CGT for non-resident property owners – Changes ahead Q: I emigrated permanently to Australia a few years ago, but have continued to hold a couple of buy-tolets in the UK. I was thinking of selling in the next few years, what is the tax position? A: Up until now, non-residents who own investment properties in the UK are not subject to UK Capital Gains Tax ("CGT"). From 6 April 2015 this will change and non-UK residents will be subject to CGT on gains when they dispose of UK property. The only exceptions are certain classes of communal property such as care homes, children's homes or purpose-built student accommodation. Tax rates will be basically the same as those for UK residents, with individuals taxed at 18%/28%, and companies (which will still get indexation allowance) at 20%. There is good news in that tax will be charged only on the part of the gain which arises after 6 April 2015: the taxpayer will be able to choose either to apportion the gain on a time basis or to treat the property as having been acquired on 6 April 2015 at its market value on that date.

In addition the government has recently announced that non-residents will be able to claim the usual UK annual exemption from CGT Q: OK – so what should I do, I can’t sell them all between now and April? Could I say that one of them was my main residence? A: The situation for permanent non-residents selling before 6 April 2015 remains the same – there will be no CGT to pay. As you say, this may not be practical. My advice would be to consider obtaining, if not a formal valuation, then at least some contemporary evidence of the market value as at 6 April 2015 rather than leaving it until the properties are disposed of, possibly many years on.

Three Queens, One Magnificent City The River Mersey will take centre stage in May when the 175th anniversary of iconic cruise operator Cunard is celebrated in truly spectacular fashion. All three of Cunard’s world renowned ships, known as the ‘Three Queens’ – Queen Elizabeth, Queen Mary 2 and Queen Victoria – will sail in to the city which is regarded as Cunard’s ‘spiritual home’ and meet with amazing scenes on 25 May. Liverpool is pulling out all the stops for the momentous occasion, and it’s anticipated that hundreds of thousands of people will descend on the city during 23-25 May to view the unprecedented event and make the most of a weekend of accompanying activities and entertainment. Preparations are currently underway to bring waterfront landmarks to life with projections during the festivities, including an element called Sea of Faces which will see hundreds of city people beamed on

to iconic buildings. Carl Miller from The Colour Project, which is working on the projections alongside Liverpool City Council and arts organisation Hope Street Limited, says: “This event will transform the rich waterfront canvas into an exciting and engaging visual display and provide a fitting punctuation to this momentous occasion. This is a great opportunity to explore the spirit of Liverpool, its heritage and culture along with highlights from the extensive history of Cunard.” The shipping extravaganza doesn’t end there. The Three Queens’ visit will mark the start of a six-week ‘One Magnificent City’ programme culminating in another packed weekend of events directed by designer Wayne Hemmingway at the start of July. Coinciding with the 4 July anniversary of the first transatlantic voyage of Britannia back in 1840, the closing festivities will be a celebration of the glamour and excitement of cruise travel.

Exhibition Centre Liverpool’s arrival ACC Liverpool’s brand new Exhibition Centre Liverpool facility is the latest development to change the face of the city’s iconic waterfront. With the building, adjacent to its existing Echo Arena and BT Convention Centre sister venues, now visibly taking shape it’s on track for a grand opening in September. Waiting with anticipation to launch the new event space which, accompanied by Pullman’s four-star integrated Headquarters Hotel, aims to enhance the city’s concert, conference and event offering, the ACC Liverpool team is now currently looking at how the venue can arrive in style. A ‘big summer warm up’ is said to be in the pipeline although specific details remain under wraps. With the building on track to be completed in May, making way for ACC Liverpool’s fit-out and final preparations, chief executive, Bob Prattey says: “Our fit out isn’t planned to take until September so we’re thinking about what we might do in August. If we get the progression on that we’re thinking about whether we could do things in July and as early as June. “Our current thinking, which may change, is that we want to do a series of events representing the kind of things we’re going to be doing going forward in the building. We want to do our first public exhibition, our first conference and our first concert or sporting event, so we’re looking at how we’ll highlight that.” Once the venue has opened in ACC Liverpool’s seventh year, it is hoped it will not only enhance the city’s economy but also put the area on the map with more international conferences.
New home for Sound City Liverpool’s ever-growing music festival and conference, Sound City is gearing up for a golden year as it makes its move from city centre venues to a contained site at the disused Bramley Moore Dock in the north of the city. With the capacity for a new large outdoor stage at the waterfront location, the event has already given its line-up a flying start with the announcement of globally successful headliners Belle and Sebastian and Flaming Lips.

HOME NEWS Block waives fee to market community housing scheme

Block Management and Property Services will act as sole agent for 32 new properties on Kingsley Road built as a community project to help families in need of an affordable home. The agent has offered to market the properties on a pro bono basis because of the community aspect of the development by Housing People, Building Communities (HPBC), which offered £10,000 towards owners’ deposits in return for 500 hours of contribution towards the build process. The scheme aims to strengthen communities between owners because of the voluntary work, says HPBC. The scheme has used nearly 1,000 volunteers contributing over 10,000 hours since its launch in 2012 and the final homes were completed in December 2014. Rachel Dickman, director at Block Management and Property Services, says: “We are the sole agents on the scheme and have agreed to do it pro bono. We love the aspect of community with the scheme and the way it gives people who may not have the means to own their own home a helping hand. It also strengthens the development of community and this is important to us.” The three-bedroom terraced properties are available to be purchased outright or on a shared ownership basis. APARTMENTS APPROVED FOR HISTORIC CITY WAREHOUSE
Plans to convert an historic Everton warehouse into 360 apartments moved a step closer after the scheme was granted planning permission. The 19th Century Swainbanks building on Fox Street in Everton has most recently been used as storage for antiques and furniture but Primesite Developments wants to convert the warehouse and surrounding storage area and garage into three five to six-storey buildings housing 360 homes. The proposals comprise 30 two and three-bedroom apartments, 300 one
bedroom studio apartments and 30 ‘cluster’ apartments that would suit students. The plans also include a gym, bistro and a 179-space basement car park. Presenting recommendations to the planning committee, a Liverpool City Council report said: “The residential units will address an identified local housing demand and assist with the city’s housing supply, whilst integrating with the wider residential community. The application therefore presents an attractive modern residential scheme that respects its industrial surroundings.”

During the council’s latest planning meeting, the committee also approved plans to create 37 apartments, a restaurant and café/deli at Chancery House on Paradise Street near Liverpool ONE. The plans include a twostorey roof top extension to the existing building and a new six-storey building linked to it. In addition, plans by One Vision Housing to build 36 houses and six apartments at the former Churchill Industrial Estate in Fazakerley were given the go ahead.

House prices in Liverpool city centre have risen by 5.33% in 2014, according to City Residential’s annual report into the market. The average price for city centre properties is back to pre-recession levels of 2007, with an apartment averaging £147,800 in the city centre and £171,110 in the city’s docklands. The price rises are being fuelled by demand from an increasing city centre population, which has doubled from 20,000 people in 2007 to over 40,000 today. Demand from all types of buyer and for all price ranges is increasing, according to the agent. However, more upmarket city centre homes such as One Park West, Mann Island and The Colonnades have all enjoyed increased interest in 2014. Alan Bevan, managing director of City Residential, says: “All three schemes have seen a dramatic increase in sales with prices moving strongly ahead during the quarter. The Colonnades stand out as a great comparable
between the interest now and 12/18 months ago. At that time there were approximately 20/25 properties listed with the figure now having dropped below 10 with seven sales since the summer.” Alan says the figures are due to “massive improvements” in the city’s retail and leisure offering from the likes of Liverpool ONE, which is also helping to attract developers and investors from outside the region.
COUNTRYSIDE REVEALS HELP TO BUY SUCCESS The Avenue at NGV
As the number of Help to Buy sales reaches 73,000, one house builder has reported nearly half of all of its 2014 sales in Merseyside have been through the scheme. Government figures show 73,000 people have used Help to Buy since the scheme’s launch and developer Countryside says 43% of its Merseyside buyers in 2014 used the initiative, which offers a 20% government loan to allow a 5% deposit for first time buyers. The company, which provides electrical and general maintenance services, painting and decorating and on-call care for commercial and residential properties, was first launched four months ago by business partners Steven Hesketh and Craig Odger. Liverpool boxer David Price enjoyed a meteoric rise from Commonwealth gold medallist and Olympic bronze medallist to professional heavyweight with world title ambitions. However, after two defeats to Tony Thompson and an injury-hit 2014, the comeback has been tough. Now a fit-again, more mature David is back with a fight in Berlin in February and big plans for 2015.
INTERVIEW BY STEPHEN HURRELL
How is training going for the fight in Berlin? It’s going well. I was supposed to fight in December but I got an injury. I had to pull out because we realised what was potentially going to happen this year as far as big fights are concerned. I couldn’t take the chance and jeopardise that so I had to pull out. It was disappointing but it’s lucky for me that it’s healed up quickly and I’m fighting pretty soon after it. I’ve been back in training over Christmas as you would expect and I’m excited about the fight. An opponent hasn’t been announced yet but we want a decent level of opponent for this fight. I need to be stimulated mentally and be excited about the fight. Do you feel you’re in good shape to win the fight after injuries? Definitely. It was a great start to 2014 to have three fights in the space of six months. But I had to get an injury to my hand sorted and that was the priority because it was in a bad way. When I did get it sorted, because I had the time out, I got a septoplasty as well. My nose still appears to be bent or broken on the outside but it gives me more of an airway, which is good because I’ve been struggling with my breathing for the last 10 years.
Do you feel you are becoming more mature in your preparations for fights? At the time [of the Thompson fight] I was in a rush to get to the top because I was starting to believe in the hype surrounding me when people were telling me I should be fighting Wladimir Klitschko in two or three fights. I wanted the re-match with Tony Thompson because I wanted to get back to where I was as quickly as possible. In hindsight we should have taken a step back and took one or two fights before thinking about getting back in with him. The approach we’ve got now is more patient and more relaxed, I’ve taken the pressure right off myself. I’ve already lost to one man and I’m still here – but I don’t want it to happen again. At the end of the day I’m the only person that can put pressure on myself and it affected my performance but I’ve learned from the experience and I’m ready to go. With potential fights against the likes of Tyson Fury and Anthony Joshua, what are your ambitions for 2015? There’s a plan the team have got for me and that’s to get a couple of fights before April and look for a big domestic fight in the summer. In the past I’ve spent too much time muddling my own head with what’s going on outside the ring and looking further down the line. I’ll leave that to the promoters and management, it’s out of my control. I’ll go to the gym today and that’s how I approach things. Then by the time fight night comes I’ll be the best I can be. This approach has given me more focus. In my opinion thinking about a fight six weeks away isn’t focusing because you’re taking energy away from what you’re doing in the moment.
You’ve done community work with young boxers. Do you think this is an important part of being successful? It’s definitely important, it’s encouraging young lads to get into the ring and fight. I met a kid whose trainer explained he walked up in the gym and said to him ‘I want you to make me world champion because I want to be able to look after my mum’. To me it sounded like the kid has nothing and his way out is boxing so I was blown away by that really. I think we should encourage kids to do something that can lay the path for a better life for them. That works for me because it’s important to me. Do you see parallels with your own career? I do. Over the years boxing has been my life but I never expected to be where I am now. When I was younger I didn’t know how my life would have shaped up. I doubt it could be better than it is now as far as people I’ve met and the things I’ve achieved personally. In boxing you learn about respecting other people, respecting yourself and discipline. It’s been good for me and that’s the reason why I like to encourage kids to have a go. Even if they’re not going to be a world beater I still think it can have a positive impact.
You won three fights last year, how important was that after losing to Tony Thompson? The first was about getting back under the lights and getting the win. The second was more dangerous. I had to go through the mental side of coming back from being on the floor to win, which I did. In the third I did 10 rounds and it all served a purpose in a way.

FIFTH THRESHOLD FESTIVAL TO BUILD ON PREVIOUS SUCCESS This year’s Threshold Festival will be “a bit like a ‘best of ’” as it marks its fifth anniversary in the city, according to organisers. The annual music and arts event in the Baltic Triangle, which supports grass-roots and emerging talent, will return on 27-29 March and the team behind the event is aiming to build on previous successes. With preparations well underway Chris Carney, co-founder and producer of Threshold, says: "This year we're building on the things that went well for us in previous years. As a team we've always made joke comparisons to each edition as an album, from the ‘much hyped debut’ and the ‘difficult second’ to the ‘bizarre concept’. “Sometimes we focus so hard on where we need to improve that we forget what went really well
for us. So in terms of planning, this is a bit like a 'best of ’. “We've felt synonymous with a lot of the development of the music scene in the last five years, particularly grass-roots. There are lots of strings on the Liverpool scene bow and we're definitely proud to be one of them." Threshold has recently announced the second wave of acts to join the line up at this year’s festival, including Eliza Shaddad who has enjoyed high profile beginnings with the charttopping Clean Bandit; dub, afro-beat and hip hop outfit Nubian Twist; CuT and Paddy Steer among those to be added. BRAZILICA TO MARK SAMBA SCHOOL’S TH BIRTHDAY The organisers of Liverpool’s popular Brazilica festival have given a hint of what’s in store for 2015, confirming the event will return from 17-19 July. Liverpool Carnival Company, the team behind Brazilica, has announced that Liverpool Samba School will feature prominently in this year’s programme, as the group celebrates its milestone 20th birthday. Meanwhile the carnival parade will once again provide a highlight as it welcomes Samba bands from across the UK to take part, and a two-week film festival and fringe bringing music and activities to a range of venues will also accompany the main schedule. Although organisers are keen to keep many surprises under wraps, Maeve Morris of Liverpool Carnival Company says: “Last year’s event proved a massive success so we are working tirelessly to improve and build on the successful event which people have grown to love over the last seven years. The costumes, music and overall atmosphere are key factors for the essence of the event – all of which we can guarantee festival goers in 2015 with a more compact three day event.”

The company behind Albert Dock’s Smuggler’s Cove and Manchester’s Oast House is looking to build a new restaurant and bar on Chavasse Park in Liverpool ONE. New World Trading Company, owned by Living Ventures, has submitted plans for a new two-storey restaurant and bar on the empty plot behind Debenhams in the city centre complex. Bespoke architecture will be a feature of the proposed eatery and a pavilion-style design will take inspiration from homes in the upmarket coastal Hamptons area to the south of New York. The addition to Liverpool ONE’s culinary offering would also feature a permanent grill and barbeque on the forecourt for year round use and, subject to further planning permission, the venue would provide an entertainment space at the front like the successful Oast House. The restaurant and bar plans to include indoor seating for 110 diners, as well as room for 78 guests to enjoy alfresco dining on a first floor balcony. Living Ventures, which also owns Gusto on Albert Dock, would not confirm the name of the eatery but other UK venues which fall under the New World Trading Company brand include the popular Botanist chain of restaurants and the Alchemist in Manchester.

A Liverpool burrito bar is rallying support from Mexican food fans as it gets set to dedicate a day of trade to a worthy cause. From midday through to 10pm on Sunday 25 January, Smithdown Road’s Evil Eye Beer and Burrito Shack will reward diners with burritos for just £1 if they donate a £5 bag of shopping for Central Liverpool Foodbank. Owners Andy Scott and Andy Cesar started spreading the word about their initiative via social media, and within just a few days it was already said to have received a “brilliant” response from customers who are keen to take part. Donating diners are being asked to provide non-perishable items such as pasta, beans, biscuits, tuna fish, cereal, rice, sugar, tea, coffee and tinned vegetables for the cause which provides food to those in need around the city. Andy Scott is already a supporter of the foodbank himself and says: “We’re serving a lot of food here and it’s so close to the community where a foodbank is serving thousands of people in the area who can’t eat.” The organisers are hoping the drive for donations will particularly be of help during the post Christmas and New Year season when stock may now be running low. Andy adds: “Our suppliers Little Pig Butchers and Hannah Foods also agreed to provide stock for a cheap cost so that we can afford to go ahead with the event.”

Ancient dance to mark Chinese New Year celebrations An ancient Chinese ceremony will mark the beginning of the city’s Chinese New Year celebrations, as members of the community gather for the 35th annual lion dance. Prior to the main Chinese New Year celebrations in Liverpool’s Chinatown, which will feature a 70ft dragon operated by 16 people, an ‘Opening Eye’ ceremony will see members of the Chinese community open the eyes of 10 Lion heads. The 2pm ceremony on 1 February, organised by Liverpool Hung Gar Kung Fu School, will mark the first time 10 lions have been used for the occasion. Sifu Stephen Ornellas, teacher at Liverpool Hung Gar Kung Fu School, says: “The idea of this is to bring all the community together before the big event on Sunday 22 February in Chinatown, as these are
the lions that will be used over the Chinese New Year period. Before they are used they need to 'have their eyes opened' and effectively 'be brought to life'.” The school is seeking volunteers to join the dragon’s dance team for the main Chinese New Year event, which welcomes the Year of the Goat, and the first training session takes place on Sunday 18 January. STATESIDE SWEETNESS Free State Kitchen, Maryland Street, L1 Don’t be fooled into thinking all Free State Kitchen can do is burgers; they also do a mighty fine Oreo cheesecake! However it is worth visiting the eatery for the sweet treat alone if you’re feeling indulgent, because word is that it’s difficult to look anymore food in the face after a delicious ‘Double Deluxe’ burger.
MINI BUT MIGHTY Homemade Cheesecakes, Bridge Road, L21 The popularity behind cupcakes, despite macarons and cake pops threatening to take over, is still ongoing. Homemade Cheesecakes in Litherland could be a true contender for the cupcake crown though, with its individual cheesecakes which are the perfect size for one. How could you say no to a Belgian chocolate profiterole mini cheesecake?

5-9 Renshaw Street, L1 Usually, my Chinese meals are eaten from the comfort of my own home, out of a takeaway box and in front of the TV, so it was a pleasant change to go and enjoy the cuisine at the newly opened Chy restaurant on Renshaw Street. Hoping to expand from its popular presence on Lark Lane, the city centre location is perfect for old and new customers alike. Instead of the traditional oriental décor you might expect, Chy has an elegant, modern style; with a sleek black and purple colour scheme, leather booths and intimate tables to relax and enjoy your meal. It’s a luxury twist on Chinese dining. My guest and I arrived and were welcomed by the manager and our waiter, who led us to a window table. Although midweek, the restaurant soon began to fill up with hungry shoppers, families and couples. The service throughout was great, the staff were attentive, friendly and more than happy to help you choose which dishes to go for. Chy offer diners wellloved dishes you would expect to see; Chinese favourites including sweet

and sour chicken, crispy duck and chow mein. My guest and I decided on the set menu, which offered four courses with a variety of options to pick and choose from. To start, we both couldn’t falter from our own Chinese ritual: the chicken and sweetcorn soup. Tried and tested many times, this soup had a good consistency and was a nod to the quality we would enjoy all evening. Next to arrive was our second round of starters; salt and pepper wings and pork spring rolls. The wings had just the right amount of kick to them and the spring rolls were much the same – not greasy but crisp and full of flavour. At first, I thought four courses was a little optimistic, but the plates of food that arrived were fresh, delicious and not too heavy and my guest and I soon found ourselves eagerly awaiting the next course. For our mains, we selected beef with green peppers in black bean sauce and crispy
shredded beef in chilli sauce; both served with fried rice. Chy’s presentation and attention to detail lifted these Chinese classics and gave them a new lease of life. The best was definitely kept till last, and the amazing desserts were not what I had expected from a Chinese restaurant. My guest decided on the toffee apple; deep fried apple pieces coated in toffee sauce, served with vanilla ice cream – it was as decadent as it sounds. I opted for the chocolate spring rolls, mostly out of curiosity. The warm chocolate filling inside the flaky pastry made the perfect contrast and it was a novel way to round off a great evening. Chy stands out amongst the many Chinese restaurants in Liverpool; it has refined the experience and given a modern, elegant twist on many people’s favourite cuisine. But it’s not just its look that sets it apart, the high quality food and service are anything but ‘run of the mill’.

alented musicians from across the city went head to head as the first round one heats of this year’s Liverpool Rocks! competition got underway. Studio 2 on Parr Street provided the venue for two nights of performances from emerging acts, each battling it out to become the overall winner of the contest and be awarded the big £1,000 prize and the chance to perform at the forthcoming X &Y Festival, for which the 2015 line-up is still to be revealed. Spectators gathered to see bands including Pyro, Stand Silent and Scarlet Embers provide entertainment at the event, as each hoped to secure a place in round two. The first stage of Liverpool Rocks! will continue throughout January.
