1 Introduction Our country will host the world’s motorcycling elite for the first time in the FIM International Six Days of Enduro (ISDE) from November 3 to 8. This world competition, which is the maximum expression of the category worldwide, has chosen San Juan as the host city for its 89 edition. These lands of the sun and the good wine present the perfect combination of topography, landscapes and services to make this event a true international show of the Enduro. Once more, Argentina will be in the world’s window shop by hosting an international sport event. Members of an experienced organization together with national and provincial authorities are working for participants to live and unforgettable experience and also for the country to make an impact. Get ready to be part of the history!
2 Organization The Confederacion Argentina de Motociclismo Deportivo has entrusted the production of the ISDE 2014 to the company + Eventos S.A. While, the sporting management will be in charge of ASER (Asociación Sanjuanina de Enduro y Rescate). The official website of the event www.fim-isde2014.com offers the latest information on the competition. It should be noted that the Supplementary Regulations, published
on the above mentioned website,

4 The Race 4.1 Start The start of the first day will take place at the San Juan del Bicentenario Stadium at 8.00 am. The start will take place in accordance with the Article 061.57 of the FIM ISDE Regulations. Days 2 to 6 will start at 7:30 or 7:45. 4.2 Starting order and numbers The numbers and starting order will be allocated in compliance with FIM regulations. The organizer reserves the right to place advertising on the number plates. Every rider declares that he/she has been informed of this obligation and that they will accept to use the start numbers provided by the organizer during the competition. The starting number and the logos of the organizer will be shown on the start number background.
5 Entries 5.1 Categories and Classes The ISDE 2014 San Juan, Argentina is valid for: • The World Championship for National Teams: 4 FIM World Trophy Team 4 FIM Junior World Trophy Team 4 FIM Women World Cup Team • The World Cup for: 4 Club Teams 4 Manufacturer’s Teams This event will be held in compliance with the FIM Sporting Code, the FIM rules and appropriate appendices, the Supplementary Regulations and any further regulation of the organizer accepted by the International Jury. 5.2 Entry procedure and fees The pre-application period closed on February 15, 2014 together with the deadline to pay 25% of the entry fee. The number of teams accepted by country was announced on February 28, 2014. You can find this list published on the official website www.fim-isde2014.com under “Race Info”, “Entries”. The total entry fee per rider is EUR 630.00.-

As it was mentioned above, 25% (157,50 EUR) must have been paid by the time the pre-application form was sent and the balance (472,50 EUR) had to be paid 12 weeks prior to the first day of the ISDE (by August 11, 2014). In order for applications to be accepted the final entry forms including team, name, contact details, class, motorcycle, frame number and registration number must be completed on-line before September 22, 2014. Entries that do not include the payment confirmation will not be accepted. To know the method of payment or receive information on the entry procedure, please do not hesitate to contact the Secretariat at info@fim-isde2014.com (see complete contact information on Art. 2.2.3 of this document). No cancellations will be accepted, but in certain circumstances the FMN can replace an injured rider by another rider (latest at the administrative control), with an additional administration fee of 150 EUR. 5.3 Administrative checks The administrative checks will take place in the ISDE administrative center in San Juan del Bicentenario Stadium. All delegates and team managers are required to undergo the accreditation process at the ISDE Secretariat prior to the administrative checks. The administrative inspection will take place from October 30, 2014 from 8.00 am to 7.00 pm to November 1st from 9.00 am to 12:00.noon. The timetable for the administrative checks for each country will be posted in the ISDE Secretariat and on the official website of the event on September 28, 2014 at 12.00 noon. Requirements and documents needed for the administrative inspection: • FIM license issued for this type of event • FMN starting permission • Valid driving license • Valid Passport • Confirmation of payment of entry fees • Filled-in organizer´s form given to the team managers or delegates during accreditation • An international motor vehicle liability insurance valid in Argentina. If you do not have a valid insurance certificate, the organizer requires the bike to be registered with an Argentine insurance Company (at the rider’s expense). Please see Insurance Order Form on Appendix 6 at the end of this Guide. You can purchase this policy through the event’s Secretariat. For further details please contact the event´s Secretariat (see details in Art. 2.2.3 above) • All riders will be given competition number and advertising plates which must be fixed to the motorcycle before the technical inspections and remain fixed at all times during the entire event 5.4 Technical Inspection Technical Inspections will take place in San Juan del Bicentenario Stadium, located on National Road Nº40, between streets 6 and 7 in Pocitos, San Juan, Argentina. They will take place from October 30, 2014 from 9 am to 7 pm until November 1st from 9.00 am to 01:00pm. The timetable for technical inspections for each country will be posted in the ISDE Secretariat on the official website of the event on September 28, 2014 at 12.00 noon. All motorcycles must be present at the technical inspection at the given time.

Requirements and documents needed for the technical inspection: • Filled-in organizer´s form • Motorcycles according to Article 061.41, 061.42, 061.43 and 061.44 of the ISDE Regulations • Original registration card of the bike (with frame number) and the number plate. • Helmets according to Article 01.69 and 01.70 of the FIM Enduro Technical Rules. • Helmets for riders of the Trophy Teams, Junior Trophy Teams and Women´s Trophy Teams must comply with Article 01.73 of the FIM Enduro Technical Rules and Article 60.6 of the FIM Sporting Code. • Fixed competition number and advertising plates
6 Paddock The paddock of the 89th ISDE edition will be located in the San Juan del Bicentenario Stadium, located on National Road Nº40, between streets 6 and 7 in Pocitos, San Juan, Argentina. The paddock area will open on Monday, October 27, 2014 from 12.00 on. The number of cars allowed to enter the paddock will be limited. Teams and Clubs will receive the appropriate number of vehicles passes at accreditations. Paddock A is to be used exclusively by the industry, the teams’ trucks, containers and riders’ vans. No campervans or caravans will be allowed in Paddock A. The paddock A is also the service area before the entrance to the parc fermé. Cooking will be allowed in this area, by using electric means only. It is strictly forbidden to light fire in the area of the Paddock and surroundings. It is forbidden to hammer nails into the asphalt of the paddock surface for team tent fixing purposes. In case of non-observance, a fine of € 100 must be paid per case of damage. There will be some weights distributed along the paddock, to be shared by teams to fasten down their tents. During race days, the paddock will be open from 5:30am. Paddock B: is available for the hospitality of the teams with general lighting. Participants can use this area for mobile homes and caravans. It will be open from Tuesday 28th of October. There will be no electricity and water available in Paddock B. Please see the Plan of the Paddock in appendix 1. 6.1 Parc Fermé The Parc Fermé is located inside the Paddock. 6.2 Access to working area According to Article 061.54.5, the following persons will have access to the working area: • 2 persons for each Trophy team • 1 person for each Junior Trophy team and Women World Trophy • The Clerk of the Course will take decisions in exceptional cases. • Accredited TV crews and photojournalists (passes will be available at the media center). Anyway, the number of journalists entering this area can be limited by the Clerk of the Course. • International Jury and FMN Delegates

6.3 Facilities The following facilities can be ordered for utilization, subject to a charge. For special requirements please contact the organizer, or send the appropriate order form (see appendix 6) to the event’s secretariat. • Internet • Catering service • Expo walls / claddings • Fuel *(see more details on art. 6.4.1 below) • Additional security staff * (see more details in art. 6.4.3 below) • Environmental mat (,see Art. 6.5 below) • Container offices * (see more details in art. 6.4.2 below) Water, electricity and waste disposal, as well as collection of dangerous/contaminated waste are available without extra charge. The organizer provides toilets. 6.3.1 Offices Containers with a glass side to be used as office/deposit, etc. can be rented through the event´s secretariat. These count with lighting, sockets and a lockable door. To be installed within the team´s area in the paddock. 6.3.2 Security The paddock will be guarded 24 hours per day starting from the opening of the paddock until Sunday, November 9 at 12:00 p.m. Additional dedicated security staff can be hired through the event´s secretariat. 6.3.3 Paddock Restaurant A Restaurant will be established within the paddock. It will offer breakfast, lunch and dinners. It will be opened from the opening of the Paddock on Tuesday October 27ths, until the end of the event on Saturday, November 8. 6.3.4 Medical Assistance There will be a shock room located within the paddock, to provide primary medical assistance during paddock’s opening hours. 6.3.5 Vehicles Washing Areas There will be a dedicated washing area for competition bikes only adjacent to the paddock. Washing of vehicles and/or parts in any other area of the paddock is strictly forbidden. Other vehicles may use the washing stations available around San Juan: See details in Art. 22 Usefull Numbers in this Guide. Washing vehicles in Paddock is strictly forbidden. If this provision is violated, the relevant driver will be sanctioned; a fine will be charged according to the FIM Environmental Code. 6.4 Driving in paddock All vehicles circulating in the paddock must, in all cases, respect the “street” directions as indicated in the paddock’s layout. 6.5 Environment Every rider should abide by FIM Rules for Environment and must be equipped with a protective mat under his/her motorcycle. If necessary, mats can be purchased on site from the ISDE Secretariat.

Oil, tires and waste must be disposed of in specially designed containers positioned in the paddock area. In order to protect the environment Organizers have implemented special procedures for the correct treatment of the different types of waste. Team members must place: • Regular waste (current domiciliary litter: food, paper, bottles, etc.) To be placed in yellow plastic bags to be provided by organizers, and deposit in the designated area within the paddock. • Contaminated/dangerous waste • Solid (cloths or covers dirty with oil, parts such as brake pads, nuts, screws, etc.) To be placed in red plastic bags to be provided by organizers, and deposit by each team at a designated and dedicated area of the paddock. • Liquid (oils, fuel, brake liquid, etc.) To be placed by each team at a designated and dedicated area of the paddock. Contaminated/dangerous waste will then be treated by a specialized company. There will be a cash penalty for any infringement to the above mentioned procedures. • Washing Please see Art. 6.3.5 above. 6.6 Containers / Material All containers, structures, or any team’s material must be removed from the paddock by Monday, November 10th.
7 Safety Regulations 7.1 Smoking Smoking in the Paddock is strictly forbidden! Smoking in the paddock, in the working area and in the service area can lead to sanctions according to FIM regulations. 7.2 Fire extinguishers Every service point must be equipped with a fully functional hand fire extinguisher with a minimum capacity of 5kg. All team members must be trained to operate it in emergency situations. The fire extinguisher has to be easily accessible. 7.3 Open fire It is strictly forbidden to light open fire in the paddock (outside the catering area). Charcoal barbecues must not be used in this area.

8 Advertising & Marketing The holders of FIM licenses for manufacturers and accessories who are interested in stands in the paddock area must submit an application in accordance with FIM rules stating the dimensions of the required area. These applications must have been submitted to the ISDE Secretariat by June 28, 2014. From this date onwards the organizer can manage this area and may lease it to other interested parties. The right to hold any commercial and promotional activities within the ISDE belongs to the organizer and thus need to be previously authorized. It is thus strictly forbidden to place any banners, balloons, boards, flags etc. at the ISDE Secretariat, the paddock area, the parking lots, the special test tracks, the official route and any other places related to the event without the organizer’s written permission. 9 The Course The total length of the course, including the special tests, is approximately 1300 km. Day 1: Length of course: approximately 260 km, with 1 lap and a half. 4 time checks with service (excluding paddock). Day 2: Length of course: approximately 260 km, with 1 lap and a half. 4 time checks with service (excluding paddock). Day 3: Length of course: approximately 260 km, with 1 lap and a half. 4 time checks with service (excluding paddock). Day 4: Length of course: approximately 260 km, with 1 lap and a half. 4 time checks with service (excluding paddock). Day 5: Length of course: approximately 260 km, with 1 lap and a half. 4 time checks with service (excluding paddock). Day 6: Length of course: approximately 55 km, 1 time check and the final test on the ASER Motocross Track. Please see day’s Description and Maps on Appendix 2 of the Guide. 9.1 Special Tests The venues and tracks of the special tests will be posted on the official notice board at the Secretariat of the event on October 29, 2014. 9.2 Practice Area The practice area of the 89th ISDE will be situated at approximately 300mts away from the Paddock. It will be open from October 28th to 31st, 2014, from 9.00 am to 12.00 noon and from 2.00 pm to 6.00 pm. A more detailed schedule will be published later on.

10 Road Traffic Regulations All riders and participants in the event must respect the national traffic code for operation on all public and private roads and road crossings. They must also conform to all instructions given by race officials. Please note that it is mandatory in Argentina to keep headlights on all the time in routes and motorways, even during daylight. Riders failing to observe these instructions may be disqualified from the event or face other penalties of the sporting code. We particularly point out that all motorcycles of assistants and spectators must comply with the Argentine traffic code too. It is strictly forbidden to drive in the paddock and in public roads with unregistered and uninsured vehicles such as MX bikes, paddock bikes, Super moto, fun bikes, etc. All motorcycles of riders, assistants and spectators must have a liability insurance valid for Argentina. A liability insurance for the competition motorcycles can be purchased from the organizer. Please see Insurance Order Form on Appendix 6 at the end of this Guide. The local police authorities may carry out controls of motorcycles on public roads. The violation of national regulations can result in fines as well as decommissioning and confiscation of the relevant vehicles. Driving on the competition route is only allowed to ISDE participants. All driving outside public roads is a punishable offence and can be sanctioned according to relevant laws.
11 Opening Ceremony The opening ceremony of the 89th ISDE will take place at the San Juan del Bicentenario Stadium on Saturday, November 1st, 2014 at 9:00 pm. The organizer will give instructions and details regarding the nations´ parade and related activities during the administrative checks. Furthermore, teams (riders and team managers) are invited to be present that Saturday November 1st at 5:00 pm at the stadium to receive exact information about the activities of the opening ceremony. The opening ceremony includes a team parade (similar to the opening of the Olympic Games or the World Championship in Athletics) at the start of the program. The organiser provides one flag and one flag carrier per nation. In order to provide a worthy setting to the ceremony, we ask all nations to bring further flags of different sizes to the opening ceremony. All riders, team managers, members and team guests are invited to be part of the ceremony.

12.2 Media Center The Media center will be located at San Juan Stadium permanent media center - Route 40 between streets 6 and 7, Pocitos, San Juan. The Media Accreditation office, photographers’ room, journalist working stations and the press conference room are all located within this Media Center. 12.3 On board cameras According to the article 061.15: “The use and installation of on-board cameras (on the motorcycle or the rider) during the competition or the practice sessions is only allowed with the permission of the FIM and / or promoter of the ISDE. The FIM and / or promoter of the ISDE must obtain a copy of all the images produced by these cameras.” Riders and teams are permitted to use on board cameras (Go-Pro, Drift etc.) only if they have notified Mr. Rodrigo Oulego and the FIM in advance. This must be done by email (Rodrigo@rallytv.net). Please provide your riding number in all communications. 13 Two- Way Radio Communication The Comisión Nacional de Comunicaciones (CNC) is responsible for the management of the radio spectrum. The CNC shall be notified of the frequencies in the equipment in question, upon which it decides on assignment a suitable frequency to the customer and issues a license for the radio transmitter.

Any unlicensed use, or equipment operated outside the terms of a license is a major concern for the CNC. Competitors wishing to use 2-way radio communication during the event are required to fill the form in this guide reporting the use of certain frequencies, the type and number of stations and the competitor’s address directly to the Organizers, in order to obtain a special authorization from CNC before Friday, October 3, 2014. See application Form on Appendix 3 of this Guide.
14 FUEL Any fuel used must be in conformity with the wording of Article 01.63 of the FIM Technical Regulations for Enduro Motorcycles. There will be a service of fuel provision available at the paddock. The price per liter of Premium Fuel is of U$D 1.41 per liter dispensed in bulk. Competitors must provide the corresponding jerrycans. Otherwise, jerrycans can be ordered in advance to the organizer at a cost TBA. Deadline to order jerrycans is Tuesday, September 30.
15 TIRES All tires used on the motorcycles must comply the wording of Article 01.51 of the FIM Technical Regulations of Enduro. Organizers have reached an agreement with the official METZELER+PIRELLI Racing-Service to be available at the Paddock with FIM-tires and mousse from October 29th, to November 8th, 2014. For reservations, please complete the order form on Appendix 4 of this Guide. Reservations are possible until September 26, 2014. The only way of payment will be in cash, in US Dollar only, directly in Argentina (no credit cards).

16 CUSTOMS 16.1 Temporary importation Competition motorcycles, spare parts, tyres and components can be temporarily imported to Argentina. Waiver Logistics is the Agent appointed by the organizers to accomplish customs and logistics coordination for the event. There are different alternatives to transport your freight; by sea, air or land and there are different documents that must be submitted to complete the temporary importation process. Shipping instructions and indications from Waiver Logistics and the Organizers should be strictly followed to enter your material in Argentina. 21 Useful facts CLIMATE San Juan is part of the continental semi-desert Cuyo region. The arid plains start on the east, with a few low hills in the middle and swiftly turn into 6,000-meter-high mountain peaks towards the west. Both areas are subject to the dry hot Zonda (a kind of foehn wind). Most of the precipitations take place during the summer, often as electrical storms The competiton will be run during spring; a hot season, with average temperatures between 17 °C (62.6 °F) and 30 °C (86.0 °F).
