Eisenbeis directed both SJMH’s Home Health Department and Stonewall Home Oxygen Therapy (SHOT). With her departure Hospital administration will have SJMH’s Physical Therapy Department Director Matthew DeGarmo serve as interim director for the Home Care Department, and Jeanette Lancaster will guide SHOT. Matt began in the PT Department in 1995 and became director in 1997. He was the only therapist at that time and now supervises seven therapists. Taylor develops SJMH Providing Measles Immunity Broadcastify network Testing

Because of the recent of outbreak of measles throughout the United States, including a Ohio’s first case at the beginning of July, individuals are questioning their own immunity to the disease. The staff at Stonewall Jackson Memorial Hospital (SJMH) in Weston has been fielding requests on the subject and will be able to provide some assistance to patients through the SJMH laboratory with direct access testing. The Hospital notes that several of its physician clinics have the measles vaccine if needed. The Center for Disease Control and Prevention reports that

from January 1 to July 11, 2019, 1,123 individual cases of measles have been confirmed in 28 states. This is an increase of 14 cases from the previous week and is the greatest number of cases reported in the U.S. since 1992 and since measles was declared eliminated in 2000. Though there are no reported cases in WV. Measles from Page 1 have a testing available for the community that assures a patient of their immunity to measles, mumps and rubella. There is no need for a physician order. The patient will go directly to patient register on the first floor of SJMH and ask for a direct access order form for the test. It is only $40 which is well worth the effort and money to provide this security for our patients.” The U.S. experienced 17 outbreaks in 2018. Three outbreaks in New York State, New York City, and New Jersey, respectively, contributed to most of the cases. Cases in those states occurred primarily among unvaccinated people in Orthodox Jewish communities. These outbreaks were associated with travelers who brought measles back from Israel, where a large outbreak is occurring. Eighty-two people brought measles to the U.S. from other countries in 2018. This is the greatest number of imported cases since measles was eliminated from the U.S. in 2000. The Center also points out: • • The majority of people who get measles are unvaccinated. • • Measles is still common in many parts of the world including some countries in Europe, Asia, the Pacific, and Africa. • • Travelers with measles continue to bring the disease into the U.S. • • Measles can spread when it reaches a community in the U.S. where groups of people are unvaccinated. Before implementation of the national measles vaccination program in 1963, measles occurred in epidemic cycles and virtually every person acquired measles before adulthood (an estimated 3 to 4 million persons acquired measles each year). Approximately 500,000 persons with measles were reported each year in the United States, of whom 500 persons died, 48,000 were hospitalized, and another 1,000 had permanent brain damage from measles encephalitis. This is a serious disease. Some people should not get MMR vaccine or should wait. Tell your vaccine provider if the person getting the vaccine: • Has any severe, life-threatening allergies. A person who has ever had a life-threatening allergic reaction after a dose of MMR vaccine, or has a severe allergy to any part of this vaccine, may be advised not to be vaccinated. Ask your health care provider if you want information about vaccine components. • Is pregnant, or thinks she might be pregnant. Pregnant women should wait to get MMR vaccine until after they are no longer pregnant. Women should avoid getting pregnant for at least 1 month after getting MMR vaccine. • Has a weakened immune system due to disease (such as cancer or HIV/AIDS) or medical treatments (such as radiation, immunotherapy, steroids, or chemotherapy). • Has a parent, brother, or sister with a history of immune system problems. • Has ever had a condition that makes them bruise or bleed easily. • Has recently had a blood transfusion or received other blood products. You might be advised to postpone MMR vaccination for 3 months or more. • Has tuberculosis. • Has gotten any other vaccines in the past 4 weeks. Live vaccines given too close together might not work as well. • Is not feeling well. A mild illness, such as a cold, is usually not a reason to postpone a vaccination. Someone who is moderately or severely ill should probably wait. Your doctor can advise you.

Broadcastify from Page 1 all at one location” said Taylor. “Those desiring to listen to the multi-county live feed will need to go to www.broadcastify.com/listen/feed/17355. For those wanting to tune in via a Smartphone you will first need to download the appropriate app for your type of phone.” “The first thing considered in implementation of this service was the legal issue surrounding whether or not FIRE-POLICE-EMS scanner apps for Smartphones were legal under West Virginia law for the general public and also whether Section 705 of the US Communications Act’s prohibited interception,” said Taylor. “If you own a Smartphone you basically own a police scanner too, because with a simple download of police scanner apps like iScanner and 5-0 Radio Police Scanner, any average Jane can turn her phone into a police radio with a $3 app or less.” Taylor said that in the wake of the US Supreme Court’s 2001 decision in Bartnicki, the current interpretation of Section 705 of the Communications Act permits the interception of readily available police and fire radio communications. “Since Bartnicki sanctioned the publication of information about an issue of public importance lawfully obtained, the FCC itself has recognized that Section 705’s prohibition on divulgence may very well be unconstitutional,” Taylor stated. The FCC, in a 2011 version of its fact sheet on the interception and divulgence of radio communications, removed its earlier statement that divulging a police or fire communication

was a crime. “The bottom line is that on the federal level when read in conjunction with the Wiretap Act, the Communications Act permits the interception of police or fire communications generally available to the public using a scanner,” Taylor said. “On the state level, what was found was that some states still have laws on the books making it illegal to use a mobile police scanner without a license from the Federal Communications Commission or permission from local law enforcement. Some states like West Virginia, allows mobile scanners but specifically makes it illegal to use a mobile scanner in the commission of a crime as referenced in WV Code §15-3-5. “Moreover, I learned that quite a few states simply have no rules regarding the use of police scanners at all,” said Taylor. “I found that in the vast majority of states that police and fire radio transmissions, which is typically a cacophony of sirens, license plate numbers and 10-codes, are considered public record by statutory law.” “Sincerely, I believe this live feed provides a very valuable service to local citizens and are indeed a matter of public concern. We are not divulging the contents of any agency’s confidential communications nor the tactical movements by police designed to keep the public safe, but merely offering a platform, which allows listeners access to live public safety communications the same way a personal scanner would provide,” stated Taylor.

According to RadioReference’s website, numerous public safety organizations throughout the United States rely upon them as an avenue to provide directly their agency’s communications to the public and as such recognize the positive value of additional community involvement that their official broadcasts provide. “Today, the immediate dissemination of public safety information is often of paramount public interest, especially when it comes to keeping our business and customers, our families and children safe,” Taylor added. “Personally, I would prefer to know about important events as they are happening so necessary precautions can be immediately implemented rather than to wait and hear about it on the evening or morning news, many many hours, or even days, after the fact.” Taylor said the rise of Internet streaming of police and fire radio communications undercuts previously held notions that police, and fire communications should remain ‘private’ for public safety or other reasons. Taylor further added that citizens must always remember that scanner traffic is a direct source of information as it happens, but this information is unconfirmed. “Any citizen listening in on a live scanner feed, or who reads transcription of any feed on whichever form of social media they prefer, should not assume that everything they listen to is precise information,” added Taylor. Many agencies within West Virginia are participating in the SIRN (State Interoperability

Radio Network), a network shared by state, county, and municipal public safety organizations establishing a statewide interoperable radio network. This system is comprised of a UHF digital P25 compliant trunked radio system utilizing some of the latest and most advanced technologies in the radio industry. With trunked radio systems, government entities such as POLICE-FIRE-EMS use one of many possible frequencies with each individual transmission. “That makes it virtually impossible to follow an entire conversation using an ordinary scanner,” said Taylor. “However, the live feed provided for our community is captured by a device that features triple-trunking technology, which automatically hops along with the different frequencies as they change so scanner listeners won’t miss a thing. High-quality brand name trunking radio scanners/ receivers can cost as much as $650, or more,” Taylor stated. “This cost alone makes monitoring local FIRE-POLICE-EMS communications by many folks virtually impracticable. I am very pleased to offer this service for free to our community.” “In addition to the general public, this live feed streaming provides a very valuable service to all local public safety personnel, supervisors, and government officials. These folks can now monitor “on-going important issues” via the internet on a computer or their Smartphone when beyond the range of their radios no matter where they are in the world,” stated Taylor.

As such, we want to encourage healthy lifestyles and continued physical activity opportunities are key in those efforts.” These races are for the competitive and noncompetitive individual. Walkers are always welcome and encouraged. Stalnaker continued ”I participate in many of these events myself and at just about every race, someone says, ‘this is my first 5K, but not my last.’” This Circuit will include unique opportunities and

Pat’s Chat By Pat Ridpath News saddened me today mostly because of an earlier phase of my life. Donnie Lindsay was a friend whom I loved dearly during my early grade school days and he died today. He was living with his daughter in Florida and had been married to the lovely Shirley Sumpter (also from Burnsville) who predeceased him. He will be dearly missed by family and friends. I also learned that Kathy Morris (whom we called “Kay” because we had other Kathy’s in the congregation) also died today. She was a beautiful lady who had graced our Adventist church in Gassaway with her beautiful presence and wonderful piano playing until she moved to Oregon. I learned of her death from a Facebook photo. I will be happy to meet her again in Heaven. I send my deepest sympathy to her family and friends. Today it was a great worship service because we had visitors who sang for us. Harold and Ruth Wightman had three daughters, plus their grandchildren visiting. Ruth Ann and her daughters, Darlene Molina and Robin Woestman sang with her while Shannon Williams, her other daughter recorded it on her phone. Robin and her children attended Valley Vista Center’s special Youth Camp and will be returning to Texas soon. Darlene teaches at an Adventist school in Parkersburg and gets to visit

here in Buckhannon a little more often than Robin. Shannon lives in the Atlanta, Georgia area. My husband, John, was a teacher at an Adventist Academy in Calhoun, Georgia, and Shannon stayed with us at the Academy for a year while she attended the Adventist Elementary school on campus. I am sure you can understand why I am so attached to that family and celebrate when they are visiting. The 18th belief of the Seventh-day Adventist Church is entitled THE GIFT OF PROPHECY. In the beginning, before sin entered the world, God spoke face to face with Adam and Eve (Genesis 1:26-31), giving them His wisdom and communicating to them His will. However, this direct communication was not possible after the Fall, for the pair would have been destroyed by God’s presence. However, God did continue communicating with the human race, albeit in a more distant manner. Among those ways were His revelation in nature, human history, prov-

Pat’s Chat from Page 3 idence, and the leading of His Spirit. Still, a more direct and specific method of communication was necessary, especially to increase humanity’s understand of God’s character and the plan of salvation Thus, God chose certain consecrated people in whose minds the Holy Spirit could work in a special way, so they could receive His truth and pass it on to others. In both Old and New Testament times, the gift of prophecy was given to selected men and women. Among women, this included Miriam, Deborah, Huldah, Anna, and the four daughters of Philip (Exodus 15:20; Judges 4:4; 2 Kings 22:14; Luke 2:36; Acts 21:8, 9). WHERE THE BIBLE CAME FROM The Bible says that “holy men of God spake as they were moved by the Holy Ghost” (2 Peter 1:21, KJV). Sometimes these “holy men,” or prophets, as they are generally called, gave their messages from God orally. At other times they wrote out their messages, which gave it greater effect and a wider circulation. Through divine Providence, these revelations were preserved and brought together as the “sacred Scriptures.” Over the centuries, they have been God’s means of speaking to human hearts, guiding them in the fulfillment of His will. As men and women studied the Word, they recognized the divine credentials and accepted their testimony. And the same Spirit that inspired the prophets anciently as they wrote works in the hearts of readers today, convincing them of sin and transforming their lives. Concerning the Scriptures, the apostle Paul wrote to Timothy, his young friend in the faith. “From infancy you have known the holy Scriptures, which are able to make you wise for salvation through faith in Christ Jesus. All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness”

(2 Timothy 3:15, 16). Clearly, then, the Bible contains all the wisdom and counsel that human beings need to find the way of salvation and follow it. The Scriptures provide an infallible revelation of the will of God. THE GIFT OF PROPHECY TODAY However, God’s need to communicate with the human family did not end when the last book of the Bible had been written. In his letter to the church in Corinth and Ephesus, the apostle Paul mentioned “Prophecy” as one of the important gifts of the Spirit. He placed the gift of prophecy second only to the apostolic gift (1 Corinthians 12:28; Ephesians 4:11). The belief of some Christians that the gift of prophecy ended with the New Testament era has no biblical foundation. As we approach the end of human history and the conflict between good and evil intensifies, Satan’s attack against God’s people will become more and more fierce (Revelation 12:17) and his deceptions more subtle (Matthew 24:24). Obviously, then, the gifts of the Spirit, including the gift of prophecy, will be increasingly essential. The Bible makes very clear that the gift of prophecy will be present in God’s true end-time church. John the revelator declared that the members of the remnant church will “keep the commandments of God and have the testimony of Jesus” (Revelation 12:17). The “testimony of Jesus” is defined in Revelation 19:10 as “the spirit of prophecy.” At the beginning of the great Advent movement that began in the mid-nineteenth century, the Lord gave this gift to Ellen G. Harmon (later to become Ellen White), a devoted young woman who lived in Portland, Maine. Her ministry continued for the next 70 years, till her death in 1915. Writing under inspiration, she produced some 4,600 articles for church papers and almost 50 books. Included among these books if her masterpiece, the five-volume conflict of the Ages series, which traces the conflict between good and

evil from the beginning of sin in the heart of Lucifer to the time when the earth will be cleansed by fire at the end of the millennium. NOT PART OF THE BIBLE Ellen White’s writings are not an addition to the Bible nor do they replace the bible. “In accord with the historic Protestant position, SDA’s [Seventh-day Adventists] accept the Bible and the Bible only as the Christian’s rule of faith and practice, and believe it to be in its entirety the true, reliable, and authoritative word of God in the language of men. . . . SDA’s acknowledge the prophetic gift apart from the Sacred Canon as having operated prior to, during, and since the composition of the Bible, but affirm that the canonical Scriptures constitute the norm by which all other prophetic messages are to be tested. They believe that this gift has never been permanently withdrawn, but has manifested now and again throughout history, and belongs to the church today. The canon of Scripture is God’s message to all men of all ages; extracanonical revelation belongs to those to whom it is originally addressed. “SDA’s accept Ellen G. White’s writings as representing the work of the prophetic gift, but not as taking the place of the bible or as constituting an addition to it: (Seventh-day Encyclopedia 1413). Ellen White herself took this position. Throughout her life she uplifted the Word of God as the infallible revelation of the Father’s will and the measure of character (see The Great Controversy,“Introduction,” vii). She repeatedly exhorted people to study the Word. She wrote that “the Bible and the Bible only” is to be “the standard of all doctrines and the basis of all reforms” (Ibid, 595). “Before accepting any doctrine or precept,” she said, “we should demand a plain ‘Thus saith the Lord’ in its support” (Ibid.). For further study: Isaiah 6:68; Daniel 10:1-11; Acts 21:11; 1Corinthians 14:3.

Leo Meet Leo and Quaid. They are just two of the wonderful dogs at the Lewis-Upshur Animal Control Facility in need of new homes. An array of adorable cats and kittens are available for adoption at the shelter as well. Leo is a five-year-old Red Tick male. He has already been neutered and is up to date on his shots. Leo is very sweet and gets along with other dogs at the shelter, where he is currently their longest resident. Quaid was taken to the pound after he had been wandering around the Sago area for a couple weeks. He is a two-year-old, brindle, Bassett/Plott Hound mix. Quaid loves attention and is presently learning how to walk on a leash. If you’d like to meet Leo, Quaid, or any of the other loving animals needing a furever home, please visit the L-UAC facility located on Mud Lick Road in Buckhannon. Many other dogs and cats are also available, so stop by and meet them. L-UAC is always in need of volunteers if you are looking for a rewarding and worthwhile cause to assist. They are open Monday – Friday, 10 a.m. to 2:30 p.m. and Saturday 10 a.m. to noon, or you can call 304-472-3865.
