BARBER PARK


FORWARD The Village of Mahomet understands the important role Parks and Recreation play in the lives of their residents. To that end, the Village is taking the opportunity to create a visionary plan for the enhancement and betterment of their beloved Barber Park. The purpose of the proposed concept within this report is to create a plan and vision for the park as well as provide cost estimates, phasing and funding sources to satisfy the recreational needs of current and future residents, and to protect and enhance the underlying and sustaining natural resource base of this park along the Sangamon River. Specifically the report provides: »» »» »» »» »» »»

A review of previous studies and plans; An inventory of existing conditions; An analysis of recreational needs and demands, including previous resident input; A final desired concept for Barber Park; A cost analysis and phasing plan for the proposed changes and updates; and Potential funding sources.

This concept, while created with long term vision, is rooted in realism to ensure implementation. Additionally, this report and park concept will aide the Village as they seek funding to improve Barber Park.

Introduction

1.4 THE ROLE OF VILLAGE PARKS

Local parks are often tied together with environmentally sensitive areas such as wetlands, floodplains, surface waters, or significant woodlands. These areas provide food and shelter for local wildlife and natural stormwater retention. 2.1 CITY OWNED FACILITIES Currently, the 55 acres of Barber Park are used for both active and passive recreation. The primary use of the park is for youth soccer. But there are other amenities present. See page 18 for the Site Inventory and Analysis Map.

It is a navigable waterway and used as a recreational resource for canoe and kayak users.

PARKING

The Village recently paved a new on-site parking lot with 138 stalls (132 standard and 6 ADA). There are plans for an expansion of the lot which would provide an additional 51 stalls.

PAVILION + RESTROOMS

Due to the Sangamon River, nearly two-thirds of the park is located within a flood plain and or a floodway. Additionally, there is dedicated wetlands in the southern section of Barber Park. These areas are environmentally sensitive, therefore development potential is limited.

A multi-stall restroom structure sits to the east of the SANGAMON RIVER ACCESS Pavilion. The pavilion houses a concession area and an open shelter picnic area with a view of the playing There is an unofficial boat launch area near the highway overpass. While somewhat difficult to access, fields. it is the only place used to drop and remove canoes and kayaks from the Sangamon River within the park. Recommendations

3.4 FINAL PARK CONCEPT + PROPOSED ELEMENTS Pages 26 -29 present the final concept for Mahomet’s Barber Park (pages 28-29 are an enlargement of the play and performance areas to help show detail). This concept is firmly based on the public comments and feedback from Staff and the Village Board, as well as today’s best management practices. The following text describes changes recommended to improve and enhance Barber Park. Additionally, character images have been provided as examples to represent those proposed changes.

a. Athletics

The final concept focuses on the idea of flexibility. The Parks and Recreation Department needed large fields to accommodate the current, albeit varied, demands for soccer fields. However, they wanted to make sure that these fields not only accommodated a range of soccer age groups, that they could accommodate other large field sports which may become more popular in future years--la crosse, football, etc. The final design will allow for a variety of large field sports, require minimal site grading to keep the fields above the flood level, and keep from expanding into the flood zone. Practice and overflow fields will remain within the floodplain, but the primary playing fields will lay above the flood zone.

The fields will also be lit to allow for more playing times; will have paved pathways to allow for ADA accessibility; will be sprinkled; and have minimal landscaping for shade and site lines.

b. Trails/paths

The concept features a myriad of ten (10) foot wide paved, mowed and mulched trails weaving and meandering throughout the 55 acre site. All paved trails will meet current ADA requirements. The trails provide paths to destinations as well as idyllic places for passive recreation. Benches and landscaped vistas are included throughout the site. Additionally, there are opportunities to provide educational kiosks to teach about local flora and fauna, the Sangamon River, Mahomet history on important events, dates and people, and on how this park connects to the larger area and system.

A new trail head is also proposed on the south side of the park to provide a small parking lot with close access to the Kayak Launch and River Crossing for the Sangamon Rivertrail.

c. Native Plantings

Several acres have been dedicated to a native plantings. The advantages of native plants include, but are not limited to, lower maintenance with only needing mowed 2-3 times per growth season, attracting unique birds and pollinators, absorbing rainwater, and improving drainage and water quality for the Sangamon.

Additionally, two natural overlooks are proposed as visibility of the River is currently non-existent. It is recommended to clear a few trees, replant with native plants, and allow for two natural areas to view the River.

As an attractive, interactive, and fun way to add an educational component, a “tree house” is proposed to nestle in the wooded area along the River. This open air gathering space should be designed to sit above the floodplain and give an opportunity for passive education on local fauna, flora, and Mahomet area history through signage and temporary exhibits. Ultimately, it should invite users from the park to the River and encourage both passive and active use of the River.

d. Wetland / Detention Area

The western portion of the park lay in a floodplain. To help with flood control, it is recommended that the exiting wetland/detention area in the southwest portion of the park remain so and even be extended to the north to increase capacity.

e. Sangamon River | Kayak Access + Natural Overlooks

As the Sangamon River winds itself through Mahomet, it forms the western boarder of the park. Aside from a visual asset, it also provides opportunities for outdoor recreation with canoe and kayak access. There is currently an unofficial launch near the overpass and the plan is to formalize that launch as well as introduce a second launch south in the park. Two access points will provided ease of dropping in and out of the River.

g. Performance Area / Raised Plaza / Amphitheater

Pages 28-29 provided detailed look at the proposed changes to the main entrance of the park. The elements are meant to provide a multitude of uses for a variety of users. 30 Mahomet, Illinois | Barber Park Master Plan


Recommendations Building off the existing pavilion, a raised plaza which can be utilized as a performance area should be constructed. In front (west) of the raised plaza, is a ground level plaza for gathering and watching performances or demonstrations constructed of both concrete and decorative brick for aesthetic interest. And further west, a grassy berm provides lawn seating for any event. Together, this area creates an “amphitheater” like area for the Village.

h. Play Areas

TRADITIONAL PLAY AREA The first play area is designed as a more traditional play area with standard equipment such as slides, climb walls, bars and the like. The color scheme should be more “naturally” based, meaning browns, greens, tans, and cremes. Additionally, this equipment should be ADA friendly to encourage play for all children and their abilities. NATURAL PLAY AREA Next to the traditional play area is a natural play area. The equipment in this area will mimic nature in that it will have rocks and fallen trees, and perhaps more traditional equipment built in, such as a slide. 31

i. Water Feature

At the center of the enhanced entrance is an interactive and attractive water feature. Again, with a nature theme, this area will feature water “geysers” and a “river” to prevent standing water and evoke visual interest and encourage playful interaction. The inspiration is the Sangamon River and the low profile spray pad and stream should encourage active/ pretend play for all ages and abilities around the area’s premiere natural resource.

j. Open Event Space

On the west side of the amphitheater berm is an open lawn area which can be used for a variety of events and park programs such as food truck rallies, inflatables, event gathering, a staging area, or simply green space as a buffer between the amphitheater and the athletic fields.

k. Wayfinding + Education

Throughout the site, there are opportunities to install themed signs and kiosks. These can guide users to destinations such as Downtown or other trailheads. They can also be used to educate users on local history, local flora and fauna, and the community in general.

Section 4 This section looks at the implementation of the proposed Barber Park concept through cost estimates, phasing plans, and potential funding sources. Actual project costs will be required as part of the specific proposal for development of any recreational facilities, as well as being dependent upon existing market conditions and supply costs. While maintenance of Village park and recreation facilities is generally funded through taxes, there are a wide variety of potential funding sources to assist with up-front capital costs (See Section 4.2).

4.1 COST ESTIMATES

The included cost estimates are broken down into Phases, each with multiple sub categories for major elements of the concept plan. Within each subcategory are line item construction costs for detailed evaluation. The costs are presented as estimated ranges which are typical to planning and concept

efforts, as design details and level of amenities are not yet determined. In Parks and Recreation, the range of available features and equipment costs can be quite large. This concept plan is not intended to determine such detailed items, thus the range in estimates.

Phasing of the entire concept plan has been illustrated on the attached Phasing Plan (see map on previous page. Four Phases have been identified in order to best maintain recreational activities in the Park, as well as to provide grouping of related items for budgeting. PHASE II Entry Sign

Section 4 PHASE III

Phase III adds mixed uses and amenities that Barber Park and/or the Village park system lacked. These amenities had been identified in separate Village public surveying and studies. The proposed improvements include a Playground, Spray Pad or Water Feature and amphitheater like Stage, Plaza and sloped lawn space for events, music and movies. The Playground can be phased further as well, with either various themes of equipment, age and challenges and demand of usage. A large Playground has been identified as one of the top priorities for the Village from staff and public survey.

4.2 GRANT PROGRAMS

4.3 OTHER FUNDING SOURCES

An important source of funding is grant programs offered by state and federal agencies, especially including the Illinois Department of Natural Resources. A summary of the applicable sources can be found below. It should be noted that at the time of this Concept Plan, the State of Illinois is in a budget crisis and most funding programs have been suspended until further notice. However, in August of 2018, the OSLAD program was finally released for the 2019 fiscal year.

Community groups and civic organizations are sometimes willing to organize fundraising efforts to assist with these costs, and they may also be able to marshal volunteer labor to assist with small development projects such as trail creation, playground installations, and even the tree house. Local business and corporate support should also be sought. Both non-profit and for-profit organizations can be rewarded for their support with acknowledgment on a plaque or sign at the site. In addition, costs for acquisition and development may be defrayed through donation of land or developer required parkland dedication and/or cash-in-lieu of parkland.

Capital Expenditures for additional indoor/outdoor recreational purposes may include, but are not limited to, demolition, site preparation/improvements, utility work, reconstruction or improvement of existing buildings/facilities, expansion of buildings/facilities and new construction. Reimbursement basis providing up to the following maximum percentages for funding assistance: the State will provide up to 75% of approved project costs, with the exception of those local governments defined as “disadvantaged�, which will be eligible for up to 90% funding.

Bike Path Grant Program Linear corridor land acquisition costs, including associated appraisal fees, and bicycle path development or renovation including site clearing and grading, drainage, surfacing, bridging, fencing, signage and directly related support facilities such as potable water and restroom facilities. https://www.dnr.illinois.gov/AEG/Pages/BikePathProgram.aspx

Financial assistance up to 50% of approved project costs is available through the program. Maximum grant awards for development projects are limited to $200,000 per annual request; no maximum exists for acquisition projects. Revenue for the program comes from a percentage of vehicle title fees collected pursuant to Section 3821(f) of the Illinois vehicle code.

Applications must be received between May 1 and July 1 of each calendar year.

The program provides up to 100% of approved project construction costs and 90% of approved land acquisition costs. Grant awards are limited to a $200,000 annual maximum per project.

Applications must be received between July 1 and September 1 of each calendar year.
