MSI Debuts Corruption Risk Assessment Tool in Ukraine

Recognizing and confronting corruption in public and private institutions requires a delicate balance. Institutions must be part of the process, but how can they pinpoint their own corrupt practices while still being honest and critical? In 2015, Management Systems International (MSI) approached the U.S.

Ukraine, which ranks 142 out of 174 countries on the Transparency International corruption index, adopted a Corruption Prevention Law in 2014 that requires all public and some private institutions to conduct corruption risk assessments, among other corruption prevention measures. To provide a consistent and knowledge-based approach to these assessments, MSI developed the Institutional Corruption Risk Management (ICRM) tool that pinpoints corrupt practices within institutional functions and processes, rates the degree of corruption risk, and guides development of targeted corrective measures to address risks, using participatory processes led by skilled facilitators. With support from a local partner, we tested the ICRM tool at two Ukrainian public institutions. In just two months, our team reviewed more than 200 documents, conducted 65 interviews and group
Based on these findings, Corruption Risk Response Plans were custom designed for these government agencies, essentially, a pathway to correcting their corruption vulnerabilities. ICRM is based on international risk management standards. We designed the tool so that any public or private institution in any country can use it as is or customize it for country-specific situations. For Ukraine, ICRM was tailored to the country context. MSI is a leader in implementing large and complex anticorruption programs worldwide, including current operations in Haiti, Indonesia, Liberia, Mexico, Serbia, Sierra Leone and Ukraine. Through our Governance and Accountability Practice Area, we have developed strategies, implemented programs, and conducted assessments and training that have promoted integrity, transparency and accountability in more than 40 countries.
