NEWSLETTER New Council takes charge Friday 13 October to Sunday 22 October

Mosman Council and local groups will host 50 community and cultural events during this month's 10-day Festival of Mosman with open-air concerts, a public art program and exhibitions, an outdoor cinema and other cultural and environmental activities on offer. Join HMAS Penguin sailors and officers as they march through Mosman to kick off the festival in a special Freedom of Entry parade before unwinding at the Festival Opening Concert as the sun sets at Balmoral Beach on Friday 13 October. Other highlights include an outdoor screening of The LEGO Batman Movie on Saturday 14 October and Children's Fair and Concert by the Beach on Friday 20 October before the festival wraps up with the everpopular Pet's Day Out on Sunday October 22. The biennial festival, which this year spans the 70th Mosman Art Prize exhibition and the 75th anniversary of HMAS Penguin, has special significance as it celebrates the best of Mosman, its stunning beaches and harbour lifestyle, vibrant arts experiences, fine dining, shopping and community feel. All Mosman Council-run events and most community-organised events are free of charge, with fees only applying to a small number of activities. Mosman’s new Council has been sworn in, with Councillor Carolyn Corrigan elected by the community as Mayor of Mosman for the 2017-2020 term. Councillor Roy Bendall has been elected by Council to serve as Deputy Mayor until September 2018. Together with Carolyn Corrigan and Roy Bendall, other returning Councillors include Simon Menzies, Libby Moline and Tom Sherlock, who have been joined by the newly elected David Cook and Jacqui Willoughby. Councillor Corrigan replaces Mosman’s retiring Mayor, Peter Abelson. She was first elected to Mosman Council in 2012 and previously served as Deputy Mayor from 2015 to 2016. Open space upgrades

Discover more with MyMosman Mosman’s very own resident app, MyMosman, has been updated to expand its popular recreation sections, enabling users to see oval closures, more walks and cycling routes. New content includes four new walks, bringing the total to 11, with more points of interest along the way; new cycling routes including a familyfriendly circuit and Five Bay Bash; live updates on oval closures for sporting fields; and toilets, including accessible facilities, displayed on maps. The new inclusions build on existing recreation features such as playgrounds, parks, bubblers and beaches. Download free from the iPhone App Store and Google Play.

Practice cricket nets have been upgraded and a new basketball facility installed at Balmoral Oval. Mosman Cricket Club paid for the upgrade works for the practice cricket nets while Council project managed the upgrade and demolition of old nets and site remediation works including landscape and turf works. Georges Heights Oval also recently received an upgrade to its irrigation system with new pipes and a pump installed, followed by the relevelling, turfing and topsoiling of the playing surface with the assistance of Mosman Football Club. A new irrigation system will also be installed at Balmoral on the Esplanade between Hunter and Raglan Roads adjacent to the promenade to enable Council to re-establish turf in the area and irrigate trees throughout Summer.

Over the past few months Council staff have been busy engaging the local community on what they love (or don’t love) about Mosman, and what type of place they want Mosman to be in the future. So far, this has involved a major telephone survey, community questionnaires for residents and community organisations, a writing and drawing competition for school students, and video interviews at Mosman Market. Our Youth Services team has also coordinated a range of engagement activities exploring the issues faced by our young people. The feedback received will help shape Mosman’s next 10year Community Strategic Plan (to be known as MOSPLAN 2018), due to be adopted by Council in June next year. There will be further consultations before then as the plan is progressively developed. Indonesian born Mosman-based artist Jumaadi has been awarded the prestigious first prize in the 2017 Mosman Art Prize of $50,000. The 24-panel acrylic work, Some kind of record, 2016, which explores the artist’s cultural roots, now enters the celebrated Mosman Art Collection and is among the 88 Mosman Art Prize finalists' works being exhibited at Mosman Art Gallery until Sunday 29 October. The art prize is Australia’s oldest and most recognised local government art award and to commemorate the award’s 70th anniversary in 2017, the major prize – sponsored by Mosman Council – increased from $30,000 to $50,000, reflecting a strong vote of confidence in the importance and esteem with which the prize is held. In its 70th anniversary year, the competition received more than 750 entries from around Australia with a total of $65,000 in prize money awarded to artists across four categories. A new Commendation Prize of $10,000, The Margaret Olley Award, was established this year to honour the late great Australian painter who was the inaugural winner of the Mosman Art Prize in 1947. Generously donated by The Margaret Olley Trust, the prize was awarded to Aboriginal artist Helen McCarthy Tyalmuty (Batjamal), Bulgul, NT, currently based in Alice Springs. Further awards include The Allan Gamble Memorial Award (for Built Environment) of $3,000 given to Glenn Locklee (Sydney) and the Fourth Village Providore Emerging Artist Award of $2,000 won by Clara Adolphs (Sydney).

Get Rapt for Christmas Mosman Council will be inviting households and businesses to again help bring the spirit of Christmas to Mosman this festive season for its Rapt Christmas decorating competition. Rapt has helped create a special experience for both locals and visitors to Mosman and become a tradition in Mosman’s business and retail precincts since being launched in 2011. The competition was successfully extended in 2015 to include residential categories for residents to join the festive spirit with the chance of winning some great prizes. Registrations will be open from 12pm Friday 17 November to 5pm Sunday 10 December.

Erosion protection works which form the first stage of the Spit East Upgrade began in September. Construction includes a new sandstone block seawall, concrete bleachers and stairs. New stormwater infrastructure will be added with a launching facility constructed for small craft. The second stage, which is a streetscape upgrade, will begin not long after. This will include improved pedestrian and cycle access, landscaping, new seating and a new bus stop and shelter. Council has received part funding from Transport for NSW B-Line and RMS for the projects. Meanwhile Balmoral Promenade upgrade works are nearing completion with works scheduled to finish by the end of November as sections of pathway are now being progressively opened. The works will have an additional benefit across Sydney with hundreds of tonnes of concrete removed through the upgrade being recycled at Kimbriki for use as road base. This means motorists may soon be driving over a piece of Balmoral history.

Youth survey reveals issues

Fast Reads take off

Avid readers have taken to Barry O'Keefe Library's new Fast Reads service with nearly 800 loans made in the first two months. The latest bestsellers and popular new books are among the 159 titles on the Fast Reads list, which can be borrowed for seven days without having to wait in the reservation queue. The most popular titles so far include City of Friends by Joanna Trollope, Hillbilly Elegy by J D Vance and Breaking Cover by Stella Rimmington. The Library is a valuable community resource providing lending and printing services as well as a Home Library Service, literacy and language courses and a program of exciting events for children, teens and adults. Academic pressure is the key concern for Mosman youth, according to early results from Mosman Council’s Youth Services’ consultation project. This issue was closely followed by body image then alcohol, which also played on the minds of youth, along with drugs, smoking and peer pressure. More than 200 young people participated in an online survey, more than 30 were interviewed and six focus groups discussed these key issues and their driving factors in-depth. Young people also suggested a variety of solutions to the issues including increasing support networks, building resilience, stepping up education and online marketing campaigns and encouraging a sense of belonging. The consultation project occurs every three years and aims to find out what matters most to young people and what they believe could be done to improve the overall wellbeing of Mosman's youth community. Young people were also involved in running the project with several keen youth researchers playing a key role in peer interviews and others involved in the online marketing of the consultation project. The Youth Services team will analyse the issues and potential action points from suggested solutions.
