Editor’s letter Camaraderie, teamwork, technical know-how, bravery and a competitive spirit. The armed forces and motor sport teams have a lot in common, but it took the insight of one man – former tank commander James Cameron – to put them together for the greater good. Cameron is the man behind the charity Mission Motorsport, which aims to rehabilitate injured service personnel by encouraging them to participate in motor sport events. The charity’s motto is ‘Race, Retrain, Recover’ and its season finale, a 1000km race in Anglesey punctuated with a service of remembrance, was as poignant as it was exciting. Elsewhere in the magazine we speak to Scott Moran – the British hillclimb champion – about his sport’s renaissance and we head to Preston to meet a motor sport club that’s booming thanks to the power of social media. Finally, the racing fraternity lost one of its most popular and influential members in November. Peter Foubister, motoring secretary of the RAC, was for a long time editor of Autosport magazine and encouraged untold thousands of youngsters into the sport. He was also instrumental in setting up the McLaren Autosport BRDC Award in 1989. He will be missed by everyone at the MSA but his legacy will continue throughout the sport he loved.

Where: Buckmore Park, Kent What: Henry Surtees Karting Challenge When: October 26, 2016 The best of young British motor sport talent gathered at Buckmore Park karting circuit in Kent in October for the sixth annual Henry Surtees Challenge. The event is organised by former Formula 1 world champion John Surtees OBE in memory of his son Henry and aims to help youngsters progess up the motor sport ladder. The karting event was flagged off by Steve Rider, the newly appointed charity ambassador, and saw 25 competitors battle it out in Club 100 Birel Karts. The winner was 15-year-old Callum Bradshaw, followed by Michael Crees and Piers Prior. Bradshaw’s prize is a Renault Clio Cup test experience and a Carlin test day including a drive in a Formula 4 championship car.

VOLUNTEER AND CLUB OF THE YEAR ANNOUNCED Winners praised for their dedication and fundraising efforts James McKeefry and Farnborough District Motor Club have been named the JLT MSA Volunteer and Club of the Year Award winners respectively following a bumper year for entries. McKeefry was nominated by the Association of Northern Ireland Car Clubs (ANICC). He has been part of Magherafelt & District Motor Club for more than 30 years and was praised for his ‘conviction focused on making motor sport safer and more accessible to all’. The Association of Central Southern Motor Clubs (ACSMC) supported Farnborough DMC’s winning entry for the clubs’ accolade.

Farnborough DMC works with three other clubs (Sutton & Cheam, Dolphin and Craven) to organise the annual Abingdon CAR-nival, which has raised more than £275,000 for charity over the last 20 years. The winners will receive trophies and prize cheques during the MSA Night of Champions ceremony at the Royal Automobile Club in London on 28 January. Ginetta Junior driver Lewis Brown was named the RSF MSA Young Driver of the Year 2016 after a five-way shootout at iZone, Silverstone (11 November). The accolade is awarded each year to a member of the MSA Academy’s AASE programme. The five finalists were: Brown, 17; Zach Anderton, 17; Nathan Edwards, 18; Ben Green, 18; and Emily Rogers, 17. The day consisted of seven sessions including physical and mental assessments, a simulation evaluation featuring eye tracking and on-board analysis, and interviews with an expert judging panel. “It was such a privilege to be nominated for the award, never mind winning it,” said Brown. “I’d like to thank everyone at the MSA Academy and Racing Steps Foundation for giving me the opportunity to show my talent.” Brown will receive a trophy and a cheque for £1000 at the MSA Night of Champions in January.

SCOTTISH RALLY SAFETY TARGETS ACHIEVED Online marshals training scheme attracts 6000 participants Twenty-seven of the Scottish Government’s 29 recommendations to enhance stage rally safety were implemented by the end of 2016, less than two years after they were first published. The recommendations, which affect all UK rallies, were made in a report
by the Motorsport Event Safety Review (MESR) – established following the tragic events of the 2014 Jim Clark Rally – published on 5 January 2015. Key developments in 2016 included the launch of an online rally marshals training scheme, designed to ensure that all rally marshals have a common
understanding of their roles and responsibilities. Almost 6000 people engaged with the training throughout the year, with more than 1700 becoming MSA-registered marshals for the first time. The governing body also selected and trained 11 Safety Delegates, who were appointed to 44 stage rallies with over-riding authority in matters of safety. There was further training for safety car teams, with 316 delegates completing the mandatory element of the programme. The MSA continued to offer grants towards the upgrading or replacement of safety radios to accommodate an additional exclusive frequency that was introduced in 2015. These grants totalled almost £100,000 at the time of writing. A new media accreditation scheme was also launched, a marshals’ recognition scheme was created (see below), and the MSA entered into negotiations with Kwiktrak regarding a tracking system for UK stage rallying (see p14). In addition, the Stage Rally Safety Requirements document was been updated twice following feedback from events. The latest version is now available at www.msauk.org/rallyfuture.
ALL MARSHALS TO RECEIVE 2017 WELCOME PACK The MSA has launched a new welcome pack that will be sent to all marshals registering for 2017, regardless of their chosen discipline. The initiative stems from the RallyFuture project but a decision was made early on to extend it across all types of motor sport. The pack comprises a tabard, flask, torch,

hand warmer, pens, first-on-scene information and a ‘thank you’ card. Rob Jones, MSA Chief Executive, said: “We all need to do more to recognise the time and effort that marshals give up for the sport we all love. IMS and MSA heads thank Dayinsure WRGB marshals and officials Almost 2000 unsung heroes contributed to the success of this year’s Dayinsure Wales Rally GB (27-30 October), which was won by Sébastien Ogier and Julien Ingrassia for the fourth year in a row. In an open letter, IMS event Managing Director Ben Taylor and MSA
Chief Executive Rob Jones thanked the volunteer marshals and officials whose hard work and dedication shone through on the UK’s round of the FIA World Rally Championship. “The rally would not have been possible without the support of almost 2000 volunteer marshals and
officials, covering so many varied roles,” said Taylor and Jones. They continued: “Whether contributing to the safety, logistics, promotion or the smooth running of the event, their efforts are sincerely appreciated by everyone at the MSA and IMS, not to mention the wider rallying community of competitors, teams and fans.” The event featured 164 competitors from 23 nations, tackling the longest competitive route in the rally’s recent history at 208 miles. The event also returned to Chester after 20 years, while a new RallyFest stage at Cholmondeley Castle attracted more than 10,000 fans.

AIR AMBULANCE CASH BOOST
Following the success of this year’s relaunched MSA British Kart and Junior Kart championships, the MSA has agreed a two-year extension of the Vortex (OTK) engine supply contract. This means that the CIK-homologated DDJ and DDS engines will continue to be used in the MSA British Junior Kart (CIK OKJ class) and MSA British Senior Kart (CIK OK class) championships respectively until the end of the 2018 season. The class regulations are available at www.msauk.org/karttech.
The MSA is in negotiations with specialist UK company Kwiktrak (UK) Ltd regarding a live vehicle tracking system for UK stage rallying. Both parties had originally anticipated that the system would be ready for introduction in a phased manner from the start of the 2017 season. Its implementation has been delayed, however, and it is intended that the system will be introduced at a later date, which will be confirmed as soon as possible.
The first in a series of £2000 cheques was presented to Air Ambulance Northern Ireland in November, after the MSA Board agreed to continue donating sums from the National Court Fines Account. The MSA has pledged up to £10,000 to every UK Air Ambulance service over the next five years, drawing the money from fines collected under UK motor sport’s judicial process. “We are extremely grateful to the MSA for their pledge,” said Air Ambulance NI chairman Ian Crowe.

T
here are clear parallels between cycling and motor sport: multiple disciplines, technical regulations, licence holders, permitted events, clubs and volunteers. Yet there is a striking difference between the size of their respective governing bodies; 10 years ago there were twice as many people working at British Cycling – 80 – as there are at the MSA today, and now that has topped 250. Of course, much of that has been supported by government funding, which is a very different position to the MSA which relies on its own revenue to govern and develop the sport. I spent my earlier days at British Cycling looking after the organisation’s club development programme, which was very much focused around young people. Now that I have spent my first year overseeing the MSA equivalent, I am able to draw some distinctions between the two club landscapes. In cycling, any given club is likely to be active every single weekend – club members will get together on their bikes for a long ride every Sunday morning. Meanwhile, motor clubs appear to be more about getting people together socially in between events for club nights, quiz nights or talks and Q&A sessions on specific subjects,

but not necessarily getting behind the wheel together on a weekly basis. The MSA’s club development activities have clearly been enhanced over the last two or three years, but the whole notion of development is still relatively new in motor sport – many other sports have been running development programmes for 20-plus years and it really does take time for the development ethos to ingrain and bear the fruits of those labours. Going forward we need to ensure that we are out there working and supporting clubs, looking in particular at how they engage with new and existing people. I was at a regional association meeting a while ago and noticed a couple of keen young guys in the room, so I had a chat with them to better understand why they were there. That was my first encounter with Preston Motorsport Club (see feature on p42), a fairly new MSA-registered club that has gone from 0-60mph in about five seconds. They are bucking the apparent trend of declining enthusiasm for the very notion of joining a club, but they have really thought about their target audience and then connected with it in a smart way through social media and engaging activities. They’re also clever with events, because they don’t saturate their calendar and have worked out a formula to keep demand high and competition fierce. Preston MSC is not an anomaly, though. We recently judged the 2016 JLT MSA Club of the Year Awards and were pleased to receive more entries than the MSA has had for years. We were even more delighted to see that there is some terrific work going on at grassroots level right across the UK. We need to be better at telling those stories, sharing that best practice and supporting those clubs that have a real desire and appetite to develop and grow. That’s the plan. n

James McKeefry The MSA’s newly crowned volunteer of the year
B
eing awarded the JLT MSA Volunteer of the Year award came as a complete shock. I didn’t even know I had been nominated by my motor club, but I am very honoured and very proud. The awards cover a number of categories – such as marshalling, medical and stewards – but the Volunteer of the Year award is the overall prize. To win that is incredible. I have always loved cars and and motor sport. But I have never been able to drive because I’m registered blind. I do have some vision – just not enough to be allowed behind the wheel. It’s a shame, but I always say: it is what it is, there’s nothing you can do. I never wanted it to hold me back so in 1992, when I was 23, I decided to try my hand at rallying. I thought it would be the sport for me because I had followed it for years – and as a navigator I didn’t have to drive to take part. I teamed up with a friend, Ciaran McMullan, as his codriver. I loved it from the minute I sat in the car and I loved the fact that I was doing something that I never thought I would be able to do. Obviously, I had to join a club in order to start rallying, so I joined my local one: the Magherafelt and District Motor

Club in Northern Ireland. It was established in the 1970s and immediately I felt welcome. My first proper rally was the Tour of Sperrins. A great event, but I remember that we were so slow that by the time we got to the last timing control the marshal had gone home. Still it was fun. At the club meetings I made the mistake of talking; as any club member knows as soon as you talk you start being landed with jobs, so pretty soon I found myself starting to organise events. In particular I started looking at safety and eventually took on the role of club safety officer. By the early 2000s I was taking on more and more of the administrative work too. Especially when the club started doing road-rallies which meant getting road closures, which meant meeting all the requirements from the MSA, the Police and all the other regulatory bodies. By 2009 I was Clerk of the Course and I saw my role very much as one that encourages younger people to get involved in the club and in motor sport. I want people to feel positive about motor sport and enjoy themselves while also learning more skills. After four years as Clerk of the Course on Tour of the Sperrins I stepped down and went back to carrying out other roles: laying out rally routes and autotest stages, helping with admin and giving safety briefings. I still do some co-driving in rallies, as well as doing my day job. And I can’t see myself stopping volunteering with the club. You meet great people and I love the camaraderie of motor sport. Everything I have achieved is because of working with others – whether navigating or organising an event. I am delighted to be given this award by the MSA, but I am even more honoured that my friends and colleagues within the Club nominated me and thought that I was a worthy recipient. n

The MSA Academy member and British F4 runner-up is driven to succeed
T
his year has been a rollercoaster of ups and downs, summed up by missing out on the title at the final round of the British Formula 4 season and being nominated for the McLaren Autosport BRDC Award for the second time two days later. We were unfortunate not to have won the championship, but there are positives that my team, JHR Developments, and I can take away and there are things we can learn from for next season. The breaks just didn’t go our way, which you need to win a title. But to be beating teams such as Carlin, Arden and Fortec on the budget we have has been phenomenal, and the award nomination was recognition of that. It has comfortably been my best year in racing. We did no testing, developing the car only on the three days of race weekends, and that’s what is great about F4. You can compete at the front without being with a top team. This second year of F4 wasn’t the plan, though. We were ready to move up the ladder two years ago after a successful year in BRDC F4, but everything comes down to funding. So it was a case of either Formula 4 or nothing, and any driver would race something rather than nothing. Many drivers don’t realise how fortunate

they are, but working this hard makes me so much more determined to succeed. Being in the MSA Academy has helped me hugely. I joined the MSA AASE programme scheme at Loughborough College because I didn’t want to miss out on education, which many drivers drop out of, and I’ve remained part of the academy ever since. We meet great people who teach you the many different aspects of being a racing driver. We don’t just jump in a car and drive around the circuit, we have days with engineers to learn about tyres, suspension, gearbox and set-up. That has been key to my F4 season; I’ve had to work with my engineer more than the other drivers because of the lack of testing. Greg Symes, the MSA Academy manager, and the MSA team give you so many opportunities to get your name out there. For drivers like me, who don’t have the budget to pay for it all, that’s so important. You have to make the most of it, though. With racing you always need luck. It went against us this year, but in the past it hasn’t. When I left karts for cars, I decided to go to a Ginetta scholarship day thinking it was just a cheap test, but I ended up winning the scholarship and a year in Ginetta Juniors. Hopefully this winter will go the same way and I’ll move up to Formula Renault Eurocup. Renault Sport approached me to go to Estoril recently and that went well in some very mixed conditions. But my options are open, including sports cars because Le Mans is now what I’m aiming for. Even at the lowest point, when I almost had to give up racing, I never considered any alternatives. Once you’re involved you can’t get out – it’s like a drug. I have to do everything I can just to be on the circuit, so I will do whatever it takes to get to where I want to be. n

Scott Moran, the six-time British hillclimb champion, reveals his plans for next year and why the sport is the perfect entry point for amateur racing fans. By Paul Lawrence

I
n May 2017, the British Hillclimb Championship will celebrate its 70th birthday, and this often under-rated branch of the sport remains as accessible and affordable as it was in those early post-war years. In a poignant echo of the early era of the championship, Scott Moran’s sixth title in 2016 equalled a record set by Tony Marsh half a century ago. The contrast between Marsh’s Cooper-Jap Mk8 and Moran’s Gould GR61X is staggering, but both were driven with finesse, precision and commitment in this most exacting discipline. The understated but supremely talented Moran is the
star name of the modern era, with six titles in the last nine seasons. Moran’s first British title came in 2007, a decade after his father Roger took the crown in a Pilbeam MP72. In 2015, young Alex Summers shared the Moran Gould and won the title for the first time. All of Scott’s titles have been won at the wheel of his Nicholson-McLaren-powered Gould, a state-of-the-art single-seater delivering performance seldom matched in any other branch of motor sport. The V8 Cosworth engine was originally built as a 2.6-litre Indycar engine, but the turbos have been removed and the engine has been taken out to 3.5 litres to give more

driveable power and torque. The very durable power unit propels the Gould from 0-60mph in two seconds and to 100mph in four seconds. The car’s top speed in the UK is just over 150mph on the run to the finish line at Gurston Down and at Craigantlet. “No other branch of motor sport gives you that sort of performance without getting to Formula 1 or drag racing,” says Moran. “It is very intense, maximum concentration and maximum fun. Any mistake means the run is blown. Every run is like a qualifying lap, usually with cold front tyres and cold brakes.” Tyre warmers and pre-start burnouts typically help to get heat into the rear tyres.

Moran is at Shelsley Walsh, the home of hillclimbing, with his Gould and he says competing here is always special. “Shelsley is the iconic hillclimb and the place where we all want to win,” he says. “The atmosphere is so special and the quick corners, like Kennel and Crossing, are 120mph corners. Towards Bottom Ess we’re reaching just over 140mph and it is much the same at the finish line. My personal best is 22.83 seconds and I’ve only dipped into the 22s a couple of times.” Moran held the hill record for four months in 2007 with that climb, but is clearly still impressed by Martin Groves’ outright hill record of 22.58s, set 14 months later and yet to be bettered. ❱❱

An expected resurface of the entire hill, possibly within the next couple of years, could open the way for a fresh assault on the record for the 1000-yard climb up the side of the Teme Valley in Worcestershire. Looking ahead, the big question is whether Moran will try and go clear of Marsh in the sport’s history books with a record-breaking seventh British title. However, a young family and business demands suggest that a full assault is unlikely in 2017. “I would like to go for seven, but it is a big commitment,” he says. A schedule that takes in two trips to Scotland, one to Northern Ireland and one to the Channel Islands makes for a busy season at the top of the sport. “We’ve now had the same car for 11 seasons and it has done us very well. Over the winter of 2007/08 we did some aero updates and later we put paddle shift and traction control on it. But we run the traction control very soft and it’s not as simple as just planting the throttle and letting the traction control sort it out. “I think the Gould is still the best car to have over a season but it isn’t the best everywhere. It’s really difficult at Bouley Bay and is a nightmare at Prescott; it really is a handful. It relies a lot on the speed for aero and if you can’t get the speed, you don’t get the grip.” In recent seasons, the smaller motorbike-engined single-seaters have been biting at the tail of the bigger-

engined cars in the championship top 12 run-offs. Coming after the class runs, the two run-offs among the fastest 12 British Hillclimb Championship contenders are always a highlight of the event. “The smaller engined cars are getting quicker and quicker in the run-offs,” confirms Moran. “The cars are lighter and have better mechanical grip. They can brake later and are strong at places like Prescott.” While Shelsley is the jewel in the crown of British venues, Moran has two other particular favourite hills. “I grew up at Loton Park and I love it there. Cedar Straight is 140mph as well, and it’s anything but straight! I like Doune as well. It’s a real buzz and it’s like driving down a tunnel. The bottom half of the hill is 130mph and it is all blind. You’ve got to know where you are going at Doune!” Of course, Moran and the Gould are at the pinnacle of the sport. But this man and machine against the clock competition remains incredibly accessible to those with modest means and a couple of thousand pounds will get a newcomer onto the startline of their first event. In the Production Car classes, running costs are incredibly frugal with event entry fees of around £130 being the single biggest cost. Cars require basic safety equipment and for those in the road-going classes the requirements are very simple. The driver needs a helmet, fireproof overalls, gloves and a competition licence, which starts from just £33. Licensing and medical requirements are considerably less demanding than for anyone wanting to start racing, and hillclimbing appeals to drivers of all ages. ❱❱

Getting started If you’ve got a car, there is every chance that there is a suitable class for it in hillclimbing. The classes start with those for road-going series production cars, usually split at 2000cc, followed by the road-going specialist production cars. This class is often dominated by Caterhams. Modified series production cars are normally split into three groups with engine capacity divisions at 1400cc and two litres, while the modified specialist production cars are sub-divided at 2000cc. Next are the purpose-built sports-racing cars in the sports libre and hillclimb super sports classes: often populated by cars with a circuit racing pedigree. Frequently the best-supported classes are those for single-seater racing cars, with engine capacity breaks at 600cc, 1100cc, 1600cc and 2000cc. The 2-litre division can be split into classes for normally aspirated engines and forced induction engines. The 1600cc group may also include a separate class for Formula Ford 1600s. The fastest single-seaters of all, and those usually chasing the major points in the MSA British Hillclimb Championship, compete in the over 2000cc racing car class, while period classes for sports-racing and racing cars are split by age at up to 1971 and up to 1985.

Moran and Gould are at the pinnacle of British hillclimbing, but the sport remains accessible to all
“You can use your mum’s shopping car,” says Moran. “There is a really friendly atmosphere on the hills, but it is competitive when the clock starts. We all help each other out and lend parts when someone has a problem.” Mark Constanduros is commercial manager of the Midland Automobile Club, the organisation behind Shelsley Walsh. He is very keen to see new drivers come into hillclimbing, at whatever level suits their pocket. “It was the very first form of motor sport that people could get into and you can still get into hillclimbing with a very basic car and a minimal budget,” says Constanduros. “Whatever your budget, you can get in and get started. Some people start in saloons and maybe progress into sports cars – like Lotus Elises or Caterhams or the motorbike-engined single-seaters. You are always chasing a better time and there is no one else on the track to hit you off.” The British Hillclimb Championship may be just about to hit 70, but the sport is as relevant and popular as it has ever been. At the very pinnacle, it is about hi-tech racing cars, but the wide range of classes offers sport for all pockets and the chance to compete at some fabulous venues. Hillclimbing, you might say, is certainly on the up. n
A brief history of hillclimbing competitor and spectator appeal. Ken Wharton, Tony Marsh and David Boshier-Jones were all multiple British champions in the incredibly effective single-seaters from the Cooper Car Company. Meanwhile, permanent venues like Loton Park (mid-1950s), Wiscombe Park (1958), Harewood (1962), Gurston Down (1967) and Doune (1968) joined the schedule to give the sport a very secure future. Through the 1960s, the competition at the head of the sport grew ever more competitive and specialised, and Peter Westbury (Ferguson P99), Peter Lawson (BRM P67) and David Hepworth (Hepworth Oldsmobile) all took British titles with four-wheel-drive single-seaters. The 1970s was the last decade when converted circuit cars held sway in the hands of Mike MacDowel and Roy Lane, and the 1977 British title for Alistair Douglas-Osborn’s Pilbeam marked the first championship win for a new generation of purpose-built hillclimb racers. In the ensuing 40 years, Pilbeam (17 titles) and Gould (19 titles) have dominated the top of the sport and Scott Moran’s 2016 victory capped a run of 18 titles in 19 seasons for Gould, with only Trevor Willis breaking the sequence when he took the 2012 crown in his Powertec-engined OMS. Of course, the British Hillclimb Championship is only part of the hillclimbing success story. Classes for all types of car ensure the sport is more popular than ever and entries are typically packed to capacity. Away from the contemporary machinery, the Vintage Sports-Car Club delivers equally popular events for pre-war cars. Hillclimbing has been around for 115 years and it has a very bright future. LAT
Man and machine against the clock is one of the oldest forms of motor sport, and hillclimbing has been around since the tail-end of the 1800s. Timed events were held in France from 1897 and the sport started in Great Britain as early as 1901 with Sunrising Hill near Stratford-on-Avon being one of the first venues. In 1905 the Midland Automobile Club moved its hillclimb events to the gravel track at Shelsley Walsh. Now, 111 years later, the venue is at the heart of the sport, but the MAC logo still bears homage to those pioneering events at Sunrising Hill. However, after World War I competition on public roads was on borrowed time and an accident involving a spectator at the Kop Hill near Princes Risborough in 1925 brought an end to motor sport on closed roads. It was not until Prescott opened in Gloucestershire in 1938 that Britain had a second permanent hillclimb venue. However, while banned on the mainland, closed road hillclimbs were common in Ireland and on the Channel Islands. Craigantlet near Belfast can trace its history back to 1913, while Bouley Bay on Jersey has hosted events since 1921. The dominant forces in the 1930s were Raymond Mays and the ERA, but it was in the early post-war years that hillclimbing really blossomed in the UK. Mays and the ERA R4D was still the combination to beat and won the inaugural British Hillclimb Championship, which ran in 1947 over five rounds. The Scottish hill of Bo’ness hosted round one and was joined by events at Shelsley Walsh, Prescott, Bouley Bay and Craigantlet. Into the 1950s hillclimbing boomed and rivalled circuit racing for

Going for gold One of the most inspiring races of the year featured a minute’s silence, a VW Golf and a pair of Olympic racers bidding for glory. By Hal Ridge

ou’d be hard pushed to find a more out-of-the-way race track than Anglesey Circuit. Drive as far west as you can go in England, then carry on westward through Wales until you can no further on the mainland, then go a bit further west over a bridge spanning the Menai Straights. In November two of Britain’s most inspirational competitors made the journey to take part in one of the best-kept secrets on the motor racing calendar: the annual Race of Remembrance. Sir Chris Hoy and Jon-Allan Butterworth (left) have seven Olympic and Paralympic gold medals for cycling between them, Hoy being one of the most decorated British Olympians of all time and Butterworth securing his maiden gold at the Rio Paralympics last summer. In Anglesey, however, they weren’t on two wheels but four.

“I don’t need much persuasion to get involved in any motor racing, but this event is for such a worthy cause and it’s such a great charity to be involved in,” explains Hoy. “Jon-Allan got in touch and asked if I would come and race alongside him – I don’t need asking twice. “The event is unique from what I’ve experienced in motor sport – everybody pitches in and the atmosphere and camaraderie is amazing. Of course it’s competitive and everybody wants to win, but there’s just something unifying about the event itself.” The Race of Remembrance is organised by the Mission Motorsport charity, which was set up to support exservicemen and women through the medium of motor sport. Held during Remembrance weekend, the endurance race is one of the charity’s key events of the year, run over nine hours and 1000 kilometres, and catering for club-level racers who compete in a range of categories and machinery. ❱❱

Hoy, who is well on his way to becoming an experienced racing driver having completed the 2016 Le Mans 24 Hours, joined Butterworth and professional racing drivers (and former event winners) Tom Onslow-Cole, Jade Edwards and Paul White at the wheel of a Volkswagen Golf R for the Race of Remembrance’s third running. Butterworth, whose Rio success made him the first British military Paralympian to win gold, was able to compete in the same car as Hoy and the others thanks to an adaption to the Golf’s DSG gearstick lever (in sequential mode), allowing him to attach his prosthetic left arm to the lever and steer the car with his right arm. “This just shows his determination,” continues Hoy. “His lap times are good and he’s learning all the time. With all of the Paralympians you meet, you pick up very quickly that they are not the type of people to shrug their shoulders and say, ‘Oh well, that’s tough I can’t do it, never mind.’ They always find a way.” Drama for the KPM Racing team began before the event had got underway, when a mapping problem with the car in Thursday testing forced a switch to a different Golf, a track day-based machine that Onslow-Cole’s sponsors Milltek had at the venue to use for passenger rides. Despite having to move away from the endurance-specification car – and with the required safety features fitted to the second Golf in the garage – the quintet qualified fourth on the grid ahead of Saturday’s opening three hours of racing (the first part of the race takes place on Saturday afternoon running into the evening, before restarting on Sunday morning). GT racer Edwards drove the first stint and took the lead in the opening stages before Butterworth took over the controls for his first-ever race experience… in the dark. “It was a steep learning curve, interesting and hairy at times, but it’s good fun,” says Butterworth after his stint. “Because I ride in the Team Sprint in the Paralympics, I’m used to having to rely on others and have them rely on me. But there was pressure coming into this team not only because of the number of good drivers but also because I didn’t want to let them down. “There were a few times when I went too deep into a corner and had to correct it next time,” he adds. “I didn’t realise that I’d be so buzzing when I got out the car. I was a bit jelly-like when I got out, it’s like having sea legs and you have to find your land legs. It’s pretty mega and the whole event is just amazing.” Hoy was third to take the helm of the Golf on Saturday

evening, although by that stage the team had all but dropped out of contention for the win – the replacement car’s smaller fuel tank requiring additional pit-stops. Then again, the very essence of the Race of Remembrance is about achieving and surviving in the face of adversity. This was poignantly brought home with one of the truly unique elements of the race: a 30-minute remembrance service halt on Sunday morning. Racing had restarted at 9am, with cars pounding around the coastal circuit, until they drew to a halt on the start/finish line for the service, which took place in the pitlane. Eleven o’clock on Remembrance Sunday is always a poignant moment, but especially so at this race circuit, where the impeccably observed silence was broken only by the noise of the Irish Sea’s waves crashing on the shore. A moment to reflect on the reason for the event taking place, before the teams frantically dove back into the competition. Mission Motorsport founder James Cameron, who also raced in the event, explains why he formed the charity. “My background is military, although I’ve been a racer for as long as I can remember,” he says. “In the past I’ve always used my motor sport connections to try and raise money for forces charities. But on my last operational tour in Afghanistan, in 2011, a lot of my guys were wounded. I came back really wanting to do something to help them. I wrote a paper for the Ministry of Defence at the end of 2011, which resulted in Mission Motorsport being formed as the forces’ motor sport charity in 2012.” The charity engages with sprints, hillclimbs, circuit racing, offshore powerboat racing and rallying, but it’s about more than driving and tackles challenges in preparation, logistics, support and race management. “Military people are incredibly ill-equipped to ❱❱

Our motto is ‘Race, Retrain, Recover’, which translates into sport, training and vocation. It’s all about using sport to inspire, enable and help people end up in a better place in their lives, and better able to support their families. Behind the sport is a motor industry in the UK that is in good health, which needs quality people. This population of guys and girls who are leaving the forces need help in order to translate their skills for them to find the career that they deserve afterwards.” Cameron believes that the Race of Remembrance is an important event for Mission Motorsport, not just as a sporting occasion but in helping the charity’s beneficiaries. “This is the most fantastic celebration of recovery motor sport, in all different disciplines. We had 12 beneficiaries in eight different teams racing at Anglesey, but many of the mechanics are also gathering evidence for their diplomas. We have occupational therapists who are helping those who wouldn’t usually be able to come and do an event like this with all the noise and the people, but we’ve got the support here so they can. The interruption for the remembrance service is unique in motor sport – it’s extraordinary. The fellowship that it brings is lovely.” The spirit of camaraderie is evident throughout the paddock. One of Skuzzle Motorsport’s Mazda MX5s suffered an engine failure early in the weekend. Not to be deterred, the squad found a similar car for sale in North Wales, bought it and swapped the engine overnight. But the squad suffered a second engine failure early in ❱❱

the race. Cue another all-nighter to try and make one good motor from two, with the help of a rival team’s mechanics to get the job done in time. Sadly, the fix wasn’t successful, but that didn’t stop the squad from finishing the race. After the last cars had crossed the line, the team pushed the wild-looking MX5 out of the holding area and past the chequered flag, to a standing ovation on the crammed pitwall. While competition is all about winning – the impressive Synchro Motorsport Honda Civic claimed victory by over a lap, and the fight for second between SBP Racing and Sofa King Fast went all the way to the finish line – there were major morale victories throughout the field. Further back, the number one KPM Racing Golf was forced to nurse brake issues through Sunday afternoon (but did set the fastest lap in the hands of Edwards). Butterworth completed the final stint to bring the car home 19th in the 41-car field. “It’s been an amazing experience, different to any motor sport event I’ve ever been to,” concludes Hoy. “The remembrance service was probably the highlight in a strange way. To feel everybody there was special and it makes you thankful for all the things we have. The racing has been great too and it feels like everyone’s in it together. We had some big issues with the car; I had an off, Jade had an off and Paul had two offs at the same corner due to the brakes, but the racing was great. To see Jon-Allan on the pace was brilliant, he got stuck in and brought the car across the line. It’s not just about the guys who are racing, it’s about all of the guys who are involved in this charity and I’ll definitely be back.” n

A new motor club has enjoyed spectacular success by reaching out to new members on social media. Founding member Alan Barnes explains how they did it

T
he roars of laughter and shrieks of derision echo round the meeting room as another volunteer takes on the challenge of a virtual rally game. He fails heroically, thundering along the gravel forest track in his state-of-the-art Ford Fiesta R5 WRC, before cresting a brow too quickly and rolling the £350,000 works car spectacularly after connecting solidly with a pine tree. Looking around the room you can see a group of young men and women, eyes bright and, in some cases, beards bushy, having a great deal of fun. There are upwards of 30 people here tonight for the social get-together, and all rub along famously. Welcome to Preston Motorsport Club, founded in January 2015 and MSA recognised in March the same year. It is an organisation that the MSA and fellow member clubs of the Northwest-based SD34 Motorsport Group are watching with growing interest. The reason is simple: in an age of diminishing motor
club memberships and, sadly in some cases, of motor clubs folding all together, PMSC is a success story with a growing membership across all ages and genders. Perhaps more importantly, it could be seen as a model that other clubs can use to reinvent themselves. I was a founder member of the club and can testify to its success in attracting young racing fans and car enthusiasts, as well as its appeal to women. It has been achieved through hard work, perseverance and a recognition that new members are not to be found in the traditional way. Instead, we have reached out to potential recruits on their home turf, and harnessed the power of technology and social media to spread the word and encourage new members to try us out. Sipping on a Coca-Cola, club chairman Kris Coombes, instantly recognisable due to his rather grand ginger beard and Dick Dastardly-style moustache, takes up the story. “We decided to start a new club after being members of another club for many years. Four of us initially left to found Preston Motorsport Club. We wanted to do things differently and it has, to put it frankly, exceeded all our expectations.” At the heart of it is the connection which Kris, myself and the two other co-founders, Louis Baines and Terry May, have made with young men and women from a large area around Preston, who had no previous motor club links or motor sport experience. At the last count, Preston Motorsport Club had 114 ❱❱

members with an average age of 27. Not bad for a club that is just 22 months old. All the co-founders had experience of other clubs and were competitors on road and stage rallies, as well as organisers of such events – vital assets for any new group. However, the key to our success is the way that the club has harnessed modern technology and social media platforms to make members and prospective members aware of events coming up, dates for get-togethers and dates for motor sport events that members are either competing on, marshalling at or attending as fans. “In essence, we are the generation that grew up with mobile phones, smartphones and tablets,” says Kris. “All these tools make communication, club promotion and marketing so easy. We can use Twitter, for example, to highlight an event and within five minutes we might have received 55 likes. “We can post something on our Facebook Preston Motorsport Club page such as, say, a scatter rally, and you can guarantee that within half an hour at least 100 people will have seen it and read it. We can post stuff relating to our club on other Facebook motor sport pages to promote events. The technology is free to use and it is easy to use. “We also use free phone app WhatsApp to circulate information among members and promote the club using e-magazines such as the SD34 Motorsport Group’s Spotlight bulletin. As well as spreading the word, these

things also mean we are seen to be active and putting events on. This attracts potential members as they know we are a ‘happening’ club.” The other crucial part of the strategy is to tap into what we call the ‘McDonald’s Mindset’. Kris explains: “In any town or city in the UK, you get car parks near places like McDonald’s where a group of young people who often have inexpensive hot hatches like to get together and compare and enjoy each other’s cars. “We recognised this and decided that the best way to embrace these people was to put on an autosolo, a cheap-to-enter event with no obstructions to prevent them from bringing their car along and going against the clock, and meeting other like-minded car enthusiasts.” The idea worked. The very first event was staged in the town of Leyland, which has a population of around 40,000, in May 2015. It attracted 30 entries and, more importantly, was watched by many curious members of the public who had no previous knowledge of this type of four-wheeled motor sport event. The day was a huge success and the club also raised more than £100 for a local hospice. Thanks to a bit of effort and the event’s charitable aspect it was given publicity in the local press as well as via social networking websites such as Facebook. Its success led to the club negotiating the use of the ❱❱

go-kart track at Preston Docks for future autosolos – and this really was the catalyst for attracting new members. Louis Baines says: “These events have become so popular that when we announce entries via our Facebook club page they fill up in no time. In July this year, for example, we filled a full 32-car entry in just 16 minutes – and we had a list of reserves!” The group has grown organically. People who first took notice because they simply wanted to thrash around an autosolo test have come to meetings and found out what other club members do – such as road rallying – and are now getting into this themselves, as well as stage rallying. The club encourages this: recently I put on a series of very basic road rally navigation nights to get people into learning how to plot grid references, understand and interpret navigation techniques such as tulips, herringbones, spot heights, grid lines and so on. The emphasis was on having fun and learning at the same time. From there we took it a step further and have since organised scatter rallies. These experiences have given

people a taste of what road rallying is all about and, as a result, several members have graduated to proper road rallies. “Already some members have won trophies on events and on the recent Clitheronian Road Rally, Preston Motorsport Club had nine members competing and around 10 more marshalling,” says Kris. “The only club with more members participating in the event was the organising body, which is a real feather in our cap and a further mark of the progress that the club is now making.” Stage rallying is another area of interest. More than 10 club members made the trip to Scotland to watch the Mull Rally in October – we had two members competing on it – and we had 25 members marshalling a sector at the Neil Howard Stages in early November. Circuit racing is a further area in which the club has representation with the talented Chris Grimes a regular class winner at circuits such as Rockingham. And as one of eight member clubs of Motorsport North West, which runs the annual North West Stages, we hope to run a rally stage on closed public roads in the future. But as well as using technology to keep members interested and informed and putting on events that appeal to younger drivers, the issue burning most brightly in the minds of Preston Motorsport Club’s leaders is the requirement to make motor sport more affordable for grass roots clubmen. “Let’s not beat about the bush – there’s no shortage of young people who would love to get involved in motor sport but who find it too expensive,” says Kris. “We have members of our club who live for our autosolos as it is all they can afford to do. I know many would love the opportunity to go road rallying but find this a daunting prospect financially.” Hopefully, the longer they spend with Preston Motorsport Club, the more likely it will become that they will be able to do that. n

A new, faster car and a welldrilled team give Citroën a real chance of winning the 2017 World Rally Championship. No wonder star driver Kris Meeke can’t stop smiling. David Evans reports
I
t’s almost time. Almost. Next season is so close, Kris Meeke can almost touch it. He can certainly feel it. For most drivers, taking a year out in the middle of their career would be just about the hardest thing possible. Not for the Northern Irishman. Don’t forget, he’s been used to taking years out. It’s years in he’s been short of. And anyway, he’s put his World Rally Championship gap year to the best possible use: he’s spent it developing Citroën Racing’s C3 WRC. According to Meeke, he couldn’t think of a better way to spend a year. Apart from winning the World Rally Championship… and that’s the plan for 2017. Can he do it? “Why not?” he says with a quiet determination. “Okay, things are changing a wee bit now that Volkswagen’s gone, but I’m not bothered about any of that. I’m just doing what I’ve been doing all season: keeping my head down and getting on with the job I’ve been given.” That job has been to lead the Paris firm back to battle. Don’t forget, this is the same team that dominated world rallying for a decade under the guidance of a certain Sébastien Loeb. Loeb won world titles for fun, finally signing off on nine and helping Citroën to eight constructors’ crowns. The Alsatian left some very big shoes at the back door of the Versailles factory. “Everybody knows what Sébastien Loeb was about,” says Meeke. “He was the best of the best. But at the same time, he had this Citroën team built perfectly around him. It was a well-oiled machine that simply never broke down. I have the chance to drive that machine now and it’s that chance I’ve waited for all my life. I’m not going to waste it.” From the very first moment he drove the all-new C3 in April, Meeke says he knew he was onto a winner. ❱❱

“The car just worked,” he says. “It was so balanced and so perfect right from the start. Through the year, yes we’ve found things here and there, but there’s been nothing major that has stopped us or cost us a lot of running time. That’s meant we’ve been able to focus on driving the car faster and faster and faster. “I have complete confidence in the team around me and the car we’ve built together. It’s fantastic, it’s everything you could want in a World Rally Car.” And for Meeke himself, the season has been the perfect preparation. As well as tucking away more test days and more miles than any other frontline driver for next year, he’s seen plenty of competitive action – tackling seven 2016 WRC rounds – at the same time. Winning Portugal at the start of the season was good, but winning Finland – and becoming the fastest driver ever to win a round of the World Rally Championship with an average speed of close to 80mph – was out of this world. “Finland is the special one,” he says. “To do that this year was incredible, one of the absolute highlights of my

career. And I have to say, what I was so impressed with was the approach from the Finnish fans: they were all so enthusiastic about what we were doing. I thought they’d be really pushing for Jari-Matti [Latvala], which of course they were, but they really appreciated how hard we were going and that meant a lot. If you can impress the Finns, you must be doing something right.” Going back to Jyväsklyä next season, the first British driver ever to win Finland’s round of the world championship will want to do the same again – but by then he’ll be counting every one of the 25 points. “I want to be looking towards the title next year,” he says, “I feel we’re ready. Maybe I don’t have so much experience of all the rallies, but I’ve been able to put that right to some extent towards the end of this season. Look at places like Corsica and Spain, places where I would never have had the best of results. I came away from both of those rallies with confidence that I’d come to terms with what’s needed to run at the front. “The overall result might not have shown it, but I felt good and I felt like I’d ticked a box and locked away more knowledge when we left both events.” Meeke might not have won Corsica and Spain, but his times through some of the stages were simply breathtaking. Taking 44.8 seconds off a trouble-free Sébastien Ogier over 33 miles on the final morning on the French island was a particular highlight. ❱❱

The Northern Irishman has racked up more test miles than any other top WRC driver in his 2017 challenger
Ogier won’t be in his trusty Volkswagen Polo R WRC next year after VWs shock announcement that it is withdrawing from the world championship at the end of 2016, but Meeke’s adamant that he’ll be quick in whatever he takes to Monte Carlo. “Ogier’s a class act,” smiles Meeke, “you can’t take that away from him. He’s had the best car and driven in the team with the biggest budget, but he’s capitalised on all of those things.” But Meeke feels he’s in a stronger position as the 2017 season closes in. “I do,” he says. “I’ve been able to stay sharp with the competition, but at the same time I’ve done more testing of a 2017 car than, I reckon, any other driver in the championship and that’s so important. “These new cars are so different from the ones we’ve had. They’re not just quicker, we’re back to working with a centre differential again – and time finding out how to get the best out of that on all surfaces has been invaluable. And then there’s the aero we’re getting from the new car; the corner speeds definitely take time to get used to. In many ways, it’s been quite tricky going back to the DS 3 [WRC] after we’ve been testing the C3. Being brutally honest, it just felt so slow. “I can honestly say I’ve never been more excited about the start of a new season than I am now. Volkswagen’s decision has taken a little bit away from 2017, it would

“I’ve never been more excited about the start of a season than I am now” have been really nice to see how our car would’ve stacked up against what they’ve been working on for so long. But still, it’s going to be a fantastic year: we’ve Hyundai and M-Sport’s Fiestas there and, of course, there’s Toyota coming back as well.” So, for the first time, we have a genuine hope for a British World Rally Champion driver since Richard Burns in 2001. And what better place for that title battle to be coming to a conclusion than on Britain’s own Wales Rally GB? “It’s not the final round,” says Meeke, “but it doesn’t matter so much. Rally GB was a tough one for me this season, we simply didn’t have the package to do what we wanted to do. But we will next season. And the chance to come home and be in a position to be fighting for the rally and the title is massive for me. It’d be great to be there in Wales on my home round of the championship and give everybody something to smile about.” As for Meeke, he hasn’t stopped smiling all season. And he’s not about to now. n

t the wheel of his 1928 Austin 7 Ulster Replica, Simon Blakeney-Edwards has been one of the most successful Vintage Sports Car Club (VSCC) trials drivers of recent times. “Trialling started as a child as my father was very much into vintage cars and we did trials in a Frazer Nash in the early 1980s,” says Simon. “Then I gave up cars for years and was a musician, but started competing again 15 years ago.” Simon is an all-rounder in the best tradition of the VSCC and competes in races, speed events and trials. He won the club’s major trials trophy in 2014 and his wife Jo repeated the success in 2015. This is a proper family activity and his 18-year-old stepson, Tom Waterfield, is now also competing. The cars are prepared by his business, Edwards Motorsport, which specialises in Frazer Nashes, like those Edwards used to compete in. The leap in value of those cars, however, meant he could no longer justify driving them in anger. “So I bought an Austin 7 about eight or nine years ago. It was built up as an Ulster Replica in the 1960s by a guy called Paul Weston and he used it for many years. Then it went into his garage and never came out until I persuaded him to sell it. It was set up as a race car but I bought it as a trials car.” The Austin has a top speed of 65mph, which BlakeneyEdwards says gets a bit scary on trials suspension. It has drum brakes all round. “The brakes are dreadful and you generally use the hedge to slow down! “We end the season in April and I don’t touch the car until October when we check the water and oil and off we go.” Little wonder the Austin 7 is so popular in VSCC trialling. “Out of all the motor sport disciplines, trialling has to be my favourite,” concludes Blakeney-Edwards. “Value for money is a major factor with a £75 entry fee for a day’s sport. And there is huge camaraderie among lovely people.” n

The Austin uses a three-speed gearbox with a much lower first gear for trials. Blakeney-Edwards only ever employs first gear on the hills and using a three-speed ’box keeps it in vintage trim. Some of the Austin 7s use later four-speed ’boxes.

Kirkistown Circuit
A fisherman’s track with a unique history
K
irkistown circuit is perched on the picturesque Ards Peninsula in County Down. It is the only MSA-licenced permanent race track in Northern Ireland and since 1953 the former RAF base has been home to the 500 Motor Racing Club of Ireland as well as the Eddie Irvine Race School. The current 1.5 mile-circuit remains similar to that which was originally laid out and today plays host to a variety of motor racing. The start straight takes you to Debtors Dip and via another straight to the right-left Colonial complex. Another short straight leads to the long right-hander at Fisherman’s (the name relates to the fishermen in nearby Portavogie who used to hang their nets to dry on the perimeter fence) and onto the back straight. Originally this was more than three quarters of a mile long, leading into the right-hand Hairpin and back to the start/finish straight. At the end of the 1970s, however, a chicane was added just before the midway point on the back straight and this has been further modified since. Originally the track hosted single-seater 500cc cars (hence the name of the 500 Motor Racing Club of Ireland) but over the years a variety of machines have raced here. And a variety of drivers. Despite its remote location the circuit has over the years witnessed some very famous names competing: Peter Collins, Ivor Bueb, Ken Tyrrell and John Cooper all plied their trade here, as did Eddie Irvine, Martin Donnelly, Kenny Acheson and John Watson, who all went on to find fame in Formula 1 and sportscar racing.

Ford Specials powered by the E93A side-valve engine followed on from the 500cc single-seaters and several local drivers built their own cars. But the circuit also attracted competitors from further afield: Eric Broadley came here with the first Lola and Arthur Mallock – known as the Mad Major – brought his self-built U2. In 1967, Formula Ford burst onto the scene and has become a backbone of racing at this venue, with the first Formula Ford Championship staged in 1968. Today, one of the highlights of the Kirkistown calendar is the endof-season Martin Donnelly Trophy for Formula Ford; it takes its name in memory of the father of the Belfastborn F1 and Formula 3 driver Martin Donnelly (also called Martin). Formula Ford 2000 was introduced in 1980 with its slicks and wings, and the new class attracted sizeable grids. In April 2016, Kirkistown was visited by Historic Formula Ford 2000s, and they are set to return in 2017. Saloons have appeared in many forms over the years and today Kirkistown Saloons – a mix of BMWs, SEATS and Hondas –regularly race at the track. And while the 500 Club has its own championships, the circuit also hosts many visiting Irish series including BOSS, Formula Vee and Formula Sheane as well as the opening round of the ANICC Northern Ireland Rally Championship. The circuit itself has seen many improvements over the years. In 2004 construction began on a purposedesigned clubhouse containing drivers’ changing rooms, a restaurant and, of course, a bar area with panoramic views across the track. The bar is named Barr in recognition of Robert Barr, who acted as club treasurer for some 30 years. More recently, pitlane garages and extra fences have been added. Kirkistown is the only club-owned circuit in these islands but it has another claim to fame: it is the only circuit which was once a ship! Before the 500 MRCI bought the land, the site was briefly used by the Royal Navy who named it, temporarily, HMS Corncrake 2. Ian Lynas n

Motor Sports Council National Court SITTING TUESDAY 13TH SEPTEMBER 2016 Tony Scott-Andrews, Chris Mount, Ian Watson Case No J2016/21 – Jacob and Lea Hodson, Disciplinary This Disciplinary Hearing relates to applications for competition licences submitted to the MSA in March this year by Mr Jacob Hodson on behalf of himself and his father Mr Lea Hodson. Both Jacob and Lea Hodson appear before the Court today represented by Mr Jamie Champkin. It is alleged by the MSA, represented by Miss Sarah Franklin, that each has breached the following MSA General Regulations:C.1.1.3 Any fraudulent and/ or otherwise dishonest act or proceeding in connection with an event and/or motorsport generally. C.1.1.8 Misbehaviour or unfair practice. H.33.1.1 This sets out competitors responsibilities H.24.1.5 Competition licenceholder’s Indemnity and Undertaking (specifically standard of competence for an event) C.l.l.2(b) Any action having as its object the entry or participation in an event of a person who is not the holder of a licence appropriate to
the event concerned. The facts as presented to this Court are that Jacob Hodson is employed in his father’s company and, father and son having raced Lotus cars some years before determined to go endurance racing together. A race car was sourced in Hungary, a truck, trailer and a motorhome were acquired together with all the necessary equipment and they went testing in Spain. Jacob was charged by his father for taking care of all relevant administrative affairs including making application to MSA for competition licences, the forms for which were completed by Jacob one being signed by his father. The application forms produced to the court show that each had applied for an upgrade from a National B licence to International D. These applications were accompanied by result sheets to support the criteria for an upgrade. As there were insufficient result sheets to justify an upgrade a member of the MSA’s licencing department telephoned Jacob Hodson when it was agreed that the application should be considered as an application for an International C and that further results would need to be produced. Further race results were duly sent by Jacob by e-mail to the MSA. Unfortunately there
were still an insufficient number of satisfactory results such that, in an endeavour to assist the applicants, a search was made to see if any other relevant results could be found. The result of this exercise was that discrepancies were found between the results submitted to the MSA by Jacob Hodson and those shown on the TSL-Timing website. Of the eighteen results submitted, ten did not accord with those produced by TSL-Timing and two did not fully match. This has given rise to the charge that Jacob Hodson and his father Lea have breached MSA General Regulations C.1.1.3 and C.1.1.8. Jacob Hodson has explained to the Court that, doubtless because of the prevailing time constraints, he panicked when realising that the results submitted were insufficient for an upgrage and altered other results by inserting the names of himself and his father and submitting those to the MSA. He accepts the charges made against him. Lea Hodson says that he had no knowledge of his son’s actions and does not accept the allegations made against him. It would seem that although the issues arising from the fabricated results remained to be dealt with, the MSA confirmed that because of the time taken to investigate the results they could not immediately issue International D licences as requested but that National B licences could be issued. This was confirmed and agreed in a telephone conversation between the MSA Licensing Department and
Jacob Hodson. The evidence presented to the Court today on behalf of the MSA is that National B licences were sent by post to both Messrs. Jacob and Lea Hodson. As such the licences would state “National B” on their face and, being but National B licences, would not have the international start permission on their reverse. The procedure adopted by the MSA for preparing the licences and the checks put in place have been explained to the Court. Mr.Lea Hodson states that on returning from Spain he found his licence within his accumlated post, that all documentation relating to their race entry was handed to and handled by Jacob and that he signed the licence only at or before signing-on at the event which they had entered. No note was taken by him of the fact that he had applied for an International D licence when the one he produced at the meeting was an International C as had been the agreed intention when the MSA first spoke with Jacob. Indeed, Jacob also produced a similar grade of licence. Such licences state “Race International C” on their face and contain the said start permission on their reverse. Mr Jacob Hodson is adamant that the licences received from the MSA were of International C grade, that he has not caused them to be altered in any way and that no National B licences were ever received from the MSA. The fact remains that these two licences were used to enable

Jacob Hodson and his father to participate in two events, one at Silverstone the other a 24 hour race at Paul Ricard, for each of which a National B licence would have been unacceptable. The evidence given by the MSA is that the only grade of licence to which Jacob and his father would have been entitled was a National B. As a result of the above in August the MSA wrote to each party requiring the return of their licences. It is said that it was at this point that Jacob admitted to his father that he had falsefied the race results in order to obtain an the issue of licences to which neither was entitled. When the licences were returned the MSA it was seen that each licence did indeed bear wording consistent with a Race International C licence but also, upon closer inspection that only the face of each licence had been covered with a clear plastic film which Jacob explained he caused to be affixed to avoid them being scratched or damaged in some way. The evidence before the Court is therefore quite contradictory. The MSA are entirely satisfied that only National B licences were dispatched and fees deducted of the correct amount and maintain that the licences have been altered. Both Jacob and his father state with equal certainty that they have received only International C grade licences. The degree of proof required by this Court to be established is what is more probable ie the balance of probability. The judicial Notes state that although some sporting or social stigma may accrue to persons found to have been in breach of the Regulations of a sporting body, it is not sufficient to justify the necessity of proof beyond reasonable doubt. In this instance the Court finds the evidence given by the MSA convincing and is satisfied that what was dispatched were National B licences and that no other licences were issued to either Jacob or to his father. It must therefore follow that those licences were altered to show a higher grade. In view of the evidence given to the Court today and despite the absolute denial given by both Jacob and his father the Court can

conclude only that the licences were altered by Jacob Hodson in breach of MSA General Regulation C.1.1.3. Jacob would therefore have been aware that when entering the two International events neither he nor his father were entitled to do so. The Court accordingly finds Jacob Hodson to have breached MSA General Regulation C.1.1.2.(b) In the circumstances it would seem appropriate that the results of those two races, namely the Britcar 24 Hour race at Silverstone and KNAF ‘s Hankook 24 Hour race at Paul Ricard should be amended accordingly by the exclusion of Messrs Hodson’s entry. The Court therefore directs that they be removed from the results of the Silverstone race and that the MSA do liase with KNAF with a view to acheiving a similar result in their 24 hour race. As to the penalty, the Court accepts Jacob’s apology and gives him credit for accepting that he falsified the result sheets. The Court accepts also that his motive for theses offences was that, having been given sole charge by his father of all matters relating to their race entries, he simply did not wish to let his father down. However understandable and laudable such a motive may have been, Jacob Hodson deliberately falsified race results in order to obtain the issue of competition licences to which there was no entitlement, having been issued with licences which were unacceptable for the events intended to be entered did cause the licences to be altered and then allowed those licences to be used to enter events for which he had no entitlement to enter and, further, enabled his father, unwittingly the Court finds, to do the same. The Court considers these offences to be exceptionally grave and accordingly imposes a penalty of Disqualification upon Mr Jacob Hodson to take effect both Nationally and Internationally. Notification will be given to the FIA. Mr Jacob Hodson is ordered to make a contribution toward the costs of this Court in the sum of One thousand pounds. Charges against Mr Jacob Hodson of offences other than MSA General Regulations C.1.1.2(b), C.1.1.3 and
C.1.1.8 are dismissed. Finally, the Court finds that Mr Lea Hodson had no knowledge of nor any reason to have had any knowledge of the actions of his son Jacob and accordingly accepts his denial of all charges made against him. TONY SCOTT-ANDREWS, CHAIRMAN
SITTING TUESDAY 4TH OCTOBER 2016 Guy Spollon, Chris Mount, Kelvin Nicholls CASE No J2016-31 – C9 Inquiry MSVR This matter comes before the National Court by way of a C9 Inquiry as it appears to the MSA from correspondence and event documentation received that there may have been an incorrect or improper declaration of results in respect of the Mini Challenge Cooper S, Cooper, Open (Race 1) at the MSVR Mini Festival at Oulton Park on 20th August 2016 organised by Motorsport Vision Racing. The Court was ably assisted by Mr Simon Blunt, Disciplinary Officer (for and on behalf of the Motor Sports Association) who explained that from his investigations: 1. It appears that some unlapped competitors may well have mistakenly taken the repeat chequered flag at the entrance to Old Hall Corner as the ‘end of race signal’ described at 017.1 2. Upon inquiry, but after the race results had been made final, the organisers decided that the repeater flag had actually been shown too early to some competitors. 3. The organisers subsequently decided to amend the results after the event by republishing the results at the following event. 4. The declared results can only be changed by order of the Motor Sports Council National Court. 5. It is important for all concerned that the final results be amended and reissued as soon as possible. Having undertaken a full inquiry the National Court: 1. Provides its full consent to the results being amended. 2. Endorses the proposed race
result amendments whereby places are as recorded for the winner’s last lap. 3. There should be no order for costs. GUY SPOLLON, CHAIRMAN

The Clerk of the Course imposed penalties on all 3 Appellants under the provisions of General Regulations C3.5.1 (a), (b) and (c). 3. All 3 Appellants are anxious that their individual Eligibility Appeals are considered together by the National Court. The Court considers this to be appropriate in this instance. THE ESSENTIAL FACTS 1. Each of the Appellants’ cars in this matter is a Ford Fiesta ST150 model from the period 05.10.2005 to 30.09.2008. 2. The Appellants’ vehicles were excluded from the race results on the basis that there was fitted to each of them additional air ducting around the area of the front radiator to channel air into the radiator contrary to articles 5.4.2 and 5.4.3 of the 2016 Championship Regulations which provide: (a) 5.4.2 All parts must remain as standard except for the modification listed. The modifications specifically prohibited is for the competitors’ guidance only. (b) 5.4.3 Unless specifically authorised in these Regulations,

the use, substitution of, and/or addition of any parts, material or processes is prohibited, other than welding or repairing material or the fitting of the manufacturers’ standard replacement parts, for the sole purpose in every respect of restoring the vehicle to the manufacturers’ standard specification or to comply with MSA statutory safely requirements ...... 3. According to the Scrutineers: (a) “No plastic/metal ducting of the type fitted to the Appellants’ cars was ever a standard fitting to Ford ST 150ps vehicles by the manufacturer Ford.” (b) “Ducting of this nature was only ever fitted to the latest 2012 Ford Fiesta ST”. 4. The Appellants, however, have provided the Court with Ford fiche documentation which clearly indicates that ducting of the type objected to by the Scrutineers was fitted to Ford Fiesta 150 models of the period 05.10.05 - 30.09.08. 5. The point has also been taken that there were found on the Appellants’ cars to be the addition of aluminium tethers/fixings/ retainers. The Court has regrettably not been provided with: (a) Any of the ducting in question, including tethers/fixings and/or retainers. (b) Adequate photographs. (Those which have been provided are not dated/timed nor do they show many of the material locations, in particular where identification numbers should be located.) (c) Any relevant Ford parts for comparative purposes. There is, therefore, no satisfactory evidence to indicate clear breaches of Regulation 5.4.3. The National Court, having considered all the paperwork provided, directs that all 3 Appeals should succeed with the reimbursements of fees and the reinstatement of results. The National Court reminds those involved in Eligibility Appeals that the Court should normally be provided with: 1. The actual items/components complained of, properly bagged and/or sealed. 2. Photographs that adequately depict any contentious components, such photographs being timed and

SITTING ON TUESDAY, 15TH NOVEMBER Guy Spollon, Mike Garton, Bob Kettleboro CASE NO J2016-37 – Jonny Milner/ Katie Milner This Appeal comes before the National Court under the provisions of General Regulation 7.1.3 and/or 7.2.l(c). The essential facts are as follows: 1. On 10th and 11th September 2016 Miss Katie Milner was competing in the Junior Saloon Car Championship (JSCC) at Knockhill. 2. The JSCC Regulations state that prior to the first round of the Championship, the engine and gearbox must be presented to and sealed by the JSCC Scrutineer. 3. At Round 1 the Appellant’s 2015 engine was used which was sealed from the previous season. A new engine was fitted for Round 3 and the Appellant asked for the engine to be sealed. It seems that thereafter sealing did not happen until Round 7 of the Championship and the Eligibility Scrutineer informed the Appellant that he had not been able to get all cars up to date. 4. The Appellant’s (sealed) engine apparently remained in the car until after Rounds 11 and 12 (Brands Hatch). The Appellant at Brands Hatch asked for her spare engine to be resealed as it was intended to install that engine for the next rounds of the Championship at Croft. At Croft (23rd/24th July) a stand-in Eligibility Scrutineer looked at the top 3 cars (of which the Appellant was one) and asked if the cylinder head could be removed, which took place after Race 2. The engine was stripped and passed as legal by the Scrutineer who advised the Assistant Co-ordinator for the JSCC that the engine would need resealing at Knockhill prior to the start of the event. 5. The Appellant claims that in good faith and presumably in
reliance of the Croft Scrutineer’s observations, presented her car for scrutineering on the Friday afternoon 09.09.16 at Knockhill with the reasonable expectation that the engine would be sealed. The Knockhill Scrutineer passed the car as fit to race on safety grounds, but admitted that he had no knowledge of nor had seen a set of the relevant regulations. It seems the Eligibility Scrutineer declined to re-seal the engine as he was not familiar with the Regulations. Apparently other competitors were in exactly the same position as the Appellant. 6. The Appellant and those in a similar predicament to her own took the decision to race unsealed. The Appellant won her first race and finished fourth in the second. Thereafter a protest (it is not clear if it was formal or otherwise) was made that there were cars running in the second race without engine seals. 7. The Appellant was asked to sign a non-conformity report, which was duly undertaken. It was, however, pointed out that the Scrutineer had been asked to seal the engine but had declined to do so. 8. The Appellant discussed with the Clerk of the Course what impact the finding would have on Race 1; her response at the time was allegedly that the results of Race 1 had been signed off- and that the non conformity would only affect Race 2. 9. On 19th September 2016 the Appellant received from the Clerk of the Course dated 17.09.16 her decision that Katie Milner be excluded from the results of both Races 1 and 2. THE REGULATIONS Appeals to the National Court under C7.1 are only in respect of Appeals against a decision of the Stewards of the Meeting or Championship Stewards, not the decision of the Clerk of the Course nor Eligibility Appeals. This Appeal is an Eligibility Appeal and falls to be dealt with under the provisions of C7 .2. FINDINGS 1. The National Court has been provided with an email from the MSA Scrutineer at Croft on 23rd and
24th July 2016, who reports “I can confirm that cars ... and (number) SO K. Milner had their cylinder heads removed for inspection ... Engine seals were removed by myself to enable the removal of the cylinder heads ... the cars departed the meeting with engines stripped down for them to be resealed at the next meeting. 2. Although the Appellant could have made arrangements to get her engine sealed prior to going to the Knockhill meeting, she must have reasonably assumed that: (a) The organisers of the Knockhill event would have ensured that there were adequate numbers of properly qualified and briefed Scrutineers in attendance at the meeting. (b) Her engine would be resealed before the commencement of practice for the event. 3. The National Court finds on the evidence presented that the only reason that the Appellant’s engine was not sealed was because of the refusal of the Scrutineer to do so. There is no suggestion that the engine was ineligible on any other basis. The National Court therefore in these exceptional circumstances directs that: (a) This Appeal is allowed with the reimbursement of fees. (b) The Appellant’s successes in both Race 1 and 2 at Knockhill should be reinstated. The National Court also makes these observations: (a) It is the responsibility of the event organisers to ensure that at all their meetings there are always sufficient numbers of qualified and fully briefed Scrutineers. (b) It is not acceptable to send a competitor away from a meeting with a dismantled engine which is to be re-sealed at the next meeting. (c) If the rules of a series or competition dictate that the engines and gearboxes are to run sealed then this is what should happen. (d) There does not appear to be any legitimate reason why there was such a long delay with the Clerk of the Course announcing the decision to exclude the Appellant from the results of Races 1 and 2 at Knockhill. Congratulations to the 2016 JLT MSA Club of the Year Award winner
F
arnborough District Motor Club can trace its history back to 1958 – and it keeps in touch with its past via its current president, who was a founding member 59 years ago. The club’s focus today is very much on the future: “One of the things we have seen recently is that we are picking up a lot of younger members, which is key for our future as a club and for the sport in general,” says Simon Taylor, the chairman. Its ability to attract new blood is one of the reasons that FDMC, which has nearly 500 members, has been awarded the 2016 JLT MSA Club of the Year Award. “It’s a great boost for us,” says Taylor. “And this helps to raise our profile locally, too.” Taylor puts the club’s success down to two things: first, the number and range of events it puts on, which range from rallies and sprints for the more experienced members to autosolos for younger and newer members. And second, the inclusive nature of the club, which encourages people to get involved in all aspects of motor sport, from marshalling to bringing families along to events to soak up the atmosphere.

“In 2016, we had no less than 17 planned competitive events – including 12-car rallies, a single-venue stage rally, sprints, slaloms, trials, autosolos and a scatter – as well as the community and taster events. At one of them, we had seven female drivers – one of whom was competing in her Dad’s car, who was also a member.” The club is keen to make events as easy to attend as possible too, allowing members to enter via an online system with entry fees paid by PayPal. However, Taylor says one of best things about the club is the sense of it being part of the local community. “It is a very relaxed atmosphere and we get along with oldfashioned teamwork. We are very social too: with club barbecues and regular meet-ups. We’ve got all sorts of members, from builders to painters and decorators, so if you want some work doing to your house, the chances are you will find the people to do it through the club.” Those founding fathers would be proud of how the club has developed – although some things have changed more than others: “Some of the older members remember a time when a person’s club car was the same as their daily drive. That’s not the case so much nowadays.” n
