NEWSLETTER Local Government Reform Update In the Spring edition of this newsletter we reported on the Land and Environment Court judgment handed down in September, which supported Council's contention that the delegate's report regarding the proposed Mosman, North Sydney and Willoughby merger was flawed and inadequate. Council has since formally lodged an appeal against various other elements of the September judgment and proceedings will commence in the NSW Court of Appeal in early December. With this appeal in train Council is continuing to pursue all reasonable avenues to protect Mosman from unwanted amalgamation with its neighbours to the west. Council's efforts in withstanding the NSW Government's amalgamation agenda have been helped considerably by a strong band of local residents who have steadfastly fought for Mosman's independence. Our thanks go to these residents for their energy and commitment over the past few years.

Apart from public holidays, Mosman Civic Centre, Mosman Art Gallery and the Barry O’Keefe Library will be open during normal hours over the period with the exception of: § 3pm closure Friday 16, 23 and 30 December 2016 § Barry O’Keefe Library will close at 5.30pm rather than 9pm on Thursday 29 December 2016 and will be closed Sunday 25 December, Monday 26 December and Tuesday 27 December 2016 and will be closed Sunday 1 January and Monday 2 January § Mosman Occasional Care Centre will be closed from Thursday 22 December 2016 and will reopen on Monday 23 January 2017 § Marie Bashir Mosman Sports Centre will be closed from 3pm on Friday 16 December and again from 3pm Friday 23 December 2016, reopening on Tuesday 3 January 2017 § The Mosman Rider will operate throughout the holidays, with the exception of Christmas Day § Waste collections will continue as normal and Rangers will also be working throughout the period. Mosman Monopoly is here

Parkland restoration works Council managed parklands have been receiving extra attention over Spring with key playgrounds, parks, walking tracks and fields undergoing additional work. A major upgrade to Balmoral Playground proved so popular that additional seating and infant swings have since been added to cater for the unprecedented demand since its re-opening in mid–June. The renewal, which includes a range of modern play equipment for infants to 12 year olds also incorporates natural shade as well as increased accessibility via new pathways. Further upgrades are planned for Sirius Cove, Countess and Curraghbeena playgrounds in coming months. Parklands including Sirius Cove, Reid Park, Balmoral, MosmanVillage Green and Clifton Gardens have also been levelled and re-turfed recently while the Sirius Cove bushland walking track is also being upgraded.

Caring for our kids The Rotary Club of Mosman has developed a special edition of the iconic Monopoly board game, focussed solely on Mosman. Mosman Council, along with numerous local businesses, has lent its support to the project which will in turn fund Rotary-sponsored humanitarian projects. The Mosman Monopoly board game features many of Mosman's special and unique landmarks and locations and is a fun and innovative way of celebrating our local community while also helping fund projects that support others in need. The game retails for $60 and is available from local retailers, including Bendigo Bank (652 Military Road) and Mosman Newsagency (876 Military Road) or purchase online from mosmanrotary.org.au

Enrolments are now open for high-quality occasional care, long day care and preschool in Mosman. The Mosman Occasional Child Care Centre (MOCC) offers flexible childcare for children aged 6 weeks to 5 years. Book from one hour up to a day. Permanent and occasional bookings are available. Youth Summer holiday fun

Parking and signage award Council's parking strategy ‘Watch this Space’ was a finalist in the Excellence in Technology and Innovation category of the 2016 Parking Industry Awards held last month in Perth. As part of the strategy, a new parking system was progressively installed and commissioned during mid-2016 by installing sensors, indicator lights in car parks and intelligent signage to make parking easier in and around Mosman's business precinct. Signage has also been a key feature of the project with improved parking signage installed that complements the rollout of other updated wayfinding and park signage throughout Mosman. The changes to parking are not linked to enforcement and follow an extensive 12-month consultation period with businesses and residents. The SMARTapp Parking application is available for download from the Apple App Store and for Android in the Google Play store.

Sydney's most inspiring landmarks and exciting activities are included in the Summer school holiday line up from Mosman Youth Services to ensure participants enjoy an unforgettable break. The action-packed holiday program is about challenging young people to move out of their comfort zone and fulfil their sense of adventure while providing a place to make friends and have fun before school begins. An inclusive Mosman Following valuable community feedback obtained through consultation forums, Council has prepared a draft Disability Inclusion Action Plan which is on public exhibition until Monday 12 December 2016. The draft plan sets out Council's proposed actions to support inclusion of people with a disability under four main areas: § Developing positive attitudes and behaviours § Creating liveable communities § Supporting access to meaningful employment and § Improving access to mainstream services through better systems and processes. Mosman Art Gallery's Destination Sydney exhibition has won its category in the Museum and Galleries of NSW’s 2016 IMAGinE awards. The show won in the Exhibition Projects category for small to medium galleries, which was the most competitive awards category this year. Mosman shares the award with Manly Art Gallery & Museum and SH Ervin Gallery. Destination Sydney attracted tens of thousands of visitors and became the most popular exhibition ever held at Mosman Art Gallery.

Mosman Christmas Gift Appeal Mosman residents are being encouraged to share the gift of giving this holiday season by donating toys and books for the Mosman Christmas Gift Appeal. Donations can be made by placing an unwrapped toy or book for babies and children aged up to 12 years old under the Christmas tree in the Civic Centre foyer before Thursday 15 December. All gifts will be donated to The Smith Family's Toy and Book Appeal and distributed to disadvantaged children in Sydney metro and regional NSW areas. This year The Smith Family will deliver almost 15,000 toy and book packs to needy children around Australia.

Mosman Design Awards Mosman Council is calling for nominations for the 2017 Mosman Design Awards which recognise and celebrate outstanding contributions to Mosman's built environment and provide architects, builders and owners an opportunity to exhibit their achievements. The awards, which have been held every two years since 2007, continue to gain popularity and prestige due to the high quality of entrants and judging panel, which for 2017 includes Nick Tobias, Robert Staas and Gabrielle Morrish. Snapshots against violence A photographic portrait exhibition of people from the local area and greater Sydney who are working to end violence against women was shown in the Civic Centre foyer in the lead-up to last month's White Ribbon Day. The exhibition, which included photos of frontline and behind-thescenes workers against domestic violence, is touring to North Sydney Community Centre as part of a collaborative initiative with the Lower North Shore Domestic Violence Network. Get into Summer reading Barry O'Keefe Library's popular reading incentive programs are back again these summer holidays. The Treasure Trove Summer Reading Program runs from 1 December 2016–31 January 2017 and is for primary school children 5 to 12 years old. The program aims to encourage children to keep up their reading over the holidays. Children record the books they read and every child who reads more than four books and hands in their log book receives a prize and certificate presented by the Mayor at the Treasure Trove party on 9 February. Reading Rave, the reading program for teens runs from 28 November 2016 until 31 January 2017. Teens who read for more than 20 hours receive a participation award, while those who read for more than 60 hours receive a high achievement certificate, a prize and go into the running to win a Nintendo 3DS XL. Read Review & Win for adults is also back from 1 January to 31 January 2017. Exhibition: Paper Visionary Saturday 3 December–Sunday 29 January 2017 Mosman Art Gallery Ruth Faerber's artworks have won numerous awards and her work appears in both national and international collections. The works in this exhibition are those held by Mosman Art Gallery through Mosman Art Prize acquisitions and through the generous donations by Faerber to the Gallery. Ruth Faerber is a local Mosman resident and artist and the exhibition coincides with her 94th year.

Exhibition: Slipstitch Saturday 3 December–Sunday 29 January 2017 Mosman Art Gallery Slipstitch is an Ararat Regional Art Gallery and NETS Victoria touring exhibition curated by Dr Belinda von Mengersen. Slipstitch presents an Australian perspective on the contemporary uptake of embroidery by a new generation of artists. The exhibition features recent work from Mae Finlayson, David Green, Lucas Grogan, Alice Kettle, Tim Moore, Silke Raetze, Demelza Sherwood, Matt Siwerski, Jane Theau, Sera Waters, Elyse Watkins and Ilka White.

Christmas Twilight Market Thursday 8 December, 4.30–9.30pm Mosman Square and Village Green Come along to Mosman's annual Twilight Market and shop for exquisite goods from over 140 skilled artisans. Bard on the Beach Live performances of The Tragedy of Romeo and Juliet and The Merry Wives of Windsor will be staged on alternate nights, at the Rotunda, Balmoral from 20 January to 19 February 2017. Australia Day Celebrations Thursday 26 January 2017, 10am–12.30pm Drill Hall Common, Cross Street, Mosman Activities will begin with a Citizenship Ceremony recognising new citizens. This will be followed by an Australia Day Address by Mosman’s Australia Day Ambassador. Mosman’s 2017 Citizen and Young Citizen of the Year will be announced with guests invited to join in a community barbecue by volunteers from the Lions Club of Mosman.

2016 Enter your festive display Residents and businesses are being encouraged to dress up their street frontages and enter Mosman's annual Christmas decorating competition to be in line for some great prizes. Prizes will be awarded to the household judged to have the best lighting display and to the winner of the People's Choice competition. There will also be prizes for local businesses with the best lighting display, most sustainable display, the best overall display and a participants' prize draw so everyone has a chance to win. To be eligible for Rapt 2016 judging and prizes residents and businesses need to register via the online entry form at mosman.nsw.gov.au/rapt2016 by 5pm on Sunday 11 December. People's Choice voting opens from 4 December until 12pm on 14 December.

Summer is here!

The Mosman Rider is now operating to its summer timetable with the bus running 9am–1pm and 2pm–6pm daily. Copies of the timetable are available at the Mosman Civic Centre, Library and Art Gallery.

Hailing the bus is easy, just signal the driver anywhere along the route and get on board. You can also track the Rider online by visiting the website or downloading the app via the Apple App store or Google Play store.
