lthough recent years have seen the property market in general struggle through a recession and students have been faced with a heavier financial burden when it comes to tuition fees, demand for accommodation and rental growth in the student property sector has continued to remain strong.

According to Knight Frank’s Student Property 2014 report, it is such resilience coupled with a “demonstrable undersupply” of halls of residence and purpose built student accommodation which is making the student accommodation market attractive to investors. “Cities such as Bristol, Edinburgh, Cardiff, Liverpool and Newcastle have all experienced strong rental growth of between 3% and 4% as a result of high-performing universities and acute undersupply of accommodation,” adds the report. Student accommodation provider and letting agent X1 highlights that the University of Liverpool, Liverpool John Moores University and Liverpool Hope University all registered an increase in student enrolments for the past academic year, an upward trend which the firm’s marketing and landlord manager Eve Addison says is “predicted to go from strength to strength”. “With the swelling of students within the city comes an increased demand for student accommodation. This naturally lends itself as an excellent investment opportunity,” adds Eve.

WHAT STUDENTS WANT From halls of residence and purpose-built student accommodation complexes with up to date facilities to shared houses, Liverpool’s students have a range of options open to them in terms of which area they live in and what sort of accommodation they choose. However, some are more popular than others and will therefore be more viable when it comes to investing. “The UK’s private student accommodation sector has mushroomed over the last 20 years, with students increasingly looking towards purpose built student accommodation and we’re definitely seeing that upturn mirrored in the Liverpool market,” says Ann Lodge, chief executive of Downing, which currently has a number of purpose-built accommodation developments underway around the city centre. “The new generation of students now expects affordable, quality accommodation, in great locations, with a range of bespoke conveniences and facilities,” adds Ann, who also cites good private facilities and shared communal kitchens and living space as well as onsite facilities such as launderettes and games rooms as ideal features. Meanwhile research by Knight Frank suggests that rents for studio-style accommodation have grown marginally more quickly than those in en suite cluster flat bedrooms, with the report going on to claim: “Although modest, this difference reflects a growing confidence in the sector in the attractiveness of the studio product to international students.” Overseas students are said to play an important role for universities in what is said to be a globally competitive industry, therefore fuelling the demand for quality accommodation further, but Ann Lodge also says the new fees regime has prompted higher domestic expectations amongst students. “We’re certain that the private accommodation sector will continue to mature due to students’ growing expectations of what student housing should offer,” she adds.
POTENTIAL RETURNS ON INVESTMENTS Quality is key when it comes to investing in student accommodation, as many students combine their high living standards with a desire for convenience and stress-free living which will allow them to focus on enjoying their time in the city. Choosing such property will not only provide investors with more chance of 100% occupancy but Eve Addison says they will also be able to enjoy returns ranging from 6% to 8%. “An investment in student accommodation is always a brilliant opportunity as demand continues to grow for those looking to reside in top quality, student accommodation,” she adds.
REGULATIONS & REQUIREMENTS There are standards and regulations to bear in mind when it comes to letting accommodation to students. For instance, if more than three tenants live in the property forming more than one household, and if tenants share toilet, bathroom or kitchen facilities, a House in Multiple Occupation (HMO) licence may be necessary. Also, securing deposits in a Tenancy Deposit Protection Scheme is also a legal requirement for all landlords. Meanwhile, including utility bills, water rates and possibly internet costs is an area for consideration and may increase the property’s appeal to students who are looking for convenience, and it’s also important to charge a deposit that is both fair and competitive. Liverpool Student Homes suggests that, although the deposit rate may depend on the property, students may be put off from renting the accommodation if the deposit is too high.

FUNDING FOR INTERNATIONAL FESTIVAL GARDEN HOMES A plan to build 1,500 homes on the former International Festival Gardens site at Otterspool Promenade in Liverpool has moved a step closer, after it was shortlisted for a share of £850 million in government funding. Communities Secretary Eric Pickles has revealed 36 projects across the UK that are being offered a share of the funding to kick start house building, including developer Langtree’s proposals for the gardens. The site, which was created in 1984 for the International Festival and has been earmarked for 1,500 homes, will include 26 residential blocks comprising 1,308 apartments and 66 townhouses, restoration of the Japanese gardens and retail and commercial units for local amenities. The government funding for the plans is available through a £1 billion programme to support major infrastructure projects and includes road improvements, schools and parks to support the homes being built. Eric Pickles says: “We are supporting locally-led development, and this £1 billion programme will help unlock or accelerate over 200,000 new homes across the country. This is part of our wider package of housing programmes to support home ownership, increase investment in the private rented sector and further increase house building.” The plans will now go through a final due diligence procedure before receiving the funds.

new homes development close to Liverpool’s iconic football stadia has proven popular amongst buyers, as just five properties remain available at the latest phase. Keepmoat has scored success at The Parks in Anfield, where 164 two-bedroom and threebedroom houses were previously released to the market. The properties, which are available through the government-backed Help to Buy scheme, feature spacious living and modern features. The phase of housing is the third to be completed by Keepmoat in Anfield, where the developer has brought more than 300 new homes to the area. new online repair and maintenance system has been launched by Andrew Louis, in a bid to “streamline” services and boost convenience for clients.

The fully automated web portal allows the Liverpool agent to diagnose problems when they are reported by tenants, log and track maintenance, and send the right contractors to resolve the problem. Tenants can also upload images to the facility, allowing contractors to improve diagnosis further and ensure they are equipped with the correct tools for the maintenance on arrival. Louis Anastasiou, managing director of Andrew Louis, says the tool helps to remove the problem of “miscommunication” which can occur when maintenance problems are being reported, allowing issues to be fixed quicker. He adds that peoples’ increased use of smartphones and tablets was partly what prompted Andrew Louis to launch the service, allowing tenants the technology that they are already frequently using to increase efficiency with maintenance. It can be very challenging at times and every day throws a different obstacle to overcome. However with a level head, determination and a positive attitude, I have been able to come out smiling each time.

I need to increase the chances of a quick and reliable sale of my house, so I’m planning on using an agent but feel there’s also a chance I could sell the property myself. Would my agent still be entitled to commission if they have nothing to do with the final sale?
I’ve been issued a contract to buy a new home but I’ve also been made aware that another buyer has been issued a contract for the same property, and we are now in a race to completion. Is this allowed and is there any way to ensure that my solicitor is doing everything as efficiently as possible to achieve my purchase? How can I boost my chances?
I own a block of apartments, many of which are currently tenanted, and I’d like to sell them all. Generally the agent would be liable for commission if explicitly stated in the terms and conditions of the sole agency agreement (sole selling rights) in which case the fee becomes payable, regardless of the buyer being introduced by the agent or another party. As sole agency agreements vary from agent to agent it is essential any onerous terms are explained and agreed on instruction. An interested parties clause allows the vendor to state prior expressions of interest so as not to incur costs for a buyer not sourced by the agent. Following instruction and subsequent marketing it would always be contentious as to how the buyer became aware the property came to the market. The purpose of the agreement is to clarify the responsibilities of both parties thus preventing any future disputes. Use a professional agent who will explain the mechanics of the working relationship between the agent and the seller, and after securing a buyer will negotiate the best possible price and progress it in a reasonable timescale.

A contract race is allowed and is where contracts are issued to two or more potential buyers. These buyers then enter into a “race” – the first to be ready to exchange contracts and complete wins the race and gets to buy the property. If you do find yourself in this situation, you will need to ensure that you have instructed a solicitor who can act speedily and efficiently, so that you maximise your chances of winning the race. You need to be aware of the fact that, in this situation, the seller’s solicitor must immediately make all parties aware that they are in a contract race. Clearly, you cannot commit yourself unless your financial arrangements are in order and it is therefore imperative to ensure that a satisfactory mortgage offer is issued, as speedily as possible. Ultimately, this is not a desirable situation, as there can only be one winner and the loser will bear their own costs.

In my opinion you’ll always inconvenience tenants, but I would instruct an integrated property services company to deal with the bulk sales units. Choose one which can help with a national coverage of investors who look at bulk sale units, and also specialises in dealing with investors looking for this style of opportunity and will buy as a whole unit leaving tenants to enjoy their apartments without being disturbed, thus limiting viewings and inconvenience. Alternatively, release the apartments to the market as the tenancies come to an end, or sell to investors who will take over the tenancies of the apartments. Another option would be to sell at auction as a whole unit, again limiting viewings and inconvenience. I’d advise not to renew any tenancies which will tie you for a fixed six to 12month period and keep the tenants in a periodic tenancy.

Undeclared rental profits are not difficult for HMRC to track down. In the UK they have access to the Land Registry (so they can find out about your ownership of the property) and Council Tax and Housing benefit records (so they can find out who lives there). They can also use third party legal notices to rental agents, banks, and solicitors. HMRC recently posted 40,000 letters to private landlord who it believes have not fully declared rental income on let properties – you have obviously received one of these letters. The Let Property Campaign gives private landlords an opportunity to bring their affairs up to date and settle tax on favourable terms with the ability to agree an affordable payment plan.

The plan can be used if you are: • Renting out a single property or multiple properties • A specialist landlord, e.g. student or workforce rentals • Renting out a room in your main home for more than the Rent a Room Scheme threshold • Living abroad and renting out a property in the UK • Living in the UK and renting a property abroad • Renting out a holiday home You cannot use this particular scheme if you are renting properties via a company, and it does not apply to commercial property.

What do I do to sort things out?
I would strongly recommend that you use the scheme to make a voluntary disclosure, which will mean that you can benefit from lower penalties and the ability to negotiate an affordable payment plan. You will need to register under the scheme and then reconstruct your rental income and expenses, and work out any tax due. You may find that professional advice will help to minimise the tax you pay. Landlords who do nothing, especially after receiving a nudge letter, run the risk of investigation under one of HMRC’s procedures which could lead to a criminal conviction, and will definitely face much higher penalties.

What does your job entail? Rookwood is a new restaurant and late bar in Liverpool city centre, specialising in steaks, burgers, craft beers and cocktails. I oversee all of the venue's operations which, aside from the business side of things, also involves a lot of quality control. What’s your favourite thing about your job? I'm in the very lucky position to be doing something because I have a passion for it. I made a decision to only work at something I love a few years back, and Rookwood Bar & 'Cue is that. I have a passion for good food and for quality drinks, so the hospitality industry suits me down to the ground. What’s your least favourite thing? It is a relentless kind of job, and the hours involved can be quite unsociable. You have to be on call at all times, and my mobile has been known to ring at 3am on a Sunday in the past! If you weren’t working in the restaurant trade, what would you be doing? I’m actually a partner in a Spanish property business called Ideal Spanish Property. If I wasn't in the hospitality industry here, I'd definitely be over there selling property. What are you going to do after this interview? I’m going to try samples from our menu for the Liverpool Food & Drink Festival. My job does have its perks!

Liverpool musician Jetta has had a meteoric rise from playing to friends and family in a local club to performing backing vocals for Paloma Faith and Cee-Lo Green, as well as providing the soundtrack to Google’s 2013 advert with ‘Feels Like Coming Home’. The talented singer/songwriter talks to Your Move about her career so far.
INTERVIEW BY STEPHEN HURRELL
Where did your interest in music begin? My mum is in Sense of Sound, which is an acapella choir in Liverpool. I was always surrounded by that and listening to amazing vocal harmonies. My dad was a sound engineer and he worked at Parr Street Studios and I used to hang out there a lot and took in a lot of things there. That’s where I got into production and vocals. I used to go to rehearsals with my mum and I was too young to be in the choir but I’d sit there and listen to them. There was a performance at the Bluecoat – the old one – and I just got up and joined them on stage. I jumped up and ran on stage and nobody told me to sit back down so I stayed with them! When did you begin performing solo? I was pretty shy when it came to singing on my own. I did a lot of singing and production alone in my room. But then I had my first show when I was 16 at La’go. It was amazing, all my friends and family came. That’s when I got the first proper buzz and I kind of got hooked. I was quite anti-social over summer when I first discovered I could produce. I didn’t really speak to anyone because I was so into what I was doing. I didn’t want to hang out, I just wanted to make music forever. I’ve managed to find the right balance between the two now though. You’ve toured with Paloma Faith. How did that come about? It was funny because somebody who was at LIPA came to the gig at La’go. I just wanted to move and felt like I needed to branch out and get out of my comfort zone. I met up with her in London the following weekend and was
introduced to a guy who was tour manager for Paloma. He said she’s going on tour and do I fancy doing that while I write my own stuff. It was a big change but I was so engrossed in it all and ready for it that I didn’t even question it. It’s only when people tell me that I think ‘that is a bit mad!’ What was it like appearing at Wembley with Cee Lo Green? It was amazing. I did two gigs with him; the first was for TV’s Graham Norton and the other one was at Wembley Stadium, which is the biggest gig I’ve done actually. It was almost like one of those surreal dreams you have. It was totally on the verge of reality that you can’t quite remember!
so interesting as well as the voice. But I honestly don’t think about other people when I’m writing songs. I’ll just put up a feeling first and then look at it later and if I think anything needs changing I’ll do it. I think the magic happens in the moment, it’s from the heart. Were you pleased to be ‘Single of the Week’ with Start a Riot on iTunes? It’s funny, I haven’t even released Start a Riot as a single yet so that was a massive compliment. The only single I’ve released is Crescendo, which I wrote for Pepsi Beat of the Beautiful Game for the World Cup and it was produced with Pharrell. I’m really looking forward to the start of releasing my own music and obviously the reaction I’ve had so far before I’ve released it is amazing. You talk a lot about both writing and performing your own songs. Which do you prefer? They’re such different experiences. I like both because each is like a stage. When I’m writing I’ve got to really dig deep and it’s almost like therapy. It’s so insular. One is the one I do on my own in that little cave with my producer and then the other is the opposite, because you’re sharing it with everyone else.
Has growing up in Liverpool influenced your music? I did a gig at the Bombed Out Church recently and it was great because it’s such an interesting place. I used to live down the road from it and I could hear music from my front garden. It’s amazing to be able to walk into the city and see all the music heritage there and it did influence me when I was growing up.
What’s next for you? I’ll have an album coming out in March or April next year. One of my EPs, Crescendo, has just come out here so I’m just drip-feeding it all. I’m going to have a new single coming out in the lead up to going on tour with John Newman later this year and I’m going to be surprising people with some stuff as well – hopefully secret releases and things online. I just want to do what I’m doing. I want to be bigger and better and just do more of it.
What music are you listening to at the moment? There’s a lot of music I love listening too. At the moment I really love London Grammar, their sound is really cinematic, and the production is

Liverpool Comedy Festival line-up revealed EVENT TO HONOUR CAB VOLUNTEERS
T
he South Liverpool Citizens Advice Bureau (CAB) will hold a 75th anniversary celebration to honour the volunteers that have made the organisation a success. Cardinal Burns
Monty Python star Michael Palin and Cardinal Burns are among the acts named for the 13th annual Liverpool Comedy Festival, which kicks off at venues across the city in September. Beginning on 23 September and running until 5 October, the comedy showcase sees Michael Palin perform at the Echo Area, Cardinal Burns at the Epstein Theatre and comedian Sean Hughes at the Unity Theatre.
A host of other acts including Bridget Christie, Robin Ince and Vikki Stone are also being billed to bring a dose of laughter to Liverpool. Sam Avery, festival manager and comedian, says: “In my first year as festival manager I am absolutely thrilled with the lineup for the 13th annual Liverpool Comedy Festival. There are plenty of opportunities to see our new up and coming talent and it is going to be great to see comedy expand
from our regular comedy venues to places you will least expect.” Throughout the festival Noises Off will be performed at the Royal Court, while bars, shops and schools will host acts. Meanwhile, Lord Mayor Erica Kemp will hand out certificates to volunteers and former Brookside actor Dean Sullivan, who played Jimmy Corkhill in the soap, is also set to attend. Emma Gill, of the CAB, says: “We’re holding the event to celebrate out volunteers and to thank them for their work over the past 75 years. In what formerly was Probe Records during the mid 70s to 90s, the spacious venue has been transformed from Mod to Mississippi. Arriving just after midday, my guest and I were given all but one occupied table to choose from. However, this emptiness was understandable as it was not long after the opening time at 12 noon. Upon being seated at a rustic wooden table, we were handed two large menus by the friendly waiter while the sound of old school blues and rock ‘n’ roll echoed through the large venue. Everything seemed practically authentic Deep South, if you ignore the air conditioning system to cooldown customers from the surprising afternoon heat. The large menus offered a wide range of small or large plates; most were meatthemed, but were alongside a choice of delicious fish or vegetarian dishes, which

thankfully suited my guest. The menu also presented a range of multiple deals and offers; for instance small plates (£5) were available at three for £12, five for £19 and eight for £29 which would be ideal for families or large parties - as would their sharing platters. Having finally finished scouring the menu, I opted for the burnt ends beef slider (£4) to start (‘sliders’ are basically mini-burgers) and the Smokehouse beef burger (£11), which featured their original ‘chow chow’ relish. This was recommended by our waiter as their signature dish, and was undoubtedly a taste of the Deep South. Meanwhile, my guest ordered blackened salmon (£13), which came with a smoked garlic mash and greens, while also choosing a ‘slider’, which I would order instead upon returning to the restaurant. The ‘slider’ contained Portobello mushroom and halloumi with a blue cheese sauce, and was a perfect example of how Smokehouse caters beautifully to all customers
and not only to those there to eat meat. The prices were reasonable considering the size of our meals (which were served on trays to accommodate the size) however neither of us were left with much room for dessert. At this point we were full, to say the least. The desserts on our neighboring table proved too tempting to resist though, and we soon ordered a warm chocolate brownie and a slice of cherry pie from the menu, both with a serving of ice cream. This was a delicious ending to a delicious meal, but left me and my guest feeling uncomfortably full; our enjoyment seemed to overtake our ability to rationalise the amount of food we were eating! The Button Street Smokehouse is, quite literally, a taste of the Deep South, as customers are able to become immersed in the atmosphere while enjoying an authentic range of dishes on offer. However, be sure to pay a visit with an empty stomach!

CITY MARKS SLAVERY REMEMBRANCE DAY
The Walk of Remembrance passed through the city centre
L
iverpool’s International Slavery Museum hosted a packed programme of events and activities to mark this year’s Slavery Remembrance Day. A Walk of Remembrance formed a key part of the 23 August commemorations, as a procession travelled through Church Street and Liverpool ONE before passing the site of the city’s historic Old Dock where slave ships would once have moored. It was a chance to remember the many whose lives were taken through enslavement. The crowd eventually made its way to the Merseyside Maritime Museum, where a traditional African Libation ceremony also took place. Meanwhile, face painting and choir performances to workshops and lectures explored the legacies of the slave trade and the importance of remembrance during the days leading up to the 15th annual commemoration in the city.
