Local Government Reform In March this year Council commenced fresh proceedings in the NSW Land and Environment Court in relation to the NSW Government Delegate’s revised report on the Mosman, North Sydney and Willoughby merger proposal. These proceedings, which focus on the inadequacies of the report prepared following the September 2016 judgment in the Land and Environment Court, have since been adjourned until later this year. In early April 2017 Mosman Council, together with other metropolitan councils impacted by NSW Government merger proposals, also brought action in the NSW Court of Appeal seeking to overturn elements of the September 2016 Land and Environment Court judgment. These court proceedings have now concluded and judgment has been reserved. Further information in relation to judgments (or other progress) in both 2017 court actions will be posted on Council's website as it becomes available. Other court proceedings over the last few months that are relevant to the ongoing fight against State Government merger proposals have included Ku-ring-gai Council's successful action in the NSW Court of Appeal and Woollahra Council's successful application for special leave to appeal its 2016 Court of Appeal decision to the High Court of Australia. It seems that this story remains far from over!

Balmoral Promenade upgrade Balmoral Promenade is undergoing a major refurbishment to provide a consistent surface along the renowned walkway. The works follow investigations by engineers which indicated many areas of the footpath had major cavities below the concrete slab, mainly as a result of erosion of subsoil. Minor improvements over the years to the footpath, which was built in the 1920s along with the seawall, have resulted in a mix of concrete types and designs. The walkway’s redesign, which involved input from architects and the community, will be in keeping with the heritage significance of the seawall. Improved seating and edging around the trees at the southern section of Balmoral will also be provided through the replacement of timber logs with concrete seating. Most of the upgrades are expected to be completed by November, with some additional works including the renewal of stairs to the beach, improved lighting and footpaths connecting the promenade, to commence in coming months.

Playground upgrades Surveys on proposed upgrades for playgrounds in Memorial Park (Allan Border Oval) and Memory Park have attracted strong interest from the community. More than 60 survey submissions were received for each playground as well as many phone calls and comments on digital media. The upgrade of the Memorial Park playground, which mainly caters for young children, is planned in coming months and will include rubber softfall under the new play equipment. Feedback on Memory Park, which attracts a broader age group of children, also indicated a preference for softfall underneath but no requirement for fencing. Council is now developing a concept design for Memory Park playground with further community feedback to be sought before its finalisation.

Joel's Reserve tree banner The Joel's Reserve tree banner was recently removed in accordance with Council’s resolution, given that no further vandalism had occurred. The site will be regularly monitored and the footing for the banner will remain so that the banner can be easily re-established if any new vandalism takes place. Replacement trees planted by Council staff are establishing well. Council originally installed the 3×8 metre banner and associated structure in March 2016 in an effort to prevent further public tree vandalism at the reserve.

HALO: Bayanihan Philippine Art Project Saturday 1 July–Sunday 10 September Mosman Art Gallery Halò is a major commission of contemporary installation artworks by internationally acclaimed Philippine artists Alfredo and Isabel Aquilizan as well as the talents of Sydney based artist JD Reforma. Halò is also accompanied by an anthology of contemporary Philippine and Australian creative writing. The exhibition is part of the Bayanihan Philippine Art Project, an exciting multi-arts program presented throughout 2017 in partnership with six key cultural institutions across Sydney. Partners include Mosman Art Gallery, Art Gallery of NSW, Blacktown Arts Centre, Campbelltown Arts Centre, Peacock Gallery & Auburn Arts Studio and Museums & Galleries of NSW.

The Mosman North Sydney Willoughby Bushfire Management Committee is seeking comments on its draft Bushfire Risk Management Plan (BFRMP). The draft BFRMP, which covers Mosman, North Sydney and Willoughby and applies to all land including private land, contains information about the local area and works to be completed to manage bushfire risk. The plan will be on display in the Council foyer and on Council’s website until Friday 30 June. Written submissions can be sent to Bushfire.FRNSW@fire.nsw.gov.au or by post to 99 Shirley Road Crows Nest NSW 2065.

Council recently adopted its MOSPLAN Operational Plan and Budget for the 2017/18 financial year. While a small operating surplus of just under $200,000 has been forecast for the year, a full program of works and activities is being planned. This includes major capital works such as: § A roads program of $5.4 million § A $1.4 million capital works program for parks and reserves, sporting fields, bushland, and playgrounds, with a further $1.2 million and $1.8 million in capital funding allocated to marine structures and buildings respectively § The major Balmoral Promenade works now underway § Centenary Circle improvement works § Indoor/outdoor reading and communal space – Barry O'Keefe Library § Replacement of shade structures – The Esplanade § Refurbishment of public toilets – Library Walk § Playground facilities upgrades – Memory Park and Memorial Park Other service level improvements funded in the 2017/18 Budget include additional street tree planting and the expansion of Council's Community Grants Program to $70,000 per annum. The budget also forecasts the ongoing reduction of Council's infrastructure renewal gap.

Friday 13–Sunday 22 October 2017 The 2017 Festival of Mosman will mark two significant anniversaries this October as it celebrates and promotes Mosman’s unique community and identity. The biennial celebration, which runs from 13 to 22 October, spans the 70th Mosman Art Prize exhibition and the 75th anniversary of HMAS Penguin. Highlights of the festival, which will feature a variety of events for all ages to enjoy, include HMAS Penguin’s Freedom of Entry parade, the Festival Opening Concert, Children’s Fair, Pet’s Day Out, Concert by the Beach and Festival Cinema Under the Stars. Guringai Festival Until 9 July Mosman is hosting a number of events during the regional Guringai Festival which celebrates and recognises Aboriginal and Torres Strait Islander people and culture. Mosman Art Gallery will present the Coastal Connections exhibition from 26 June to 14 July while Barry O’Keefe Library will host children's workshops including Kadal with Ryka Ali on 4 July, Colour Your Own Boomerang on 5 July and Punkii on 6 July. Mosman’s Seniors Centre Seniors can now enjoy a range of new activities and events at Mosman Square Seniors Centre. A new take on fitness includes Zumba Gold and a popular table tennis competition. Film buffs can meet monthly at the Movie Club to watch old favourites or take the Community Transport service to the Orpheum to catch up on more current films. A lively Discussion Group offers no-holds-barred debate over morning tea and a new Walking Group makes use of the community buses to reach walks that are further afield. Celebrating volunteers Mosman’s volunteers have been acknowledged at a Volunteers Reception last month during which they were thanked for their dedication to community service. Council has over 320 active volunteers who give their time for a range of causes including delivering meals, cleaning up the bush and harbour, sharing their computer skills, keeping Mosman's history alive and conducting tours in the Art Gallery. Mosman Council also offers youth programs for young people working towards Duke of Edinburgh or CAS awards, or who just want to do something for their community. Youth volunteering opportunities are available for young people interested in the environment, music, nutrition, healthy eating and food waste and social media. To ensure that MOSPLAN 2018-2028 appropriately reflects the views and aspirations of Mosman residents, a program of community engagement is now underway. The program will involve surveys, meetings, workshops, discussion forums, interviews, activities for young people, and an online engagement site that's accessible 24/7. One of the first things we would like residents and ratepayers to do is to fill out the short 'Imagine Mosman' survey included with this newsletter. There is a reply-paid envelope enclosed for easy return to Council, or you can choose to complete the survey online. The questions being asked in this survey will also be included in a longer telephone survey to be conducted by independent market researchers this month, targeting 400 randomly selected respondents. That way we will be able to compare the results from both self-selected and randomly selected participants. The election for the next term of Mosman Council will be held on Saturday 9 September 2017. Voting, which is compulsory, will be conducted for seven Councillor positions, and the position of popularlyelected Mayor. In conjunction with the 9 September election, a Council Poll will also be conducted on the topic of Council amalgamations. Council has resolved that the poll question be as follows: “Do you favour the amalgamation of Mosman Municipal Council with Willoughby City Council and North Sydney Council?” This will be the seventh time Council has polled residents on the question of amalgamation since 1962, with the most recent poll conducted at the 2012 local government election. Across the six polls previously conducted, the average opposition to Mosman’s amalgamation has been 86.5% of voters. While voting to elect the new Council is compulsory, the Council Poll question is not. Nevertheless, we encourage all eligible voters to have their say on this significant local issue.

Local Government Reform In March this year Council commenced fresh proceedings in the NSW Land and Environment Court in relation to the NSW Government Delegate’s revised report on the Mosman, North Sydney and Willoughby merger proposal. These proceedings, which focus on the inadequacies of the report prepared following the September 2016 judgment in the Land and Environment Court, have since been adjourned until later this year. In early April 2017 Mosman Council, together with other metropolitan councils impacted by NSW Government merger proposals, also brought action in the NSW Court of Appeal seeking to overturn elements of the September 2016 Land and Environment Court judgment. These court proceedings have now concluded and judgment has been reserved. Further information in relation to judgments (or other progress) in both 2017 court actions will be posted on Council's website as it becomes available. Other court proceedings over the last few months that are relevant to the ongoing fight against State Government merger proposals have included Ku-ring-gai Council's successful action in the NSW Court of Appeal and Woollahra Council's successful application for special leave to appeal its 2016 Court of Appeal decision to the High Court of Australia. It seems that this story remains far from over!

Balmoral Promenade upgrade Balmoral Promenade is undergoing a major refurbishment to provide a consistent surface along the renowned walkway. The works follow investigations by engineers which indicated many areas of the footpath had major cavities below the concrete slab, mainly as a result of erosion of subsoil. Minor improvements over the years to the footpath, which was built in the 1920s along with the seawall, have resulted in a mix of concrete types and designs. The walkway’s redesign, which involved input from architects and the community, will be in keeping with the heritage significance of the seawall. Improved seating and edging around the trees at the southern section of Balmoral will also be provided through the replacement of timber logs with concrete seating. Most of the upgrades are expected to be completed by November, with some additional works including the renewal of stairs to the beach, improved lighting and footpaths connecting the promenade, to commence in coming months.

Playground upgrades Surveys on proposed upgrades for playgrounds in Memorial Park (Allan Border Oval) and Memory Park have attracted strong interest from the community. More than 60 survey submissions were received for each playground as well as many phone calls and comments on digital media. The upgrade of the Memorial Park playground, which mainly caters for young children, is planned in coming months and will include rubber softfall under the new play equipment. Feedback on Memory Park, which attracts a broader age group of children, also indicated a preference for softfall underneath but no requirement for fencing. Council is now developing a concept design for Memory Park playground with further community feedback to be sought before its finalisation.

Joel's Reserve tree banner The Joel's Reserve tree banner was recently removed in accordance with Council’s resolution, given that no further vandalism had occurred. The site will be regularly monitored and the footing for the banner will remain so that the banner can be easily re-established if any new vandalism takes place. Replacement trees planted by Council staff are establishing well. Council originally installed the 3×8 metre banner and associated structure in March 2016 in an effort to prevent further public tree vandalism at the reserve.

HALO: Bayanihan Philippine Art Project Saturday 1 July–Sunday 10 September Mosman Art Gallery Halò is a major commission of contemporary installation artworks by internationally acclaimed Philippine artists Alfredo and Isabel Aquilizan as well as the talents of Sydney based artist JD Reforma. Halò is also accompanied by an anthology of contemporary Philippine and Australian creative writing. The exhibition is part of the Bayanihan Philippine Art Project, an exciting multi-arts program presented throughout 2017 in partnership with six key cultural institutions across Sydney. Partners include Mosman Art Gallery, Art Gallery of NSW, Blacktown Arts Centre, Campbelltown Arts Centre, Peacock Gallery & Auburn Arts Studio and Museums & Galleries of NSW.

The Mosman North Sydney Willoughby Bushfire Management Committee is seeking comments on its draft Bushfire Risk Management Plan (BFRMP). The draft BFRMP, which covers Mosman, North Sydney and Willoughby and applies to all land including private land, contains information about the local area and works to be completed to manage bushfire risk. The plan will be on display in the Council foyer and on Council’s website until Friday 30 June. Written submissions can be sent to Bushfire.FRNSW@fire.nsw.gov.au or by post to 99 Shirley Road Crows Nest NSW 2065.

Council recently adopted its MOSPLAN Operational Plan and Budget for the 2017/18 financial year. While a small operating surplus of just under $200,000 has been forecast for the year, a full program of works and activities is being planned. This includes major capital works such as: § A roads program of $5.4 million § A $1.4 million capital works program for parks and reserves, sporting fields, bushland, and playgrounds, with a further $1.2 million and $1.8 million in capital funding allocated to marine structures and buildings respectively § The major Balmoral Promenade works now underway § Centenary Circle improvement works § Indoor/outdoor reading and communal space – Barry O'Keefe Library § Replacement of shade structures – The Esplanade § Refurbishment of public toilets – Library Walk § Playground facilities upgrades – Memory Park and Memorial Park Other service level improvements funded in the 2017/18 Budget include additional street tree planting and the expansion of Council's Community Grants Program to $70,000 per annum. The budget also forecasts the ongoing reduction of Council's infrastructure renewal gap.

Friday 13–Sunday 22 October 2017 The 2017 Festival of Mosman will mark two significant anniversaries this October as it celebrates and promotes Mosman’s unique community and identity. The biennial celebration, which runs from 13 to 22 October, spans the 70th Mosman Art Prize exhibition and the 75th anniversary of HMAS Penguin. Highlights of the festival, which will feature a variety of events for all ages to enjoy, include HMAS Penguin’s Freedom of Entry parade, the Festival Opening Concert, Children’s Fair, Pet’s Day Out, Concert by the Beach and Festival Cinema Under the Stars. Guringai Festival Until 9 July Mosman is hosting a number of events during the regional Guringai Festival which celebrates and recognises Aboriginal and Torres Strait Islander people and culture. Mosman’s Seniors Centre Seniors can now enjoy a range of new activities and events at Mosman Square Seniors Centre. A new take on fitness includes Zumba Gold and a popular table tennis competition. Film buffs can meet monthly at the Movie Club to watch old favourites or take the Community Transport service to the Orpheum to catch up on more current films. A lively Discussion Group offers no-holds-barred debate over morning tea and a new Walking Group makes use of the community buses to reach walks that are further afield. Celebrating volunteers Mosman’s volunteers have been acknowledged at a Volunteers Reception last month during which they were thanked for their dedication to community service. Council has over 320 active volunteers who give their time for a range of causes including delivering meals, cleaning up the bush and harbour, sharing their computer skills, keeping Mosman's history alive and conducting tours in the Art Gallery. Mosman Council also offers youth programs for young people working towards Duke of Edinburgh or CAS awards, or who just want to do something for their community. Youth volunteering opportunities are available for young people interested in the environment, music, nutrition, healthy eating and food waste and social media. To ensure that MOSPLAN 2018-2028 appropriately reflects the views and aspirations of Mosman residents, a program of community engagement is now underway. The program will involve surveys, meetings, workshops, discussion forums, interviews, activities for young people, and an online engagement site that's accessible 24/7. One of the first things we would like residents and ratepayers to do is to fill out the short 'Imagine Mosman' survey included with this newsletter. There is a reply-paid envelope enclosed for easy return to Council, or you can choose to complete the survey online. The questions being asked in this survey will also be included in a longer telephone survey to be conducted by independent market researchers this month, targeting 400 randomly selected respondents. That way we will be able to compare the results from both self-selected and randomly selected participants. The election for the next term of Mosman Council will be held on Saturday 9 September 2017. Voting, which is compulsory, will be conducted for seven Councillor positions, and the position of popularlyelected Mayor. In conjunction with the 9 September election, a Council Poll will also be conducted on the topic of Council amalgamations. Council has resolved that the poll question be as follows: “Do you favour the amalgamation of Mosman Municipal Council with Willoughby City Council and North Sydney Council?” This will be the seventh time Council has polled residents on the question of amalgamation since 1962, with the most recent poll conducted at the 2012 local government election. Across the six polls previously conducted, the average opposition to Mosman’s amalgamation has been 86.5% of voters. While voting to elect the new Council is compulsory, the Council Poll question is not. Nevertheless, we encourage all eligible voters to have their say on this significant local issue.
