‘Presidential Proclamation No. 1041’ signals the start of the Buwan ng Wikang Pambansa August 5, 2018 8:20 PM by Kristan Carag
Photo Credits: facebook.com/angkomisyonsawikangfilipino For 21 years, the start of the month of August marks the beginning of an annual month-long celebration in the Philippines known as the Buwan ng Wikang Pambansa (National Language Month). The celebration of Buwan ng Wikang Pambansa, shortened to Buwan ng Wika, started in 1997 after then President Fidel Ramos signed Presidential Proclamation No. 1041 on July 15. The proclamation states that employees and officials of the government, teachers, and members of non-government organizations, particularly on language, culture, and education, should lead the observance of the Buwan ng Wika from August 1-31. Presidential Proclamation No. 1041 also recognizes the importance of the national language for communication, understanding, solidarity, and progress in the Philippines, and in the Philippine Revolution that started in 1986, more than 100 years after the proclamation was signed. “Ang isang katutubong wikang panlahat ay mahalagang kasangkapan sa komunikasyon, unawaan, kaisahan at kaunlaran ng bansa,” the proclamation states. “Ang katutubong wikang nagsisilbing batayan ng nililinang, pinauunlad at pinagyayaman pang wikang pambansang Filipino ayon sa itinatakda ng Saligang Batas ng 1987, ay gumanap ng mahalagang tungkulin sa Himagsikan ng 1896 tungo sa pagkakamit ng Kasarinlan na ang Ika-100 Taon ay kasalukuyang ipinagdiriwang at ginugunita ng sambayanang Pilipino,” the proclamation added. Buwan ng Wika is being celebrated in August since President Manuel Quezon, who is known as the Ama ng Pambansang Wika (Father of the National Language), was born on August 19, 1878. BEFORE THE SIGNING OF PROCLAMATION NO. 1041 Prior the signing of Proclamation No. 1041, we only celebrate it for a week. Initially, Proclamation no. 35, signed by President Sergio Osmena on March 26, 1946, scheduled the Linggo ng Wika (National Language Week) to start on March 27, and end on April 2, the birthday of renown Filipino poet-writer Francisco Balagtas Baltazar. However, on September 23, 1955, then President Ramon Magsaysay moved the celebration of the Linggo ng Wika to August 13-19, the birthday of President Quezon, since the previous ‘is outside of the school year, thereby precluding the participation of schools in its celebration’. On August 12, 1988, the late President Corazon Aquino signed Presidential Proclamation No. 19 further affirming that the celebration of the Linggo ng Wika shall fall on August 13-19. CURRENT CELEBRATION For the 2018 Buwan ng Wika, the Komisyon sa Wikang Filipino (Commission on the Filipino Language), also known as KWF, assigned the theme: Wika ng Saliksik.
According to the KWF, the theme recognizes the use of the Filipino language as a medium to spread knowledge and development all over the Philippines. the organization also seeks to develop the use of the national language in various studies, particularly math and science.
