arshall launched its third branch in the city with an informal evening of celebrations. The company invited clients and contacts to its new Allerton branch on Smithdown Road for drinks and a chance to hear about forthcoming plans. The Marshall group has operated a construction and property arm for almost three decades, and with its first agency branch having launched three years ago in Grassendale, followed by a central Rodney Street base and now the Allerton office, the firm is planning further North West expansion over the next 18 months. Taking advantage of new pension freedoms Q: I have my own building business and make a sizeable profit. I have always steered clear of putting money into a pension, I didn’t like the way that money was locked-in, or the idea of buying an annuity – but I’m tempted now by the new rules - what do I need to be aware of? A: There is a ‘pension revolution’ underway – the final parts of which will come into effect on 6 April 2015. Up until now there has been a sizeable minority of entrepreneurs who have (despite the tax breaks) steadfastly refused to consider putting money into a pension. That is changing fast. The things you need to be aware of are; • To make a personal pension contribution you must have ‘net-relevant earnings’ in the same year of at least the amount of the contribution you are making. ‘Net relevant earnings’ include salary, bonuses and trading profits. Rental profits and dividends do not count. • If you operate your business as a trading limited company, you can make a contribution through that, as an ‘employer’ pension contribution. In this case, you need to have profits to cover the contribution. • You are limited to an annual contribution of £40,000 for 2014/15 and 2015/16. • You can make larger contributions, by bringing forward allowances of the previous three years, but only if during those years you were a member of a UK registered pension scheme. • The tax advantages of pensions, now that the constraints on getting funds out after the age of 55 have been more or less removed, mean that they should be a basic part of most higher rate tax payers strategy. • Pension savings are also an Inheritance Tax (IHT) protected pot, outside of your estate for IHT purposes, and which can now be passed down the generations. Who can open a Help to Buy ISA?
Over the last few years there’s been no shortage of government schemes to help first-time buyers. From Help to Buy equity loans and mortgage guarantees to Shared Ownership, there are certainly plenty of options for first-timers looking to get on the property ladder. And last month, Chancellor George Osborne used what could be his last Budget to announce the government’s latest initiative to help buyers – the Help to Buy ISA.
The accounts will only be available to first-time buyers.
Who will offer Help to Buy ISAs? The ISAs will be offered through banks and building societies and, come autumn, they will start to reveal the rates they’ll offer.
Do I have to buy a new-build? No. Help to Buy ISAs can be used to buy any property.
How does it work? Can I open a cash ISA as well as a Help to Buy ISA?
Under the new scheme would-be buyers will open tax-free savings accounts called Help to Buy ISAs to save for a mortgage deposit. You can deposit an initial £1,000 and £200 a month thereafter. The government will then give you an extra 25% on top when you come to buy a house. So for every £200 you save, the government will give you £50. The maximum ‘bonus’ the government can give is £3,000. To get this you’d need to save £12,000. The bonus is available on homes up to £450,000 in London and £250,000 outside London.
If you open a cash ISA or put money into an existing one you won’t be able to take out a Help to Buy ISA in the same tax year, meaning you’ll have to wait until next spring.
What are the downsides? One criticism of the scheme is that, with house prices rising, it’s likely that the amount needed for a deposit will be much higher than £15,000 (the maximum you can make with the Help to Buy ISA, including the government bonus). However, there’s nothing to stop you from saving more in another account and, if you’re buying with your partner and he or she is also a first-time buyer you can both take out Help to Buy ISAs and benefit from a £6,000 bonus from the government. It’s worth noting too that the Help to Buy ISA can be used in conjunction with the other Help to Buy schemes meaning would-be buyers can use the ISA to save for a 5% deposit.
When will Help to Buy ISAs be available? Help to Buy ISAs will launch in the autumn and will be available for four years. Once you have one you can keep it for as long as you like. However, with the General Election just weeks away, whether or not the scheme sees the light of day will depend on what happens on May 7.

HELP TO BUY EQUITY LOAN & MORTGAGE GUARANTEE The Help to Buy ISA is the latest government initiative aimed at helping first-time buyers to get a foot on that elusive first rung of the property ladder. But how does it compare to the original Help to Buy Equity Loan and Mortgage Guarantee schemes? Help to Buy was launched in 2013 and consisted of two separate parts. The first part allows borrowers to receive an equity loan from the government to help towards their deposit. Available for new-build properties only, buyers can borrow up to 20% of the value of the property meaning they’ll only have to put forward 5% in order to access cheaper mortgage deals. The loan is interest free for five years after which it will have a rate of 1.75% a year, rising annually in line with Retail Price Index inflation plus 1%. Landlords in Liverpool must now apply for a five-year licence for each of their properties or face hefty fines, following the launch of the city council’s controversial landlord licensing scheme. Under the scheme, which came into effect on 1 April, landlords must have a licence for each of the properties they own. Before they are granted a licence landlords will have to meet strict criteria set by the council while properties must meet fire, electric and gas safety standards and be in a good state of repair. Licences will cost £400 for the first property and £350 for each additional property. Meanwhile a rate of £200 per property is available to members of the CLASS Accredited Landlord Scheme and other organisations that opt to enter into the council’s co-regulation initiative. Though no organisations have been confirmed as co-regulators as yet both the Association of Residential Letting Agents (ARLA) and the National Approved Letting Scheme (NALS) are rumoured to be in talks to do so. Steven Latham, managing director, Concentric Property (a member of ARLA) says: “When landlord licensing was first announced we thought the charge being proposed was excessive so we’re glad to see it is now £200 for accredited agents. As ARLA-registered agents all of our properties are professionally managed.
“For the past few months we have been giving out regular updates to our landlords but we are still fielding enquiries from those who have only recently been made aware of the scheme. There are landlords who may not be living in the city who are unaware of the scheme and we’ve been advising them on the different aspects and potential scenarios it may bring. The fines for not having a licence can be up to £20,000.” Steven says he believes more landlords will now choose to use a property management agent. He says: “We as a company will act as the licence holder on behalf of our landlords, ensuring all licence conditions are adhered to. By choosing a co-regulated agent landlords can

No one wants to have rogue landlords in the industry or, by the same token, rogue letting agents. “I am pleased the council has listened to our insight thus far and I believe the meetings we have had have been very productive.”

INTERVIEW BY ABIGAIL WHITESIDE
You’re performing some of your work in the region alongside the Manchester Camerata Symphony Orchestera this month. What can people expect? You feel like doing a greatest hits thing suggests everything is over. What’s nice about it though, is we go from the first thing I did ‘The Young Americans’ and a song called ‘Playing Dead’ which I did with Bjork - right up to ‘Sherlock’ and everything in between. I’m hoping I can come back in 10 years and do more, just as long as I’m still working and people care. How has the show come about? Does it just seem like a good time to reflect on your work so far? I always think that when I’m not writing I’m wasting time, but somebody asked if I’d do a concert. I did one last year at the Royal Festival Hall in London and we had a great time. People were saying ‘why aren’t you playing anywhere else?’ so we’re doing more. It’s not to promote film or TV; it’s purely for the pleasure of watching an orchestra and playing music at an amazing venue. People recognise your music from films or TV. Have you had to re-work it a lot for a live performance? We tried to find stuff that’s representative of the films. We’re not using visuals and projections because it’s like having a TV on in the pub; no matter who you’re with, everyone ends up turning around to watch it. I’d like people to pay attention to the orchestra, they’re brilliant musicians. Hopefully it’s going to be fun more than anything, but in terms of re-jigging we’re not doing some of the electronic stuff in the films. It’s more of an acoustic set up, so with stuff from films like the Bonds and ‘Independence Day’, and also ‘Sherlock’ stuff, the whole thing is more of an unplugged version. You’ve worked on music for films and TV to theatre. Does each medium offer a different challenge? Ultimately, the job remains the same regardless of the moving images in front of you. For instance, I might do a $10m movie, then the next day a $100m movie, and the pressure that comes with spending more money on a film is rather large but the job effectively remains the same. I have to find musical solutions to a problem put in front of
me when the film plays and that has never really changed. How does the process of making a soundtrack actually work? Does seeing the film provide all the inspiration for the music? The most informed thing you’ll ever do is watch the film and that will present problems that need sorting. You can sort them alongside the director and producers with discussions like ‘what do we want it to say?’ and ’what do we want the audience to feel?’, and then you get a sense of what that is. The tricky bit is writing it because you need to contextualise what this music is going to be and how it’s going to sound. For example, is it going to be rock and roll or orchestral? Is there going to be a big or small orchestra? You have to present these things to people as a solution to the problem and what the film score is going to be, how it sounds and why it sounds like that. As well as having images as an influence, do you have your own musical influences for your work? Ever since I’ve been writing I’ve been listening to very little, and I think that’s bad. In my kitchen I listen to talking on the radio because I can’t really stand listening to music if I’ve been writing all day. Sometimes I stick a record on and listen to some new and some old stuff. You don’t want to spend your whole life listening to things you already know, so I’m trying to listen to new things and not do anything other than realise there are people doing amazing things for music and it might be something that inspires you to do something yourself. You’ve worked with lots of influential artists, like Massive Attack and Bjork. Is there anyone you’d still like to work with? There are genre creators and innovators of all sorts of rules, it’s very exciting. The interesting thing about film is that it’s mostly conventional at times, and it’s a convention borne out of the fear of being different because different might mean countless box office failures. It’s a security blanket and there’s nothing wrong with that but you can’t stretch your wings as far as you may wish to. I understand those restrictions are there and that’s a big part of the challenge to write the music, but you feel when you work with someone who is, I guess, purer in the way they create, perceive and perform, that you want to up your game. I wouldn’t want to play anything that I wouldn’t want to show to people I admire, so I try to keep those people in mind when I’m writing in the hope of not embarrassing myself if they ever walked in.
In terms of your work, are there any new directions you’d like to go in? I wouldn’t go and see a horror film as I think it’s more often teenagers who enjoy those, but I’d do one because I’ve never done one, or a country and western. I like a good tragedy; the darker keys, the approach to the melody, the yearning and the pain. I like all of those things but I’d never really choose to see one - I tend to edge towards sillier films because I don’t want to think about things too much. It comes down to work mostly, because I have to analyse a lot of things. I like films that let me vegetate in front of the TV and then I don’t think about them again, it’s slightly meditative. Looking back on your work, do you have a standout career moment? I always think of these things retrospectively because when you’re there it never really feels standout, it feels normal. The opening for the first ever film I did was good, and I think winning a Grammy was good but it didn’t feel like anything out of the ordinary at the time. I was recording with Iggy Pop the day after! I went in a limo to the Grammys, won and then rang my mum and dad and told them - I remember that distinctly. I got an Emmy the other week and a few nominations. Then there’s the opening night of a West End musical, or your first Bond film, and these are all incredible things but I’m sitting in a dark room on my own most of the time. Once a year these things happen and that’s pretty good. There was also the Olympics, pressing go on a Sunday night and all of a sudden you’re live to billions of people. When you’re there it’s kind of like ‘oh I’m just doing this now’, but the other good thing is nobody knows who you are, mainly because composers are mostly behind the camera. I could be in the cinema watching a film I’ve done and nobody knows who I am, and I could probably walk on stage and they wouldn’t know! It’s an interesting dynamic. What are your plans beyond your forthcoming shows? Another ‘Sherlock’, which is a special. Michael Price and I compose those together so we’ve started on that. Then Charlie Higson has written a new version of ‘Jekyll and Hyde’ and I’m doing that, and I’m also doing a feature film starring Michael Douglas and Noomi Rapace called ‘Unlocked’. I am looking to start writing another musical too. I loved doing it so much I really want to do another one!

MAYA EXHIBITION SET FOR AN EXCLUSIVE UK SHOWCASE IN LIVERPOOL
Dazzle Ship takes to the River Mersey The Mersey Ferry given a ‘dazzle ship’ makeover by Sir Peter Blake, the artist behind the Beatles’ iconic Sgt Pepper album cover, is now in service. The Snowdrop has been repainted in the dazzle camouflage design following last year’s commemorations of the start of World War One. The colourful patterns were originally painted on wartime ships to dazzle enemies and make seeing the size, shape and direction of travel more difficult. Named ‘Everybody Razzle Dazzle’, the pop artstyle ferry has entered service carrying passengers on the River Mersey and will take part in the city’s One Magnificent City celebration in summer.

Sir Peter Blake says: “I’ve had a long association with Liverpool over the years and I’m honoured and excited to have been asked to design a dazzle image for the iconic Mersey Ferry. This has to be my largest art work to date and it is very exciting to see how the painters at Cammell Laird have executed my design.” Liverpool Biennial, The First World War Centenary Art Commissions and Tate Liverpool commissioned the artwork, in partnership with Merseytravel and National Museums Liverpool. The design was completed at local shipbuilder Cammell Laird before it made its Mersey debut.

A
n exhibition uncovering the hidden treasures of the ancient Maya will make an exclusive UK appearance in Liverpool this summer, as part of the 2015 ‘Year of Mexico in the United Kingdom’ and ‘Year of the United Kingdom in Mexico’. The city’s World Museum will be the nation’s only destination for the ‘Mayas: Revelation of an Endless Time’ display, which will be open from 19 June until 18 October. Promising an illuminating journey to an age of majestic warriors, astronomy and learning, shamanic rituals and human sacrifice; the exhibition will showcase 385 objects from museums and historical sites in Mexico including sculptures, funerary masks and jewellery. Steve Judd, director of World Museum, says: “It’s a great honour to have ‘Mayas: Revelation of an Endless Time’ coming to Liverpool. The ‘dazzle ship’ style Mersey Ferry is now in service
CONSTELLATIONS TO HOST SIMPSONS EVENT Baltic Triangle venue Constellations will launch its first art exhibition with a fun look at the world’s favourite cartoon family, The Simpsons. Bringing together a host of artists, DJs, writers, tattooists and more, No Homers Club will feature art displays and interactive activities based on the TV series. A launch night on 17 April includes a bespoke donut stand from Albion Bakehouse, a Flaming Moes bar, burgers and other food, a one-off craft beer and giant murals. Guests will also be asked to draw character Milhouse from memory, with some set to feature in a book based on the event. The launch night will be followed by Simpsonsthemed activities such as screen printing workshops and a print fair taking place on 18 and 19 April respectively, as the Greenland Street event space launches as an exhibition venue for the first time.

Neighbourhood Café is a friendly and bustling South Liverpool eatery offering quality Parisinspired dining. And if there’s one thing Parisians love it’s enjoying a daytime coffee and snack with their beloved dog in tow. The café serves specials every month, and is a welcoming venue for you and your dog to take a rest after a long walk.
EPICURED Gradwell Street, L1 Located in the shadow of the Penelope sculpture, a collection of coloured balls on winding poles that look like pop art flowers bursting from the ground, Epicured is one of the newest eateries to grace the bohemian Ropewalks area. The restaurant itself can be found in the Wolstenholme Square area, among bearded barbers and graffiti-clad chicken joints, and is the latest sign of green shoots of regeneration in the often-overlooked square. On one of the first Saturdays of spring myself and my dining partner headed to the compact little diner looking forward to a promise of quality cured meat, cheese and local tipples. We certainly were not disappointed. Epicured is an intriguing place. There are vast bundles of ham hanging above the counter while arty décor includes a giant bull’s head, a fairy light-clad tree sculpture and even a wall of denim jeans. On one wall a video of a scooter being driven through New York clashes with industrial-style pipes on the ceiling. It would be easy to think this mish-mash would be overwhelming but the family

team behind the venture clearly has an eye for design and it, somehow, works. The interior feels comfortable, unique and effortlessly trendy – a restaurant that genuinely belongs in the Ropewalks area. But where it really stands out is the food. There’s a simple menu of ‘picnic blocks’, which offer a smorgasbord of cured meat, fruit, nuts, spreads and other treats. Sandwiches and breakfast options are also available, but we dived straight in to the preselected feast. We opted for the vegetarian option (£12.95); chargrilled aubergines, courgettes, sweet peppers, pan-fried halloumi, feta, houmous, and various pickles and nuts. Every item was carefully considered to complement the rest and with delicious fresh bread – including a wonderful slice infused with saffron – the freshness and flavour had heads turning as we tucked in at our window seat. We also ordered what our host suggested was the finest ham in the world, hand carved Jamon Iberico Bellota
(£8) from free range black foot pigs, which are fed only on acorns. The ham was deliciously rich and it too came with quality fresh bread slices. The food is generously portioned and even spending a lazy afternoon at the venue, we struggled to finish it all, ensuring value for money along with quality. The meal was washed down with the Baltic Triangle’s finest; Mad Hatter Brewery’s tasty Penny Lane craft beer, while a small jar of fresh popcorn delivered with the meal was a nice touch. Epicured is a friendly, welcoming hideaway that serves exceptional food at affordable prices. It stands out because of the sheer quality of the options on the lovingly-compiled menu and on this showing is comparible to more established city sharing specialists such as Lunya and Salt House Bacaro. Under the stalks of the Penelope sculpture, Wolstenholme Square is slowly blooming into life, and Epicured could be the best place yet to relax and enjoy the warmer months.

hen party was among more than 5,000 runners who braved the wet weather to take part in the Vitality Liverpool Half Marathon. For keen runner and bride-to-be Kerry Purvis, the challenge was the first of several running events she was gearing up to take part in during the five weeks before her wedding. Setting off from the waterfront’s Pier Head, the 13.1-mile route took in city landmarks including Albert Dock, Liverpool Cathedral and Sefton Park Palm House. The event, which has become the North West’s biggest half marathon since its launch in 1994, was won by Paul Martelletti from London who has also taken honours in the Brighton and Bath stages of the Vitality Race Series. He completed the run in one hour and eight minutes. Organised by BTR Liverpool, this year’s half marathon attracted nationwide participants as well as runners from 15 overseas countries.
