A Meeting with 20 Members of Parliament on the state of Computer Labs. On Monday 22, November 2010, a team of 20 MPs of the Committee of Information, Science and Communication Technology visited the Easter region of Uganda with a particular interest of seeing the ICT facilities in the Computer Labs and to hear directly from the implementers of ICT in Education programmes. This committee is mandated by Parliament to oversee the activities and programmes of the Ministry of Information and Communication Technology. It was a follow up trip on The Secondary School ICT Computer Laboratory Project Phase II through which each school received 40 computers (terminals) in January 2010 from the Government of Uganda through the Uganda Communications Commission and the Rural Communications Development Fund. 200 Secondary schools received computers with a complete network. Major Issues • They were disappointed about the breakdown and dusty situation of computer laboratories in schools. • They received a report about ICT4E, KAWA Digital books, Adobe Youth Voices (AYV), Computer clubs for schools, IEARN programmes and the plans for integration of ICT in the teaching process from the KAWA. • They promised to support the schools in getting more computers in the next budget. • They advised the schools to open a community Telecentre so that outsiders can access internet services. • They also observed that the Computer Lab should have a printer, scanner, speakers, microphone, air conditioner and video camera. All must be dust free. Generally the visit was cordial.
