As defined by this Plan, “Downtown Independence” is framed by 3rd Street NE, 6th Avenue NE, 2nd Street SE and 3rd Avenue SW. This district is primarily a commercial core surrounded by residential property, potential patrons in the downtown district. 1st Street E is the main corridor with the rest of downtown surrounding.
