. Fred has served as a nationally certified firefighters/fire officer with four departments in Connecticut and Maryland. Since 1981

Charles Flowers Charles B. Flowers graduated from the University of the South (Sewanee) in 2001 with a B.A. degree in Economics. After graduation Charles returned to his native home of Columbia SC and began work with Abacus Planning Group. As a member of Abacus’s Investment Team, Charles’s responsibilities include investment research, asset allocation decisions and portfolio design. Charles also handles the firm’s portfolio administration duties, ensuring portfolio data integrity, executing trades and working with portfolio accounting technologies. Charles is currently a Level 2 candidate for the Chartered Financial Analyst (CFA) designation. Chris Nunnery Chief Chris Nunnery- Fire Chief, Lancaster Fire Department. Chief Nunnery has been active in the fire service for 19 years with his department. He rose through the ranks of firefighter to company officer and was appointed Fire Chief in 2002. He is a SC Fire Academy Adjunct instructor and serves on the Fire School Advisory board for the State Firefighters Association. He is currently the first Vice President of the State Association of Fire Chiefs and is set to assume the presidency of this organization in October of this year. Chief Nunnery is married with two children and is very active in his church and his community. Will Vaigneur Will Vaigneur is the Training Officer of Lady’s Island – St Helena Fire District. He currently serves on the South Carolina Firefighters’ Association as the chairman of the Training and Education Committee. He also serves as the chair of the South Carolina Fire Academy Advisory Committee. He is involved with his local community teaching leadership to both fire service and non fire service professionals. He also is involved with mentoring the youth of his community and coaches both football and baseball for his local high school. Will is committed to the progression of the South Carolina fire service.

Attractions The Myrtle Beach area’s newest development, the new downtown Boardwalk is part of new efforts the city is taking to improve the downtown area of Myrtle Beach. The mile-long oceanfront Boardwalk and Promenade is in the area between the 14th Avenue North Pier and the Second Avenue North Pier, and extends all the way to First Avenue.
