Overview

Introduction This Zoo Master Plan identifies locations and recommendations for improvements within the Wisconsin Rapids Zoo. MSA evaluated the existing site features, developed two area relationship drawings, a preferred concept drawing and planning level cost estimate. The final Master Plan will aid the City in the development of future budgets to identify phasing, final design/construction drawings, and construction funding for future improvements as approved by the City. The development of the Master Plan for the Zoo was a three‐phased process beginning in June 2017. Phase I included a site inventory, analysis and evaluation; a project kickoff meeting with city staff was conducted to confirm the scope of the project and preliminary program needs. Phase II involved the development of a conceptual Master Plan based on the preliminary programmatic needs. Two area relationship diagrams were generated for the Zoo to identify preferred placement of uses, activities and features, considering existing conditions and their desired proximity to one another. MSA met with the City again to discuss the alternatives and develop a preferred area relationship diagram to serve as the basis for developing the final Master Plan. The final area relationship diagram was shared with the Mayor’s Youth Council who provided additional feedback which was then turned into the draft of the Master Plan. City staff then shared the initial draft of the Master Plan with community residents through a survey, results of which were provided to MSA to be incorporated into the final Master Plan. Phase III: The final Master Plan was presented and comments were collected from City staff and the plan was modified slightly. Cost estimates were created for the final Master Plan to aid future City budgeting. It is anticipated that revisions to the Master Plan and cost estimates may occur when the project moves forward into final design and construction documentation.

Design Concepts

The existing character of the Zoo and desired programmatic elements led to the development of each of the area relationship diagrams and subsequently to the final Master Plan. While each of the area relationship concepts emphasizes certain relationships, both concepts aim to improve the overall function and quality of the Zoo while increasing opportunities for experiences with animals and provide a range of areas for people to gather. Area Relationship Diagrams Option 1: Focuses on enhancing the existing features with minimal change to the overall structure or layout of the Zoo. Most exhibits are upgraded but remain in the same location. An aviary is proposed along the main sidewalk on the west end of the Zoo. Option 2: Focuses on re‐envisioning the Zoo. A new network of paths creates a meandering set of connections to several new exhibits. The existing picnic area is encompassed in an expanded fenced perimeter. Preferred Area Relationship Diagram Option 2 was selected as the preferred area relationship to move forward with in design.

Implementation Strategy

The Zoo Master Plan provides a vision for completing the improvements in phases over the next 10 years. The purpose of this Master Plan is to enhance existing environmental and social assets by identifying opportunities for improvement. These recommendations are intended to help the City of Wisconsin Rapids implement the desired vision for the Zoo. The recommended phasing breaks up the capital expenditures while Page 2 of 4

MEMO May 25, 2018 minimizing the need for re‐work during future phases. The completed plan will elevate the Zoo as a regional destination for outdoor recreation in Wisconsin Rapids. Improvements suggested in this plan will require additional design services prior to implementation.

Future Design Development

This plan provides a conceptual level plan for discussion and budget development. Features such as “Feature Exhibits” are shown as placeholders, with footprints appropriate for a variety of uses congruent with the overall Zoo plan. Enclosures were not detailed for a specific animal species. Future development should consider results of community surveys, future community needs, as well as well as ongoing operations and maintenance budgets. Additionally, programming was outside the scope of this plan, however, results of the community survey and Youth Council involvement show this is a priority for the community. Future discussion should be had on elements such as “additional educational programming”, “Concessions/Food Carts” and an expanded operating season. (See appendix for summary of Survey and Youth Council comments.)
