Water and Sewerage Company (WASCO) invites interested and qualified entities to submit proposals for the ‘Supply of Security Services for WASCO’. All interested bidders must be in possession of a proven track record and must be licensed for providing services of this nature. All bidders must attach certified copies of valid Tax Clearance Certificates and Company Registration Licences or equivalents as the bids without these documents shall be disqualified.

Background UNDP is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. It works with individual countries on their own solutions to global and national development challenges. UNDP Lesotho supports Lesotho’s development priorities laid out in the National Strategic Development Plan and through that, the achievement of the SDGs. The focus areas of the UNDP Country Programme are Democratic Governance; Environment and Energy; Poverty Reduction and Economic Growth, with Gender Mainstreaming and HIV/AIDS as crosscutting areas. The Government of Lesotho (GOL) in collaboration with UNDP developed a project titled “Reducing Vulnerability from Climate Change in the Foothills, Lowlands and the Lower Senqu River Basin”. This is a 5-year project funded under Global Environment Facility (GEF) and is aimed at increasing ecosystem resilience to climate change in the southern parts of Lesotho. Therefore, UNDP invites interested national companies with expertise in Performing capacity assessments, Development of Training Plans and Performance of training in Planning, Monitoring & Evaluation as well as training in the performance of Cost Benefit Analysis on Land Rehabilitation Interventions to submit their proposals for carrying out an assessment for above mentioned project. Background The Government of Lesotho and UNDP Country Office are implementing a five year (2016 — 2021) GEFfinanced project “Development of Cornerstone Public Policies and Institutional Capacities to accelerate Sustainable Energy for All (SE4A11) Progress”. The objective of the project is to catalyse investments in renewable energy-based mini-grids and Energy Centres to reduce greenhouse gas (GHG) emissions and contribute to the achievement of Lesotho’s Vision 2020 and SE4All goals. The project proposes to put in place an enabling environment for the development of renewable energy systems and a suitable business model and financial instruments for their viability and replication. This objective will be achieved through the participation of the private sector working hand in hand with village communities in the 5 districts of Mokhotlong, Thaba Tseka, Mohale’s Hoek, Quthing and Qacha’s Nek. Project outcomes are as follows: 1. Development of cornerstone SE4All Policies and Strategies to facilitate investment in renewable energybased mini-grids. 2. Improved capacity of energy stakeholders and government officials for decentralized clean energy planning and decision-making on the basis of quality energy data. 3. Successful establishment of a village-based energy service delivery model for replication nationally 4. Outreach programme and dissemination of project experience/best practices/lessons learned for replication nationally and throughout the region. The SE4All project requires the services of a consultant to develop a National Communication Strategy (NCS) to implement outreach and promotional activities for the SE4All Project, targeting both domestic and international project developers, including sensitization of communities in the five selected districts.
