Message from the President and the General Director A Year in Review As always, the paramount objective of Médecins Sans Frontières (MSF) is to respond to emergencies according to the greatest needs. We strive to keep Canadians informed about our actions and also about the struggles we face in delivering humanitarian medical assistance. The ongoing conflict in Darfur, Sudan continued to threaten millions of lives in 2006. Though rising insecurity reduced MSF’s ability to provide aid in some areas at times, our presence in the region was and is important to people trapped in camps, living like prisoners and dependant on aid for their very survival. By the end of 2006, MSF was working in 14 locations throughout Darfur and was providing care – including basic healthcare, surgery, paediatric care, vaccinations, high-risk prenatal care, mental health services and nutritional support – to approximately 685,000 local residents and displaced people. Seven months after the earthquake in Pakistan in October 2005, MSF continued to provide orthopedic consultations in its inflatable medical tents in Mansehra as well as give support to the district hospital as it returned to normal functioning. Following the conflict between the Israeli army and the Hezbollah militia in July 2006, MSF intervened in southern Lebanon, mainly through the distribution of basic non-food items (toiletry items, cooking sets and blankets) in addition to mobile health clinics, all in collaboration with local Lebanese medical teams. Many of the populations to whom we provide assistance live in places affected by or emerging from periods of armed conflict or internal instability. Our presence and work in Sri Lanka has often been particularly challenging in this regard. When peace talks failed and hostilities restarted in 2006, MSF tried to gain access to those in need of assistance but was not allowed to do so. After much negotiation with the government, by the end of the year we succeeded in sending medical and surgical teams to Point Pedro, Vavunya and Mannar.
Intense bursts of violence characterised life in Somalia last year as the 15-year-old internal conflict raged on. Drought and flooding plagued different regions. In a country where a quarter of children die before their fifth birthday, malnutrition increased as livestock and crops were destroyed. Against this difficult backdrop, MSF actions included providing nutritional support and tuberculosis (TB) treatment, as well as primary and secondary health services in locations including Bay region, Galgalduud, Puntland and Mogadishu. Despite a peace agreement signed in 2002, a democratic election process in 2006 supported by the international community and the presence of UN forces, violence is still raging in North Kivu, Democratic Republic of Congo. Armed conflicts between dissident brigades, foreign militia and government forces mean the civilian population continues to face danger on a daily basis. MSF provided medical care to 3,500 female survivors of sexual violence in 2006 in North Kivu, some travelling 18 hours by motorcycle to come to our clinic within 72 hours of being raped to receive antiretroviral medicine to protect against HIV. MSF works in two referral hospitals in Rutshuru and Kayna and in October 2006 opened an emergency programme for malnourished children and rape survivors. There are many other critical battles we push through every day, including the fight for access to essential medicines for neglected diseases such as TB, AIDS and malaria. Wherever the crisis might be, it is the nature of MSF to respond, to get on that plane, in that car, or boat, or on that motorcycle, and go out and act, reaching out to populations in need of healthcare around the world.

XVI International AIDS Conference August 2006, Toronto: MSF delivers experiences at international conference while progress to tackle the pandemic lumbers Time to deliver. That was the aptly named theme of the XVI International AIDS Conference (IAC) held in Toronto in August 2006. Expectations remain high for the unmet promise to deliver medicines, know-how, funding and support for the 40 million people living with HIV/AIDS worldwide in 2006. An estimated 80 per cent of them lack access to life-saving antiretroviral (ARV) treatment. Thirty-five international representatives of Médecins Sans Frontières (MSF) programmes for HIV/AIDS in 14 countries attended the IAC, sharing information, giving media interviews, holding major and numerous smaller sessions and presenting data on such topics as treating children in resource-poor countries and the adverse consequences of user fees for patients. As it has at previous IACs, MSF demonstrated that delivering treatment and care to people living with HIV/AIDS is possible in developing countries,
despite the constraints. Once again, MSF demanded paediatric ARV formulations for our youngest patients, and that treatment be made affordable and available to the poorest patients. MSF also raised the alarm bell about the need for affordable new medicines. At the time of the IAC, MSF was treating more than 57,000 patients with life-prolonging antriretrovirals in 32 countries. By the end of 2006, MSF was treating more than 80,000 patients living with HIV/AIDS. Millions of people, however, are still not getting the treatment they need to stay alive. As medical humanitarians we do not accept that time is running out for them.
“ The disappointing side of the conference was from the political side as the Canadian prime minister failed to attend. The Canadian government has not been able to deliver on their pledge to produce generic formulations even with all the encouragement and assurance of participation by MSF.” ~ Ibrahim Umoru, peer counsellor MSF HIV/AIDS project Lagos, Nigeria

After three decades of civil war, Angola’s health infrastructure is slowly re-establishing itself. The worst cholera outbreak ever recorded in the capital city of Luanda took place in February 2006. More than 53,000 people were infected and an estimated 2,100 people died between mid-February and early September. During its intervention, MSF treated more than 26,000 people and sent more than 400 tonnes of medical and logistical supplies to affected areas.
Bolivia is home to a large indigenous population, many of whom are poor, geographically isolated and have little access to healthcare. MSF has focused on helping Bolivians with Chagas, a deadly parasitic disease. Up to 40 per cent of people are affected by Chagas in some rural areas, the highest prevalence of the disease in Latin America. As Chagas currently cannot be effectively treated in adults, emphasis is on diagnosis and treatment in youth under 18 – with good results. MSF also continues to support the Ministry of Health’s Chagas prevention activities, trains medical and community health staff and conducts community education. Lobbying and advocacy to improve access to diagnosis and treatment for Chagas is ongoing.
MSF supports a number of hospitals throughout Burundi, where health services are provided for very low fees and with free access for the most vulnerable. Malaria, a treatable but otherwise potentially fatal disease, represents up to 50 per cent of MSF medical consultations at health centres countrywide.
The country’s increasing stability has led MSF to hand over many of its activities. In 2006, projects in eight locations were transferred to either Ministry of Health staff or other organisations. MSF has worked in Angola since 1993. international staff: national staff:

In Kazanza province, MSF currently works in a hospital and three basic health centres. Activities in these facilities include emergency surgery, tuberculosis treatment, ante-natal and post-natal care, identifying and referring HIV-positive patients to the national programme (and following up with them once they begin antiretroviral therapy), as well as treatment for survivors of sexual violence. Similar MSF activities in Ruyigi district were handed over to the Ministry of Health in 2006. MSF has worked in Burundi since 1992. international staff:

The profiles in this report offer details about the countries and projects MSF Canada funded in 2006. In keeping with our principle of independence, 81 per cent of funding in Canada for MSF’s work came from private donors, with the remaining 19 per cent coming from institutional donors, including the Humanitarian Assistance, Peace and Security division of the Canadian International Development Agency (CIDA). The numbers of international and national staff indicated represent all members of MSF teams working on different projects in the country profiled at one point in 2006, and not only the staff in the project MSF Canada funded. The information presented here describes our work and the realities in each country context during 2006. These realities may have changed since the publication of this report. Buruli ulcer is a tropical disease caused by bacteria that destroys tissue just beneath the skin. It is difficult and expensive to treat as little is known about how the disease is transmitted or how it progresses. Since 2004, MSF has been treating patients in the city of Akonolinga both surgically and with medicines for Buruli ulcer, while also innovating diagnostic techniques. MSF is working with the Ministry of Health to ensure the continuation of the project over the long term.
Several attempted coups and continued fighting between government forces and rebels resulted in hundreds of civilian and military casualties in 2006 in Chad. Despite gaps from other aid actors, MSF increased its operations in the country in an attempt to meet ongoing needs. Every week, MSF teams treat approximately 1,600 patients in health centres and mobile clinics in 15 locations. The organisation provides about 200,000 litres of safe drinking water to more than 23,000 people every day and has given basic relief goods, such as blankets, plastic sheeting, buckets and soap to about 50,000 displaced persons in eastern Chad.
Now in its fifth decade, ongoing violent conflict in Colombia has caused the displacement of more than two million people. While many people in remote villages find themselves cut off from basic healthcare services, those who have fled to urban shantytowns are subject to poverty, disease and rampant violence. Many people throughout the country are also suffering from mental disorders including acute trauma caused by witnessing or being victims of violent events.

MSF continued in 2006 to provide essential medical services in numerous urban and rural areas of Colombia, using both fixed health posts and mobile clinics. In addition to basic healthcare, many programmes include vaccinations, reproductive healthcare, emergency dentistry and psychosocial support. In the northeastern department of Norte de Santander, MSF conducted medical outreach activities in isolated rural areas where approximately 750 patients were seen each month. In the provinces of Córdoba, Chocó and Antioquía, MSF expanded its activities in 2006. Mobile clinics were used to provide healthcare to people living in outlying villages, treating approximately 900 patients monthly. MSF also established a clinic for displaced persons living in the urban slums of Sincelejo. On average, 1,250 patients were treated per month, the most common ailments being respiratory infections, diarrhoeal diseases and acute viral infections. MSF has worked in Colombia since 1985. international staff:

Millions of people continue to live in crisis throughout Democratic Republic of Congo (DRC) and the medical situation remains grave. The eruption of violence and disease is frequent in DRC and MSF teams are required to be mobile and react on short notice, often on a large scale. In places such as Pweto and Walikale in the provinces of Katanga and North Kivu, MSF continues to provide primary and secondary health services to displaced and resident populations affected by violence. In addition to running a makeshift hospital and a network of health centres, MSF launched measles vaccination campaigns, treated outbreaks of cholera, cared for victims of rape, and distributed supplies such as plastic sheeting, blankets and cooking utensils for displaced families. HIV/AIDS is also a major focus for MSF in DRC and 2006 saw an expansion of treatment programmes across the country. MSF has worked in DRC since 1981. international staff:

Kala azar is still a widespread disease in many parts of Ethiopia. Transmitted by the sandfly, the disease attacks the immune system causing fever, wasting, an enlarged spleen, anaemia and death if left untreated. While national treatment guidelines for kala azar (also known as visceral leishmaniasis) are being reviewed, the disease remains a huge challenge in Ethiopia. There is still a very limited availability of the necessary drugs, even in areas where the disease is endemic.
Fear, lack of infrastructure and high healthcare costs prevent more than half of Haiti’s population from accessing basic medical services. The enormous civilian cost of the country’s violence caused MSF to speak out in January 2006, calling on all parties to respect the safety of civilians and allow immediate access to emergency medical care. MSF also called on all armed actors to respect the safety of national and international aid workers after a wave of kidnappings.
In the northeastern Amhara Region, MSF treats patients co-infected with HIV and kala azar in the towns of Humera and Abdurafi. More than 1,800 patients with kala azar were treated in 2006. MSF has worked in Ethiopia since 1984. international staff:

In the capital Port-au-Prince, in one of the city’s most violent areas, Cité Soleil, MSF operates the 75-bed Choscal Hospital as well as the Chapi Health Centre. More than 3,000 consultations are carried out monthly, including maternal and child healthcare and surgical consultations. Haiti has the highest level of maternal mortality in the Americas, with 523 deaths per 100,000 births. In March 2006, MSF opened the 60-bed Jude Anne Hospital in the capital’s Delmas area, where emergency obstetric care services are available around the clock. Between March and June 2006, the team performed more than 1,200 deliveries and 450 surgical interventions, including 250 caesarean sections. In June 2006, MSF handed over the activities of its primary healthcare project in the Decayette area to a local nongovernmental organisation. MSF has worked in Haiti since 1991. international staff:

MSF offers mental healthcare to people living in Jammu-Kashmir state, a conflict-prone region claimed by both India and Pakistan. Working from various locations in and near Srinagar, MSF addresses mental health problems related to the area’s tensions and conflict.
In June, MSF emergency team members responded on the day of the Yogyakarta earthquake, and trucks filled with emergency supplies soon followed. With hospitals overwhelmed, an MSF surgical team worked alongside other Indonesian and international teams to help clear the backlog of patients waiting for surgery, and a post-operative ward was assembled to ease overcrowding in the hospitals and provide care to patients from all over the city. Psychologists providing counselling to those traumatised by the earthquake and training to Indonesian medical staff continued to work in the region.
The civil war that erupted in 2002 continues to effectively cut Ivory Coast in two. Despite the slow return of Ministry of Health staff since the signing of a peace agreement in 2003, there remains little or no healthcare for most of the population due to sporadic violence and general instability.
Malaria is an illness of concern in Assam region and teams have used artemisinin-based combination therapy to treat approximately 10,000 malaria patients a month. Mobile clinics are used to reach people in more than 50 camps where MSF sees many children with respiratory infections, diarrhoea and malnourishment. In early 2006, MSF carried out a measles vaccination campaign in the camps, trucked in clean water and installed taps on water tanks. MSF is also active in neighbouring Manipur state, operating four primary healthcare clinics in the district of Churachanpur as well as a clinic to treat people with sexually transmitted infections. Because of the state’s high rate of HIV infection, in March 2006 MSF began integrating HIV/AIDS care into the state’s existing health programme. At hospitals in Danané, Bouaké and Man, MSF continues to provide essential medical care, including paediatric consultations, emergency medicine, obstetric and gynaecological care and surgery. Mobile clinics provide services in more isolated areas, including the buffer area between warring factions. MSF is pioneering new ways of delivering HIV care to remote areas by training nurses and clinical officers in health clinics, extending the reach of counselling, testing and free antiretroviral therapy for those in need. Through its creation of a new hospital unit for pregnant women with HIV in Danané, MSF is also providing treatment to prevent the transmission of HIV from mother to child. In July 2006, civilians in Lebanon were trapped by an intensifying war between Lebanese Hezbollah fighters and the Israeli Defense Forces. Ongoing fighting and bombings caused hundreds of thousands of people to flee their homes and left many with a limited capacity to meet basic needs, including healthcare. While assistance was offered on the Israeli side the nature of the conflict was such that there were greater needs and less available assistance in Lebanon.
Rehabilitation efforts are starting to bear fruit in this country, now rebuilding after a 14-year civil war, but Liberia still lacks functional health facilities and personnel. In Saclepea, Nimba county, MSF runs a health clinic, four health posts and mobile clinics. In 2006, more than 25,650 outpatient medical consultations were conducted there. A new women’s health unit was also created, offering family planning services and treatment for sexually transmitted infections. MSF also runs several health clinics and provides care to survivors of sexual violence in Grand Bassa and River Cess counties, and runs a hospital providing free care. A community-based programme in Grand Bassa treated 271 malnourished children from January to July 2006.
Estimates indicate that 16 per cent of the population in Mozambique are affected by HIV. In the northern provincial capital of Lichinga, MSF provides medical care for people with HIV/AIDS that includes voluntary HIV screening, antiretroviral therapy, prevention of mother-to-child HIV transmission, treatment for opportunistic infections and prevention programmes. In 2006, MSF cared for more than 900 people in Lichinga, 400 of whom continue to receive antiretroviral therapy.
During the conflict MSF helped replenish needed supplies, sending more than 300 tonnes of material to Lebanon including relief items, medical supplies and medicines, surgical kits, and logistical materials such as sanitation equipment and water bladders. MSF teams also worked with local medical teams to set up mobile clinics. When a ceasefire came into effect on Aug. 14, the majority of displaced people returned home within a few days. Throughout and following the conflict, Lebanese health staff and facilities addressed the majority of the medical needs, with MSF playing a supportive role.

In Lagos, MSF has established a comprehensive HIV/AIDS programme, providing care to more than 1,500 people infected with HIV. More than 1,000 patients are receiving the antiretroviral medicines they need at General Hospital Lagos.
Despite the intense activity required in the aftermath of the October 2005 earthquake in the north, MSF’s regular programmes in Pakistan continued throughout 2006.
Renewed fighting between government forces and rebels in Republic of Congo’s southern Pool region has caused increased hardship for civilians living in this war-torn country. As a result, most people living in the region today cannot obtain basic medical care.
In 2006, MSF research in the Lagos project showed an acute and growing need for affordable secondline medications. These medications are the newer AIDS drug formulations for patients who develop resistance to a first combination of medicines and must change their treatment. MSF and civil society groups publicly urged pharmaceutical companies to make AIDS drug formulations immediately available to patients in Nigeria, achieving some success with initial shipments of the heat-stable, second-line drug lopinavir/ritonavir to Nigeria in July 2006. MSF has worked in Nigeria since 1996. international staff:

MSF handed over its basic healthcare projects in the Mohammed Kheil Afghan refugee camp in western Baluchistan province to a local foundation in April 2006, after performing approximately 40,000 consultations. At the same time MSF started a project in Kuchlak, a slum at the outskirts of Quetta, where tens of thousands of Pashtuns from Afghanistan reside after having fled their country. Here MSF conducts about 130 mother and child consultations a day and screens for malnutrition. By July 2006, permission for MSF to work near the Line of Control was retracted and activities in Leepa valley came to an end. By then, MSF had conducted almost 15,000 consultations, of which several hundred were for pregnant women. MSF has worked in Pakistan since 2000. international staff:

In 2006, MSF performed more than 2,400 consultations monthly at regional referral hospitals and through mobile clinics in Kindamba and Mindouli. The team offers in- and outpatient care, emergency surgery, maternal and child care, and immunisations, as well as mental healthcare to help people overcome violence-related trauma. MSF also assists HIV-positive patients by providing access to antiretrovirals and counselling services, and its advocacy work has led to a change in the treatment of malaria to more the effective artemisinin-based combination therapy. Following years of violence, many Chechens remain internally displaced and face grim conditions in overcrowded, temporary accommodation centres. Access to the republic remains a pressing problem for MSF.
Many women in Sierra Leone die from complications during pregnancy or delivery, and close to one out of five babies dies during or just after birth. MSF is helping mothers and babies by reducing medical risks and making needed medical care more available. Women often live far from hospitals, so in Kambia and Tonkolili districts MSF has established “maternity houses” where women in their final weeks of pregnancy can stay until they deliver. In these facilities, MSF treats HIV-positive pregnant women to prevent mother-to-child transmission of the virus.
In February 2006, the new government of Somalia met for the first time and in April the old capital of Mogadishu imploded into all-out war. The Union of Islamic Courts took control of south and central Somalia in July only to flee the country soon after, leaving the Transitional Federal Government the job of rehabilitating a country ripped apart by rival warlords and suffering some of the worst health indicators in the world. Unpredictable and regular outbreaks of violence have forced MSF to temporarily evacuate its missions on a regular basis.

Even in a “normal” year, malnutrition is a chronic problem in many parts of Somalia. MSF projects in Galkayo, Marare, Bakool, Galgaduud and Dinsor contain nutritional components that treat children year-round. In early 2006, the MSF-run hospital in the town of Dinsor bolstered its team to provide mobile outreach activities, while the therapeutic feeding centre treated more than 600 children for severe malnutrition between January and June. That figure was almost 10 times higher than the previous year because of a severe drought. MSF opened new projects in the towns of Dhusa Mareb and Guri El in the Galgaduud region in early 2006. MSF has worked in Somalia since 1991.

In the rural region around Grozny, MSF primary care mobile teams offer healthcare in 10 different villages. Mental health services are a large component of MSF’s programmes, and counsellors work closely with the mobile medical teams, offering services for patients and staff in the republic’s main trauma hospital. MSF also provides treatment for tuberculosis (TB) and supports the existing TB dispensary system with drugs, equipment and specialised lab services. MSF continues to provide medical and psychosocial care to internally displaced persons from Chechnya living in Ingushetia.

22. Sudan
23. Uzbekistan
24. Zambia
Sudan is the site of MSF’s largest operations. Due to continuing violence in the western (Darfur) and southern regions, the health needs of the population remain staggering.
MSF is one of the few humanitarian organisations present in Uzbekistan, where a combination of increasing economic hardship and deterioration of tuberculosis (TB) services since the 1990s has led to an increased incidence of multi-drug-resistant tuberculosis (MDR-TB).
Approximately 1.6 million of the 11 million people living in Zambia are estimated to be HIV-positive, and more than 100,000 people die there each year from the disease. In response to this crisis, MSF runs projects in the poor and rural northeastern Nchelenge district in Luapula province and in the Kapiri Mposhi district of Central province. MSF recently built a specialised antiretroviral (ARV) clinic inside Kapiri District Hospital. Testing activities are finding between 30 and 40 per cent of people infected with HIV in these locations. By mid-2006, approximately 6,000 people were receiving HIV/AIDS-related care from MSF at these locations, and an estimated 2,000 were receiving ARV treatment.
In Darfur, where people are completely reliant on humanitarian aid for survival, numerous attacks against humanitarian workers have drastically reduced the ability to deploy aid and reach people in need. MSF provides primary healthcare, treats violent trauma and addresses malnutrition in numerous clinics across the region. In Kalma – one of the largest displacement camps in the world – MSF runs a primary health clinic with close to 1,000 consultations weekly and a women’s health centre that includes treatment for sexual and gender-based violence.

MDR-TB treatment has very unpleasant side effects and involves hospitalisation for six to 12 months. By May 2006, a total of 246 MDR-TB patients in Nukus City and Chimbay District in the autonomous republic of Karakalpakstan were enrolled in MSF’s treatment programme. The MSF team continues to try to improve the quality of life for patients by offering psychosocial assistance to them and their families. MSF has worked in Uzbekistan since 1997.
In the south MSF operates in several regions, addressing the healthcare needs of hundreds of thousands of Sudanese returning from the north or from camps in surrounding countries. In Kajo Keiji, a team operates a 200-bed hospital – the only hospital in southern Sudan providing HIV treatment – while in Abyei, MSF supplies medicines to the local hospital and provides staff to handle consultations.

25. Zimbabwe In early February 2006, heavy rains spread cholera to urban and rural areas of Zimbabwe. MSF assisted the Ministry of Health by setting up cholera treatment centres in the provinces of Manicaland, Mashonaland East and the Epworth section of Harare. Teams also provided medical and logistical supplies, transported patients and trained health workers. MSF installed and repaired water systems in health centres and organised health promotion activities. By July 2006, more than 900 cases of cholera had been treated.
The objective of this domestic initiative is to strengthen the capacity of MSF in Canada to recruit, train, prepare and send staff to our field projects around the world. In 2006, Canadians departed on 188 field missions with MSF. Of these, approximately one quarter benefited from CIDA’s humanitarian assistance programme. cida:

Almost one quarter of the adult population of Zimbabwe is infected with HIV and more than 3,200 people die from HIV/AIDS-related illnesses each week. MSF provides HIV/AIDS-related care to thousands of people and treats close to 3,000 with antiretroviral medicines in the southern city of Bulawayo, Matabeleland province; in Gweru in Midlands province; in the Tsholotsho district of Matabeleland, North province; and in the Buhera district of Manicaland province. [Spotlight] MSF Canada in Action Patients at Jude Anne Hospital in Port-au-Prince receive care in MSF’s emergency obstetrics programme. Women in the violent slums lack access to maternity care and often die during pregnancy and childbirth.
Colombia
Haiti
In Colombia MSF provides essential medical services in numerous urban and rural areas of the country, using both fixed health posts and mobile clinics. In addition to basic healthcare, many programmes include vaccinations, reproductive healthcare, emergency dentistry and psychosocial support. In the northeastern region of Norte de Santander, MSF conducted medical outreach activities in isolated rural areas. Approximately 750 patients are seen each month at two fixed sites and through mobile activities.
Since the opening in March 2006 of Jude Anne Hospital, MSF teams have assisted more than 8,000 births and conducted more than 7,400 consultations with expectant mothers. The project specifically targets women living in the most violent parts of the city who have difficulty accessing appropriate care, in part because of poverty and violence. Medical care is provided to women who have high-risk pregnancies, as well as treatment to help prevent mother-to-child transmission of HIV.
MSF Canada opened its doors in 1991 with a mandate to recruit medical and logistical personnel, raise funds for international work and increase public awareness about the populations we treat and care for around the world. 2006 represented a new era for MSF Canada as we assumed direct responsibility for the management of projects in five countries: Colombia, Haiti, Ivory Coast, Nigeria and Republic of Congo.
16
Ivory Coast
Nigeria
Republic of Congo
As well as providing basic healthcare, MSF is pioneering new ways of delivering HIV care in the west of Ivory Coast, proving this type of treatment is possible in a zone where fighting may erupt at any time. In Danané, MSF built a new hospital ward for pregnant women who are HIV-positive. The ward is dedicated to preventing mother-to-child transmission of the disease. In Bin Houye, MSF is supporting Ministry of Health HIV/AIDS treatment programmes in three health centres and has started voluntary counselling and testing services.
In Lagos, MSF has established a comprehensive HIV/AIDS programme, providing care to more than 1,500 people infected with HIV. MSF and civil society groups advocated for access to free treatment and actively promote the use of lower cost, generic antiretroviral medication to help expand this treatment to more patients. While progress has been made to increase the availability of first-generation AIDS medicines, access to newer, field-adapted AIDS drugs is an ongoing challenge.
MSF returned to work in Republic of Congo in 2003 at the end of the conflict to assist the population of the Pool region. In Kindamba district, MSF performs more than 2,400 consultations monthly, at regional referral hospitals and through mobile clinics. The team manages hospitals and mobile clinics, emergency surgery, maternal and child care and immunisations. In Mindouli district, 2,400 patients are seen monthly at mobile clinics and in the district hospital. Mental health services are also offered through local counsellors and social workers, who help people overcome trauma related to the region’s violent past.

The MSF Expo: Summer 2006 | Ontario and Quebec It’s Time to Act The summer of 2006 saw the launch of the MSF Expo. The travelling exhibit, encased in a 14.6-metre (48-foot) trailer, was designed to provide insight into MSF missions in Bolivia, Sierra Leone, South Africa and Uzbekistan, and more specifically to inform the public about the realities of people suffering from neglected diseases such as Chagas, malaria, HIV/AIDS and tuberculosis.
in developing countries, many things about such a large-scale public awareness effort are difficult to quantify. For those staff and volunteers who committed so much time and spirit to the Expo, success was measured beyond the click of the counter as each person entered. The people we met, the engaging conversations and the thoughtful questions always impressed us.
From May 17 to Aug. 17, MSF Expo volunteers and staff greeted 17,645 visitors in 23 locations in eight cities across Ontario and Quebec. Expo volunteers included dozens of association members – MSF field staff who brought to life the myriad contexts around the world where MSF works, sharing stories about the reality of patients’ lives and what it is like to work in the field.
Seeing the light bulb of consciousness brighten was thrilling. Sensing that a person made a connection with a patient or an issue presented in one of the Expo displays was very rewarding.
Although we were impressed with the number of visitors who learned about how a lack of access to essential medicines affects millions of people
Witnessing their awareness compel them to action – perhaps to support MSF further by becoming a donor, by signing a petition, or by considering work in the field – was humbling.

Auditors’ Report To the Members of Doctors Without Borders Canada/Médecins Sans Frontières Canada We have audited the statement of financial position of Doctors Without Borders Canada/Médecins Sans Frontières Canada as at December 31, 2006 and the statements of operations, changes in net assets and cash flows for the year then ended. These financial statements are the responsibility of the Organization’s management. Our responsibility is to express an opinion on these financial statements based on our audit. Except as explained in the following paragraph, we conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we plan and perform an audit to obtain reasonable assurance whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. In common with many non-profit organizations, the Organization derives revenue from donations, the completeness of which is not susceptible of satisfactory audit verification. Accordingly, our verification of this revenue was limited to the amounts recorded in the records of the Organization and we were not able to determine whether any adjustments might be necessary to donations, excess of revenue over expenses, assets and net assets. In our opinion, except for the effect of adjustments, if any, which we might have determined to be necessary had we been able to satisfy ourselves concerning the completeness of the revenue referred to in the preceding paragraph, these financial statements present fairly, in all material respects, the financial position of the Organization as at December 31, 2006 and the results of its operations and its cash flows for the year then ended in accordance with Canadian generally accepted accounting principles. As required by the Canada Corporations Act, we report that, in our opinion, these principles have been applied on a basis consistent with that of the preceding year.

MSF Canada is a registered charity under the Income Tax Act (Canada) and, while registered, is exempt from income taxes. 1. Significant accounting policies: These financial statements have been prepared in accordance with Canadian generally accepted accounting principles. The significant accounting policies are summarized as follows: (a) Cash and cash equivalents: Cash and cash equivalents consist of cash on hand and short-term investments with original maturities of less than 90 days.
Statement of Cash Flows Cash provided by (used in):
Doctors Without Borders Canada/Médecins Sans Frontières Canada (“MSF Canada”) actively commenced operations on January 1, 1992. MSF Canada offers assistance to populations in distress, victims of natural or man-made disasters and victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
(b) Investments: Investments are recorded at market value. (c) Revenue recognition: MSF Canada follows the deferral method of accounting for contributions. Unrestricted contributions are recognized when received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. Donations are recognized on a cash basis since pledges are not legally enforceable claims. Externally restricted contributions are recognized as revenue in the year in which the related expenses are incurred. (d) Capital assets: Capital assets consist of office equipment and leasehold improvements. These costs are capitalized and amortized on a straight-line basis using an estimated useful life of three years. (e) Contributed materials and services: Doctors and other volunteers contribute a significant amount of time in support of MSF Canada. However, as this time cannot be easily valued, contributed services are not recognized in the financial statements. Contributed materials are also not recognized. (f) Use of estimates: The preparation of financial statements requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenue and expenses during the year. Actual results could differ from those estimates.
See accompanying notes to financial statements.

7. Canadian International Development Agency: MSF Canada solicits funds for projects being undertaken by MSF worldwide from Canadian International Development Agency (“CIDA”). CIDA funds a number of these projects and grants the funding to MSF Canada. MSF Canada retains 5% (2005 - 5%) of the CIDA funds to cover its project coordination, administration and overhead costs. MSF Canada enters into an agency agreement with the operational MSF section that will carry out the project and passes on the CIDA funds to that section. At the conclusion of the project, the operational section accounts for the funds to MSF Canada. MSF Canada reviews these accounts and presents them to CIDA. To the extent that the funds are not fully spent, they are returned by the operational section to MSF Canada and by MSF Canada to CIDA.

The following list includes individuals, organisations and community groups who made gifts of $500 or more to MSF between Jan. 1, 2006 and Dec. 31, 2006. We apologize for any errors or omissions.
We want to thank you, our donors, for supporting the work of MSF and allowing us to provide independent humanitarian medical aid to people in need. In 2006, more than 70,000 Canadians donated financially, organised fundraising events and assisted us with our activities. We are grateful to all of our supporters whose generosity makes our work possible.
Thank You 26

MSF remains accountable to the public and our stakeholders, including patients and donors. The annual report is produced in order to fulfill this commitment; it is also a means to raise awareness about our work.
[Brazil] In 1996, MSF delivered emergency aid to the Yanomami Indians, who were threatened with extinction due to a malaria epidemic.
Sans Frontières Society The Sans Frontières Society includes those who have made a commitment to humanitarian relief work in the future by naming MSF as a beneficiary in their will. MSF Charter Médecins Sans Frontières is a private international organisation. Most of its members are doctors and health workers, but many other professions contribute to MSF. All of them agree to honour the following principles: Médecins Sans Frontières offers assistance to populations in distress, to victims of natural or manmade disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Médecins Sans Frontières observes neutrality and impartiality in the name of universal medical ethics and the right to humanitarian assistance and demands full and unhindered freedom in the exercise of its functions. Médecins Sans Frontières’ volunteers promise to honour their professional code of ethics and to maintain complete independence from all political, economic and religious powers. As volunteers, members are aware of the risks and dangers of the missions they undertake and have no right to compensation for themselves or their beneficiaries other than that which Médecins Sans Frontières is able to afford them.
