Formal education prioritizes developing literacy and skills in the scientific domain, while the arts, culture, and social sciences are oftentimes sidelined. The higher education sector can promote these disciplines, by providing the means for faculty and personnel to develop their creative potentials and enrich their disciplinary knowledge. The CHED-NCCA Grants for Creative Projects aims to upgrade instruction and learning in the arts and culture disciplines by helping improve content and pedagogy. The higher education system, when transformed into an effective channel that broadens and deepens cultural knowledge, can be instrumental in nurturing pride in Filipino identity and values. The CHED-NCCA Grants for Creative Projects is a financial endowment for higher education institutions that are affected by the K to 12 Transition Period, who wish to engage in projects relating to the development of Philippine arts and culture for publication, exhibition, production, or other forms of public use. The initiative aims to stimulate the production of creative outputs, through investing in the artistic creativity of academics and artists in higher education institutions across the country. The NCCA, in line with its mission to "encourage the continuing development of a pluralistic culture by the people themselves," will be creating the opportunity for teaching and non-teaching staff to have a direct hand in the development of Filipino literature, arts, and culture. Through a partnership with CHED, the program hopes to be able to provide grants to higher education institutions, specifically involving personnel who are affected by the K to 12 Transition Period.

The strategic plan of the Commission on Higher Education (CHED) is directed towards supporting the national development agenda. The Commission recognizes the centrality of its role in the formation of high-level human resource, and as such, is committed to promoting quality higher education that is at par with international standards. Likewise, the Commission is dedicated to the enrichment of cultural heritages.

With the reform of the basic education system through the Republic Act 10533, the CHED has implemented its K to 12 Transition Program, designed to help mitigate the labor impact of the full implementation of Senior High School, while investing in the future of higher education.

Leveraging the CHED K to 12 Transition Program as a window of opportunity to upgrade the higher education system through opportunities for higher education personnel to advance their knowledge, skills, and qualifications, the CHED has developed a range of grants, which allow faculty to engage in activities for the improvement of instruction, production of research outputs, and immersion and extension work with other sectors.

In order to meet the needs of higher education personnel from all disciplines, specifically the arts, culture, humanities, and social sciences, the Commission has established a partnership with the National Commission for Culture and the Arts (NCCA) for the creation and delivery of Grants for Creative Projects of the K to 12 Transition. This exploratory initiative aims to encourage the production of creative outputs and knowledge among the arts and culture personnel in higher education institutions (HEI) across the country, and in doing so, also aid in fulfilling the PDP goals of mainstreaming cultural education in the higher education system and engaging more academics in research of creative work.

The Grants for Creative Projects of the K to 12 Transition are envisioned to contribute to transforming the higher education sector through developing the Philippine culture and arts. The primary goals of the grants are: a) production and dissemination of highimpact arts and culture outputs and knowledge, b) enhancement of higher education institutions by elevating faculty knowledge and competencies, c) stronger integration of cultural education in the higher education system, d) promotion of arts and cultural literacy at the local and national levels, and e) foster collaboration across the disciplines of arts and culture, social sciences, and hard sciences.

Article II General Guidelines and Mechanics 1.

The CHED-NCCA Grants for Creative Projects of the K to 12 Transition Program are available to higher education institutions (HEls) with teaching and non-teaching personnel whose teaching / work load have been reduced as a result of the K to 12 transition period. The grants are available within the years 2017 and 2018, and will be delivered by the NCCA, in cooperation with CHED.

The NCCA will release a call for proposals inviting HEls, either through an individual or teams of personnel, to avail of the Grants for Creative Projects of the K to 12 Transition Program. HEI applicants may submit their proposals and all necessary requirements from the day the call is released, until the deadline announced by the NCCA.

3.

HEls may apply as: 3.1. A single institution for a single grant to cover one project, or multiple projects; or 3.2. Multiple HEls in partnership/ consortia for one or more projects, where the team is composed of members from the institutions in partnership. If a project involves multiple HEls in partnership/ consortia, the Lead HEI will be the recipient of the grant amount, and will be accountable to the CHED and the NCCA for the implementation of the project and fulfillment of its terms and conditions.

HEls applying for grants must fulfill the eligibility requirements for HEls. Likewise, the individual or teams of HEI personnel must also fulfill the eligibility requirements. Teams must have a team leader/project proponent, whom the CHED and the NCCA will communicate with.

Programs and/ or projects proposed may also be initiated by departments, offices or units within the HEI or by the faculty and non-teaching personnel themselves, provided that the proposals are endorsed by the president of the HEI, Chancellor, or head of the HE!.

The Grants for Creative Projects can be used for the production of various outputs and forms, such as: Arts research, Architecture, Cinema, Dance, Dramatic Arts, Literary Arts, Music, Visual Arts, and Creative Industries", among others.

Applications will be evaluated by an Ad Hoc Screening Committee, composed of members from the Technical Panels of the CHED and the NCCA committees. Proposals will be vetted according to the criteria set by the NCCA and CHED (Appendix 2: Guidelines and Criteria for Proposals).

The NCCA shall give the awarded institutions a minimum duration of one (1) year to a maximum duration of two (2) years to finish their projects. The NCCA will allow a maximum no-cost extension of six (6) months only with written justification from the awardee.

9.

Completed outputs by the Grantees, must be documented and submitted in forms depending on the type of project. These shall be submitted for review, and potential revisions, following the monitoring and evaluation schedule.

10.

The grant is non-transferable. The grant amount shall be enjoyed by the Grantee institution, and the individual or the members of the team as approved.

11.

Continuing disbursement of grant privileges shall be based on the successful evaluation of the work in progress. A member from the Ad-Hoc Screening Committee shall be 'assigned as Reader to evaluate the output. The second and final tranche of the funding shall be released upon the recommendation of the Reader, after a positive evaluation of the progress of the project according to the Work and Financial Plan.

All submitted proposals shall not be returned. Only HEls with accepted proposals will be notified by the NCCA.

13.

Proposals not accepted in the current cycle may be resubmitted in the next cycle of the "Salikha" grants, should there be another one.

Article III Grant Principles and Platforms 1.

Proposals for research, development, innovation, and the production of creative outputs and knowledge may be submitted by HEls to receive grants for the implementation of projects.

2.

Proposals must be primarily directed towards the development of arts and culture and higher education in the country, and must seek to make an impact in these areas. With this, proposals must first seek to establish quantitative and/or qualitative baseline or indicators against which the impact of the project would be measured or assessed.

Proposals may either be: a. Discipline-Specific. Projects may focus on the production of artistic and/or scholarly outputs for a specific arts discipline such as Arts research, Architecture, Cinema, Dance, Dramatic Arts, Literary Arts, Music, Visual Arts, and Creative Industries, among others; or b. Multi-disciplinary. Projects may require collaboration between the different art disciplines, or may transcend disciplinary boundaries and create innovative and cutting-edge connectivity between the arts and culture, social sciences, and hard sciences. They may engage scholars across a broad spectrum of areas such as arts, humanities, wika, educational research, astronomy, biology, chemistry, cinema and media studies, computer and information science, mathematics, economics, medicine, music, molecular biology, physics, nanotechnology, neuroscience, the visual and performing arts, urban development, and policy research, among others.

Proposals must be aligned with the grant theme and vision: Transforming higher education through culture and the arts. Enrich higher education with culture and arts by producing and sharing creative outputs and knowledge to transform teaching and learning experiences and impact the community.

The Grant will be given to HEls in support of labor mitigation and faculty development, in line with the policies and principles of the CHED K to 12 Transition Program.

HEls must submit an accomplished concept proposal form (Refer to Appendix 4: Concept Proposal Form). The proposal must resonate with the grant principles and platforms articulated in Article III. HEls may apply using any of the following modes: a. As a single institution representing an individual or team; or b. As the lead institution in a partnership or consortium of HEls. Partnerships of big and small HEls are highly encouraged. The proposed project may be initiated by departments, offices or units within the HEI or by the faculty and non-teaching personnel themselves, provided that the proposals are endorsed by the president of the HEI, Chancellor, or head of the HE!. HEls must ensure the minimum eligibility requirements identified in Article III for the HEI, individual, team leader, and team members, are fulfilled. Submissions will be subject to the selection process of the CHED 'and the NCCA. Proposals that passed the eligibility screening and have submitted complete documentation will be contacted. for further consideration. This wiJI be followed by an invitation to attend a technical writeshop organized by the CHED and the NCCA. HEls will be requested to write and submit the full proposal(s) and detailed work and financial plan (WFP) after the writeshop, using the full proposal (See Appendix 7) and WFP template (See Appendix 8). Full proposals and WFPs will be evaluated by an Ad Hoc Screening Committee, created by the CHED and the NCCA. Proposals will be vetted according to the criteria set by the CHED and the NCCA (Refer to Appendix 2). The number of grants to be awarded to an HEI wit! depend on the parameters agreed upon by the CHED and the NCCA HEls may be asked to apply revisions based on recommendations made by the assigned reviewer(s) from the Ad Hoc Screening Committee. Depending on the type of project proposed, HEls may be asked to obtain' written endorsement from the University Research Board (URB), Institutional Research Committee (IRC), Office of the University President, or equivalent, certifying the project's compliance with ethical research standards, based on the work plan. Proposals recommended for approval by the assigned reviewer(s) from the Ad Hoc Screening Committee will be endorsed to the Higher Education Development Fund Office (HEDF) of the CHED for review of any financial obligations with the CHED.: Following clearance by the CHED HEDF, proposals will undergo approval by the CEB Management Committee (CEB MANCOM) of the CHED. The CHED and NCCA will issue a joint Notice of Award to HEls that will be awarded with the grants. HEls will be required to undergo an orientationlonboarding activity to be organized by the CHED and NCCA. HEls will sign a tripartite Memorandum of Agreement with the CHED and the NCCA to facilitate fund transfer. Notice to Proceed will be issued and the first tranche of the grant fund will be released to the HEls signalling permission to begin project implementation. The official start date of the project is upon fund disbursement.

Article V Qualification of HEls and Teams 1.

Eligibility Requirements for Higher Education Institutions Higher Education Institutions applying for the grants must fulfill the following eligibility criteria: 1.1. CHED-recognized institution; 1.2. Will be able to fulfill the Terms and Conditions of the grant; 1.3. Is able to constitute a team of personnel that fulfill the eligibility criteria; 1.4. Must be offering at least one discipline/ program relevant to the proposed project; 1.5. Fulfills additional criteria for the grant type applied for as stipulated in Appendix 1; and 1.6. Lead HEls. Does not have pending financial obligations to either the CHED or NCCA, and has not submitted a proposal nor received any prior funding from governmental or other agencies for the same proposed project.

Eligibility Requirements for Individualsl Team Leaders Individuals and team leaders must satisfy the eligibility criteria listed below. Filipino citizen; 2.1. Higher education teaching or non-teaching personnel; 2.2. Preferably has a masters or doctorate degree in relevant field; 2.3. In good health and of good moral character; 2.4. Demonstrates a strong academic and professional record; 2.5. Preferably has managed at least two (2) projects as Creative programs/ Project 2.6. leader/ Research team leader; and/or Has received a recognition or award from a reputable body for work produced 2.7. (e.g. international and national awards, awards from government agencies, professional awards, commercial success); Preferably an artist/arts practitioner, who will be primarily involved in fulfilling the 2.8. creative/artistic objectives of the project; and For Research Projects for Publication. Must have published a refereed research 2.9. paper in a CHED-accredited or internationally-indexed publication or reputable peer-reviewed journal, either as sole or co-author.

In addition, individual proponents must be deloaded. 2.10. For Individual Proponents. Higher education teaching or non-teaching personnel who has a reduced teaching load with a maximum of 12 units of teaching/ work, or as certified by the HEI as deloaded. 3.

Eligibility Requirements for Teams 3.1. Team Composition 3.1.1. The team undertaking the project must have a maximum of ten (10) members, inclusive of the Team Lead, and may be composed of personnel from a singular higher education institution or from multiple institutions in partnership/ consortia. 3.1.2. The team must have a team leader and team members from disciplines relevant to the project. Members may be from different disciplines, depending on the nature of the project. 3.1.3. If the individual proponent or the team requires personnel with expertise in an art form, they may seek the assistance of a consultant artist, provided that this is properly justified and included in the Work and Financial Plan.

3.2.

Eligibility Requirements for Team Members 3.2.1. Filipino citizen; 3.2.2. Is not a current recipient of grant funding, either as an individual or as a team member, of the CHED or NCCA.

Article VI Grant Privileges

1.

The total grant amounts may vary in size depending on the type and scale of project. The deliverables and outputs produced must be commensurate to the size of grant given (See Appendix 1: Grant Amount and Categories). The grant categories are named after particular forms of epic in Philippine culture.

Individual Proponent, Team Members and Team Leaders shall be entitled to honoraria: 3.1. Honoraria allocated to individual proponents, team members, and team leaders

Article VII Terms and Conditions

1.

Responsibilities 1.1. The Sending Higher Education Institution shall: 1.1.1. Ensure all the team members are: 1.1.1.1. compliant with the minimum eligibility requirements of the grant; 1.1.1.2. of good moral character; 1.1.1.3. able and willing to undertake the research/ project; 1.1.1.4. cognizant and are accepting the commitment; and 1.1.1.5. affected due to the K to 12 Transition. 1.1.2. Properly utilize the funds provided by the CHED and shall see to it that these are used for the purpose for which the same was intended, in accordance with the approved Work and Financial Plan, and subject to accounting and auditing rules and regulations; Submit reports and outputs to the NCCA, and financial reports and 1.1.3. liquidation documents to the CHED as required; Return to the CHED any/ all unused balance of the program fund, 1.1.4. including any/all income/ interest earned/ generated from the same, upon pre-termination or completion of the project within forty-five (45) but not more than sixty (60) calendar days; For Observe the provisions of RA 9184 and its Implementing 1.1.5. Establish a system of remuneration for involved de loaded researchers using the grant amount as a funding source, compliant with the terms for salary and honorarium of CHED Order No.2, 2011, also entitled "Implementing Guidelines on the Grant of Honoraria for CHED-Funded Programs and Projects"; Ensure that all outcomes of the research project are compliant with the terms of the pertinent University Research Board (URB)/ Institutional Research Committee (IRC) and Ethics committee, to ensure the highest standards of ethics and safety; Strictly enforce the terms of the grant, and ensure faithful compliance by the Grantee of the terms of the grant.

The Team shall: 1.2.1. Implement the project according to the particularities stated in the Project Summary, WFP, Line Item Budget, Schedule of Activities/Gantt Chart; 1.2.2. Coordinate regularly with the NCCA secretariat for the implementation, monitoring and assessment of the Project through e-mail, letter, phone or text messaging. 1.2.3. Authorize the CHED and NCCA to include the project output, partially or entirely, in their respective websites and databases and for use in their promotional efforts, reports or other collateral materials as they deem necessary for the promotion of culture and scholarship in the country; 1.2.4. Prepare accomplishment reports for submission to the NCCA and CHED; 1.2.5. Prepare all liquidation reports, liquidation documents, and other supporting documents such as official receipts and payroll, as required by the CHED within the grant duration. The Report of Expenses shall be submitted to the CHED. 1.2.6. Submit Terminal Report in the following format (1) Hardbound Terminal Report in accordance with the NCCA Guide on Terminal Report; (2) A DVD containing a non-editable PDF (Portable Document File) format of the Report readable in a standard computer. The DVD must be of high quality (ex. Imation, Sony) in transparent case and properly labeled. Photos must be saved in JPG files for possible use in CHED and/or NCCA publications; (3) For Research or Publication projects, the Report shall consist of 1 hardbound copy of the manuscript or book and 1 DVD containing PDF format of the output. Copy furnish the CHED with the same deliverables. 1.2.7. Abide by the pertinent codes of ethics developed by research institutes/ agencies, and Republic Acts protecting vulnerable groups, such as: 1.2.7.1. Ethical Guidelines for Social Research; 1.2.7.2. RA 8371 "An Act to Recognize, Protect and Promote the Rights of Indigenous Cultural Communities/Indigenous People, Creating a National Commission of Indigenous People, Establishing Implementing Mechanisms, Appropriating Funds Therefore, and for Other Purposes"; 1.2.7.3. RA 8485 "Animal Welfare Act" of 1998; among others. 1.2.8. Obtain written endorsement from the University Research Board (URB), Institutional Research Committee (IRC) , Office of the University President, or equivalent, certifying the project's adherence to ethical research practices and intellectual rights systems.

Ownership of Purchased Equipment and Facilities 2.1. In the event that the project shall include provision for equipment and facilities, the CHED reserves the right to ownership over the purchased equipment and facilities subject of the grant until full liquidation by the HEll Lead HEI is completed. the HEI/ Lead HEI shall ensue upon issuance of Invoice Receipt of property by the CHED, or completion of any other required accounting and audit procedure for this purpose. The HEI/ Lead HEI is also asked to submit a long-term Sustainability Plan detailing the resources to be used for maintaining the said equipment and facilities.

3.

Copyright and Ownership Rights 3.1.

Ownership and enjoyment thereof arising from this project shall be governed by the applicable provisions of RA 10055 (An Act Providing the Framework and Support System for the Ownership, Management, Use, and Commercialization of Intellectual Property Generated from Research and Development funded by Government and for other purposes), and RA 8293 (An Act Prescribing the Intellectual Property Code and Establishing the Intellectual Property Office, Providing for Its Powers and Functions, and for Other Purposes) including their respective Implementing Rules and Regulations, as well as existing and future policies of the CHED andlor the NCCA on Intellectual Property Rights such as but not limited to the following: 3.1.1.

Any public dissemination (i.e. publication, broadcast, performance, exhibition, etc.) arising from the activities undertaken shall clearly establish and identify the Grantee as the source of the output;

3.1.2.

All reports arising from activities undertaken shall be made in the name of the Grantee, as source of the output. The names of the principal authors, and/or Team Members, shall be identified, recognized and included in the report;

3.1.3.

The CHED and NCCA shall have the right to freely use all outputs for any of the purposes within each agency's legal mandate. The Grantee, acknowledged as the principal authors, researchers and/or Project Leaders/Research Team Leaders identified, recognized and included in the report, shall provide the CHED and NCCA written updates on the use of any of the data or information contained in the report and the purposes thereof, to ensure that government-funded researches and projects are utilized, continuously supported, and properly documented for the widest dissemination and use by the general public, and to encourage further studies and researches;

3.2.

The HEll Lead HEI shall ensure that the project conducted and its outcome would not violate the intellectual property rights of any third party.

3.3.

Unless otherwise stipulated in an existing agreement between the creators of the work and the HEI involved that defines the ownership of the intellectual property generated by the project, the ownership of the work will be awarded to the HEI.

3.4.

The CHED and NCCA will possess the first option to publicly disseminate completed outputs. The CHED and NCCA will have the right to produce or authorize to be produced, for staging, telecasting, broadcasting, or cinema or other forms of exhibition from time to time any output of the completed project. The agencies will also be allowed to include the completed outputs in their respective websites. The first option to publish or disseminate outputs of the CHED and NCCA expires one year after completion of the project.

The entry submitted must not have been submitted to any other grant-giving body or must not have received any grant previously or concurrently. The ~'

submitted entry must be new and original work; it may not be a work previously published, exhibited, broadcast, or otherwise featured in public expression. Furthermore, the entry must not be a completed project upon application, but may be a work in progress.

4.

Upscaling Impactl Diffusion of Outcomes 4.1. Grantees must provide a dissemination plan summarizing the activities to be undertaken for sharing the outputs generated and broadening the impact of the project outcomes. 4.2. The target audience and rationale for each of the proposed activity must be specified. 4.3. Grantees are required to apportion 5% of the total project fund towards this end. 4.4. Possible diffusion activities include workshops, conferences, and trainings, among others.

Termination of the Grant The CHED has the right to terminate the grant under any of the following circumstances: 5.1. Unjustified failure of the Grantee to implement the grant in accordance with terms and conditions; 5.2. Grossly unsatisfactory quality of the work-in-progress, as deemed by the CHED and NCCA; 5.3. Breach or violation of contract by the Grantee; 5.4. Misuse of grant funds; 5.5. Justifiable grounds which prove the inability of the Grantee to complete the grant (e.g. poor health of the team leadl project proponent, natural calamities); 5.6. Non-availability or exhaustion of funds; and 5.7. Such other acts as may be considered by the CHED and NCCA as inimical to the interest of the government of the Republic of the Philippines and those that adversely affect the integrity of the CHED and NCCA. Article VIII Monitoring and Evaluation 1. Grantees must submit accomplishment and financial reports following the schedule given by the CHED and NCCA, as an aid in monitoring the progress of the project and utilization of the fund. 2.

Readers/ committee members from the NCCA and/or CHED may review the progress of the creative project to provide further support and mentoring to Grantees, through outputs submitted, and/or site visits.

3. The completed output must be submitted to the NCCA two (2) months before the end of the grant, for review and recommendations of the Readers/ committee members. Revisions may take place after this period, followed by the submission of the final output before the end of the grant duration. Projects that will extend the grant duration will continue to be monitored by the NCCA until the completed output is submitted and approved by the Readers/ committee members.

Article IX Sanctions The CHED reserves the right to take administrative, civil, and/ or criminal action including, but not limited to, the imposition of a payment obligation for all financial privileges received under the Grant and disqualification from receiving any future grants from the K to 12 Transition Program against HEI grantees for the following infractions: 1. Refusal or failure of the Grantee to comply with the policies and guidelines herein stated, and with any provision of the Memorandum of Agreement between the CHED, the NCCA and the HEI grantee; 2. Misrepresentation or fraud by the Grantee and/or any of its personnel serving as project lead/ team members; 3. Failure to submit the required accomplishment reports and/or financial reports according to the schedule given by the CHED and NCCA; 4. Failure to complete the project under the Grant, including the implementation of the plan, within the approved duration; 5. Use of funds for the purposes other than those indicated in the approved project proposal and Work and Financial Plan; and 6. Other acts as may be considered by the CHED and NCCA as inimical to the Republic of the Philippines and those that adversely affect the integrity of the Grant.

Article X Separability Clause If any part or provision of this Joint Memorandum Circular shall be held invalid or illegal by competent authority, other provisions thereof, which are not affected thereby shall continue to be in full force and effect.

Article XI Effectivity This Joint Memorandum Circular shall take effect immediately and shall remain in force only until December 2017, unless otherwise extended by the CHED and the NCCA. Issued this
