AQUATIC CENTER AT LARSON ACRES PARK

EVANSVILLE, WI

The City of Evansville prioritizes quality of life, maintaining 66 acres of park and recreational space. Neighborhood parks, open green spaces, city parks, sports fields and trails are picturesque destinations for its 5,800 residents. City leaders planned the revitalization of Larson Acres Park and Leonard-Leota Park. They aimed to replace an aged municipal pool at Leonard-Leota Park with a splash pad and build a new regional aquatic center at Larson Acres Park. MSA was selected for master planning and design services, collaborating with Water Technology, Inc. (WTI) as the aquatics/splash pad designer and Rettler Corporation as the athletic fields specialist.

The new Evansville Aquatic Center replaces a deteriorating pool at Leonard-Leota Park, moving it to a 24-acre site now called Larson Acres Park. Named after Don and Virginia Larson, the center features a six-lane pool, aqua climbing wall, diving board, lazy river, basketball hoops, water slides, zero-depth entry area, in-ground spray geysers and lounging areas. The bath house includes an admissions counter, restrooms, a staff kitchen, concessions, locker rooms, a lifeguard support station and administrative and mechanical spaces. An associated pool equipment building creates reservable poolside gathering areas to support patron events.

Larson Acres Park improvements include a new north-south drive, community gardens, parking and drop-off provisions. The park now has upgraded full-size soccer fields, new baseball and softball fields, a multi-sport court, open green space and a network of accessible multiuse trails and sidewalks connecting park amenities.

The Leonard-Leota Park flow-through splash pad with interactive in/on-slab water features such as ground sprays and geysers replaces the former pool, featuring a tiered terraced design overlooking a 40-acre lake. The splash pad is a zerodepth entry and is designed to accommodate people of all ages, abilities and comfort levels. HEALEY PLACE CHAMPAIGN, IL

Located in the busy University of Illinois campus district, this 88,400-square-foot, multi-use building includes 98-bed student housing, a two-story restaurant and sports bar with a dance floor, retail space and underground parking. This new building replaced a one-story, outdated retail space and was positioned on a site close to neighboring apartment buildings. MSA provided structural engineering for the building and structural design services for recent renovations and remodeling of the ground-level restaurant and bar.

UNIVERSITY AVENUE APARTMENTS

CHAMPAIGN, IL

This four-story apartment building located close to Campus Town in Champaign consists of first level parking and retail space and three levels of apartments stretched out across an entire city block (~250 feet). MSA provided structural and MEP design and construction documents in collaboration with a local architect for this project.

The building complex features a facade with projecting and receding cubes that emphasize each apartment unit. Large glass walls accentuate the grid-like layout of the facade and provide generous amounts of light for every living space. Retail gives high-profile access to a busy and developing corridor of the Campus.

FIREMAN’S PARK

VERONA, WI

Fireman’s Park, located along the shores of a reclaimed quarry site, has been a cherished spot for relaxation and waterfront recreation for decades. As Verona experienced tremendous growth, the City seized the opportunity to expand and enhance this beloved park. MSA collaborated with the Parks, Forestry and Recreation Committee to update the City’s Comprehensive Outdoor Recreation Plan. As part of this effort, MSA developed a master plan for Fireman’s Park, identifying $3 million in future infrastructure projects over five years.

Community input and comprehensive planning led to the creation of a new pavilion, an enhanced beach, an interactive splash pad, a basketball court, picnic areas, improved multi-use athletic fields, accessible trail connections and an integrated stormwater management system. The park retains its connection to the old community swimming hole and waterslide of Quarry Lake, but now features new site grading, welcoming terraces, a sunbathing deck and umbrellas along the beach to provide shade for visitors. Concrete steps lead up a stamped architectural concrete retaining wall to a circular, elevated splash pad and zero-depth aquatic play area, both accessible via an arching ADA-accessible ramp.

CARNEGIE-SCHADDE MEMORIAL PUBLIC LIBRARY

BARABOO, WI

The historic Carnegie Library in Baraboo, a beloved community centerpiece since its construction in 1903, has undergone a significant transformation to meet the demands of a growing population and increased use. Despite a major expansion in 1982, the need for further renovation became evident. This latest project, led by MSA in partnership with Quinn Evans Architects, aimed to add contemporary spaces such as an auditorium, classrooms, and gathering areas while carefully preserving the historic Carnegie original.

Renamed the Carnegie-Schadde Memorial Public Library, the facility now boasts dynamic new library spaces and a large community meeting area. Exterior developments include new parking, entrances, a book drop with a drive-up window, and civic gathering spaces. The first phase of construction focused on an 18,600-square-foot multi-story addition, followed by the renovation of the existing 14,000-square-foot area once the new addition was completed.

SAUK PRAIRIE POLICE DEPARTMENT

PRAIRIE DU SAC, WI

The Sauk Prairie Police Department planned a new law enforcement facility to better serve the communities of Sauk City and Prairie du Sac, Wisconsin. This state-of-the-art building included 14,000 square feet of office, work, training and meeting areas, along with 12,300 square feet of garage and support areas with a mechanical mezzanine. The facility was designed with modern security, safety and technology features to meet the needs of the area.

The community-oriented facility also offers public areas, including a Community Gathering/Municipal Court Room and a multi-use Community Services Office. Special amenities such as a 120 KVA solar array, abundant natural light, a community room, and multiple flex-use spaces made this facility a welcoming and sustainable hub for public safety, service, and cross-community support.

MINOCQUA FIRE DEPARTMENT FACILITY

MINOCQUA, WI

The Town of Minocqua fire and rescue department has been proudly protecting their community since 1884. After carefully considering remodeling and expanding their existing community fire station, it was ultimately decided that a new, larger facility would provide the best long-term solution. The Town purchased an approximate 4-acre parcel along the shoreline of Clawson Lake on the southern side of the community and chose MSA to design a new 14,536-square-foot station. The result is a new four-bay, double-deep, drive-through apparatus garage with in-floor heat and epoxy flooring. The finished areas of the building include a training room that can accommodate 48 people, new office spaces, lounge, break room, fitness area, laundry, self-contained breathing apparatus (SCBA) room, workshop, radio room, showers and an emergency generator. It also includes a fire history room, showcasing a truck, equipment and memorabilia from the department’s early days.

Long-term design was top of mind for the new facility, constructed of brick and concrete masonry exterior walls with a steel roof structure that is expected to span over 80 years of useful life. The former fire station is now being repurposed as a storage and service facility for the Town’s Public Works Department.

The new station is able to accommodate a wider variety of in-house and community educational and training events. Some of these events include providing tours and fire prevention information to school kids, hosting students during Transportation Day in the spring and welcoming the Minocqua Public Library’s Story Time gathering where kids and parents learn safety tips, hear a safety-themed story, meet firefighters and explore the fire trucks up close.

The new Minocqua Fire Station is now providing the community with more efficient, effective public safety services and looks forward to continuing to do so for generations to come.

WASTEWATER TREATMENT FACILITY UPGRADE

SUN PRAIRIE, WI

The City of Sun Prairie, a rapidly growing city in Dane County and a long-time MSA client, has undergone several upgrades to its Water Pollution Control Facility. MSA collaborated with the City in 1999, 2001, 2003 and 2005 for the planning, design and construction of various improvements. The 2005 upgrade, a phased project led by MSA, included converting the facility from an RBC-based biological process to a conventional activated sludge process with biological nutrient removal. This upgrade also involved constructing new grit removal facilities, selector basins, aeration basins and supply systems, secondary clarifiers and sludge pumping, an intermediate pump station, UV disinfection, and upgrades to anaerobic digestion, sludge thickening, dewatering and cake storage facilities.

With a projected population increase of over 20% by 2030, the City’s Water Pollution Control Facility needed to accommodate growth and meet new DNR discharge limits for total phosphorus. Planning and design for the second phase of the 2005 project began in 2018, with construction commencing in 2020. Completed in 2023 at a construction cost of $19.9 million, the MSA-led team designed renovations to increase the average daily design flow to 4.6 MGD and peak monthly design flow to 7.5 MGD. The project included new raw wastewater pumps and sidestream pumping, additional mechanical fine screens, two new primary clarifiers, two new secondary clarifiers, and a new cloth media tertiary filtration system with advanced chemical phosphorus removal equipment. Additionally, a new primary sludge thickener-fermenter and primary sludge pump station were included, along with upgrades to the waste activated sludge storage facilities.

MAUSTON FIRE DEPARTMENT FACILITY

MAUSTON, WI

Form does not need to be sacrificed for function, as demonstrated by the airy 14,600-square-foot fire station in the City of Mauston, Wisconsin. This facility features double-deep drive-through bays, a training room and comfort amenities. MSA provided architectural and engineering services, evaluating GIS-driven data such as firefighter home locations and call frequency zones to select the optimal location for the new facility.

The existing fire station had become too small for current operations and apparatus and the police station needed the space currently occupied by the fire department. MSA was hired to assist the City with site evaluation and selection, which included performing GIS response time maps for firefighters and call locations. MSA also conducted a space needs analysis, space needs programming and cost estimating to determine a new station size and design that fit within the City’s budget and then prepared the construction documents for bidding and provided construction administration services to bring the project to realization for the City.
