Estimados Colegas.

Dear colleagues,

Una constante desde que asumí mi puesto como Presidente de ANAPAT, es la incertidumbre generalizada en saber cual era el parque de Plataformas Elevadoras en España.

Since I assumed my position as President of ANAPAT, there has been much uncertainty as to the exact size of the Spanish MEWP rental fleet.

Es por ello que, a principios de 2020, nos pusimos manos a la obra en este proyecto que no ha hecho más que comenzar. La intención es actualizarlo anualmente con nuevos datos, y compartirlo con toda la industria y sociedad de forma totalmente gratuita. Es una satisfacción presentar este estudio sobre el sector del alquiler de Plataformas Elevadoras Móviles de Personal (PEMP). En los más 27 años de historia de ANAPAT nuestro sector ha crecido mucho y ha evolucionado positivamente, por lo que creemos que es un buen momento para hacer un análisis de dónde estamos para dar un impulso hacia el futuro. Así pues, nos planteamos el objetivo de obtener un análisis cualitativo y cuantitativo de las empresas de nuestra actividad en España, con datos fiables y reales, consiguiendo una imagen del sector en estos momentos, con la doble finalidad de que el resultado sea útil para las empresas alquiladoras y que dé a conocer la importancia de nuestra actividad y el valor que aporta a la economía y a la sociedad. Para su realización, se ha elaborado una base de datos de empresas de alquiler que disponen de PEMP, tanto miembros de ANAPAT como otras que no forman parte de nuestra Asociación, a las cuales se les ha facilitado un cuestionario para la recopilación de información. A partir de los datos recopilados, se llevó a cabo el estudio, que ha sido plasmado en este informe, disponible para cualquier entidad u organización pública y privada que lo considere de interés. Pero como he dicho anteriormente, esta es una primera aproximación que solo mediante la ayuda y colaboración de todas las empresas que tienen Plataformas Aéreas para alquilar, podrá ir mejorando año a año, como es nuestra intención. Por eso llamo a la ayuda de asociados y no asociados para que nos proporcionen datos y/o corrijan los que publicamos aquí, para el beneficio común de todos. Un mejor entendimiento del sector es una herramienta clave para identificar las necesidades de las empresas y su actividad, de gran ayuda para el trabajo que lleva a cabo la Asociación en la mejora continua del sector y en la defensa sus intereses. Es por ello, que como Presidente de ANAPAT, estoy muy orgulloso del trabajo realizado y quiero dar mi más sincero agradecimiento a las empresas que han participado en el estudio, a la revista MOVICARGA, a la Asociación Europea del Alquiler (ERA), a los socios colaboradores de ANAPAT y a su personal, que han contribuido a obtener esta herramienta tan útil y necesaria, animándolos a seguir colaborando en la realización de futuros estudios.

Consequently, at the start of 2020 we created this new project and began working on this study. ANAPAT´s intention is to update it annually with new data, and share it with the entire industry and society completely free of charge. It is an honor to present this study to the MEWP rental sector. In the more than 27 years of ANAPAT's history, our sector has grown significantly and has evolved positively, so we believed it was the perfect time to analyze where we are, and to help push forward for the future. Therefore, we set ourselves the objective of obtaining a qualitative and quantitative analysis of the companies in our activity across Spain, with reliable and real data. Obtaining a clear image of the sector at this moment; with the dual purpose of knowing the results are useful for the rental companies, and also to highlight the importance of our activity and its valuable contribution to the economy and society from our sector. For the preparation of this market report, we have collected a database of all rental companies that have MEWPS in their fleets, regardless of whether or not they were members of ANAPAT. A questionnaire has been provided to all companies in order to collect the information for the study. From the data received, we have prepared the study, which is summarized in this report. The report is available to any public or private entity or any organization that considers it of interest. As I have said before, this is the first approach to the subject, only through the help and collaboration of all the companies that have MEWP on their fleet for rent will it be able to improve year by year. So we ask for your help, both ANAPAT members and any company who owns a platform for rental; to provide us with data and / or correct what we publish here, for the common benefit of all. A better understanding of the sector is a key tool to identify the needs of companies and their activity, and will be of great help to our Association in the continuous work of improvement of the sector and in defending its interests. That is why, as President of ANAPAT, I am very proud of the work carried out and I want to give my most sincere thanks to the companies that have participated in the study, to MOVICARGA magazine, to the European Rental Association (ERA), to the ANAPAT collaborating members and their staff, who have contributed to obtaining this very useful and necessary tool, encouraging them to continue collaborating in carrying out future studies.

La Asociación Nacional de Alquiladores de Plataformas Aéreas de Trabajo (ANAPAT) fue fundada en diciembre de 1993, por siete empresas pioneras del sector, con el objetivo de representar los intereses de los alquiladores de Plataformas Elevadoras Móviles de Personal (PEMP), favorecer su la actividad, su competitividad y sus servicios, además de trabajar para optimizar la seguridad en el sector. ANAPAT en estos años de actividad se ha convertido en el interlocutor válido que representa al sector de las PEMP en todo tipo de instituciones, tanto públicas como privadas, a nivel nacional e internacional, y con total independencia. Nuestra asociación representa a las empresas alquiladoras de PEMP de toda España, y cuenta con las principales empresas del sector nacionales e internacionales entre sus socios, tanto alquiladores como colaboradores, contando actualmente con más de 100 miembros, representando a la mayoría del mercado del alquiler de PEMP en España. ANAPAT se encuentra encuadrada en los denominados agentes sociales, mediante su pertenencia a la Confederación Nacional de la Construcción (CNC), que a su vez forma parte de CEOE, y es miembro fundador de la Alianza ELEVA, que aglutina a las asociaciones representativas de las actividades relacionadas con la maquinaria de elevación de cargas y personas, aunando a más de 500 empresas, más de 26.000 trabajadores, más de 55.000 equipos con una facturación superior a 4.500 millones de Euros. A nivel internacional, ANAPAT defiende los intereses del sector de las PEMP de España en diferentes organizaciones, como la Asociación Europea del Alquiler (ERA), de la que es socio fundador, y la Federación Europea de Manutención (FEM), a través de la Asociación Española de Manutención (AEM). Asimismo, ANAPAT también es afiliado de International Powered Access Federation (IPAF). La Asociación celebra cada año su Convención, siendo un evento clave para el sector de la elevación de personas con una amplia participación de empresas de alquiler, fabricantes y proveedores de servicios para estos, y aglutinando un gran

número de profesionales y prensa de primer nivel, tanto nacional como internacionalmente. No hace mucho tiempo, celebramos el 25º Aniversario en la Convención de 2019, que representó un hito sin precedentes con la presencia de los máximos responsables de las empresas de alquiler de maquinaria de Europa. En estas casi tres décadas de historia de la Asociación, ANAPAT ha conseguido importantes logros, objetivos clave para nuestro sector, fruto del trabajo y esfuerzo de la organización en la defensa y mejora del sector. Uno de los hitos alcanzados más importantes, y por el que se conoce muy bien a nuestra Asociación, ha sido, sin duda, el Manual de Instrucciones de Seguridad y Manejo de ANAPAT. Este Manual está recomendado por los principales fabricantes mundiales de PEMP, editado y distribuido desde 1996, y en nueve idiomas: español, árabe, chino, francés, inglés, polaco, portugués, rumano y ruso. Su entrega con la máquina permite dar la información al operador que exige el artícu-

lo 41 de la Ley 31/1995 de Prevención de Riesgos Laborales y evita posibles reclamaciones por responsabilidad civil subsidiaria del alquilador. En 2020, damos un gran paso hacia adelante aprobando la digitalización del Manual, al que los usuarios podrán acceder a través de un Código QR, complementado con una aplicación web que permite garantizar la trazabilidad de la entrega de la información de seguridad, exigida por la legislación de prevención de riesgos laborales. Otro de los logros más importantes, y del que estamos especialmente orgullosos es la regulación del sector. Ante la ausencia de legislación específica que regulara puntos clave para la utilización de las PEMP, como el mantenimiento, revisión e inspección de las máquinas, así como la formación en su uso y manejo, ANAPAT no se quedó de brazos cruzados y tomó la iniciativa en la elaboración de Normas UNE, a través del correspondiente subcomité de normalización de AENOR, con la participación en dicho subcomité de representantes de las

partes implicadas en nuestro sector (Asociaciones, Fabricantes, Alquiladores, Usuarios, Organizaciones, etc.). En primer lugar, en 2002, el Comité Técnico de ANAPAT consiguió la aprobación del Informe de Norma UNE 58921 IN, que en 2017 consiguió aprobarse como Norma UNE 58921 “Instrucciones para la instalación, manejo, mantenimiento, revisiones e inspecciones de las plataformas elevadoras móviles de personal (PEMP)”. Por otro lado, en 2009 el Comité de Formación de ANAPAT comenzó los trabajos para la elaboración de la Norma UNE 58923 “Plataformas elevadoras móviles de personal (PEMP). Formación del operador”, fue aprobada en 2012 y revisada en 2014 y 2020. La aprobación de la Norma UNE 58923 en 2012 trajo consigo la puesta en marcha de uno de los Proyectos más ambiciones y de mayor envergadura que ha puesto en marcha nuestra Asociación: la Plataforma de Formación de Operadores de PEMP de ANAPAT, puesta en marcha en 2013. La Formación de Operadores de PEMP de ANAPAT, certificada por AENOR en el cumplimiento de las Normas UNE 58923 e ISO 18878, se ha convertido en una Formación de referencia en España, con más de 7.500 Certificados y Carnets entregados a Operadores de PEMP, que han recibido una Formación calidad en el uso y manejo de las PEMP, permitiéndoles realizar sus trabajos con una mayor seguridad. Otro de los puntos clave de interés para nuestro sector en el que ANAPAT ha es-

tado desde su fundación muy involucrada es la lucha contra la morosidad, teniendo además disponible un fichero de morosos para nuestros miembros y la posibilidad de realizar consultas de informes de riesgo. Además, ANAPAT ha ido obteniendo, a lo largo de los años, diferentes servicios y mejoras útiles para el sector y el funcionamiento de las empresas, entre los que destacan, la elaboración de un Modelo de Condiciones Generales de Contratación, un Procedimiento y Fichas de Estiba para el transporte de las PEMP, un Protocolo de Accidentes, una Metodología de Cálculo de Costes, entre otros. Actualmente, se está trabajando en un Sello de Calidad de servicio. ANAPAT también se ha caracterizado por facilitar a los socios la accesibilidad a la información sobre el sector, las actividades y los servicios de la Asociación, siendo fundamentales para ello las dos webs de ANAPAT: www.anapat.es y www. anapatformacion.org. En primer lugar, la Asociación dispone de la web corporativa www.anapat.es desde 2007, ofreciendo una página interactiva, donde los socios han podido acceder a las noticias del sector, a información y a los diferentes servicios de la Asociación. El pasado año 2020, a pesar de haber sido un año complicado, ANAPAT puso en marcha en el mes de Junio la nueva web, ofreciendo una página más moderna, con mejor accesibilidad, usabilidad, y sencilla descarga de documentación e información.

Además, en esta nueva web los socios colaboradores pueden acceder como usuarios, al igual que el resto de los asociados, teniendo acceso a diferentes contenidos de interés. Además de la web corporativa, ANAPAT dispone de la web de ANAPAT Formación www.anapatformacion.org, en la que las Entidades Formadoras adheridas a la Plataforma de Formación de ANAPAT gestionan online la documentación de los Cursos impartidos, además de ofrecer noticias e información sobre la Formación de Operadores de PEMP y Cursos disponibles. Este Estudio sobre el Sector del Alquiler de PEMP en España, que se detalla en esta misma publicación, era una antigua aspiración de la Asociación que se hace realidad y que nos permite conocer mejor el sector, el número de empresas que lo componen, el volumen total de facturación, el número total de trabajadores que aglutina y la cantidad total de PEMP disponible en nuestro país. Datos que nos permitirán hacer valer la importancia del sector ante cualquier instancia que se requiera. Todos estos logros no habrían sido posible sin el trabajo de las diferentes Juntas Directivas desde la fundación de ANAPAT, y del personal de nuestra Asociación, que lleva trabajando todos estos años con profesionalidad, dedicación y disposición permanente, sea cual sea el momento, para atender las necesidades de nuestros socios y del sector, facilitando la actividad de nuestras empresas.

The Spanish MEWP rental Association known as ANAPAT was founded in December 1993, by seven pioneering companies in the sector, with the aim of representing the interests of Mobile Elevating Working Platforms (MEWP) rental, enhance the activity, its competitiveness and its services, as well as working to optimize safety in the sector. During the years, ANAPAT has become the valid body that represents the MEWP rental sector in all types of institutions, both public and private, nationally and internationally, and with total independence. Not too long ago, in 2019, we celebrated the 25th anniversary of ANAPAT, which represented an unprecedented milestone with the presence of the CEOs of Europe's rental companies. One of the most important milestones reached, and for which our Association is well known and proud, has undoubtedly been the ANAPAT’s Safety and Operating Instructions Manual. This Manual is recommended by the world's leading MEWP manufacturers, published and distributed since 1996, in nine languages: Spanish, Arabic, Chinese, French, English, Polish, Portuguese, Romanian and Russian. Its delivery with the machine allows the operator receive the required information by article 41 of Law 31/1995 on the Prevention of Occupational Risks and avoids possible claims for subsidiary civil liability of the rental company. In 2020, we took a big step forward by approving the digitization of the Manual, which users will be able to access through a QR Code, complemented with a web application that guarantees the traceability of the delivery of security information, required by the legislation for the prevention of occupational hazards. Another of the most important achievements, and of which we are especially proud, is the regulation of the sector. In the absence of specific legislation that would regulate key points for the use of MEWPs, such as maintenance, review and inspection of machines, as well as training in their use and handling, ANAPAT did not sit idly by and took the initiative in the development of UNE Standards, through the corresponding AENOR standardization subcommittee, with the participation in said subcommittee of representatives of the parties involved in our sector (Associations, Manufacturers, Rental Companies, Users, Organizations, etc.). In the first place, in 2002, the ANAPAT Technical Committee obtained the approval of the Report of Standard UNE 58921 IN, which in 2017 was approved as Standard UNE 58921 “Instructions for the installation, handling, maintenance, reviews and inspections of mobile elevating working platforms (MEWP)”. On the other hand, in 2009 the ANAPAT Training Committee began working on the development of the UNE 58923 Standard of “Mobile elevating working platforms (MEWP) Operator training”, which was approved in 2012 and revised in 2014 and 2020. The approval of the UNE 58923 Standard in 2012 brought with it the launch of one of the most ambitious and largest projects that our Association has launched: the ANAPAT MEWP Operator Training Program, launched in 2013. The ANAPAT MEWP Operator Training Program, certified by AENOR in compliance with the UNE 58923 and ISO 18878 Standards, has become a reference in training in Spain, with more than 7,500 Certificates and Cards delivered to MEWP Operators, who have received quality training in the use and management of MEWP, allowing them to carry out their work with greater safety. Another of the key points of interest for our sector in which ANAPAT has been very invol-

ved since its foundation is the fight against defaulters, having a file of defaulters available for our members and the possibility of consulting risk reports. In addition, ANAPAT has been obtaining, over the years, different services and useful improvements for the sector and the operation of companies, among which stand out, the development of a Model of General Contracting Conditions, Best Practices of Stowage for the transport of MEWP, an Accident Protocol, a Cost Calculation Methodology, among others. Currently, they are working on a Service Quality Seal. ANAPAT has also been characterized by providing members with access to information on the sector, activities and services, with two ANAPAT websites being essential for this: www.anapat.es and www.anapatformacion.org. Since 2007, ANAPAT has a corporate website www.anapat.es, an interactive page, where members have been able to access the news of the sector, information and the different services of the Association. Last year, in 2020, despite a complicated year, ANAPAT launched the new website in June, offering a more modern page, with better accessibility, usability, and easy downloading of documentation and information. In addition, on this new website the collaborating partners can access as users, like the rest of the partners, having access to different content of interest. In addition to the corporate website, ANAPAT has the ANAPAT Training website www.anapatformacion.org, in which the Training Entities attached to the ANAPAT Training Platform manage the documentation of the courses online, in addition to offering news and information on MEWP Operators Training and Courses available. This Study on the MEWP Rental Sector in Spain, which is detailed in this publication, was an old aspiration of the Association that comes true and allows us to better understand the sector, the number of companies that comprise it, the turnover, the total number of workers involved and the total amount of MEWP available in our country. Data that will allow us to assert the importance of the sector before any instance that is required. All these achievements would not have been possible without the work of the different Boards of Directors since the foundation of ANAPAT, and of the staff of our Association, who have been working all these years with professionalism, dedication and permanent disposition, whatever the moment, to attend the needs of our partners and the sector, facilitating the activity of our companies. We are very proud of the work carried out, which has resulted in an Association of reference and of great importance, not only for the MEWP rental sector, but also for the lifting sector in general in Spain, helping to improve the sector every day and the activity of the companies.

El objetivo es obtener con la mayor exactitud los datos del sector del alquiler de PEMP, es decir, el número de empresas que lo componen, el volumen total de facturación, el número total de trabajadores que aglutina y la cantidad total de PEMP disponible.

PREMISA DE PARTIDA

Partiendo de la premisa de que la población a estudio es limitada y puede ser conocida en una amplia proporción, para la consecución del objetivo no se fija una muestra determinada si no que se trabaja con la población total que se determine. Por lo tanto, el primer problema con que nos encontramos es determinar lo más exactamente posible las empresas que en España alquilan plataformas elevadoras móviles de personal.

Beginning with the understanding that the population under study is limited, but a large proportional of which is well known. 1. Establecer la población de alquiladores que pudieran ser susceptibles de alquilar plataformas y que son: a. Alquiladores especializados en PEMP. b. Alquiladores generalistas. c. Se llamó a todos aquellos contactos que no han respondido solicitando telefónicamente las respuestas al formulario. 5. Análisis de los datos. 6. Elaboración de la presentación de resultados.

Las empresas alquiladoras de PEMP pueden dedicarse a alquilar otro tipo de maquinaría, de forma preferente o adicional a las PEMP: • Especialista en PEMP: Empresas especializadas en el alquiler de PEMP, alquilando sólo este tipo de máquina y/o en las que su principal fuente de actividad y facturación está representada por el alquiler de PEMP. • Especialista en Carretillas: Empresas especializadas en el alquiler de Carretillas, alquilando sólo este tipo de máquina y/o en las que su principal fuente de actividad y facturación está representada por el alquiler de Carretillas. • Generalista: Empresas especializadas en el alquiler de múltiples y diferentes tipos de maquinaria. • Gruísta: Empresas especializadas en el alquiler de Grúas, alquilando sólo este tipo de máquina y/o en las que su principal fuente de actividad y facturación está representada por el alquiler de Grúas. De los datos obtenidos se deduce que la mayoría de las empresas objeto del estudio, socias o no de ANAPAT, son generalistas, seguidas por compañías especializadas en PEMP. El porcentaje de este tipo de empresas lógicamente aumenta en relación a las compañías socias de ANAPAT. No obstante, los cuatro tipos de especialización en el alquiler están bien representados por un número significativo de empresas dentro de la Asociación, lo que muestra su diversidad.

MEWP rental companies may rent other types of machinery, as a main producto or in addition to MEWP: • MEWP specialist: Companies specializing in MEWP rental; renting only this type of machine and / or MEWP rental is their main source of activity and turnover. • Forklift Specialist: Companies specializing in the rental of Forklifts; renting only this type of machine and / or forklift rental is their main source of activity and turnover. • Generalist: Companies specializing in the rental of various different types of machinery. • Crane rental companies: Companies specializing in the rental of Cranes, renting only this type of machine and / or crane rental is their main source of activity and turnover. From the data obtained, it can be deduced that most of the companies object of the study, members or not of ANAPAT, are generalists, followed by companies MEWP specialists. The percentage of this type of companies logically increases in relation to the member companies of ANAPAT. However, the four types of rental specialization are well represented by a significant number of companies within the Association, which shows their diversity.

Del total de empresas encuestadas, todas alquilan PEMP, pero además muchas de ellas, como se observa en los gráficos anteriores, alquilan otro tipo de maquinaria. Se concluye de ambos gráficos que más del 60 % de las empresas encuestadas declara alquilar Carretillas, entre otros tipos de maquinaria, mostrando el vínculo del alquiler de este tipo de maquinaria con el alquiler de PEMP. No obstante, también se observa en ambos gráficos que un porcentaje considerable (en torno al 50 %) de empresas alquila maquinaria de múltiples y diferentes tipos en general (Generalista). Of all companies surveyed, each one had MEWPs in their fleet for rental;but also many of them, as the graphics show, rent other types of machinery. From both graphs it can be seen that more than 60% of the surveyed companies declare that they rent Forklifts, alongside other types of machinery, showing the link between the rental of forklifts and MEWPs. However, it is also illustrated in both graphs that a considerable percentage (around 50%) of companies also rent general construction machinery (Generalist).

La información que se desprende de los datos analizados concluye que la Asociación tiene un porcentaje más alto de empresas de mayor facturación respecto al total de la muestra de compañías encuestadas, siendo aún más evidente en la facturación en alquiler de PEMP. La Asociación aglutina, por tanto, a las empresas más importantes del sector. La información que se desprende de los datos analizados concluye que la Asociación tiene un porcentaje más alto de empresas con mayor parque de PEMP respecto al total de la muestra de compañías encuestadas, de la misma manera que ocurre con los datos de facturación. Por tanto, estos datos de facturación y parque de PEMP muestran que la Asociación aglutina a las empresas más importantes del sector. Se concluye de ambos gráficos que una amplia mayoría de las empresas encuestadas alquila PEMP de tipo Tijera y Brazo, mostrando la alta demanda de estas tipologías de plataforma. En ambos gráficos, se muestra una clara mayoría de PEMP de alcance máximo de entre los 20 y 43 metros, mostrando que las PEMP entre estas alturas son las más demandas en el mercado. Se observa, además, que entre las empresas socias de ANAPAT, el alcance máximo de sus PEMP en alquiler es ligeramente mayor respecto al total de compañías encuestadas. Consideraciones Generales sobre el Sector del alquiler de equipos en Europa Cualquier estudio del Sector de Alquiler de Equipos en 2021 debe tener en cuenta las fuertes variaciones coyunturales de la actividad por la que atraviesan la industria del alquiler y otras. Esta consideración es particularmente severa durante el ciclo que va de 2018 a 2022, como lo muestran las estimaciones de ERA para las variaciones interanuales en la facturación del sector de alquiler de equipos para cada uno de los 6 principales países europeos:

Especial antención merece el año 2020, con grandes diferencias derivadas de la forma en que los distintos países se han enfrentado la pandemia, al menos en la primera parte del año 2020. Las previsiones de IPAF para el año 2020 y 2021, probablemente se definan con mayor precisión en el próximo informe de mercado.

Las empresas de alquiler ampliaron sus flotas alrededor de un 3%, alcanzando un número total de unidades superior a las 300.000 (308.327) en los diez países europeos objeto del estudio. En general, el tamaño de la flota europea se estima en aproximadamente 380.000 unidades a finales de 2019, mientras que el índice de utilización media se estabilizó en torno al 65 %.

Tres mercados dominan el mercado europeo de alquiler de PEMP. Alemania, Francia y el Reino Unido representan el 62% de los ingresos totales generados por la actividad de alquiler de PEMP.

Revisión del sector del alquiler de PEMP en los principales Mercados Europeos

Se observan diferencias significativas entre los países europeos en lo que respecta a la penetración del alquiler de PEMP, expresado en % de los ingresos totales por alquiler de equipos de planta. Es más alto en los Países Bajos e Italia (18%) y más bajo en el Reino Unido y Suecia (8%).

Según el Informe de Alquiler Global de IPAF 2020, la variación de los ingresos por alquiler de PEMP durante el período 2017 a 2019, y para los 6 principales países europeos, es la siguiente:

Three markets dominate the European MEWP rental market. Germany, France and the UK account for 62% of the total revenue generated by MEWP rental activity. Significant differences can be identified between the European countries when it comes to MEWP rental penetration, as expressed in % of overall plant
