WOOLTON LANDMARK BRINGS HOUSING POTENTIAL AT PROPERTY AUCTION The Grade II-listed Woolton library building is expected to be a highlight of Sutton Kersh’s October auction, as it offers potential for a residential conversion. The vacant sandstone building – a local landmark – is one of 80 lots going up for sale at the 29 October event at Liverpool city centre’s Marriot Hotel. The property, which could see a change of use subject to planning consents, is also one of several period lots going under the hammer at the forthcoming sale. Initially aimed at giving lower to middle-income families a helping hand onto the housing market by offering them the chance to buy a stake in their home, today, many now see Shared Ownership as the easiest route onto the housing ladder. As Shared Ownership Week draws to a close we take a look at the scheme in more detail.

HOW IT WORKS Shared Ownership is a scheme offered by a number of housing associations, whereby you purchase a share in a property - anything from 25% to 75% - then pay rent on the outstanding share. As the rent is subsidised, and the mortgage needed is smaller, it’s often far cheaper than buying a home outright. The majority of Shared Ownership schemes give the option for the applicant to own 100% of the home further down the line – this is commonly known as ‘staircasing’. “Shared Ownership is helping people become homeowners at a lower initial cost, with 41,000 new homes delivered through Shared Ownership since 2010,” says a Department for Communities and Local Government spokesperson. WHO’S ELIGIBLE? Anybody who has a combined household income of £60,000 or less can qualify to buy a house through the scheme. Alongside this, prospective applicants need to be either a first time buyer, or a previous homeowner who cannot afford to buy a home presently. Alternatively, you are also eligible if you are currently renting from a council or housing association. THE FIGURES Lets take a look at a real-life example of how much a Shared Ownership scheme could cost you, based on purchasing 25% of an average property in Liverpool. The average price of a home in Liverpool comes in at £142,592 – if you were to purchase 25% of a property such as this through Shared Ownership, you would need a minimum deposit at 10% of £3,564. This would give you a mortgage of £32,083, with monthly payments of £193. Your monthly rental payment on the remaining 75% share would be £245 – giving you a total monthly cost (minus service charge) of £438. If, after 12 months of owning 25% of your

property, you wanted to take on a further 25%, bringing your total ownership up to 50% you could do, for an extra £84.86 per month. This would bring your total monthly cost up to around £522.86. Angela Kerr, director of HomeOwners Alliance, spoke to us about the benefits, along with some potential pitfalls of Shared Ownership. “Shared Ownership is a great way of getting on the property ladder for those who can't afford to buy on the open market,” says Angela. “But we hear of a lot of common problems from homeowners once they move in. “Shared Ownership schemes are provided by housing associations or private developers and the details, costs and restrictions involved vary by provider. So you must research each one on its individual merits and read the small print of your lease. “For example, are there any restrictions when it comes to buying a greater percentage of the property? Are there any restrictions when it comes to renting the property out or renting out a room? Equally important is finding out as much as you can about maintenance charges, and asking how more significant costs e.g. repairs to the roof, will be paid for.” David Robinson, marketing and communications officer at Riverside Home Ownership, says Shared Ownership bridges the gap between renting and buying and reaches out to prospective home owners who may be looking for a more affordable way of getting onto the property ladder. “In the current climate, the idea of owning a property seems out of reach for many but Shared Ownership provides an alternative for first time buyers, in particular, who need a helping hand,” he says. “A smaller share in a property means a smaller deposit at the outset and this is what makes it stand out as an excellent affordable option. Shared owners can purchase a share which suits them, safe in the knowledge that if they want to increase their shares and own more of the property in the future, they’re able to do so!”

INTERESTED IN BUYING A PROPERTY THROUGH SHARED OWNERSHIP? HERE ARE SOME TIPS TO HELP YOU Don’t be too restrictive in your choice of area. While there are plenty of Shared Ownership developments in the city, if you are too specific about the area you want to live in you may be disappointed. Be willing to stretch the boundaries of your search area a li le. Be prepared to join a waiting list. If you qualify for Shared Ownership you may need to wait a li le while as some properties are reserved for essential workers such as police officers, teachers and MOD personnel. Keep that score up. If you have a low credit score you may find it more difficult to get accepted for Shared Ownership.

Renovation and development of the home has become a staple of the 21st Century. So what can you do to make your home more spacious and valuable no ma er the size of your abode? A general starting point here is the rule of light. Light affects and interacts with everything from colours and carpets to furniture and fixings. However there are a number of other tricks you can employ!

COLOURS Monochromatic colours are the bread and butter of the illusion of space – white and bright colours means larger rooms and more space whereas black and dark colours shrinks a room to feel smaller. This is the cheapest and easiest way to “open up” your home and make it appear larger than it is. The use of monochromatic colours – or scale of colours – allows the eyes to move easily around a room without obstruction while different tones and values will add depth interest to any space. Strategic painting is another trick, such as wall colours the same as your floor borders so the meeting-edge is less noticeable. Painting the wall colour up to or onto the ceiling will make walls appear taller in the process by blowing-out the corners. Tip: Avoid using the same colour for everything – no single tones or white-outs!

STRIPES Stripes can be another cheap option to optically stretch a room – much like a striped shirt can a person – either vertically or horizontally. Vertical stripes are more likely to work as it will give the impression of more ceiling space and therefore more air and light.

FLOORS They may be overlooked and walked-over – literally – by some but flooring is a great way to make your home feel bigger with unified flooring. The flow of continuous flooring will again fool the eyes into thinking there is more space than there is – making a room or series of rooms appear larger. Having one style flooring meeting another not only interrupts the eyes but the flow. Avoid patterned floors and carpets as this will make the room feel cluttered when combined with any furniture and fixings you might add although vertical stripes will work. “You can create a spacious effect by combining a sober and pale floor against light walls,” says Paul Conboy, director, Beers Timber & Building Supplies. “Lighter and cooler colours will make

the room seem larger. Dark and warm colours make the room smaller and cosier.”

MIRRORS Mirrors are a great way to add space and light. Individual or floor to ceiling mirrors work as well as each other to reflect light and make even the smallest of rooms feel more open as well as showing off an area of the room you always wanted. Tip: Think about the area of the room you want to reflect before hanging or installing anything.

FURNITURE Furniture that is solid, heavy and skirted i.e. that meets the floor, takes away space and light so is therefore an instant rejection for expansion. Raised, clear or visually light-weight furniture will instantly make a room appear larger with more air and light purely down to the fact that you can see more of the floor.

LIGHTING Artificial lighting can play an instant role in the size of a room by its level. The lower the light – ideally floor, table and eye-level – the better because this avoids shadows which can shrink the size of a room. A neat trick for curtains is to have an oversized curtain rail that goes beyond the size of the window, making you believe a window is bigger than it is.

LESS IS MORE Dealing with clutter is the one of the best and often most overlooked ways of expanding a room’s size. The less cluttered a space is, the more appealing to the eyes it is – if it’s not needed or it’s unnecessary, take it down.

ADDING VALUE The sure-fire ways of adding value are the usual suspects; bathroom and kitchens with loft conversions another popular way of adding value and space without extensions and, for the lack of legal hick-ups, planning permission. Loft conversions do not require planning permission as they are within the current structure, as defined in the Permitted Development Rights, however windows facing a highway will need permission and be obscureglazed. The benefit is that you gain added room space without the costly need of an extension with the main cost coming from the insertion of stairs. Basements are the same as lofts with no planning permission – but ask yourself first,

why do I want to renovate the basement? Movie rooms/cinemas, games rooms, wineries playrooms and utility rooms are all common uses. Be careful before starting such work as geological and constructive factors about your home can inflate prices. Tip: Protection from damp and leaks is paramount with the room sunken into the ground. Kitchen and Bathroom renovations remain an essential part of home improvement and will instantly add value to any home no matter the size of either room. Bathrooms by DAC says choosing a light tile colour and sink installation while keeping it far less cluttered, expands the space. A spokesperson says: “Kitchens and bathrooms are the two main things in home development – the main ones. “Depending on how much you want to spend, it can be £2,500 - £4,500 and can put anything from £10,000 to £15,000 value on a home. “Beyond the kitchen and bathroom, the outside is important. It’s all about first impressions.” Tip: For added illusion of space in your bathroom, use a glass partition instead of a shower curtain for natural light and air. The smallest, but often best and cheapest renovation, is under-stair space (we’re not saying put a Harry Potter-style bed here – only if you really want to) but moving a toilet here can save space elsewhere and is comparatively cheap. With all of these ideas, your home will be more spacious than ever.

How do you feel about the Weeping Window moving to St George’s Hall? I’m semi-excited to be truly honest. It’s the only kind of environment where you can go up and touch it. How did you come up with the concept of creating a sea of poppies? In 2012 I came across a living will from a lady who’d fought in WW1 and didn’t survive. Every 100 years these things get released, it was just serendipity that I got that. Then I came up with the idea of making a Canadian poppy to celebrate everybody’s life who fought, for our side, in WW1. It basically came from there. The Tower of London, how did you manage to get that as the location? At first, I rang around everybody - all the parks in London. When I rang the Tower of London, by some very strange coincidence, my name was the same as the man who answered the phone to me. From that point on I just started talking and didn’t stop until they told me to come in and have a chat. A few weeks later they said yes. Then I found the money to make the poppies and put them in. It was all strange. It was meant to be if I’m honest.

Of all things, why choose flowers? My family were very keen on gardening and botany, it was something we could do together to relax. I got into making flowers from there and over the years I’ve realised that flowers do actually mean things to people, even the smell can drag you back to your childhood. They just evoke so many memories – I try to bring that out in what I do. Let people think what they want to. I don’t like telling people anything, as long as they can see it and have an emotional attachment to it I’m happy.

Why do you think so many people responded to Blood Swept Lands and Seas of Red in the way that they did? I don’t like telling people what things are and when people see one flower for one person, you just don’t have to explain anything to them, to be honest. People just came and found out that sometimes you can talk to strangers better than your family about things like this. The tower sort of became this space where you could just talk and get to know each other. Social media was such a massive player in this – it went all around the world. It was getting billions of hits a week

How does it feel to know that one piece of your work has touched the lives of so many people? I probably haven’t realised it yet and I probably never will. I just love the idea that you could stop there and think. One week was quite funny, everything got really mad, I think we had 500,000 visitors in one week. Everything in London just stood still – for me that’s probably what made it. Everybody had to just stop and just talk to each other and think. A lot of people just don’t do that anymore. That’s why I think Liverpool might be a really good spot for it because you actually do talk to each other in Liverpool. As a large city you’re quite vocal and that’s going make it quite interesting, I think. It must be unusual to see the segments of the sculpture on their own. What is it like to have them moved around separately for people to see? Each location looks totally different. There’s a brilliant rigging crew that goes along with everything and they literally put it all together – you simply say ‘Can you make it look like this’ and they just do it. Everyone likes doing it. This has been a massive learning curve and a really good experience for me as I’m usually in my studio in Derby, just me, and I appear every now and then with work. This has been one of those things where I can actually talk to people and for me that’s probably what I needed. It didn’t belong to me in the end it belonged to everybody else and as they’ve made it look different and done what they wanted to do with it. Everyone’s come into their own ownership of it. Are you working on any specific projects at the minute? I probably shouldn’t say… but I am working on a project for Cancer Research UK. It’s with a specific flower but I’m not allowed to say any more than that. It will be here in 2017. I never could have imagined that people would take to my work as they did. I’m going to see what I can do because I’ve always attached myself to a charity to give the profits to and I’m interested to see how this one goes.

When I heard that the café at Tate Liverpool had transformed itself via a ‘dazzling’ makeover from Sir Peter Blake, the godfather of British pop art, I had my reservations – a gallery café, is a gallery café, after all. However, Tate Liverpool is no ordinary gallery. My dining companion and I were directed to a small table over by the vast wall of glass, overlooking the docks – perfect for a spot of people watching in the afternoon. For once, I was more taken with absorbing the new décor rather than by burying my head in the menu to see what culinary delights await me. There was certainly a lot to take in. The room itself is light and bright, broken up by a few huge pillars which hark back to the dock’s former life. It really is an impressive location. As promised, Sir Peter Blake’s new artwork (the motif echoes that of the Everybody Razzle Dazzle design which adorns the Mersey Ferry) injects a burst of energy and colour into the whitewashed café. The new wall installation is particularly impressive, as are the maritime flags which hang from the ceiling. It certainly feels like an artistic and progressive space. Suitably impressed, we returned to the menu. There was a good range of

food on offer, with a selection of sandwiches for fleeting visitors, as well as a substantial hot food menu. My friend, of the herbivore variety, was pretty pleased with the vegetarian offerings – no falafel or bean burgers in sight. She opted for the marinated mixed beans with tomato and basil croquettes and crispy vegetables (£7.25), served with hand-cut chips to boot (an extra £2). It sounded very promising. I thought I’d try the special: penne pasta in a chive sauce with bacon breadcrumbs (£7.95), with the chives having been grown in Tate’s own garden, the waiter assured me. The food arrived and looked magnificent; the mixed bean salad, especially. I thoroughly enjoyed my pasta, the chive sauce was very tasty and the salmon fresh. I had been unsure of how salmon and bacon would work together, but the saltiness and crunch of the bacon was the perfect accompaniment. I polished it off in no time. Alas, the same cannot be said of the plate of beans which sat in front of my friend. Expectations were high for the dish which, at first, looked exciting and the first few mouthfuls were delicious. But it soon got boring.

Aside from the croquettes (all two of them) the dish was essentially a gigantic pile of well-seasoned beans - a sorry sight after the garnishing had been eaten. But don’t run away just yet. What we experienced next were the best chips of our lives. So chunky they could have passed for roast potatoes, they were cooked to the perfect crisp to fluff ratio, and boasted the most flawless golden hue of the classic chunky chip that you could ever wish to see. Needless to say, I will be sampling them again. Our dining experience was completed by the delicious tea (£2.15 a pot) and cake (£2.80) which came next. I picked chocolate cake, naturally, and my friend the carrot cake. Both were scrumptious – fresh and baked to perfection. The loose leaf tea was a pleasant surprise, a far cry from the standard cafeteria cuppa. A perfect location for a quick and reasonably priced lunch served with a smile, after a spot of culture in the gallery - not particularly a dining destination, though. I’ll be going back again, for the chips if nothing else.
