From the Editor Now that the holidays have passed and the New Year is in its infancy, we are all fully focused on the near future. The articles we’ve chosen for this month’s issue indicate a very positive outlook and give us much to look forward to in the year ahead: Continuing Economic Recovery — The Statistical Institute of Jamaica reports more encouraging growth across a broad spectrum of industries in the third quarter (July to September) of 2021, proving a steady recovery from the effects of the pandemic. All signs indicate this trend continued through the fourth quarter and will remain in 2022. Improved Health — Jamaica is flush with vaccine doses, and vaccination sites continue to operate regularly. Booster shots are now available to all persons over 18 years old, and digital vaccination cards have been launched officially and are currently available at vaccination sites and the Ministry of Health’s website. Streamlined Government Bureaucracy — In a continuing effort to streamline and digitize information and government processes, the National Identification System is expected to be fully operational by the end of 2022. Heightened Security — The Government of Jamaica is also bolstering its capacity to secure our marine borders to keep illegal firearms from entering the country from our shores. In addition to those efforts, a new Firearms Bill that aims to increase penalties for possessing illicit weapons will be presented to the Houses of Parliament. As of December, commuters can now access the Transport Authority’s (TA) Travel Pal app to make their public transport safer. Finally, we round out this month’s issue with two features: Why Successful Companies Keep Investing in Ongoing Marketing, which outlines the importance of a continuous marketing presence, and Trends to Watch in 2022, wherein we check in with experts across a broad spectrum of industries for their take on what to expect in the coming year. STATIN REPORTS THIRD QUARTER GROWTH FOR ECONOMY The Statistical Institute of Jamaica (STATIN) is reporting third-quarter calendar year growth of 5.8% for July to September, compared to the corresponding period in 2020. In a statement on Friday, December 31, STATIN said the outturn was attributable to growth in the 'Services and Goods-producing' industries, up 7.1% and 2.4%, respectively. The Institute noted that growth in the 'Services' industry was spurred by improvements in all eight sub-sectors led by Hotels and Restaurants, which recorded a massive 114.6% increase. Significant out-turns were also recorded by 'other Services', up 12.2%; 'Transport, Storage and Communication', up 8.8%; 'Wholesale and Retail Trade, Repairs, Installation of Machinery and Equipment, up 4.4%; and 'Finance and Insurance services, up 2.3%. 'Real Estate, Renting and Business Activities', up 0.7%, 'Electricity and Water Supply', up 0.6%, and 'Producers of Government Services', up 0.4%. Three of the four 'Goodsproducing' industries recorded growth, with 'Agriculture, Forestry and Fishing' with 7.3%, topping the list. There were also positive out-turns for 'Manufacturing', up 4.6%, and 'Construction', up 4.4%%, STATIN indicated. However, 'Mining and Quarrying' slipped by 29.7%, primarily due to the significant fire, in August, at the Jamaica Aluminium Company (JAMALCO) plant in Hayes, Clarendon. The Institute noted that the economy grew by 0.6% between July and September, relative to the second quarter, between April and June 2021. This was due to a 1.1% increase in the 'Services' industries, despite a 0.6% decline in the 'Goods-producing' sectors. STATIN said the economy continued to show signs of recovery from the negative impacts of the coronavirus (COVID-19) pandemic in 2020, resulting in a relaxation of some COVID-19 measures, reopening of the entertainment sector in July 2021, and easing of international travel restrictions.

HEALTH MINISTER AGAIN PLEADS WITH JAMAICANS TO GET VACCINATED Minister of Health and Wellness, Dr. the Hon. Christopher Tufton is again imploring Jamaicans to get vaccinated, especially in light of the fourth wave of the coronavirus (COVID-19), from which the more contagious Omicron variant has emerged. Speaking at a virtual COVID Conversations press briefing on Thursday, January 6, he reminded that mainly unvaccinated persons are hospitalised with severe illness or death from the virus. “We need to continue to emphasise to Jamaicans that the persons who are most affected by COVID-19, irrespective of the strain, whether it’s Delta or otherwise, are persons who are not vaccinated. It is a sobering message to those who are not that you are in increased danger, and you should make every effort to get vaccinated,” he warned. Dr. Tufton noted that, as predicted, the fourth wave of the pandemic is now being experienced in Jamaica, evidenced by the increase in COVID-19 cases over the last two weeks. “On January 6, Jamaica hit an undesirable record of 1,128 new COVID-19 infections since the first case was discovered close to two years ago. It’s the most in any given day in keeping with the fourth wave,” he said. The Minister stressed that the elderly, in particular, and those who are immunocompromised and living with a chronic illness, such as diabetes and hypertension, are being encouraged to get vaccinated. He noted that more than 250 vaccination outlets are in place across the island and that booster shots are on offer at permanent vaccination sites. “Vaccines are available. We have vaccines in stock. Vaccines that are safely stored, including AstraZeneca, Pfizer, Sinopharm, and Johnson and Johnson. We had a few minor logistic issues around the AstraZeneca brand a couple of days ago, and this is now resolved. AstraZeneca should now be in the system right across the country. In her remarks, Chief Medical Officer (CMO), Dr. Jacquiline Bisasor-McKenzie, noted that the country is “in the first part of the fourth wave,” which started about December 20, 2021. She reiterated that the best protection against COVID-19 is still vaccination. “Vaccination is offering a very high level of protection to our population, and it is best to be vaccinated now,” she emphasised. She further pointed out that 98.5% of persons who have died from COVID-19 have been unvaccinated. Between March 1 2021, and January 5, 2022, there have been 1,953 COVID-19-related deaths. The CMO further advised persons to continue to adhere to all the infection prevention and control measures to protect themselves from contracting the virus. “You have to wear your mask; maintain physical distance (from others) in crowded spaces; wash your hands frequently or sanitise; stay home if you’re sick, and avoid unnecessary travel and unnecessary gatherings,” she implored.

NIDS WILL BE FULLY OPERATIONAL THIS YEAR Prime Minister, the Most Hon. Andrew Holness says the national identification system (NIDS) will be fully operational this year. “I’m hoping that by the end of the year, we will have a significant portion, if not the majority of the population properly identified in the national identification system,” Mr. Holness said. He spoke during a tour of the NIDS Card Centre at the Post and Telecommunication Department on South Camp Road in Kingston on January 4. The facility will produce the identification (ID) cards issued under NIDS. It includes the production centre, vault area and enrolment site. In outlining the importance of NIDS, Prime Minister Holness noted that when a service is provided, the Government must be able to identify the beneficiaries and “be able to account to the citizens, as to how your funds are spent.” “So there is, even now, a greater need to be able to identify who benefits when public resources are spent. But, more than that, we need to identify our citizens so we can properly plan. One of the big problems we have always faced, as a government, is that some get, and others don’t,” he said. “One of the reasons why you have that problem is that we don’t account for everyone. So, you’re not able to plan for everyone, and what we’re doing, in our 60th year of Independence, with the establishment of the NIDS, is to ensure that all Jamaicans can be included, accounted for, and properly served,” Mr. Holness added.
Programme Director for NIDS, Dr. Warren Vernon, indicated that the system is about 80% completed. “We intend to use the next four months to fine-tune the system and do all of our testings. We are also using the time to set up enrolment sites across Kingston to facilitate the pilot. Additionally, we are in the process of fine-tuning all of the requirements to establish the National Identification and Registration Authority,” Dr. Vernon informed. He added that technical experts are being recruited, and “we are doing recruitment now for staff to facilitate, not only enrolment but also to operate the equipment to do, among other things, the verification.” Meanwhile, Prime Minister Holness assured that the ID cards issued through the NIDS will be secured with the highest level of encryption and cannot be duplicated and misused. “The data that you give is kept in the highest level of security, with proper oversight to ensure that [this] is protected; the protocols around how that data is used and shared are of the highest level,” Mr. Holness added. Jamaica’s national identification system will provide a comprehensive and secure structure to enable the collection and storage of identity information. This secure voluntary tool can also verify an individual’s identity, facilitate the electronic signing of documents, and securely access a range of government services online.
GOV’T BOLSTERING CAPACITY TO SECURE BORDERS Prime Minister, the Most Hon. Andrew Holness says the Government is bolstering its capacity to control the country’s territorial waters to curtail the entry of illegal firearms. The Prime Minister addressed the National Day of Prayer event held at the Power of Faith Ministries in Portmore, St. Catherine, on January 5, where he decried the recent spate of murders in the country and outlined some measures taken to address the scourge. “We are increasing our capacity to have domain control of our territorial waters. People wonder why we are spending all this money; [it is] because we must stop the guns coming in. That is why we are putting the boats out there, and we are going to [provide] more so that we can control our territorial waters,” he said. In addition to securing the borders, Mr. Holness said that the new Firearms Bill, which will be presented to the Houses of Parliament, will provide more substantial penalties for possessing illicit weapons. “I am expecting the full support of the Parliament in passing legislation to show that Jamaica, in our 60th year, will remove from our society all illegal guns and other weapons,” he noted. The Prime Minister assured that legal firearms holders do not need to worry about the legislation. “I want to make it clear; Jamaica does not have a significant crime problem with legal firearms. For decades, guns have been allowed to come into our country through our various illegal ports of entry dotted right across the island. This is our main problem.” he noted. “It has accumulated now to a point where everybody has a gun… and they are used indiscriminately, and I want us to dismiss this thought…that you can possess an illegal firearm to protect yourself,” he added. Regarding the States of Public Emergency (SOE), the Prime Minister said that they have been effective but noted that constitutional issues surround the use of the security measures, which the Government must rush to resolve. “It is not a tool that the Government can use by itself; it requires a supermajority in Parliament to use it. But the Government is always willing to use it because we have devised a mechanism that ensures that the rights and the lives of Jamaicans are protected,” Mr. Holness said.
JAMAICANS URGED TO RECOGNISE THE IMPORTANCE OF SAFEGUARDING THEMSELVES AGAINST COVID-19 Minister of Health and Wellness, Dr. the Hon. Christopher Tufton says Jamaicans need to recognise the importance of safeguarding themselves against the coronavirus (COVID-19) as the country approaches a fourth wave of the pandemic. These remarks were made at the Handover Ceremony for COVID-19 Home Testing Kits at the Montego Bay Convention Centre in Rose Hall, St. James, on December 30. Dr. Tufton said bolder decisions would become necessary in the future while noting that vaccination against COVID-19 is proceeding slower than anticipated nationally. "After two years, with the number of solutions that are available, whether it is vaccination, testing or just information, it justifies a level of continuity within our society; but also where we begin to discriminate in favour of persons who are vaccinated." The Minister said Jamaicans who are partially or fully vaccinated should not be inconvenienced by those who continue to ignore the country's immunisation efforts. "In Jamaica, we are at the point where we have to come to terms with the need to ensure that those who get vaccinated are not, in any way, shape or form, placed at a disadvantage by the unvaccinated." Dr. Tufton maintained. "Also, as individuals invite persons into their homes, workspaces and otherwise, they should be required to comply with stricter requirements as we confront this public health threat," he added. Against this background, Dr. Tufton urged all well-thinking Jamaicans to take the COVID-19 vaccines and adhere to the safety protocols. During the ceremony, approximately 5,000 COVID-19 home testing kits were presented to the Jamaica Hotel and Tourist Association (JHTA) for tourism workers. Another 5000 kits were likewise donated to the Ministry of Education.
DIGITAL VACCINATION CARD OFFICIALLY LAUNCHED The Ministry of Health and Wellness has launched the Digitisation of Jamaica’s COVID-19 Vaccination Card. The digital card will be made available on the Ministry’s www.moh.gov.jm website. It features a Quick Response (QR) code to validate the information on the card and of the person’s vaccination status. The digital card is accessible via a mobile phone or other electronic device and provides ease of travel as the QR code is readable on international platforms. It also can generate a new card on demand. The card can be downloaded or generated in printable format. To access the Digital COVID-19 Vaccination Card, visit the Ministry’s website, click on ‘Vaccination Resources’ where persons will be directed to the drop-down menu, ‘Get and Validate a COVID-19 Vaccination Certificate’. Follow the instructions to enter the requisite details to generate the card within 72 hours. The system allows for verification and update of information. The digital card, which is internationally accepted, was developed following World Health Organization (WHO) standards. Portfolio Minister Dr. the Hon. In his address at the virtual launch on Thursday, December 23, Christopher Tufton said the initiative forms part of ongoing efforts to enhance the national COVID-19 vaccination programme. “It is global, it is accepted, and it will certainly place us in a tier among the world’s population that allows us easier freedom of movement as it relates to the screening (aspect) around the COVID-19 response.” He noted that it is an essential step in digitising the national COVID-19 vaccination programme. In light of new and emerging trends around vaccination screening, he said the development of the digital card is timely as it enables persons to provide proof of vaccination which, he pointed out, is increasingly becoming a requirement in accessing and conducting transactions. Regarding the security of personal data, Dr. Tufton said the system has built-in security mechanisms to protect persons’ information. He also reminded persons to be selective of the entities or individuals they share their digital vaccination cards with.
Dr. Tufton encouraged persons to visit an official vaccination site to access the digital card. Member of the National Vaccination Operationalisation COVID-19 Taskforce, Peter Melhado, said this latest development is a vital addition to the island’s current suite of digital solutions, including the Ministry’s COVID-19 vaccination management platform online scheduling software. “What that means is that Jamaica now boasts a complete digital end-to-end experience, from scheduling through to record management and now digital certification,” he said. Mr. Melhado noted that the system would also allow updating COVID-19 booster shots once administered. This function will be made available by the third week in January 2022. Monitoring and Evaluation Specialist, United Nations Children’s Fund (UNICEF), Donneth Edmondson, said the organisation’s support of the initiative is in keeping with its global COVID-19 mitigation efforts. “With the certificate being launched today, Jamaicans now can provide certified proof of their vaccination status with the touch of a button. As people move around the world again, this will help us to travel with a bit more ease and to have quick access to the certification wherever it is requested,” she observed. The roll-out of the Digitisation of Jamaica’s COVID-19 Vaccination Card is a collaborative effort between the Ministry of Health and Wellness, the private sector, the United Nations Children’s Fund (UNICEF) and not-for-profit organisation eGovernments Foundation, India. The effort also includes the developer of an opensource, flexible software DIVOC, digital infrastructure provided for governments to streamline public governance and administration. The software is designed to facilitate certification of large-scale vaccination using open-source technologies through scalable, data-driven architecture.
‘TRAVEL PAL’ SAFETY APP AVAILABLE FOR DOWNLOAD As of Wednesday (December 22), commuters will be able to access the Transport Authority’s (TA) Travel Pal app to make their public transport safer. The security mechanism will enable persons to utilise their mobile devices to scan the registration plates of units used as public passenger vehicles (PPV) to verify if the Authority licenses them. It will be available for download on android devices from the Google Play Store and the Apple Store. Transport and Mining Minister, Hon. Robert Montague said that the app, which was developed at the cost of $2.3 million, is intended to equip users of the public transport system with the tools to protect themselves. “We are urging persons to download the app… You now have a weapon. You now can become part of the force for good,” he said at the launch on Monday, December 20, at the Ministry’s Half-Way-Tree offices in Kingston. Minister Montague said the app would have a panic feature linked to the police 119 system. A Memorandum of Understanding (MoU) is signed with the Jamaica Constabulary Force (JCF). The document is now under review. Managing Director of the TA, Willard Hylton, said the development of the Travel Pal app “gives commuters instant access to a hightech travel assistant right at their fingertips. This will help support their decisionmaking by selecting public transportation that is safe and reliable.” “It is important to us that our passengers are aware of the difference between a legal operator and an illegal one. For this reason, the TA has partnered with the Amber Group and the JCF. Their mandate is to ensure that our commuters are empowered and equipped with the right information. This will help them to make wise choices in their selection of licensed public passenger vehicles (PPVs),” he said. “The TA is pleased to participate in the development and execution of the Travel Pal app, which we believe will revolutionise the transportation sector to one that is reliable, orderly and also safe,” Mr. Hylton added. The app was developed by Amber Solutions and supported by eGOV Jamaica Limited.

PERSONS 18 AND OVER CAN ACCESS COVID-19 BOOSTER SHOTS The Ministry of Health and Wellness is now providing booster shots to Jamaicans 18 years and older who qualify. Portfolio Minister, Dr. the Hon. Christopher Tufton announced during a virtual COVID-19 Conversation press briefing held on December 15. Previously, only persons 60 years and older and healthcare workers were provided with booster shots. Dr. Tufton explained that the programme is now expanded, as the country now has sufficient vaccines. “We have the inventory, and we have the stock to support this,” he said. “So, persons who have taken the AstraZeneca and are six months after their second dose can now receive a booster shot of the Pfizer vaccines. Persons who have taken a Pfizer vaccine and are six months after their second dose can now receive a booster shot of the same Pfizer vaccine,” Dr. Tufton explained. Additionally, the booster can be administered with the Johnson and Johnson vaccine two to six months after the primary vaccination or the Pfizer vaccine six months after the primary vaccination. A total of 396,630 doses of Pfizer remain in storage. Some 386,100 doses of the AstraZeneca are also stored along with 130,635 Johnson and Johnson doses and 198,470 Sinopharm. The Health Minister is encouraging persons to take advantage of the vaccine opportunities, especially in light of the emergence of the Omicron variant. “That’s a lot of inventory, and it is an indication that vaccine availability is not the issue. Utilizing this quantity to apply the dosage that is necessary to complete the full initial dose, barring booster shots, we could inoculate some 625,000 citizens.” Dr. Tufton pointed out. “It means that we have no complaints, and indeed, the concern now is to get rid of, in the proper way, in the way we would like, the vaccines that we have in inventory,” he added. Children between the ages of 12 and 17 years cannot access a booster currently.

WHY SUCCESSFUL COMPANIES KEEP INVESTING IN ONGOING MARKETING Seasoned Fortune 500 companies have a deep understanding and appreciation for marketing. Coca-Cola, KFC and Burger King all have global recognition, but they still spend millions of dollars every year on marketing. With strategic spending on marketing, they reap fantastic rewards as they remain at the front of their respective markets. On the other side of the spectrum, startups and micro-businesses view marketing as a matter of survival, not theory. With so little capital, it may be challenging to make the choice. But this should be seen as an investment. I'll tell you why.
MARKETING IS FOOD, NOT MEDICINE. Inexperienced companies regard marketing as medicine to be taken when something is wrong. ("Not enough customers? Take some marketing and call me in the morning.”) This approach is flawed, and it is one of the reasons, so many successful businesses wind up failing. From the point of view of its final result, from the customer's perspective. Concern and responsibility for marketing must therefore permeate all areas of business." This perspective is what keeps Fortune 500 companies so intense about sustained, well-funded marketing—even when they're already successful. Inexperienced businesses wait until they're starving to start looking for nourishment. Savvy companies eat regular, healthy meals throughout the day, keeping them solid and thriving year after year.
