Plenary Session 1 Moderator: PROF SALLEH BUANG A Barrister-at-law from Lincoln’s Inn, England, formerly served as a Federal Counsel in the Attorney-General’s Chambers, Kuala Lumpur before he left for private legal practice, the corporate sector and finally academia. In 1972, he was trained under a post graduate UN fellowship at the International Court of Justice at the Hague Netherlands. Formerly a Visiting Professor at the Universiti Teknologi Malaysia, Johor Bahru, he is a full-time consultant, author, public speaker, trainer and columnist. He had served as a member of the Panel of Judges of the Kuala Lumpur War Crimes Tribunal in its proceedings in 2010, 2011, 2012, and 2013.
RICHARD J TOWLE Richard Towle took up the post as UNHCR Regional Representative for Australia, New Zealand, Papua New Guinea and the South Pacific on March 22, 2007. Towle is a New Zealander who joined UNHCR in Hong Kong in the early 1990s when he worked in a variety of capacities with the Vietnamese boat people, then moved to the London office of UNHCR. He has since held various senior legal roles in the Department of International Protection at UNHCR headquarters in Geneva and has been involved in the UNHCR development of polities and operations relating to human rights, internally displaced persons and asylum-migration issues. His other UN experience includes a role as Chief of Mission for the United Nations High Commissioner for Human Rights in Belgrade, Yugoslavia, from 2001 to 2003. More recently, Towle was a Member of the New Zealand Refugee Status Appeal Authority during a temporary absence from UNHCR. Prior to joining the UN, he was a Deputy Chair of the Hong Kong Refugee Status Review Board, after working as a lawyer in New Zealand specializing in refugee and human rights issues. 2
NURUL ISLAM Born on 31st December 1948 in Arakan, Burma.Worked as the President of the Rangoon University Rohingya Student Association in 1971. Actively took part in Rohingya movement from many years. Obtained B.A (law) and LL.B from the University of Rangoon respectively in 1972 and 1973.Completed Diplomacy Training Program course from the University of New South Wales, Sydney, in 1998.Achieved LL.M (Human Rights) in 2007 from the University of East London. Worked as a Consultant on Arakan Affairs of the Euro-Burma Office (EBO) in Brussels until 2010. Current President of the ArakanRohingya National Organisation (ARNO), a peaceful political movement, which believes in peaceful-coexistence, supports and strives for democracy, human rights and federalism in Burma. At present living in the United Kingdom.
GEN TAN SRI MOHD AZUMI MOHAMED (RTD) Tan Sri Azumi holds a Master of Science in Natural Resource and Strategy from the Dwight D Eisenhower School for National Security and Resource Strategy of National Defense University Washington DC USA. He also holds a Graduate Diploma in Strategy and attended a Comprehensive Programme of Advanced Studies in the Field of Emerging Technologies Information Resources College National Defense University Washington DC USA. From an early start, his military credentials were internationally recognised, from the Officer Cadet School in Portsea, Australia and the Australian Army Infantry Centre to the US Army Infantry Centre at Fort Benning. He had earlier served with the Malaysian Armed Forces for 37 years prior to retiring as Chief Of The Army in December 2004. Highlights of his military career include service with the United Nations Military Observation Mission Iraq/Kuwait in the aftermath of the First Gulf War where he assisted the Foran Commission in the return of War Property and liaison work with the UNHCR at Al

Abdaly. For service with the UN Mission in Iraq/Kuwait, Tan Sri Azumi was awarded the UN Medal for Peacekeeping. He was also responsible for the deployment of the Malaysian Armed Forces with the UN Mission in Cambodia, Somalia, Bosnia and Congo. He is also active in the private sector, chairing and sitting on several public and private companies including as trustee of the Perdana Global Peace Foundation led by TunDr. Mahathir Mohamed. Tan Sri Azumi is the current Chairman of Cyber Security Malaysia and the Organization of Islamic Cooperation (OIC) Computer Emergency Response Team.He is also a Member of the Dewan Negara State of Perak and a recipient of the French Award Officer Ordre National du Merite.
DR MAUNG ZARNI A noted exile from Mandalay, MaungZarni is the only Burmese academic with Buddhist background who has unequivocally denounced Burma’s popular racism in connection with the ethnic cleansing of the Muslim Rohingyas. In 2010 and 2012, he joined television roundtables with Aung San Suu Kyi at the London School of Ecnomics where he has been a visiting fellow at the Human Security and Civil Security Research Unit since 2009. Zarni was a professor of education at the National-Louis University in Chicago and held various academic and leadership fellowships at Chulalongkorn University, University of Oxford, the University of London Institute of Education, Georgetown University of Foreign Service and the Rockefeller Foundation. He has two decades of professional experience in policy and political activism in support of democratization of Burma and was a founder of the then pioneering activist campaign in cyberspace, Free Burma Coalition. Zarni has published and commented extensively on various aspects of political change in Burma including the issue of ‘conditional engagement’, the politics of reconciliation and the search for justice. He is currently writing a commissioned book on his native Burma for Yale University Press. Zarni was educated at Saint Peter’s Boys School (or S.H.S.9) in Mandalay, Mandalay University, universities of California, Washington and Wisconscin.

ABDUL MALIK MUJAHID Abdul Malik Mujahid is an award-winning author, producer and an imam.He is president of Sound Vision, producer of Adam’s World and executive producer of dailyRadio Islam at WCEV 1450 AM in Chicago.Imam Mujahid also serves as Chairman of the Parliament of the World's Religions.He is founder of Muslim Democrats. He was elected to the Credentials Committee for theDemocratic National Convention 2008. He is active with think tanks in the US. He has served on the Independent Task Force onCivil Liberties and National Security by the Council on Foreign Relations in New York from2006-2009. He also served as a member of the Chicago Council on Global Affairs’ Task Forceon The Civic and Political Integration of Muslim Americans, in 2007. Imam has played a leading role in developing alliances and coalition based on the commonagenda. His efforts have brought Universal health coverage for children under 18 in thestate of Illinois. He has pioneered Shia Sunni dialogue in the Muslim community in the USA.As the national coordinator of the Bosnia Task Force, USA, in the ’90s, he successfully ledefforts in collaboration with the National Organization of Women (NOW) to declare rape asa war crime. Currently he leads Burma Task Force USA which is a coalition of 15 nationaland regional Muslim organizations to stop genocide in Burma. He has been interviewed by national and international media extensively includinginterviews with BBC, PBS, New York Times, MSNBC, NPR, Associated Press, AFP, Telegraph,Chicago Tribune and others. Imam Mujahid has authored more than 400 articles on Islamic living and public policy. He isa blogger at HuffingtonPost. His book on political sociology was the winner of anOutstanding Academic Book of the Year Award by American Library Association in 1990.Imam Mujahid was selected as one the 500 most influential Muslims in the world in 2011 &2012.

MR. MATTHEW SMITH Matthew Smith is the executive director of Fortify Rights International, a human rights organization devoted to strengthening the human rights movement through training, independent monitoring, and strategic advocacy. Previously he was a researcher with Human Rights Watch (2011-2013), where he published several reports, and he was a project coordinator of the Burma project at EarthRights International (2005-2010), later acting as a senior consultant to the organization. His work has exposed war crimes, crimes against humanity, ethnic cleansing, multi-billion dollar corruption, "development"-induced abuses, and other human rights violations. He has written for the New York Times, the Wall Street Journal, CNN, the Yale Human Rights and Development Law Journal, and other outlets. He holds a M.A. from Columbia University and a B.A. from Le Moyne College, and previously worked with Kerry Kennedy of the Robert F. Kennedy Center for Justice and Human Rightson Speak Truth to Power.

PLENARY SESSION 2 MODERATOR: DATUK AHMAD ABD TALIB, JP Datuk. Ahmad Bin AbdTalib, JP served as Corporate Social Responsibility (CSR) Group Adviser at Media Prima Bhd. Datuk. Bin AbdTalib served as an Executive Director of News and Editorial Operations at Media Prima Bhd. Datuk. Bin AbdTalib served as Executive Director at News at New Straits Times Press (M) Bhd (NSTP). He serves as Executive Director of Editorial of New Straits Times Press Bhd. In 2001, Datuk. Bin AbdTalib was made the Group Editor who was responsible for NSTP's English publications. In 1986, he was transferred to BeritaHarian, also part of the NSTP group, as the Economic Desk Editor before he was promoted as Assistant Editor. The year 1988 saw his transferring to the New Straits Times, the flagship newspaper of the group and his subsequent appointment as the News Editor and Chief News Editor, thereafter. He started out as a Cadet Reporter with BERNAMA in 1972 and served Economic Service there for six years prior to joining Business Times as a Journalist in 1978. Later, he was promoted to become a Specialist Writer who covered national politics and industrial relations issues such as the trade union matters, labour disputes and management issues. He served as an Advisor to the Chief Executive Officer of Maxis from 2004 to 2005. He served as Group Editor, New Straits Times SdnBerhad of New Straits Times Press Berhad. Datuk. Bin AbdTalib has been a Director of New Straits Times Press Bhd since July 1, 2009. He is also an active Board Member of the Salam Foundation Board of Trustee. He served as a Director of Media Prima Berhad until April 23, 2014. Datuk Bin AbdTalib received Journalism training from East West Center in Hawaii; the Press Foundation of Asia in Bangalore, India.

Throughout the course of his work, he has covered general elections, numerous Asean Summit, the OIC Summit, the UNGA in New York and the NAM conference. He is also the National Chairman of the Malaysian Red Crescent Publicity Committee, a Board Member of Orphans Foundation of Malaysia and was appointed Board Member of the National Tourism Council of Malaysia. Datuk. Bin AbdTalib holds The Knight-Bagehot Fellowship in Economics and Business Journalism from Columbia University and NSK-CAJ Fellowship Programme, Japanese Newspaper Publishers and Editors Association.

CHIEF RAPPORTEUR: TAN SRI AHMAD FUZI ABDUL RAZAK Tan Sri Ahmad Fuzi Haji Abdul Razak was previouslythe Secretary-General of the Ministry of Foreign Affairs Malaysia. He joined the Malaysian Diplomatic and Administrative Service in 1972, and served in various capacities at the Ministry of Foreign Affairs, mainly in the Political Division, and at the Malaysian Missions abroad in Moscow, the Hague, Canberra, Washington and Dhaka. Tan Sri Ahmad Fuzi has previously also served as Director General, Institute of Diplomacy and Foreign Relations Malaysia; Ambassador-at-Large; Malaysia's Representative to the ASEAN High Level Task Force (HLTF) on the Drafting of the ASEAN Charter and Malaysia's Representative to the High Level Panel (HLP) on the Drafting of the Terms of Reference of the ASEAN Human Rights Body. Tan Sri Ahmad Fuzi is currently Secretary-General of the World Islamic Economic Forum Foundation and Chairman and Member of Board of Directors of several public listed and private companies including Maybank Islamic, AmanahrayaReit, PuncakNiaga Holdings Berhad and Seremban Engineering Bhd. Tan Sri Ahmad Fuzi is currently alsoa Distinguished Fellow, Institute of Strategic and International Studies (ISIS); Distinguished Fellow, Institute of Diplomacy and Foreign Relations; Deputy Chairman, Malaysian Member Committee of the Council for Security Cooperation in the Asia Pacific (CSCAP Malaysia); Member, Board of Trustees, MERCY, Malaysia; Member ,Institute of Advanced Islamic Studies (IAIS) and Member, Advisory Board, Asia Pacific Entrepreneurship Award (APEA).
