Introduction Graduate Diploma in Cultural Education is a two-summer 24-unit post-baccalaureate program divided into Level I and Level II which offers foundation and major courses to enhance the students’ understanding of the basic theories, processes and applications of arts, culture, heritage in the culture-based teaching of the basic education curriculum. Given that GDCE is a 24-unit graduate credit program, it follows a two-summer ladderized curriculum designed for public school teachers of any subject area in the elementary and high school levels. Each phase consists of 12 graduate-level academic credits. Level I scholars are expected to continue to Level II. Successful graduates of this twosummer program have the option to continue on to the Master of Education, Major in Cultural Education to be offered in higher institutions (HEIs) selected by NCCA. As of February 2018, there are at least eight HEIs offering GDCE and Graduate Diploma in Teaching Arts. In Region 2 (Cagayan Valley) Isabela State University Echague; Region 3 (Central Luzon) La Consolacion University Philippines Malolos, Bulacan; Region 4A (CALABARZON) College de San Juan de Letran-Calamba; Region 4B (MIMAROPA) Marinduque State College Boac; Region 7 (Central Visayas) Cebu Normal University - Cebu City; Region 9 (Western Mindanao) La Salle University Ozamis City; Region 10 (Northern Mindanao) Xavier University - Ateneo de Cagayan; and Region 12 (SOCKSARGEN) Notre dame of Marbel University South Cotabato. In April 2017, the GDCE project coordinator had the opportunity to get into contact with the newly appointed NCCA executive director Jun Pableo. He was invited to become the Marinduque State College commencement speaker, on that occasion the GDCE project coordinator was able to meet the NCCA legal officer Atty. Resil Solis. He opened up regarding Marinduque State College’s cultural and arts studies initiatives of the province. Atty. Solis advised the GDCE project coordinator to get a technical assistance, request for a cultural and heritage mapping and come up with an intent to offer Graduate Diploma in Cultural Education. It all proved to be auspicious, in three years time Marinduque is going to commemorate the centennial foundation of its autonomy from other provinces like Batangas, Mindoro and Quezon. The main purpose of GDCE is to train DepEd Teacher-Scholars to be equipped with the tools to incorporate culture in the curriculum of basic education through two-summer 24 unit program that could lead to a graduate degree in Cultural Education. GDCE addresses the concerns such as giving due importance to culture as a vital component in national development; cultural development, heritage preservation and promotion. The expected outputs of this program are competent Teacher-Scholars, strengthened capacity to deliver culture-based instruction. Teacher-Scholars who would graduate from GDCE would have the ability to shift the paradigm to provide education that is relevant to the needs of the changing times and responsive to the demands of the industry.

Schedule/ Calendar of Activities Aligned to the terms and conditions set by the National Commission for Culture and Arts as stated in the Memorandum of Agreement, the Grantee conducted series of activities that complied with the essentials of the project. In the beginning, there was an execution and notarization of Memorandum of Agreement between NCCA and the Grantee as stipulated by the Memorandum of Agreement. A GDCE Orientation was held in Silid Darangen at NCCA in March 2-3. The soonest possible time, an “Inception Meeting” between DepEd MiMaRoPa and MSC School of Education Graduate School was undertaken by March 5. An agreed deadline was set for the submission of Qualified Participants on March 19. A Qualifying Test administered by the DepEd MiMaRoPa coordinator was held by March 23. Then the Release of Results was slated by 2nd week of April. In April 10, a marathon interview of qualified teacher-scholars was led by the GDCE Project Director and Coordinator. A short orientation and overview was in order right after the series of interview regarding the admissions exams, enrolment procedures, stipend requirements and other details about the GDCE program in MSC. The following courses were given during Level 1 by Summer 2018: CulEd 200 – Pedagogy of Cultural Education April 30-May 5 CulEd 206 – Local Cultural Mapping May 7-12 CulEd 204 – Re-view of Philippine History and Heritage May 14-19 Cul-Ed 205 – Philippine Literary Arts May 21-26 The class for CulEd 200 – Pedagogy of Cultural Education under Dr. Orlando B. Magno was held at the School of Education AVR last April 30 to May 5. For Dr. Magno’s airfare from Cebu to Manila, Dr. Rex Asuncion shouldered the expenses and was successfully reimbursed last May 17, 2018. Also, an extension wire was borrowed at the SLA Office and was safely returned right after the last day of study. The honorarium of Dr. Magno was released by the cashier last May 3, 2018. The class for CulEd 206 – Local Cultural Mapping under Dr. Randy T. Nobleza was held at Nenalyn Defensor Speech Laboratory last May 7-12. Local Cultural Mapping includes studying various cultural richness of the province thus; the teacher-scholars explored the six towns of Marinduque on their course of study.
