nnovation is of critical importance. It has been declared a national priority for progress of the UAE and to achieve the Dubai 2021 vision. As such, our annual Majlis Jafza gathering, held on June 2nd, was convened under the title “Collaborative Innovation… Together for a Better Tomorrow”. Innovation is central to Dubai’s continued growth, development and ability to compete on the world stage. Collaborative innovation is even more crucial amidst global economic instability, open markets, continuing technological developments and the everchanging needs of customers. Innovation is integrated into Dubai’s history, as the success and growth of Jebel Ali Free Zone (Jafza), DP World, Emirates Airline, DIFC and Dubai International Airport prove.

These and other mega projects have made Dubai a hub for tourism and a leading centre for business. So to remain competitive, with the pace of change at lightning speed, innovation has to be embraced. This is particularly pertinent for Jafza, which this year celebrates 30 years of achievements, in which it has grown into one of the most important free zones in the Middle East and the world. The fact that international decision makers frequently visit Jafza to study our successful model speaks volumes. However, there is no time to look back and reflect on past successes. There is a need to unite the efforts between institutions to achieve the National Innovation Strategy launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to build the UAE into one of the most innovative countries by 2021. The Dubai Strategy for Innovation – launched by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai – works in collaboration with and complements His Highness’ national strategy. The Dubai Strategy for Innovation includes initiatives that aim to make Dubai the most innovative and creative city in the world, expanding cooperation between the public and private sectors, as well as Dubai’s citizens, residents and visitors. Dubai’s 10 major innovation pillars include: inspiring leadership with innovative vision, proactive private sector, innovative and integrated government, qualified and informed citizens and an environment that promotes creativity and teamwork. It also focusses on key sectors: renewable energy, transport, education, health, technology, water and space, hospitality, economy, tourism and government services. Together, these sectors play a central role in the further diversification of Dubai’s economy and ensuring continued growth.

With our insight from historical precedents, Dubai has successfully attracted many international companies operating in technology and innovation to position itself as a regional centre for innovation driven transformation. At Jafza we pride ourselves on innovation and collaboration. For example, our customer forums enable us to share new developments and initiatives that we have taken to further enhance the capabilities of various sectors − such as healthcare and automotive and aeronautics in making the operating environment within Jafza even more conducive for their businesses to grow. Our new Jafza Service Centre, which was recently opened, uses the one-stop-shop concept to reduce the lead time for residency services by more than half. This innovation was made possible by collaborating with various government departments such as the Department of Health, General Directorate of Residency and Foreigners Affairs, Emirates Identity Authority and other partners. Innovation is one of the key drivers of economic development that accelerates and propels global trade. The biggest challenge that we face in the quest of innovation is resistance to change. This is mostly driven by either the fear of failure or costs associated with doing things differently. Collaboration is essential to overcoming any barriers to innovation. And overcome them we must, because it is widely known and accepted that innovation, supported by technology, has been the most effective tool in promoting sustainable economic growth around the world. Speaking at the Majlis Jafza annual gathering on June 2 held under the title 'Collaborative Innovation… Together for a Better Tomorrow', organised by Jebel Ali Free Zone (Jafza), HE Bin Sulayem said that innovation is crucial 6 | ISSUE 6 | ISSUE 43 – JULY 2015

if Dubai wants to continue growing, developing, and competing to be a world leader. Jafza is a leading global economic zones operator and subsidiary of the global marine terminals operator DP World. He stressed that collaborative innovation increases in importance amid global economic instability, open markets, continuing technological developments and the ever-changing needs of customers. HE Bin Sulayem added that this follows the directives of the country’s leadership and the implementation of the National Innovation

Strategy launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai. This strategy aims to build the UAE into one of the most innovative countries in the world within a few years. In order to achieve this goal of elevating the country’s status and propelling the growth of a knowledge-based economy, he noted that all members, institutions and sectors of society must work cooperatively in a bid to find new methods and innovative ways to improve the performance of business and delivery of services.

HE Bin Sulayem said: “A sustainable and diversified economy is built upon an integrated approach and involves cooperation and coordination across all sectors. It is not based solely on the individual efforts of institutions. The concept of teamwork has been one of the most influential factors for the success of Dubai and the UAE throughout the nation’s history. Teamwork is the cornerstone of progress that supports the building of a sustainable knowledge-based economy. We are on the right track towards becoming a leader thanks to the vision of our leadership and their quest for economic diversification and sustainable development”. Stressing that the concept of innovation is no stranger to Dubai, HE Bin Sulayem added: “Today, Dubai has become a hub for tourism and a leading centre for business which is exemplified through the establishment of Emirates Airline, Jafza, the Palm Islands, and other megaprojects that lead to the diversification of the economy and promote its global reputation. “If we are to maintain these accomplishments, however, and survive and grow amidst such a competitive environment, we must continue development and innovation. This can be done by taking advantage of the latest technologies and by using the bright, innovative minds and human resources that we have.” HE Bin Sulayem praised Dubai Trade as a pioneering model for co-innovation. Dubai Trade collaborates with three pioneering trade related entities, namely Dubai Ports, Dubai Customs and Jebel Ali Free Zone to provide information and a unified platform for businesses to conduct their transactions from. His Excellency extended his deepest gratitude to Jafza for highlighting the importance of cooperation in the field of innovation, which will ultimately lead to fostering efforts and accelerating the process of achieving this noble national goal. Speaking on the significance of innovation in economic development the CEO said: “Innovation is one of the key drivers of economic development that accelerates and propels global trade. The resistance is mostly driven by either the fear of failure or because of costs imposed by such a paradigm shift. But we need to work together to overcome these challenges.” Majlis Jafza 2015 included a panel discussion on Collaborative Innovation, that was joined by eminent panelists – HE Bin Sulayem, HE Reem Al Hashemi, UAE Minister of State and HE Abdullah Abdul Rahman Al Shaibani, Secretary General of the Executive Council of the Emirate of Dubai. Huda Al Hashemi, Executive Director at the Mohammed bin Rashid Centre for Government Innovation, moderated the panel discussion. The panel discussion examined issues ranging from the importance of collaborative innovation in enterprises to how to achieve a balance between competition and innovation. It also reviewed the most important initiatives in this area and the role they play in promoting a culture that encourages innovation and entrepreneurship. HE Reem Al Hashemi said: “The first step towards achieving collaborative innovation is putting firmly in place comprehensive partnerships that will lead to the development of a knowledge economy based on nonproliferation, cooperation and participation instead of competition.” HE Abdullah Al Shaibani, speaking about the importance of collaboration between 8 | ISSUE 43 – JULY 2015

governments, semi government entities and private sector at the panel discussion in Majlis Jafza said: “Collaborative innovation is the best and the most efficient way to achieve Dubai’s goal to become a self-sustaining economy and also to become one of the world’s most innovative countries. Innovation has today become a prerequisite for achieving sustained economic development, global competitiveness and become a social welfare driven country.” The panel discussion was preceded by an audience poll on a range of questions which included:

The initiative continues the Dubai Innovation Strategy approved by HH Sheikh Hamdan last year encompassing 20 initiatives scheduled to be implemented by 2017 to make Dubai the world’s most innovative city. That strategy focuses on 10 economic sectors – renewable

energy, transport, education, health, technology, water and space, hospitality, economy, tourism and government services. It seeks to stimulate the city’s innovation potential by engaging the population and business to develop new and creative ideas that will help Dubai achieve its objectives. ebel Ali Free Zone (Jafza) has entered into a collaborative initiative with the Rental Dispute Centre (RDC), the judicial arm of the Dubai Land Department, which allows the Free Zone to register its rental dispute cases with the centre electronically. The smart initiative has made Jafza the first organisation to lodge its rental disputes

with the Rental Dispute Centre online, saving a significant number of manhours while, at the same time, dramatically improving operational efficiency at both the organisations. Ahmed Al Awadhi, Senior Vice President, Legal Affairs & General Counsel Jafza, said: “The initiative allows us to log on to the Rental Dispute Centre’s online system and register our case with RDC through a quick and simple

mechanism and proceed through different steps and stages of the legal proceedings to reach the final resolution of the case at a very fast pace, without ever visiting the centre physically. This system makes the judicial processing much faster, efficient, accurate and transparent. This also allows Jafza to use its available resources more efficiently. The move is part of the implementation of the smart

government initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. ” Al Awadhi thanked RDC authorities for their valuable support in the development of the idea and converting the concept into reality. Honorable Justice Abdulqader Mousa Mohammed, Chairman of the Rental Dispute Centre said: “The new electronic system of the Rental Dispute Centre will allow all concerned, whether plaintiffs or defendants, to register their cases on the centre’s website and follow up the decisions of the cases proceedings and information on the next date. “In the first phase the online services will be available only to government bodies and some of the Emirate’s major real estate companies as a prelude to enabling all customers to use the system during the third quarter of 2015.” The system was prepared and developed by Emirates Real Estate Solutions and also enables fee payment as and when required. It also allows document attachments, as well as receiving a copy of the judgment and a report of execution of decrees, wherever applicable.

Implementing these services complements Jafza’s commitment to provide high-quality, modern technologies that

empower its clients by allowing them to use the free zones services from anywhere and from any time zone. The CEO of Economic Zones World and Jafza, said: “The new services aim to develop the business sector in Jafza and improve companies’ efficiency, as well as multiplying productivity. This elevates Dubai’s global position by raising the national economic competitiveness bar, and achieving the Dubai 2020 Vision. “The annual financial report service and smart inspection are unique additions to the services chain provided by Jafza. Smart services played a major role in facilitating

one million commercial and administrational transactions for our clients in 2014.” The CEO also emphasised the use of innovative methods in inspections, which improve team efficiency and skills by saving time and managing data through best practices. Jafza has also launched 'Jafza business social gate', an e-gate that allows Jafza clients to cooperate and strengthen relations between companies. This service is available on smart devices and provides a brief about companies, products and their services. E-gate allows one to search for potential business partners according to sectors and industries.

he 17th Water, Energy, Technology, and Environment Exhibition (WETEX) 2015 took place from 21-23 April 2015, at the Dubai International Convention and Exhibition Centre (DICEC). UKTI Considers Jafza as Partner of Choice for British Exporters and Manufacturers Free zone’s London trip achieves overwhelming success

ebel Ali Free Zone (Jafza), the flagship free zone entity of Dubai, received an overwhelming response from the British business community during its May business trip to the UK. The Jafza team met more than 150 leading British companies from diverse business sectors such as energy, engineering, construction, automotive and healthcare during its four-day business trip that also included its participation in the Going Global exhibition in London on May 13-14. Dominic Jeremy, CEO of UK Trade and

Investment (UKTI), said in a meeting with the Jafza team that Jebel Ali Free Zone is a partner of choice for British exporters and manufacturers. The UKTI has been mandated by the UK Government to double UK exports by 2020. Jafza also participated in a Business Seminar organised at the Going Global exhibition. Abdulaziz Redha, Manager – Jafza Sales, Europe Region, highlighted the Free Zone’s key offerings such as excellent infrastructure, facilities, services and efficient multi-modal connectivity, which has made Jafza the trade and logistics hub for the Middle East region. He also talked

about the massive opportunities that Expo 2020 in Dubai has created for British companies that they can capitalise on by being in Jafza. During their business trip, Jafza officials met several trade promotion and industrial development bodies including the London Chamber and Energy Industries Council and senior officials at the UAE Embassy in the UK. Jafza is currently home to 465 leading British companies that includes names such as Unilever, Reckitt Benckiser and GlaxoSmithKline. Most of the UK companies have established their regional headquarters in Jafza to serve West Asia, the CIS, Indian Subcontinent and African markets, for which Jafza is the trade and logistics hub. The UK is one of Jafza’s key trade partners. UK-Jafza trade has witnessed over 50 per cent growth in the last five years growing from USD1.4 billion in 2009 to an estimated USD2.2 billion in 2014. the zone | 15

The Annual Customer Forum for the sector focused on the issue of combating Counterfeit

he automotive and aeronautics sector in Jebel Ali Free Zone (Jafza) has seen robust growth year-on-year. The total number of companies in the sector has posted a growth of 36 per cent since 2010 to reach 644 today. The sector is estimated to have generated trade worth US$5.4 billion in 2014. Since 2010, the automotive and aeronautics sector trade in the Free Zone has grown by 69 per cent. These growth numbers were revealed by Jafza officials at the annual customer forum for automotive and aeronautics companies in the Free Zone. Talal Al Hashimi, Chief Operation Officer, stressed the importance of the Customer 16 | issue 43 – JuLY 2015

Forums in his welcome note as they bring leading companies in different sectors, EZW management, and all partners who are essentially service providers together for a constructive discussion on global trends and prospects, as well as to address critical issues that Jafza companies face. The EZW management also updates the attendees on new developments and initiatives Jafza has taken to further enhance their capabilities and making the operating environment within Jafza even more conducive for the businesses to grow. Ibrahim Al Janahi, Deputy CEO of Jafza, said: “The Middle East is one of the world’s fastest growing markets for automotive products.

According to experts, demand for auto parts and accessories in the GCC is expected to grow at a compound annual growth rate of 15 per cent by 2017. This provides huge opportunities for Jafza-based companies.” The highlight of this year’s Automotive and Aeronautics Customer Forum was a panel discussion on the menace of counterfeit products in this industry and how to combat it collectively. Yousef Al Hashimi answered questions on the role of Customs in safeguarding consumers from dangerous substandard and spurious counterfeit products. He stressed that combating counterfeits is one of Dubai Customs’ key priorities but it also required a joint initiative of all key stakeholders from public and private sectors. Armin Zech stressed the need to create greater awareness of the disastrous effects of using counterfeit products not only on people’s lives and well-being but also on the overall economy. Omar Obeidat outlined the current rules and regulations and underlined the need for greater vigilance by all concerned and more stringent punishment and penalties for the parties engaged in the counterfeit business across the entire supply chain. He stressed that counterfeiting is a global problem that needs to be tackled at a national, regional and global level. Mahmoud Abdul Rezeq stressed the need for creating greater awareness about the critical importance of quality specifications of products.

The audience expressed their opinion by participating in an opinion poll through an interactive electronic polling system. The poll results clearly showed that 85 per cent of the attendees were affected by counterfeit products in their respective businesses, and 44 per cent of attendees believed that strict enforcement of rules and regulations would make a difference. 34 per cent believed that increased inspection on borders would be effective in limiting the

movement of counterfeit products. On the question of efficacy of existing rules and regulations 81 per cent of attendees were of the opinion that the existing rules and regulations need revamping, which was in line with the opinion of panellists. Leading industry players such as Nissan, Mitsubishi, Al Habtoor Motors and Daimler AG and many others from the automotive and aeronautics industry and specialist logistics service providers attended the forum. the zone | 17

Al Janahi said: “Dubai-China trading relations go back to the days of the Silk Road and continues unabated with Dubai and Jafza playing a crucial role in supporting HE President Xi Jinping’s One Belt, One Road initiative to provide China with efficient multi-modal connections to key markets

across Asia, Africa and Europe. These are the markets we as a trade and logistics hub serve.” He was referring to the initiative unveiled by President Jinping during his visit to Kazakhstan in October 2013, which called for the integration of the entire region into a cohesive economic area through cultural exchanges and broadening of trade.

“China is at present the biggest trade partner of Jafza. Al Janahi also talked about the recently developed Dubai Logistics Corridor, which allows all Jafza-based companies to transfer their cargo from one mode to another in less than an hour, the fastest turn-around in the world. Jafza is the only free zone in the world that is located between the two largest trade enablers, namely Jebel Ali Port, the largest container terminal, and Al Maktoum International Airport, the biggest cargo and passenger airport, in the region. The Free Zone is also just 30-minutes’ drive from Dubai International Airport. “Dubai is today considered one of the top aviation hubs with Dubai International Airport ranked the world’s busiest airport. OSC Benefits from Strategic Location O Oilfields supply Centre has expanded steadily since moving to Jafza in 1994 ilfields Supply Centre (OSC) is a Government of Dubai company under the Chairmanship of His Highness Sheikh Hamdan bin Rashid Al Maktoum. The company was formed in the early 1960s and serves the oil and gas industry throughout the Middle East with recent developments including expansion into Malaysia. OSC and its associated companies cover upstream service activities primarily and have considerable manufacturing in both oil and gas and process industries. Through OSC’s own activities, and those of its joint ventures and associated companies, the Jebel Ali-based operations are considered to be one of the largest in the oil and gas industry in the world. OSC’s “footprint” comprises some 500,000

square metres of land in Jebel Ali Free Zone (Jafza), 330,000 square metres of land in TechnoPark, managed by EZW, and a further 135,000 square metres in Dubai Industrial City. Each of those areas has substantial investments in physical facilities totalling AED600 million. OSC relocated to Jebel Ali in early 1994 from its previous facilities in Deira and Bur Dubai. The first tranche of land comprised 150,000 square metres on which OSC constructed 27 individual warehouses/office buildings including OSC’s corporate and administration offices. Subsequently in 1998, a further land lease of 91,603 square metres was acquired on which a further 34 individual buildings were constructed. OSC has an oilfield equipment storage yard on an adjacent plot of almost 190,000 square metres.

OSC has grown exponentially since 1994 both in financial terms, geographically and functionally with its entry into manufacturing particularly successful. The combined resources of Dubai Ports and Jebel Ali Free Zone have been of huge benefit to OSC. The most recent projects within Jafza include the development of regional facilities for OSC clients; the current development of manufacturing facilities within Dubai Industrial City (DIC), and the Common User Supply Base in Johor Baru, Malaysia. The DIC facilities will be ready for occupation by the end of 2015 and the Malaysian facilities started operation at the end of May 2015. Additionally OSC invested more than AED12 million to upgrade its Engineering Services manufacturing facilities, which became operational in April 2015.

‫يعد م��رك��ز جتهيز ح�ق��ول ال�ن�ف��ط امل �ح��دودة تابع ًا‬ ‫حلكومة دب��ي‪ ،‬وي��راأ��س جمل�س الإدارة �شمو ال�شيخ‬ ‫حمدان بن حممد بن را�شد اآل مكتوم ويل عهد دبي‬ ‫رئي�س املجل�س التنفيذي لإمارة دبي‪ .‬وقد مت تد�شني‬ ‫املركز يف �شتينيات القرن التا�شع ع�شر بهدف خدمة‬ ‫قطاع الغاز والنفط يف منطقة ال�شرق الأو�شط‪ ،‬و�شهد‬ ‫يف الآونة الأخرية تو�شع ًا بافتتاح فرع له يف ماليزيا‪.‬‬ ‫وي�ت�ب�ن��ى م��رك��ز جت�ه�ي��ز ح �ق��ول ال�ن�ف��ط امل �ح��دودة‬ ‫و�شركاته ال�شقيقة الأن�شطة ال�شابقة للإنتاج‪ ،‬اإ�شافة‬ ‫اإىل ت�شنيع الغاز والنفط وال�شناعات‪.‬‬ ‫وتعد ن�شاطات واأعمال مركز جتهيز حقول النفط‬ ‫املحدودة يف جبل علي‪ ،‬اإىل جانب امل�شاريع امل�شرتكة‬ ‫وال�شركات امل�شاهمة‪ ،‬واح��دة من اأك��ر الأع�م��ال يف‬ ‫قطاع الغاز والنفط يف العامل‪ .‬وي�شغل مركز جتهيز‬ ‫حقول النفط املحدودة م�شاحة ‪ 500‬األ��ف مرت مربع‬ ‫‪ | 22‬العدد ‪ - 43‬يوليو ‪2015‬‬

‫باملنطقة احلرة يف جبل علي‪ ،‬اإىل جانب ‪ 330‬األف مرت‬ ‫مربع يف جممع «تكنوبارك» و‪ 135‬األف مرت مربع يف‬ ‫مدينة دبي ال�شناعية‪ .‬وتبلغ القيمة ال�شتثمارية لهذه‬ ‫امل�شاريع ما جمموعه ‪ 600‬مليون درهم اإماراتي‪.‬‬ ‫ان�ت�ق��ل م��رك��ز جتهيز ح�ق��ول ال�ن�ف��ط امل �ح��دودة اإىل‬ ‫منطقة ج�ب��ل ع�ل��ي يف ب��داي��ات ع��ام ‪ 1994‬م��ن موقعه‬ ‫ال�شابق يف دي��رة وبر دب��ي‪ .‬ويف البداية اأقيم املركز‬ ‫على م�شاحة ت�شل اإىل ‪ 150‬األ��ف مرت مربع ت�شم ‪27‬‬ ‫م�شتودع ًا م�شتق ًل وم�ك��ات��ب اإىل ج��ان��ب مقر املركز‬ ‫الإداري‪ .‬ويف وق��ت لح��ق يف ع��ام ‪ 1998‬عمد املركز‬ ‫اإىل ال�ت��و��ش��ع واإ� �ش��اف��ة ‪ 91603‬م ��رتات م��رب�ع��ة اإىل‬ ‫م�شاحته الإجمالية لإقامة ‪ 34‬مبنى م�شتق ًل‪ .‬بالإ�شافة‬ ‫اإىل ذلك خ�ش�س املركز م�شاحة ‪ 190‬األف مرت مربع‬ ‫لتخزين معدات حقول النفط‪ .‬ومنذ ع��ام ‪� 1994‬شهد‬ ‫مركز جتهيز حقول النفط امل�ح��دودة من��و ًا اقت�شادي ًا‬

‫وجغرافي ًا وعملي ًا ملحوظ ًا مع دخوله ع��امل ال�شناعة‬ ‫بنجاح‪ .‬وعادت املوارد امل�شرتكة ملوانئ دبي واملنطقة‬ ‫احلرة يف جبل علي‪ ،‬بالنفع الكبري على مركز جتهيز‬ ‫حقول النفط املحدودة‪ .‬وت�شمل اأحدث امل�شاريع يف‬ ‫املنطقة احل��رة جلبل علي «ج��اف��زا» تطوير امل��راف��ق‬ ‫الإقليمية لعملء مركز جتهيز حقول النفط املحدودة‪.‬‬ ‫اجلدير بالذكر اأن ثمة تطوير ًا يجرى حالي ًا يف مرافق‬ ‫الت�شنيع �شمن مدينة دبي ال�شناعية‪ ،‬اإىل جانب مقر‬ ‫تزويد الأع�شاء امل�شرتكني يف «ج��وه��ور ب��ارو» يف‬ ‫ماليزيا‪ .‬وقد مت يف �شهر مايو املا�شي تد�شني مرافق‬ ‫املركز يف ماليزيا‪ .‬هذا‪ ،‬و�شيتم افتتاح مرافق مدينة‬ ‫دبي ال�شناعية يف نهاية العام احلايل‪.‬‬ ‫اإ�شافة اإىل ذلك‪ ،‬ا�شتثمر املركز اأكرث من ‪ 12‬مليون‬ ‫دره��م لتطوير مرافق ت�شنيع اخلدمات الهند�شية‪،‬‬ ‫التي مت اإطلقها يف اأبريل من العام اجلاري‪.‬‬
