ationally housebuilding is said to be bouncing back with levels seeing their steepest rise in decades, and it’s a boost to the industry that hasn’t passed Liverpool and wider Merseyside by. Figures focusing on 2014/15 from the Home Builders Federation (HBF) show a 25% rise across the country, with Liverpool itself seeing 1,500 net additions compared to 1,000 the year before. Such a contribution has enhanced not only the number of house building jobs but also the wider community and economy, although HBF data highlights there is still a way to go before “enough” homes are being built across Merseyside, therefore allowing the county to reach its full potential.

“The house building industry contributed 7,482 jobs, £2.7 million towards education, £17m in tax contributions, 400 affordable homes and payments of £38.5m to local authorities for further provision of new affordable homes,” according to the HBF’s Merseyside research, although it adds: “If Merseyside were to build enough homes - that being an additional 1,393 - the industry could contribute an extra 5,991 jobs, £2.2m towards education, £13m in tax, 320 affordable homes and payments of £30.8m to local authorities for affordable homes.” So how is this increasing number of properties being supplied in the region, and what steps can be taken to further achieve housing goals?

the fall and riSe of Small BuilderS Smaller to medium-sized housebuilders had been considered as a source of significant housing supply before experiencing a ‘collapse’ in recent decades and particularly during the latest recession. The HBF says their struggle was a consequence of “increasing complexities of the planning and regulatory systems and more recently because of [smaller housebuilders’] inability to secure finance”. However the improving economy and new measures of support for SMEs are said to be helping this section of the industry to return to form. For instance, in July 2015 the government matched a £50m investment from Lloyds Banking Group to create a £100m Housing Growth Partnership which would recognise and support the role of small builders – the number of firms building between one and 100 units a year. A number of small to medium housebuilders are currently active in Merseyside, including locallybased Forth Homes, which has just completed its inaugural year in business and has delivered or commenced construction on more than 30 units across the North West. Hailing 2015 as a “great first year for Forth Homes,” the growing firm has set a target to increase its number of units to 100 in 2016 and 250 in 2017. “The areas we develop in are carefully selected and the house types we build are designed and tailored specifically to suit the demographic, which in turn results in high demand,” says a spokesperson for the developer. Meanwhile Sandy Kelly, head of the governmentappointed Help to Buy North West, suggests small developers – this time defined by those building less than 40 units – are currently making a substantial contribution in the Liverpool region to new-build homes being offered through the equity loan scheme, enabling buyers to purchase a new property with a 5% deposit. “We work with a wide range of housebuilders in the Liverpool area and small developers make up around 40% of that total,” she says. “Since the Help to Buy equity loan scheme started we have seen a significant increase in the development of good quality housing in Liverpool and some sites are of significant scale over a number of phases. “There are a number of sites being developed on former local authority land which cater for a range of purchasers from first-time buyers through to large family housing. Sandy believes the Help to Buy equity loan will continue to be an “impetus for housebuilders of all sizes” to bring forward developments until 2020.

Speaking volumeS Whilst small housebuilders are growing, volume builders are continuing to dominate Merseyside’s supply of homes with several gearing up for increased activity in 2016. For example, Redrow completed 120 homes in the Liverpool region last year and is expecting to increase its delivery to around 146 over the next calendar year. Executive homes are said to have been a driving force for the developer’s latest schemes, with four-bedroom detached properties particularly prompting demand, and it’s a property type which the firm says the Liverpool market had been lacking in. “There’s been a shortage of this type of property in recent years and people have often had to look outside the city to find a home,” explains Redrow development director Faye Whiteoak. “However, we are seeing people moving back to the area as we build more of these family homes. “Demand is so high for one new development of 21 homes - Knights Park in Woolton - that we have over 250 people who have already registered an interest before its launch in spring. That’s around 12 people for every home being built.” The Knights Park scheme is lined up as the first to get underway in 2016 via the Liverpool Housing Partnership – which will see Redrow and partner Liverpool Mutual Homes (LMH) work in conjunction with Liverpool City Council to address requirements around the city with an aim of creating 1,500 brand new homes and bringing 1,000 back into use.

Fellow large-scale housebuilder Countryside has also worked with Liverpool City Council during 2015, when it delivered 244 new properties at its NGV Liverpool and Queen Mary Place schemes in the city. “There’s a real demand for high quality and affordable homes across Liverpool and continued investment is vital not only for local residents, but also for the wider community,” says Peter Vella, the company’s regional sales and marketing director. “The next year will see significant investment into Knowsley, with the launch of five new Countryside developments which, once complete, will bring 583 new homes into the borough, plus an additional 100 new homes at our existing developments.” The housebuilder is projecting that 149 of these Knowsley homes will be finished in 2016 at the new developments.

keep on growing Moving forward, how can small to medium housebuilders continue strengthening their area of the housebuilding sector and increasing its contribution to the supply of homes? According to Forth Homes, further land opportunities being opened up to such firms by local authorities which have often worked with volume builders could be key. “The opportunity to acquire such land would allow local housebuilders to grow and offer new housing stock to the market,” says a spokesperson for the firm. “Affordable housing requirements stipulated by some councils on low market value sites are hindering developers supplying more units to the market as it can destroy the viability of many schemes, and have a negative impact on the regeneration of local areas. “We believe that the government recognises that this is a problem and as such there is talk about helping developers build more units by introducing ‘starter homes’. We look forward to hearing more about this and are confident it will offer some promising opportunities for us and other medium sized house builders in the future.’’

Pensions down the generations Q: My wife and I were pleased to learn of the increase in the Inheritance Tax (IHT) nil-rate band for couples to £1M. This should benefit our children as our combined estate, including the main residence, is around £850,000. We’ve also got several frozen personal pension pots. If we’ve not used these by the time of death, can our children benefit instead? A: Yes. There’s now unprecedented scope to pass down unused pension pots tax-efficiently. Plus, beneficiaries can themselves nominate successors, who could benefit if unused funds remain in the personal pension upon their death. And so on, and so on. The increased opportunities for passing pension wealth down the generations have been complemented by the removal of a ‘sting-inthe-tail’ of the previous rules, where beneficiaries wanting to draw an inherited pension as a lump-sum could find it taxed at 55%. Now, where the member is under 75 on death, it should be paid tax-free. With the much-vaunted new pension access freedoms stealing the headlines, the new succession rules have somewhat slipped under the radar. However they could transform how pension funds are perceived. No longer simply a means of providing income for life, for some they’ll become a tax-efficient family succession planning vehicle. Q: Is there anything my wife and I need to do to ‘future-proof’ our personal pensions, given they could eventually pass down the family? A: Yes. You could each complete an ‘Expression of Wish’ form for any personal pension held. You can nominate your preferred beneficiary(ies). The pool of allowable beneficiaries has expanded, so be vigilant in reviewing nominees; after all, your circumstances and those of your loved-ones could change. Finally, a close inspection of your frozen personal pensions may reveal that they haven’t ‘caught-up’ with new flexible access rules; providers are not obliged to offer new access flexibilities on old plans, so it may be sensible to consolidate the different pension pots into a new, modern plan. This provides an opportunity to bring your nominees up-to-date, too. Pensions being pensions, it’s important to seek advice before acting. NEWS Auctioneer’s 2015 total nears £40 million Sutton Kersh generated almost £5 million in property sales during its final auction of 2015, bringing its end of year figure near to £40m. The firm’s December catalogue featured a mix of 88 residential and commercial lots, with bidding said to be “fierce” on a number of offerings when the sale took place at Liverpool city centre’s Marriot Hotel. With the final total expected to rise, Cathy Holt of Sutton Kersh says: “Sales for 2015 have been really strong and this is a good indicator of how the city region property market and property values are performing.” Among the highlights at the latest event was a period property on Knight Street in the city’s Georgian Quarter, which went under the hammer for £270,000 - almost £100,000 over the guide price. DREAM TO MAKE THE TEAM A fully-qualified architect in Liverpool, James Tartt embodies the original Olympic spirit of amateurism by balancing competing with a full-time job. James is aiming for Rio having just missed out on London 2012 but is also returning from a lingering ankle injury that ruled him out for all of 2015. Could you tell us about your background? Once I had completed my studies and gained my architecture degree and Masters qualifications after six years of studying, I started to develop a burning desire to revisit my athletics journey. My first season back consisted of competing in local events and learning to enjoy athletics again. However, after 18 months of training I was back in the top 20 in the UK over 1500m and I found myself preparing for the Olympic trials for London 2012. How did you find the trials and how have you performed since? Unfortunately, I think the trials came around a little too quickly for me and I wasn’t as fit as I was going to be moving forwards. I was then injured for most of 2014 after a fall on my ankle in training and out for most of 2015 after a fall in a race on the same ankle. It’s safe to say I’ve not had the best of luck since 2012 and it has been very frustrating. I’m almost back to full fitness, relishing the 2016 season and fulfilling the potential I know I have. What is the journey for qualification like? Given that I’ve not registered a competitive time in the last 12 months, I will have to first obtain the Olympic trials qualifying standard before June/July 2016. This should be very much achievable as long as I stay healthy. The next step is then to get my times lower and get into fast races to achieve the necessary standards. I have the belief to mix it with the top guys, so it’s just a case of getting fit and getting fast now. Will this be your last time to try and qualify? As long as I continue to improve, I’ll continue to run competitively. Athletes such as Kelly Holmes, Helen Clitheroe and Jo Pavey are great examples of athletes who showed improvement well into their 30s. I believe if your mentality is right, you can still achieve your goals.

THE BIG ONE Anyika Onuora will head into her third Olympic games having now established herself as a top-class 400 metre sprinter after a transition from the 100m and 200m. In 2015 she was part of the bronze medal-winning relay team at the World Championships in Beijing and sees 2016 as her big year. Given the Commonwealth, European and World Championship medals in the last two years, are you in the prime of your career? I would say so, yes. I'm enjoying track and field more than when I did many years ago. I've gone from competing in mainly 100m and 200m to now establishing myself as a world class 400m runner. It hasn't been the easiest transition to make but it has been worth it every step of the way. It has also changed my outlook on running as well as the sport as a whole. What will make this year and the Rio Olympics special to you personally? My performances in the last two Olympics weren't great, especially London 2012 as I was dealing with the loss of my dad six months prior but I am now excited to see what I can do with another year under my belt of doing the 400m. I love a challenge so during the 2015 season I was able to become competitive with some of the world’s best. I could see my confidence was growing through each race; hence how I ran two personal bests at the Beijing World Championships. I would love nothing more than to accomplish my dreams and come home with an Olympic medal. How has being from Liverpool added anything to your personality and character as an athlete? Yes! All my teammates love the fact I'm from Liverpool. It makes me different from all the other athletes on the team as most are from down south or in London. They all say how friendly and chatty I am and that’s how most scouse people are. You’ve said Rio is your big one where you want to put everything together. How much are you looking forward to this challenge? I love that I'm able to do this job professionally and train for an Olympic Games, with Rio being my third games. I was used to training for the sprints but now I'm doing the 400m work with the combination of speed and it has definitely been a change but I enjoy it as every workout is different and it never becomes boring as my coach has me trying something new all year in preparation for Rio.

TRYING FOR A TREBLE After suffering a serious knee-ligament injury, Bianca Walkden came back in 2015 to win the gold medal at the World Championships in Russia. As European and world champion and on her Olympic debut, Bianca is the favourite for the gold in Rio and to hold the ‘big three’ titles, realising her dream. You were world champion in 2015. How do you feel about your achievement? I feel over the moon. It was the biggest competition that year and it was a massive opportunity for me to get myself back in the running for Rio. To become the world champion was amazing. What can you take from the past two seasons going into 2016 and Rio? I have learnt so much in how I fight and [calm my] mind because of my injury. I am definitely a lot calmer now and I have learned to just enjoy it. With your European and World Championship medals in the last two years, you are now on track to complete the big three. What would that mean to you? If I could hold all three titles it would be unbelievable! That's the aim so fingers crossed. Do you feel pressure as the favourite for Rio? I’ve learned to deal with pressure now. I will be going into Rio as world champion so I know everyone will be trying to beat me, and all I can do is take it as a positive or negative. Hopefully I take it as a positive and say bring it on! What will make this year and the Rio Olympics special to you personally? It would just feel like I have done what I wanted to in my life and achieved my dream. After everything I have been through with my injury it would be amazing.

SOLO GOAL Crosby’s Daniel Purvis is part of a Team GB gymnastics squad that is going places. Daniel helped the men’s team claim historic medals at both London 2012 and the World Championships. Individually, Daniel is determined to add the Olympic title to his World, European and Commonwealth Games medals. What personal experiences can you take from the London Olympics into Rio? How have you progressed since then? I came away from London 2012 with tremendous pride that I had played a huge part in the team winning its first Olympic medal in 100 years. I would have loved an individual medal also which is partly what has spurred me on towards Rio. I am a better gymnast now and I’m stronger. I have also matured mentally and, therefore, I’m able to compete better when under pressure. The GB gymnastics team is young. How far can it go over the next few years? It’s hard to imagine that a British team could ever challenge to be world number one but we’ve seen recently that it’s no longer a pipedream. Record numbers of youngsters are taking up the sport. National coaches are as good as any in the world and facilities are on the increase in most areas. The younger seniors coming through are better than us older guys were at that age. Seeing British teams regularly challenging for team gold could happen over the next few years. How impressed are you by the athletic talent from Merseyside in Team GB? Although I love representing GB and Scotland I am also tremendously proud to represent Liverpool and Merseyside and I’m always boosted by the performances of other local athletes. We seem to produce stars in so many different sports which says a lot for the region. I hope that one day I can get involved locally with young gymnasts in a way which helps them to push for Team GB places in the years ahead.

RETIRING AFTER RIO Martin Stamper just missed out on an Olympic medal in London and is hoping to enjoy 2016 more by relaxing and not being too focused on the gold. Martin intends to retire from the sport in 2016 and hopes to go out on a high, on the top step of the podium. You competed in London 2012 and just missed out on a medal. What experiences can you take from those games into Rio? I think [my aim is] to try and enjoy the whole experience a bit more. I was so focused on going for gold in London that I didn't feel I experienced as much as I could have. Obviously I will still be trying to perform to my best and hopefully achieving a medal but sometimes that happens when you are more relaxed. What will make this year and the Rio Olympics special to you personally? My aim has always been to go out on a high and retire after the Rio Olympics so it's going to be an emotional year for me one way or another. You’ve won medals at the World and European Championships. Can you take any experiences from them or are the Olympics too different? London 2012 was something I have never experienced before, being a home Olympics, and the support we had was unbelievable. Rio is going to be different and will probably be more like a World Championships or Grand Prix. There is a lot of athletic talent from Merseyside in Team GB, including Taekwondo. How proud are you about that? I am proud to be from Liverpool even though I have been living in Manchester for the last eight years and get a lot of stick from my mates. After London 2012 all the Olympians from Liverpool met at the town hall and were presented with an award. That was a great moment for me and the talent in that room was great. Has being from Liverpool affected your mentality for competition? I am a very passionate and determined person and that's one of the reasons why I have got to where I am today. Being from such a proud sporting city has definitely helped that.

ST LUKE’S

THE ROYAL COURT First opened in 1826 as Cookes New Circus - The Royal Court, as it became known in 1881, has been central to Liverpool’s cultural offering for almost 200 years. Some of the biggest names in show business graced its stage until the 1980s when it became a venue primarily used for rock concerts. In more recent years The Royal Court has become a platform for local productions showcasing the region’s own special brand of humour. Shows like ‘Brick Up The Mersey Tunnels’ and Willy Russell’s ‘Stags and Hens’ have been particular highlights. Efforts to transform the Roe Street site got underway in 2012 when Nobles Construction began 16 weeks of work that included the renovation of the art deco auditorium and creating permanent disabled access to the stalls area of the theatre. Split into four phases, phase two of the works has concentrated on the entrance and involved the extension of the building to fill the space occupied by the canopy. The Royal Court Theatre Welcome Project, as it is known, has been part-funded by the European Regional Development Fund and by a Liverpool City Council loan. Final snagging will take place this month. The third phase will see the opening up of the staircases and bar areas of the venue, creating a more inviting space for the audience and allowing the circle and balcony floors to be accessed by a front of house elevator. Phase four is arguably the most ambitious, and plans are in place for a Royal Court rooftop venue that will give diners and audience members breathtaking views across the city through the new Royal Court signage. The bar will be open throughout the week giving the theatre another welcomed source of income.

Standing on the corner of Leece Street and Berry Street, St Luke’s is a former Anglican parish church that suffered a direct hit from an incendiary bomb during the 1941 Liverpool Blitz. The resulting fire gutted the building, leaving it a burnt-out shell. It was subsequently left as a memorial to those who died, but also as a space for public events and exhibitions. Despite essentially being half a building - St Luke’s, or the Bombed Out Church as its known to most, has become a firm part of the cultural fabric of the city centre. The Bombed Out Church organisation has been running events and looking after the upkeep of the church since 2007. Earlier this year a consultation was launched by the city council into the future of the building following a commitment from Mayor Joe Anderson to keep it in public ownership and secure a viable future. Results of the consultation were published in November, with more than 6,300 taking part. The overwhelming majority of respondents were in favour of limited development of the building and a range of events continuing at the site. “We were very pleased with the consultation results but not surprised, although it is good to have something official which shows the support for carrying on with events,” says Ashley True, general manager of the Bombed Out Church organiastion, “It’s also great to see how many people answered the consultation. “It would be hard for them [the council] not to give us it back now following the consultation. We have the passion, we have the experience; it’s [St Luke’s] almost a living being and we know how to run the building.” Ashley revealed that he doesn’t expect St Luke’s to be handed back into its control “any time soon,” adding: “More structural problems have been found, but they can be fixed – we certainly expect to be back sometime next year.”

THE MERCHANT Very few people will think of William Shakespeare when they hear the name Prescot. However, this small town north of Huyton, does in fact have a number of links with the famous Elizabethan bard. The only freestanding, purpose-built Elizabethan era playhouse outside London existed in Prescot during the 1590s and Shakespeare himself stayed at Knowsley Hall during the Great Plague. There is also evidence to suggest that Shakespeare supervised the production of some of his earlier works at the Knowsley playhouse. In December 2014, The Shakespeare North Trust presented plans for a new playhouse, which included a cockpit theatre and followed designs first drawn up in 1629. Central to the proposal is an

education programme, with the facility also aiming to become a major attraction for tourists and a place for artistic minded people to collaborate and perform. Planning for the theatre was first expected in January 2015 but failed to materialise, however as this issue of Your Move goes to press, an application is now imminent according to Stuart Barnes, head of planning at Knowsley Council. Stuart adds that the project is “closer and more tangible than it ever has been” and that “Shakespeare North has the potential to bring massive regeneration to Prescot and be a real game changer.” If planning permission is granted, work on the 350-seat 30,000 sq ft playhouse could begin in early 2017.

Based on the site of former city centre favourite MelloMello, The Merchant is a soon-to-beopened music, food and arts venue that aims to become a new cultural hub in the Ropewalks. Brought to you by the same team behind nearby late-night haunt The Shipping Forecast, and drawing influences from London-based venue Street Feast Hawker House, The Merchant will have a street-level Scandinavian-feel café-bar with a multi-use event space on the first floor. An extensive garden to the rear will be home to an array of street food vendors throughout the year. Work is currently underway on-site and as coowner Lewis Boardman explains to Your Move, plans for the layout and look of the venue are constantly being altered. “Things are always changing, the building is telling its own story as we continue to strip away and find previously hidden features such as fireplaces and pieces of artwork,” says Lewis. Restoration work also uncovered an old coal shed in the garden, which will form part of the garden bar.

We’ve rounded up some of the city’s best opportunities to enjoy a wallet-friendly feast throughout the first month of 2016.

A SWEET DEAL Rumi by Bukhara, Mount Pleasant Take a brief break from the January health kick to enjoy a sweet treat, as this Indian eatery throws in a complementary dessert with a three-course meal.

BRAZILIAN BARGAIN Viva Brazil, Castle Street This recently relaunched restaurant has kickstarted 2016 by offering 30% off food from Sunday through to Thursday for all loyalty card holders. Diners can sign up for a loyalty card for free online, and terms and conditions apply.

ROUTINE REVIVAL The Interesting Eating Company, Allerton Road As you settle back into reality following weeks of seasonal celebrations, The Interesting Eating Company is helping to liven up the daily routine with offers including £1.50 barista drinks for the work commute, and breakfast and a hot drink for two people before 10.30am for £10. Or why not make a meal out of the school journey home by enjoying waffles or pancakes after 3.30pm from just £1.97.

A HEALTHY SAVING The Brink, Parr Street If you’re starting the new year with a detox then try heading to Liverpool’s dry bar The Brink, which will be serving up a ‘buy one, get one half price’ offer on main courses during the month and also a ‘Dynamic Detox’ deal on the Brink Breakfast menu to add a healthy breakfast press, juice or smoothie for £2.50.

I imagine the vibrancy and energy I experienced as I entered Wahaca is akin to the pulsating hustle and bustle of real life Mexican street markets. Straying away from the rustic interiors favoured by other Mexican restaurants, Wahaca is modern, polished and bright. Glancing at the menu, my dinner date and I were overwhelmed by the diverse selection of drinks, nibbles, street food and larger meals. Luckily our waiter was knowledgeable and enthusiastic about the menu. He raved about the general ethos of Wahaca as a socially conscious restaurant offering authentic Mexican market food. With five different types of Margaritas on offer, as well as a variety of classics with a ‘Wahaca twist’, we were spoiled for choice by the cocktail selection. I chose the Mexican Gin Bramble (£6.95) while my friend settled on the Wahaca Mule (£6.50), and what the cocktails lacked in style, they certainly made up for in substance. Mine, a mixture of gin and blackcurrant, created a sweet concoction with a tangy twist of freshly squeezed lime. We were intrigued by the Frijoles and tortilla chips (£3.45) offered as nibbles. It arrived within minutes and

the creamy, twice-cooked black beans were a pleasing appetiser. As for the street food, my vegetarian dining partner ordered chilli quesadillas (£3.95) and Huitlacoche empanadas (£4.50). Asking whether my friend was a fan of spicy food, our waiter warned her that the quesadillas packed a punch and offered a complementary side of sour cream. I ordered Mexico Citystyle salmon sashimi tostada (£4.75), and was thrilled to be informed that all of Wahaca’s seafood is sustainably caught. The tostada, a crispy corn tortilla topped with raw salmon, avocado and chipotle mayo, was fresh and light, working perfectly as a small plate. My second choice of slowcooked brisket tacos (£5.50) came from the autumn specials selection. The tender brisket was given some fire with the help of a rich mole sauce and house cucumber pickle, a great pick for any meat lover! Making the dish more appealing was the fact that 20 pence from each special is donated to ednica.org.mx; a charity aiding the education

of Mexico’s street children. The highlight of the evening was the plantain tacos (£3.95). A relative of the banana; the sweet, crispy plantain was smothered in spicy chipotle and topped off with a crumbly feta. The contrast of the chipotle with the sweet plantain was wonderful - by far the best dish of the evening. For dessert I was keen to try the highly recommended Buñuelo with Tommi’s tomatillo jam (£4.10). The dish comprised a sweet, fried pastry with vanilla ice cream and toasted coconut. The best part of the dish was the homemade tomatillo jam; a creation of Thomasina Miers, former MasterChef winner and Wahaca co-owner. Unlike anything I’ve ever tasted, the jam was hot and fiery and paired perfectly with the sweet ice cream and pastry. From traditional Mexican dishes to Latin American spins on western classics, the diverse menu at Wahaca provides a choice for all diners. I am already planning my next visit to Wahaca, a welcome addition to Liverpool’s vast, multicultural selection of eateries.
