NEWSLETTER Seasons merrychristmas greetings Balmoral set for summer New upgrades have been completed at Balmoral in time for the busy summer season. Amenities along The Esplanade at Balmoral Baths, the Balmoral Tramshed opposite Hunter Park and at the end of the Bathers’ Pavilion have been repainted, tiled and fitted with new fixtures, partitions, lighting and ventilation. Stairs to access the beach were also resurfaced while new handrails were installed to provide additional safety, and four new outdoor showers were added. The work was conducted over the winter months to ensure minimal disruption to beachgoers and will provide an improved experience for residents and visitors to the area. The jetty boardwalk at the southern end of Balmoral also underwent remediation and upgrade works, funded by Council and Roads and Maritime Services’ NSW Boating Now grants program, with further work to be undertaken in the New Year. The heritage and environmental aspects of the heritage-listed structure have been maintained in the upgrade which will provide a safer and improved facility for mooring vessels. The latest upgrades follow Council’s major renewal and repair of Balmoral infrastructure and the extensive refurbishment of the promenade over the past few years. The work has included upgrades to the promenade and walkways, refurbishment of The Rotunda, replacement of the dilapidated stormwater pipe on the beach, new seating at the promenade’s southern end, new decking in front of The Boatshed and Kiosk, new floating turning boards for swimmers at Balmoral Baths, and upgraded fitness equipment at Balmoral Oval.

Mosman Mayor Carolyn Corrigan, Councillors and staff wish everyone in Mosman and their families the very best for Christmas and the festive season. Apart from public holidays, Council services at Mosman Civic Centre, Mosman Square Seniors Centre, Mosman Art Gallery and the Barry O’Keefe Library will be available during normal operating hours over the Christmas and New Year period with the exception of: § 3pm closure on Friday 20, Tuesday 24 and Tuesday 31 Dec § The Mosman Meals kitchen will be closed from 1pm on Tuesday 24 Dec and reopen on Thursday 2 Jan In addition to the above: § Vacation Care will operate 8am–6pm on Thursday 19 and 8am–2pm on Friday 20 Dec, then reopen on Monday 6 Jan § Mosman Youth Centre will be closed from Friday 20 Dec and reopen on Monday 13 Jan. Youth Holiday Programs will run from Monday 13–Friday 24 Jan § Marie Bashir Mosman Sports Centre will be closed from 3pm on Friday 20 Dec and reopen on Monday 6 Jan § The Rangers office will be closed on Christmas Day and will be open 6am–7pm on Boxing Day and New Year’s Day § Mosman Occasional Care Centre (MOCC) will close on Thursday 19 Dec Waste collections will continue as normal with the exception of pre-paid waste and pre-paid green waste services which will not operate between Tuesday 24 December and Thursday 2 January.

Summer flowers

Seven floral towers have been installed around Mosman to coincide with the festive and summer season. The displays, along Military Road, Mosman Square and outside Bridgepoint feature a range of lush, colourful plant species in Christmas colours, chosen for their foliage, beauty and durability. The displays will remain in place until January.

Climate response Council has passed a motion declaring a 'climate emergency', stating that climate change poses a serious risk to the people of Mosman and Australia, and should be treated as a national emergency. The declaration is in keeping with Council’s longstanding commitment to reducing its impact on the environment and educating the community about living more sustainably. Actions undertaken by Council to date to reduce environmental impact locally include: § A commitment to convert lighting in residential streets to LED by December 2020 and planning for potential main street light conversion § Retrofitting Council buildings and carparks with LED lights § Planning for installation of solar panels across Council facilities and supporting local schools in converting to solar through the Solar My School program § Monitoring of energy and water usage for potential improvements § Recycling or reusing green waste from public land and initiatives to improve local recycling rates, with more than 90% of paper, co-mingled and garden waste currently being recycled § Public education and monitoring programs that have helped to reduce Mosman's landfill waste by 17kg per capita over the past four years § Expanding Mosman's bicycle network and developing a new Active Transport Plan to reduce car usage and § Protecting 38 hectares of bushland and planting more than 300 trees since April to improve carbon absorption and protect flora and fauna.

Parking sensors activated Mosman Council is now using its in-ground parking sensors to assist in enforcement of parking restrictions in selected areas. The sensors are installed at carparks in Vista Street, Bridgepoint and the Marque building on Military Road, and in off-street carparks at Mosman Square and Raglan Street, as well as onstreet parking along Military Road and The Crescent. More information on how the system works and a map showing where sensors are located is available on Council’s website at mosman.nsw.gov.au/parking. Drivers are encouraged to use Mosman’s free Park Mosman app, which also uses information from the sensors to show available parking in real time. The app can be downloaded from the iPhone App Store and for Android from the Google Play store.

Mosman VIEW Club

September 2019: Judged overall winner Dallas Kilponen, Dawn Patrol

A local chapter of VIEW Club, a national women's volunteer organisation that supports the work of The Smith Family, has been established in Mosman with Council's support. VIEW members sponsor students, volunteer, fundraise and advocate, to improve the outcomes of disadvantaged Australian children and young people. December marks the first anniversary of Council's Instagram competition #mosmanmoments, which has seen locals share hundreds of beautiful images of the area. The anniversary is also the first official day of summer and Mosman residents are reminded to share their favourite Instagram summer snaps and tag them @mosmancouncil #mosmanmoments for a chance to win. New outdoor court A full-sized multi-purpose court will be installed on the eastern side of Balmoral Oval alongside the Scout Hall following an online community consultation that received more than 700 responses. More than half of the respondents selected the full-sized court as their first preference for the site, and most others listed it as a second or third preference after Council presented various options to the community. The new facility will include low level lighting and additional posts at the mid-way points of the court's side perimeters. For the first 12 months the court will be available on a first-come-first-served basis without formal bookings, after which a review of the court's use will be reported to Council.

Mosman Art Gallery is presenting two exciting projects as part of the 2020 Sydney Festival program. From 15–26 January, the historic armoured casemates at Georges Head will host Three Views, a series of installations by acclaimed First Nations artists Karla Dickens, Jason Wing and Blak Douglas. The artists have created works that are poignant, dark and humorous, and inspire deep reflection at the special site. The Gallery will also present Island of Shadow, a new performance work by Indonesian-Aust ralian artist Jumaadi, who brings experimental approaches in light and sound to wayang kulit, the traditional Indonesian art of the shadow play. Six performances will be staged between 22–24 January in the Gallery’s Grand Hall, presented in conjunction with Jumaadi’s major exhibition My Love is in an Island Far Away. Youth volunteering 2020 Mosman Youth Service will relaunch its popular volunteer programs for young people aged 14 to 24 after the summer break. Mosman Youth offers five volunteer initiatives for those seeking to make an impact on the community, develop new skills and meet like-minded people. Opportunities include media campaigning, live music events, nutrition education, gardening and supporting environmental sustainability. Highlights of the 2019 program, which included music events, awareness raising campaigns and fundraising, were ‘Kitchen to Table’ – a collaboration with local Mosman seniors to create an authentic Italian banquet, and ‘Raise the Youth’ – a festive event nominated as a finalist for Best Local Youth Week Program at the 2019 Local Government Youth Week Awards. Residents are being encouraged to ditch single-use take-away coffee cups by supporting HuskeeSwap, a cup exchange program by Council in partnership with the NSW Environment Protection Authority (EPA). Stylish, re-usable HuskeeCups, which are made from discarded coffee husks with good thermal properties, can be purchased from participating local cafes, and swapped for a new clean one when ordering your next coffee or hot drink. Participating cafes include Avenue Café, Berkelo, Bloom, Don Adan Coffee, Montmartre Café, Penny Royal, The Mews, The Source and Three Beans. Christmas Gift Appeal Council’s Christmas Gift Appeal is now open and this year gifts are going to children in drought-affected communities across regional NSW, in partnership with Mosman resident Selina Win Pe and her Will of Courage foundation. Residents can leave new unwrapped gifts beneath the Christmas tree in the Council foyer during business hours. Barry O’Keefe Library will also accept donations of gifts on weekends. Gifts can be suitable for any age between 0–18 years and popular choices include books, toys, art and craft sets, educational materials, sporting goods, clothing and toiletries. The appeal is open until Monday 9 December.

Big Library Book Sale Friday 6–Sunday 8 December, Barry O’Keefe Library Ex-library stock will be on sale from $2 per item during Mosman Library Service’s last big three-day book sale for the year. A wide range of books in good condition, including children’s books, adult fiction and popular topics such as art, history, travel and cooking, will be available for sale as well as a large range of classic DVDs and music CDs.

Christmas Night Market Thursday 12 December, 4.30–9pm Shop for Christmas gifts at more than 135 specialist stalls while indulging in a selection of fine foods and beverages and enjoying live music. Younger visitors will enjoy face painting and a visit from Santa. Council will also be providing native plant species as free tubestock for market-goers.

Carols by Candlelight Saturday 14 December, 7.30–9.30pm, Balmoral Rotunda Bring a picnic rug and spend an evening under the stars at Balmoral singing along to popular Christmas carols. Free shuttle bus via Spit Junction, Military Road and Raglan Street from 5.30pm. Carols start at 7.45pm. For details contact St Clements Church on 9968 1699.

Bard on the Beach Friday 17 January–Sunday 9 February, Balmoral Rotunda Live performances of Julius Caesar and All's Well That Ends Well will be staged on alternate Friday, Saturday and Sunday nights at The Rotunda. All shows start at 7.30pm. For information visit bardonthebeach.net

Australia Day Citizenship Ceremony Sunday 26 January, 10am–12pm Mosman Drill Hall, Cross Street, Mosman A Citizenship Ceremony for new citizens followed by an Australia Day Address. Mosman’s 2020 Citizen of the Year and Young Citizen of the Year will be announced, followed by a community BBQ generously run by the Lions Club of Mosman.

Rapt in festive cheer Mosman’s retail precincts will be celebrating the festive season with local businesses dressing up their shopfronts for the annual Christmas window decorating competition Rapt. The competition is open to Mosman retailers and businesses with street or public frontage, with a range of fantastic prizes to be won. Award categories include best overall display, best lighting display and most sustainable display. Participants are encouraged to use a silver and red colour scheme this year and can register via the online entry form at mosman.nsw.gov.au/rapt2019 by 12pm, Monday 9 December. Council will be adding to the festive spirit after dark with further tree lighting recently installed along Military Road.

Summer Reading Program Primary school children aged 5 to 12 years can participate in the Summer Reading Club, an incentive program to encourage children to keep up their reading over the summer holidays. Children can register now to receive their participation kit with everything they need to get started, including their reading log to record the books they read between the start of the program and the end of the school holidays. Certificates and prizes will be presented by the Mayor at the Summer Reading Club party on Friday 7 February 2020 at 4pm. The program, which starts on 5 December 2019 and finishes on Friday 31 January 2020, is running throughout the three Shorelink Libraries (Mosman, North Sydney and Lane Cove).
