Main Street City of La Porte City

Recognizing a critical need to rejuvenate its downtown area and remain regionally viable, City leaders embarked upon a multi-phase endeavor to do just that. The first project was the development of a Downtown Revitalization Plan, which outlined areas of opportunity and improvement, helped restore historic downtown building façades, and secure critical funding for the most significant of all improvements: the transformation of Main Street.

This $4.5-million rehabilitation reconstructed four blocks of Main Street through the community’s downtown. Utilizing conceptual renderings prepared by MSA, City leaders were able to gather public feedback and support for the project, ultimately leading to a successful grant acquisition of $750,000 from the local gaming association.

With the additional grant funding, the impact of the downtown improvements was expanded to include work in the adjacent Wolf Creek Park including a new parking area for the kayak/canoe launch, walking path connecting the park to Main Street as well as to the 67mile Cedar Valley Nature Trail. Other park amenities included benches, lighting, and a 30x40 pavilion for private and community events.

State Street City of Madison

For more than a decade, the City has directed the transformation of the famed State Street, a couple of blocks at a time, to meet the City’s modern needs. The resulting award-winning design includes a balance of destination space for large and small groups, increased and improved seating opportunities and a wider throughway to accommodate emergency vehicles, food carts and a high volume of pedestrians and bicyclists. The project required extensive staging to accommodate pedestrians and access to adjacent buildings during construction.

Milwaukee Street Bridge

City of Janesville

Bridges unite. Some even define a community. The Milwaukee Street Bridge in the City of Janesville dates back to the 1840s, the first crossing of the Rock River within city limits. When its 1913 iteration showed signs of distress, MSA fully replaced the landmark structure while honoring the bridge’s legacy and aesthetics. New, ADA-compliant connections to multiuse trails assure full, accessible use for people of all ages and abilities.

Superior Street and La Crosse Street City of Wisconsin Dells

The reconstruction of Superior Street and La Crosse Street in the City of Wisconsin Dells replaces a critical intersection in the heart of a busy tourism district and addresses deteriorating infrastructure and safety concerns. The project adds a new five-legged mini roundabout at the Superior and La Crosse intersection, upgrades the corridor’s sanitary sewer system, reroutes and replaces sanitary and water mains and upsizes stormwater infrastructure to alleviate localized flooding in the lower reaches of the urban drainage basin.

This project was awarded a Public Works Project of the Year Award in the Small Cities/Rural Communities Category by the Wisconsin Chapter of the American Public Works Association.

Mansion Street and State Street

City of Mauston

Mansion Street serves as an access point to many downtown businesses and fronts city hall, police and fire departments, the public library and Riverside Park and boat launch, a key community recreational amenity. MSA’s improvements remedied large areas of failed asphalt and poor street lighting.

New concrete pavement along Mansion Street saved the City money and continued a uniform downtown look of its roadways, with the added advantage of aesthetic features such as colored concrete crosswalks. The installation of LED lighting along the corridor provides better lighting with low-maintenance costs, while at the same time elevating security and allowing pedestrians and cyclists to use this corridor and adjacent park. To create additional parking, MSA’s unique design addressed the close proximity of other adjacent parking lots, buildings and lot topography to maximize access and create 34 parking stalls.

Along State Street, a number of historic properties required Section 106 documentation. This stretch of urban roadway in the City’s downtown required staging to accommodate access to businesses and property throughout the reconstruction. The sidewalk was staged to provide front-door access to businesses where secondary ADA access was unavailable.

Similar to the importance of providing consumers with safe water for drinking, reclaiming wastewater so it can be discharged back into the environment with minimal or no harmful effects is paramount. Lakewalk Sanitary Sewer Overflow Underground Storage Facility City of Duluth

What was once an abandoned industrial property in the City of Duluth, Minnesota, has been transformed into a parking lot with a park-like setting located adjacent to Duluth’s popular pedestrian Lakewalk. A massive three-million-gallon tank is buried underneath the environmentally friendly parking lot. This tank is the recently completed Lakeside Interceptor Sanitary Sewer Overflow (SSO) Basin, which protects Lake Superior from sanitary sewer overflows. MSA designed the tank and parking lot, provided construction oversight and completed environmental investigation, planning and remediation.

Lift Station No. 8 City of Duluth

As part of the City of Duluth’s ongoing sanitary utility capital improvement plan, MSA worked with City staff to replace Lift Station No. 8, which is the final lift station on Park Point, a long sandspit that extends out from the City’s tourist hub and separates Lake Superior from the Duluth harbor basin. The point’s single access is across a 180-foot-tall lift bridge. Lift Station No. 8 pumps all the wastewater from the point in a force main overtop the lift bridge. Project challenges addressed by the design included extremely high heads for a wastewater station, limited property and space in the urban setting, and constant flow of wastewater to the station.

MSA evaluated three pump solutions for the upgrade. Like several other City lift station projects, the City elected to convert the station into a submersible pump station. MSA’s design provided a bypass of the influ ent sewer into the inlets of the existing lift station pumps to provide a completely automatic bypass pumping system that allowed the contractor to access the wet well for the installation of new concrete top and submersible pumps.

This project is the recipient of an ACEC-Minnesota Engineering Excellence Honor Award – Waste and Stormwater Category.

Hiawatha Sewer Extension and Force Main Replacement City of Hiawatha

The City of Hiawatha was in need of two significant solutions to their sanitary sewer system in order to stabilize infrastructure and plan for future community growth.

The first would address routine breakage issues within a portion of sanitary sewer force main. The answer was the construction of 1,523 linear feet of new sanitary sewer force main, expanded from 6- to 8-inch diameter for increased capacity.

The second issue addressed the need for an extension of sanitary sewer gravity main to an undeveloped parcel of land Here, MSA led the design of 1,961 linear feet of new 8-inch gravity main, with six corresponding manholes and necessary appurtenances.

The resulting successful sanitary sewer extension positions the City of Hiawatha to continue to grow, increase their tax revenue, and welcome new residents and businesses to the community.

East Side Water System Improvements Village of Lake Delton

MSA worked with the Village to install 5,900 linear feet of 16-inch ductile iron water main, a booster/pressure-reducing valve station and a new 750,000-gallon elevated reservoir. Our team also performed horizontal directional drilling for roadway crossings and associated SCADA updates and enhancements that included advance alarming and secure remote access via smart devices.

Water System Improvements Village of Danvers

The Village of Danvers’ water system has high arsenic levels in their raw water supply and had been unable to sustain a treatment process to maintain treated potable water with a Maximum Contaminant Level (MCL) of 0.010

mg/L.

The Village retained MSA to complete planning and preliminary engineering to identify a solution to bring their finished water in compliance with federal regulations. The recommend ed treatment facilities were based on the results and conclusions of pilot testing. The proposed treatment processes include: aeration, chemical oxidation and co-precipitation, flocculation, settling, filtration and post-chlorination.

The Village then hired MSA to design the upgraded water treatment facility, which includes a new treatment plant building with modifications and upgrades to the existing building. Our team also provided resident project representative services.

Municipalities must contend with a variety of permitting issues related to water. While stormwater management and storm water master planning are often top of mind, issues related to water quality, floodplains, wetlands, watershed planning, dam and lake, river or stream restoration can be equally or even more challenging. These require community officials to have a comprehensive grasp of all their water resources and how best to manage them today, and decades from now. MSA’s dedicated water resources team delivers the expertise you need.

Green Alley Reconstruction City of Dubuque

Throughout the next 20 years, the City expects to convert approximately 240 existing alleys to green alleys. These reconstructed alleys are expected to reduce stormwater runoff within the Bee Branch Watershed by as much as 80%.

MSA developed a calculation tool specific to the Green Alley program that the City uses to evaluate the effectiveness of each alley system based on location, development density, alley dimensions and a number of other factors. Our team has also designed and con structed more than 15 alleys to date.

UPSIZED SYSTEM

MSA’s design restored more than 4,000 feet of stream and a half acre of wetland, and reclaimed nearly $1.2 million of property from the 100-year floodplain.

Lindstrom Neighborhood Drainage Improvement Study

City of Lindstrom

MSA assisted the City of Lindstrom in the evaluation of recurrent intersection and yard flooding within the Sylvan Avenue and Olinda Trail neighborhood. To study the situation, MSA constructed a 2D model of the study area to determine the current extent of flooding and to evaluate potential solutions. This powerful tool allowed for better visualization of the issue and better communication between MSA’s staff and the City. The City already had mapped the storm sewer in the neighborhood, so MSA was able to complete this small study in under a week.

Garden Hills Drainage Improvement and Flood Reduction Study City of Champaign

MSA conducted a study and preliminary design of new stormwater management facilities for the Garden Hills Neighborhood, an area of the City prone to flooding that obscures roads and damages homes. The alternative ultimately selected for the project involves acquisition of more than 40 existing residential properties to construct a large regional detention pond. Additionally, complete reconstruction of all streets in the neighborhood are planned so new, adequately sized storm sewer pipes and inlets may be installed to convey flow to the pond.

To help build bridges and get community members involved in the problem-solving, MSA initiated a robust public engagement process as part of the engineering study, facilitated by our in-house planning staff. Electronic and visual preference surveys, a booth at National Night Out, steering committee and neighborhood meetings, focus groups, neighborhood issues mapping and door-to-door postcard deliveries were just some methods used to solicit feedback from the neighborhood.

The construction phase begins after lots of planning, design and public engagement. It is always exciting to see all of that hard work and planning get implemented. However, with construction, there is still a need for attention to detail such as vehicle and pedestrian access, utility shut-offs, communication with residents and businesses, as well as the project schedule and budget.
